capitol hill. nice to see you. nice to see you. greta: two reports one gop in the house about health care and another letter sent to speaker boehner and others. help me understand, according to the cbo, if you repeal the health care bill, it will cost us 145 billion that will add to the deficit if you read the house gop report it says if we don t repeal it, it will add 701 billion to deficit, which is a 846 billion dollar difference. who do i believe the house or the cbo? let s start with common sense. if you expand any entitlement program to cover an additional 30 million people or so, it is going to cost more, right? the second thing that is so important. cbo only takes what they are given as assumptions from which they figure costs. best example, they included in

estimates if the repeal happens there will be an increase in the federal budget deficit in the next seven years of total of $145 billion. paul ryan pushed back against that saying that obamacare will increase deficit by several hundred thousand dollars. he said c.b.o. has to score what you put in front of them. if you put a bill in front of team that ignores the money to spend to run the program, that double counts the medicare savings and the class act revenue, that double counts the social security revenue, that does not count the doc fix, if you add that you have, net it out, we are talking about $701 billion hole, deficit. there is the response. back with the panel. charles? ryan is right on the numbers.

bill: on the cost. some are saying it would increase the deficit and some say it would decrease the deficit. what are we to believe, jim? reporter: well, this is a dandy, bill. the democrats say, if you repeal health care, it will cost add $230 billion to the deficit. the republicans say, if you don t repeal health care it will add $701 billion to the deficit. now, the reason they differ is this: the congressional budget office has to rule on what the numbers are, that come from congress. they initially ruled that it saved $143 billion over ten years and the way they got to that, they take the numbers given them from congress and the democrats said, we ll save $500 billion in medicare and they said, okay. add that up and take the 500 billion, yeah, yeah, yeah, add up the numbers and say it will save $143 billion and one example, there was going to be a deficit increase the deficit, so they had to take out a key provision which fixed the payments doctors who serve
