The New York State Assembly has passed a bill that would create a mandatory automatic individual retirement account (IRA) program for private sector companies with 10 or more employees that do not offer a retirement plan.
The bill would amend the state’s voluntary “Secure Choice” auto-IRA program to make it mandatory, along with other adjustments. The proposed legislation would also create a board that will be responsible for the general administration and operation of the program. The bill now heads to the New York State Senate.
The board would also evaluate and establish, or authorize, the process for enrollment, including the process by which an employee may opt out of the program, choose a contribution level and an investment option, and exit the program.

AARP of New York says new legislation to improve nursing home care doesn t go far enough to ensure quality care and patient health.
“We believe that this bill is a beginning step, however, it is missing so many really crucial points that we’d like to see it improve by.”
Beth Finkel is state director for AARP, and says the current figures of the bill aren’t adequate. The organization wants to require nursing facilities to have a registered nurse give 0.75 hours of care per patient and to require an RN to be in the facility at all times. In addition, they want the proposed staff ratio of 3.5 hours of care per patient per day to be increased. Finkel says both measures have a direct link to patient health.

Last month, a provision passed in the state budget that requires nursing homes to use at least 70% of their total revenues on direct patient care, and of that 70%, almost half, 40%, now needs to be used for staffing.
Tuesday, the legislature took another step to protect seniors. Both houses passed a Rivera/Gunther bill (S.6346/A.7119) requiring nursing homes to have enough staff for each resident to receive at least three and a half hours of direct care each day.
