You walk out to that thick humidity, guys, thats what were feeling right now. I really think its a little thicker and stickierhan the last couple of days mainly because. Rain that we saw yesterday and last night. Lets take a look outside right now. Beautiful conditions. O were going to have som sunshine this morning, but i believe we are going to have a few showers out there throughout the morning. More showers picking u steam into the afternoon. Even a f storms. Now, a few showers around during the Morning Hours and even into the htime. Then some rain. Numerous showers this afternoon and even isolated storms. These are going to be pretty strong rain makers, so we could have some flooding, additional flooding out there. You can see nothing really happening, maybe a few sprinkles right w. We will be ba in 15 minutes with more of the mornings top stories. Good morning. Im pat lawson moose. The controversial decision to cancel plan to move the fbis s headquartert of d. C. And into prince gees shockecounty shocked a lot of folks. An july 4th celebrations shut down reagan national. Scott, a lot of people were shocked when the Trump Administration called the move off. Now the justice dertment, a watchdog, is going to review the decision to keep the building in downtown. You were the first to report this. What else do we know . We know the fbi headquarters in downton d. C. Is old and too small for the fbis work force. It needs to bee raced. Two years ago this week the ump administration canceled plan to move it to springfield or Prince Georges County and that shocked people because both eparinge counties were p for an economic boom and influo workers. Democrats, especially on the House Oversight committee, said the Trump Administration might have called it off because the esident did not want private developers to take over that space wher the fbi office is now and compete withis trump hotel. The administration has said this is a decision they madein pendent of those issues. Buctthe inspeor general of the u. S. Justice department, the watchdog who oversees the justice department, says its going to investigate why the decision was made and the implications from it. And the fbi director actually said the cancellation was the fbis decision. Yeah. W so,hose was it . Thow long do you expect review to take . It could take months if not years. I think this will takeo mhs. They dont take days or weeks. Federal inspectors general take their time with thing. I dont think we will get an answer before the end of the calendar year. So the jury is still out. Ye. And reallyld springfie new n, carrollthey were preparing for this possibility. And those plans, years of work, the transportation initiatives, the infrastructure initiatives were all for naughl, welhe president s big july 4th pns took the city byst rm. More fireworks, the speech at floioversln memorial, and tanks which we havent seen on the city since the end of the gulf war in 1991. They evenpe sused traffic at reagan national. We have seen that beforfor floiovers, but never for fireworks . Yes, the faa is pushing back a little bit. We were saying wngat is goi on . They said we have suspended operations at the airport for, for things like military floiovers or things like that. Theor reason that the fir shut down the airport is because they were moved south to windows potomac park. Thatrp necessitated the airt shutting down between 9 and 9 45. We really didnt find out about it until a couple of daysef bore the fourth of july. So people were scrambling who had made plans to potentially fly into the airport at that time. Some people like to fly in and watch the fireworks. I mean, they actually i got in touch with a person who actually scheduled his flight back from california to lanat 9 21 when the fireworks would be going off. Now because the airport shut down, they were scrambling, they didnt know if their flight would be canceled, if they were going to watstay an extra day. This threw a little bit of a shockwave throughout the system. We dont know how many flights were affected. The Airport Authority couldnt give us an exact number. Needless to say, if you shut down the airport over two hours, thats dozens o flights, hundreds potentially thousands of people that had to find another way to figure things out. Plus air force one lowflying around the national mall. Thats not something that we have seen either. So i think this whole fourth of july was pretty unconventional. To say the least. From the air to the ground, federal records reviewed by the news4 iteam show public buses hit close to20 people a year in the d. C. Area. Cl it ines pedestrians injured or killed in crosswalks. Scott, the nbers actually have been about the same for many ears despite the campais to improve Pedestrian Safety. So are the campaigns just not working . The counties that ruan trsit buses know they have to do more, that the campaigns for pedestrian awareness helped, but they ar anot going to put dent in the numbers. The numbers are high. Ab t 20 people hit a year. Yes, busgainst pedestrian accidents are less common that are car against pedestrian accidents. But when a bus hits you, you are going to injured severely. A bus hits you, a good chance you are going tocodie. Mmunities are trying to take iously. We found that every one of our local jurisdictions, nearly all that transit buses, have some proposal or some idea who to do to change the infrastructure of the bus itself in d. C. Metro bus. They are adding strobe lights to the outside o more buses to be, you know, catch the eye of distracted pedestrians. In Montgomery County they have ededxternal speakers that make an announcement if you are near the blind ot. Perhaps even more ambitiously, they are testing a system that tually automatically brakega bus if s too close to a pedestrian. Ittakes over from the bus operator. Its ambitious. They think they are getting close to making it deployable, but it will be some time still. In d. C. , adam, they put out these yellow to stop people from making left turns and get pedestrians to go to the crosswalk where they are supposed to cross . Yeah, Street Safety is a big issue. You have seen these visn zero plans where they are trying to cut down on deadly pedestrian accidents or deadly traffic accidents and serious injuries. They are trying to eliminate them completely. Things like this with the buses is really a work in progress. One thing metro bus did do, scott was mentions strobe lights. They have this flashing thing to catch the attention of pedestrians. Its not just the bus. Everyone needs to Pay Attention. And a lot of people are distract n distractadays. The yellow markers, the city hah put ese at dozens of intersect pns. They areopping up everywhere and people are startingo notice. Thats why we did a story about it. These are designed to get cars to go out in the intersection a little bit more and make a 90 degree turn. If you go like this, then you are going to have t slow down a little bit. A lot people whatthey do without the devices is slice chrough the crosswalk and the intersection whi increases the risk for a deadly accident. So the city is really trying to come up with this effort. Anything that you n do and i will say, as bad as Driver Behavior is, road design plays a big part in how we get around safely. So if you design the roads in the right way and you make them safer, you can see a dramatic impact. And then the data shows that those do work . Yeah. Well we are seein this year that pedestrian fatalities, ta traffic falities in the city overall are down about 25 year over year. And the mayor has made this a big push. She is doing high visibility crosswalks everywhere. You have these protected bike lanes all over the pla. They are making bike safety a bigger deal. Now you havehese Pedestrian Safety initiatives at intersections. We will see if they pay dividends. Pedestrian accidents are a 12month a ye tng. When you talk to City Planners and engineers and people who operate the vision zeros progr they circle two months, march and october. Warm enough for people to be out and its dark early. Et the dusk hours that can trigger a series of pedestrian accidents. We looked at the data. These are peaks in early spring and early fall. All right. Got to take a break. Back to ba well be right back. Metro could be coming to georgetown. Its bn talked about forome time. Now the idea is being studied to determinwhether it actually makes sense. Therris a huge catch he adam. The catch is building a new station in georgetown means you need a new station in rosalynn. Ea yh. Can you imagine . I wanthis to happen so i can cover the constructionreheted headacs that go along with th ts. Here ishe issue. At rosalynn, you have thelue, tlver and orange lines trying to get througho get into the district. You can only fit so many trains r hour. What metro knows is that it has a bottleneck there. In order to relieve that bottleneck they are thinking about building a second station at rosalynn to divert the blue line and fr of space. That would require a new tunnel nder the potomac and potentially run a route where you go into georgetown, west end, thomas circle, places like that to union station. This is bomething that hasn on the books, frankly, for decades. Its almost like the purple line or the silver line or something t you know, seemed far off but then actually came to fruition. They are studying it now. Why are they studying it now . Well, they know this is metro looking down the line. Looking to20 had45, 2050 and understanding if the system gets back to a point where we are carrying 750,000, 800,000 riders a day, you are going to have a problem down the line, especially with the Development Patterns going on right now. There is so much people dont understand there is so much a developmeund metro right now that they are banking on hundreds of thousands of riders coming back to the system and potentially putting a crush loas on thetem. So metro is being proacti and looking at, okay, thats going to be our Biggest Issue down the line. How do we address that . They are doing whats going to be a twoyear study for something that we all already know. If they want to seriouslyre eve the congestion this that part of the system tr y need anotation and tunnel under the potomac. Its not a gondola that sanys you or athing along those lines. You need to build this. Going through georgetown, can you imagine . No. I can recite cpter and verse all t myths about why metro never went to georgetown. The rock. People didnt want it, so on and so forth. None of that is true. Thet. Just never built this is a study to look whether or not it would make sense and at what cost . Billions. I mean, a tunnel itself would be billions. This would be huge. Dont forget metro has dedicated for the first timeever. They have congressional support. They are looking at a new revenue stream to come in. So once they get the system right, once they fix these things, they are looking towards how they are going to relieve congestion in the system down the line. All right. Constructi construction, Metro Construction of georgetown, the stuff which nightmares great job security for me. 250,000. Thats how many phone calls have poured into the v. A. s new hotline for veterans. So many at the v. A. Had to move the operation to the mountains of West Virginia. Thats a lot of calls since the hotlinetarted two years ago after complaints people couldnt get through. It started o years ago like a pilot project. S it finally coming to fruition. What chef in shepherdstown, West Virginia, is not far from the maryland West Virginia line is a t ofwa rooms filled with phone banks staffed by dozens of veterans and staffers at the v. A. At all times 24 7 to take calls from veterans about someing, access to care, rescriptions, about their benefits checks. They get calls 24 hours a day. They ve a quarter million since opening. They expect 3,000 a weekng movi forward. This represents an improvement in services f de veterans to serve to have their phonecalls answered when ehey need. These medical cers that the veterans use, these clinics veterans use in our area dont have switch boards and fast phoneanswering capability. Their medical staff, their admihestrative staff, are dealing with veterans in the building. Its been notorious in the system, its hard to get a call answered. This is something they try to fix by having somebody kededicad to take cause. Most important, veterans can call if they are having a crisis. These people are trained to patch them immediately to the Veterans Crisis network. They dont want a suicidal vetean unable to speak to somebody. There is a Veterans Crisis hotline. This will serve a double purpose th reinforcing that. We are glad e service is there and the phones are up and working. We want tunderscore we do a lot of things about things that to be fixed. This doesnt need to be fixed. Thank you. Thats reporters notebook. Stay with us now. News4 today continues. St news4 today arts now. And at 6 30 on this sunday morning, welcome into news4 today. L, this week many of us read ind saw new accounts of the conditions insde those Detention Centers southr. F the borde yeah, the renewed fight over immigration and the border crisis will be front and center late they are morning on meet the press. So chuck todd joins us, moderator of meet the press. Thank you for being here as always. Front and center. Its what is being talked about the debate stage just a couple of days ago. Kids are dying. People are dying in these Detention Centers. I guess the big question is, i mean, where do we go fromi here . Mean, is Congress Going to pass anything on this issue . I dont see h. Its pretty clear the president has no interest in some sort of compromise because he views this perhaps he views it as important to hisolitical coalition, but he sees it as they dont like the conditions, they can go home. T nk he sees the conditions almost as part of the attempt at deterrence. The whole atteattero tolerance, the attempt at family separation was this wasy actuahis idea that somehow it was going to be a deterrent. I think tyve learned that they are not going to be able to do that. But you cant sort of enforce your way out of this problem. People are desperate. You think thats a deterrent . Go to honduras. Go to el salvador. Ill show you deterrent to stay, right . I think thats the part that the president hasnt comprehended. As long as he believes that, where does this compromise happen . I mean, it is they are so far apart here that i thinkt is just about can you at least getr a comomise on how to take care of these fol in the meantime. But i dont see how we resolve this. And me would say if he bent at all, it would be one of his signature exactly. He is not going to politically bend on this. N though the pictures are so i wonder, the one question i have isat what point, if could get our cameras into one a these detention nters, these images rather than zi verbaling these images, would something ge done . Probably. Think the lack of video here is probably keeping the president from acting. Lets talk week after the debate. It seems like abou some of the andidel sbiland ntinue to attac former Vice President. Hnde id everyone forgets when was Vice President. Its interesting. He decided yesterday, you know, and i apologize for the cliche in advance, he said e quoteunquotop the bleeding. Welcome back. Your time is 7 41. We are talking about an importae. Story her we know school is out, summer is in. Before your kids dive into theng swimmi pool or head to the beach there is some really important inforemation that ts need to Pay Attention to dwh it comes to safety. It comes up every summer. News4s Doreen Gentzler helps us debunk some of the swimming myths before you get back in the water. When it comes to swimming safety there is a lot of usefuli informa online and some of it is down right dangerous. Chances are you asked yourself, do you really have too wait up t an hour after eating before you get in the pool . And is dry drowning a real thing . Well, we took your questions to an emergency room doctor to help separate fact from fiction. Reporter misinformation in medicine seems to spread faster than actual evidencebased research. Dr. Christina johns is a me pediatric eency physician and mother of two. She says they are offices are busy with phone calls and visits this time of yearr fom panicky i parents rea stories of socalled dry drownings on social media. That catches op like wildfire. Then we have a situation where were believing somethi when its only really half of the reporter the fact is children whooo inhale pl water do not need to be monitored for several days for signs ofat respiry distress. If there are any symptoms that are related to that event, those are going to occur in the firstseveral hours. And not days later. Reporter instead, she tells parents to closely watch their tchild immediately afterhey swallow a mouthful of water and get medical attention quickly if you think there is trouble. Heres what to look for. Is there any difficulty s breathe are they having trouble speaking because they are breathing so fast or seeming like they cant catch their breath . Coughing a lot. Rorter fact or fiction, you should wait up to an hour after eating before getting back into the pool . There are sometruths and there is some fiction about eating around swimming. Reporter dr. John says t waiting swim isnt really necessary. Th myth is that blood will bro diverted f your arms and legs and towards your stomachs digestive track. Thats just not true. You can go into the pool or intr the wate after you have eaten. Your tummy might not feel very good if you are full, but its not harmful or dangerous. What is harmful and dangerous is when kids go into the pool chewing gum or with food in their mouth. Its easy to choke. Its easy to get things tangledu up into the mh and airway. So that is a nono. Reporter fact or fiction . Swimming with arm floaties will protect my child . Not true because those arm floaties can pop or slide off or deflate, and they do not keep a childs head above water in case of trouble. The American Academy of pediatrics recommends a coast guardapproved life vest. These are not blown up. They cant pop. They cant get destroyed as easily. Reporter fact or fiction . If my child gets into trouble in the pool, ill hear the splasinng and struggling time to help . Not true. Drowning is often a silent struggle and can happen in seconds. Thats why its important to have a designated water watcher who isnt distracted by a cell phone. They need to not be distracted. They need to have one jo and one job only, and that is keeping an eye on the safety of kids who are swimming. He American Academy of pediatrics recently updated their guidelines and now recommend that children start learning to swim around the age of 1. Thats three yearsarlier than this Prestigious Group previously advised. Back to you. All right. Thank owou. Drng is the second leading cause of unintentional deaths behind Car Accidents monk children under the age of 14. So a lot to be aware of for sure. It just takes a second. Only a second. All right. A live look outside. It is hot and it looks like we are going to have more storms that are going to be rolling through the area. Lainyn ricketts will be back a minute to let us know when. Stayith us. Over the next year we will put in more. Reporter they are left turn calming devices. Ey are designed to protect pedestrians. The whole idea here is to force drivers to go out into the intersection like th truck right there and stay away from the crosswalk. More of a 90degree turn. That cuts down on the risntof an accide. Drivers, they are still getting used to them. I dont have an expert opinion. I think they will study it and e e. Reporter the city says it already has data showing these intersectionseed these devices. This year total traffic fatalities are down 25 . You can see they have already been through a battle. Ou will find the Cycling Community happy about them. Anything to help people cutting off in front of someone, certainly a great idea. Reporter a she plans t keep getting across the intersection safely. I was wondering about those things. What are they for . They are ev pywhere. Theoblem is people slice through crosswalks and arent looking for pedestrians. And it goesay both w pedestrians have to be more aware of whats going on as well. Hese make you make like a 90degree turn, ich slows you down. More of those things are coming online. We all need to pay more attention. I agree. Like there is one in georgetown. Me trying to get on the key bridge is a nightmare because everybody is trying well, everyone doesnt Pay Attention to that one. That Driver Behavior, they cut it at the last second. These slow moving showers and thunderstorms that are going to be coming our wa a shower, a couple showers through cook county earlier. Here we go. 1 30. Soeiot everybody is se rain, but we are seeing a few areas of some rain. And the yellows and the reds are that heavier rain that we are going to see. Again even into the late evening and overnight, yeah, we are going to see some rain showers. You are going to wake up, its going to be damp tomorrow. Leave yourself some extra time on your monday.
