Maryland National Capitol park police say a 17yearold was riding a utv with two other minors outside the Stephen Decatur middle school. They were on an athleticism field when that crashed. The 17yearold died. Take a look here, the police say its designed for two people, not three. Were told this is similar but not exactly what the one that crashed looked like. We can tell you about the man that someone shot to death in the middle of a popular metro stop. He was 23. And news4s Darcy Spencer has more from the scene near Howard University. Reporter police bring down the caution tape after wrapping up their investigation into the shooting that left a man dead, just steps from a busy northwest d. C. Metro station. The shooting shut down the f street entrance of the Shaw Howard University station for hours. Evidence markers show what witnesses heard. More than a dozen shots fired. The victim was found outside the metro station just steps from the uprising muffin shop. It was 4 45 in the afternoon in a neighborhood where many were out enjoying a Beautiful Day, not far from the Howard University campus. Do you know why this is closed off . A shooting. But the victim was found half a block away right outside the shop where customers were enjoying muffins and coffee. Detectives are trying to figure out who fired so many rounds and why. As police investigate, hundreds lined up to attend a free concert at howard theatre right around the corner. Many unaware that a shooting had taken place. We were going to attend a show at howard theatre. The vehicle took off after the shooting. Police right now looking for a burgundy chrysler 300 with maryland tags. We have new information this morning about an apparent assault in woodbridge. Prince William Police arrested a woman and Tarik Nichols was arrested. Police say he assaulted her two days ago. It started with an argument and he tried to strangle her and she escaped unharmed. Civil rights activist julian bonn has died. He was 75. According to the Southern Poverty Law Center he passed away in an illness last night. Bond was the chairman of the naacp from the late 90s until 2010. He was a leader of the civil rights movement. Bond taught at American University and uva. The Southern Poverty Law Center saying, quote, the country has lost one of its most passionate and eloquent voices for the cause of justice. Right now, youre still going to want to check with your airline before heading to the airport. We just checked with flight aware between reagan national, bwi and dulles. There are seven days and seven cancellations at this hour. The faa says its fixed the problem that brought air traffic to a screeching halt yesterday. We now know what caused the derailment of that empty metro train a couple of weeks ago. Metros interim manager jack requa said the track was too wide at the very spot where it was derailed and it was a problem that metro knew about and a problem that should have been fixed and wasnt and now there are jobs on line. Even requa, bremante said heads should roll on this. I think he had no choice but to go here. You have congress coming down on metro about manufacture on the problems besides this one. Its simple to say it doesnt look good, but thats the case. It doesnt look good. You have the union coming out saying this is mismanagement. You have the interim general manager saying its mismanagement. You have Chris Van Holland saying this is unacceptable. Jerry connally saying this is unacceptable. Metro leadership knowing the problems they had, just in general from the pr stand point, you would have thought this would have been fixed just knowing you dont congress to get into your mix again. So i think the general manager really took the easy road but he probably took the most appropriate road in saying its unacceptable. Well have to fix this, but they may be running out of missteps. I dont know when the well will run dry here. Dave, thats a good question. Is metro running out of missteps . There have been many. I got a tweet from senator mccain saying the other members that you got information from, they are totally, totally repulsed is the only word i can think of by metros actions. It is all very well theyre telling me for the general manager to say this is inine inexcusable. Up and down the line, havent with eseen this before and well do something about it and then critics say nothing gets done. But hes the interim general manager. True. But hes still the guy running. I but maybe thats the problem. Thats why its important to get a permanent general manager. Okay. Thats true. Where the leadership is going, so he knows or she knows what is going on. That could be part of the problem here because the question may be to requa, why didnt you know whats going on especially with all the problems happening here over the last year or so. D. C. Police body cams, Muriel Bowser modified her view about who should see police do did cam videos. She previously said that it shouldnt be routinely available for the public to see. She says only video of public behavior should be available to the public. This program wont begin until the council and the mayor work out the protocols and until thats a public hearing about this. Dave, bowser said her position has shifted because the tide has shifted due to repeated Police Shootings around the country. But it isnt just the shootings that are shifting the tide, but take for example the case of sam dubose in cincinnati, had it not for that video we wouldnt know what happened during that traffic stop. Thats the whole story from ferguson on down to now. If we hadnt had video of it, it could have been largely been ignored and the question is how far do you go . Clearly, you need the videos to show what happened. The question of privacy though comes up. How far do you go, are there bedroom scenes, are there family scenes, domestic scenes that have nothing to do with it, crying baby or Something Like that. It obviously could be edited but the question i think its been proven they served a purpose and the idea of closing them up too much is not a good idea. I would somewhat agree with the mayors position that the tide had turned. The tide had turned when the mayor said she didnt want any of that video released. I think whats happened here is the District Council and councilman mcduffie said we will send this back to you and we want you to send us something that makes video available to the public in some form or fashion. If the final agreement is anywhere close to what the mayor and council are discussing right now, d. C. s policy would provide more access than any other city in the country. I think its amazing that you go from here to there. The mayor said, well, well open it up to a certain degree. I think what you have here is a little bit of politic, the mayor wants money for body cameras and the council have said well give you this much. But if you want more, we need you to prove to us or were going to put it in your lap to find the money for additional body cameras. Dave, while people want to see that video and while its made a difference, dont they want to see what goes on behind closed doors . Oh, sure. The can eis how far be the question is how far behind the closed doors should we allow them to see . Thats the question i raised before. You need transparency and there are questions of privacy. You dont want to overdo this thing. They have been extraordinarily good at providing that, changing the whole conversation really. But you dont want to go too far. More power from the wind. The d. C. Government is getting more wind power, that announcement from the mayor last week who said as of the 1st of august, the City Government is getting 35 from turbines in pennsylvania. Mayor bowser says it will save an estimated 45 million over 20 years. She says Climate Change is real, its now, its the citys responsibility to do something about it. Well, thats a good thing. You know, d. C. Has looked at is looked at as one of the cities thats a forerunner in terms of going green. 35, 40 million over 20 years a great number. Doesnt get passed on to the consumers so the issue is the more you educate the consumer about going green, great. But at some point the consumer will say, i know this is saving the city money, but how is it saving on my bill . That may be the best thing about this program, it may educate residents that if the city is saving something here, maybe if i go green, can you show me how i can save money . Well, theres a lot of hot air in this city, thats for sure. Whether thats the kind of wind that we need for the Technology Remains to be seen. If wind power proves to be as worthy as it is, that will save the city money, allowing them to spend money on things people want them to spend money on more. If some way if you have a wi wind a wind friendly government, that has to spread to the private economy. Got to take a break. Well be right back. Stay with us. Halfway there, Maryland Governor larry hogan is halfway through his six rounds of chemotherapy. The republican governor announced on facebook this past week that he had good news and then great news. Good news is hes completed his fifth straight day of chemotherapy. He added that the great news is that he has finished the third of six scheduled rounds. Sounds like hes doing well in terms of his treatment. How is he doing politically . Well, hes obviously still working. Hes doing his job. Hes doing his job. You have some democrats saying hes doing his job to the point where hes creating friction, hes in the hospital and hes using the power of the position to push programs that he wants. Not consulting with democrats on some issues. I think thats going to be a problem once he hw zm on the things you want to do without having to sort of work with the other side. He seems very focused only his agenda, dave. He has shown a great amount of focus and a great amount of i would say political goodwill. I mean, hes sniping at the democrats, but it isnt this knock down, dragout thing that were getting into in virginia with terry mcauliffe. I think it has to do with temperament and hes done some active thing. Hes closed down the disreputable prison and needs to be better run, and then hes trying to change the redistricting situation, to make it more fair to democrats. The democrats dont want to go along with it, again, you talk about consultation. I think some of the democrats dont think they were consulted enough. But it isnt out of the realm of possibility theyll come up with plan. So hes a lone republican moving along. He hasnt made any horrible gaffes. He shows himself to be a reliable, effective, to a certain extent governor. Meanwhile, Bob Mcdonnell is asking a federal Appeals Court to let him remain free while he appeals his public corruption to the court. He said hes not a flight risk and he insists questions remain substantial despite the lower court rejection. Hes still free on bond, bremante, but hes running out of options. Even his defense team has said the Supreme Court is it for the governor. I think his defense team and governor mcdonnell still look at this and said, look, we have former attorney generals who said this is a bad precedent, how can we meet with those who it seems like its a quid pro quo. And the courts are disagreeing with him. I think really the issue now is if the Supreme Court does hear this case, which side will the Supreme Court fall on . Because if the Supreme Court sides with mcdonnell, then we do have sort of a different Playing Field here, if the Supreme Court is saying well, what governor mcdonnell did is not illegal even though the courts said it is. The legal trajectory is moving in a certain direction and its not going his way. He can say i didnt act improperly, no matter what gifts i good. The law is very vague and then thats the gifts he and his wife got and the picture doesnt look right. He still has a lot of goodwill and as a governor does a lot of great thing, a lot of people think he went the wrong way. And his side is saying that the original judge did not go into the in to the prospective jurors in terms of knowing if there was any bias or if they had heard anything about the case. Thats not falling his way. Finally, i want to ask you about the credit cards in Prince Georges County school board. Some members of the school board continue using taxpayer credit cards for months after voting to eliminate the use of the credit cards after a news4 iteam investigation found them using it on restaurants and they voted to end that program. But a new iteam review showed two Board Members continued to use the cards to buy meals. Whats the problem . Appearances. Doesnt look good. You voted in january to end it and then it was not public that the decision was, well, well use them until april and then well stop. Was anything done illegally, no. Have there been problems with the board of education, yes. Beyond credit cards and the state taking it over. They need to be clean as a whistle even though legally it is okay. Appearance wise it doesnt look good. Giving someone a credit card from the people i talked to about this on the hill and in government is not a great idea. It is an invitation to excess. Its a temptation you dont want to give them. Sure, make them file for a legitimate cost in a different way, but a credit card carte blanche, a lot of people dont think thats a great idea. Maybe we should look into the amount theyre paid. They say theyre a parttime group, i believe. Maybe its time to say what they really are is a fulltime group and treat them accordingly. This is mainly in the more rural areas west of town. Stanton and charlottesville, being most impacted by fogginess. Any fog burns off by about 8 00. Its a nonissue this morning, by 11 00 a. M. , temperatures in the mid 80s. Highs today a touch warmer than they were yesterday. And as far as the humidity is concerned today, just slightly uncomfortab uncomfortable. We are getting word that an indonesian airliner has lost control with the ground control. It lost contact about 33 minutes after taking off. The whole flight was supposed to be only 49 minutes. There are 54 people on board. Well bring you any updates as we get them. Prince georges county police are investigating a deadly shooting that involved three of the officers. Police say a suspect tried to take an officers gun and the officer shot the man several times and he died at the hospital. News4s derrick ward has more on how the whole incident began as a hit and run. Reporter a Prince Georges County Police Officer is on administrative leave and 30yearold asham manly is dead. There was an accident here, and they say a car driven by manly was going the wrong way and it hit an suv. Police say a female passenger also ran from the car. She hadnt been found. According to police, the officer caught up with manley. The suspect was struggling with the officer, with the officers weapon. The suspect was struck with the weapon. Reporter police say they kept struggling and the officer fired more than once. Another officer showed up and tased manley. The suspect was 67, he had been shot multiple times and tased and still not complying with the officers commands. Manley was taken to the hospital and then he died. It was unclear just what was happening. It was a lot of police cars racing down the street and as they were coming down it was a lot of them just right along the corners. Reporter police say early tests show opiates and marijuana in his system. They say it will take more toxicology screening to determine what the opiates were as well as how many times he was shot. They have talked to a Family Member. A Family Member says the suspect had been dealing with suicidal thoughts and was being treated for Mental Health issues. Reporter derrick ward, news4. There is a reward of up to 25,000 for who ever can help d. C. Police solve a recent homicide. Police say they found lawrence kaerts shot carter shot to death. A man in northwest is now facing murder charges for a deadly stabbing that happened on h street in northeast. Police say hector felix stabbed eric smith at a bus stop at h and 8th streets last week. Smith started some sort of argument there. Felix was in court yesterday and a judge denied bond. His preliminary hearing is august 25th. A hiker is in the hospital right now after he was rescued on the appalachian trail. Maryland state police say they flew in a helicopter to help him. He was on the trail when ahead some kind when he had some kind of medical problem. Two construction workers died after an accident and it happened at the site on fathers legacy near frederick road yesterday morning. The two men were in the bucket of a lift machine when suddenly it tipped over, throwing them to the ground. Theyre identified as Roland Mendez from Silver Spring and erik ortiz from hyattsville. A Historic College in virginia said its doing away with images of the confederate flag. The college of william and mary said its taking the depiction off the plaques. A plaque is currently in an Academic Building but it will live in the schools archives from now on. Well, so far this year, prisons released 75 wrongfully convicted inmates. Thats a record pace and part of a growing trend across the country. Now the question, can any amount of money make up for all those years behind bars . Heres nbcs peter alexander. Reporter for almost 20 years he was inmate number 501130, Sabine Burgess was sentenced to life in prison for the murder of his girlfriend michelle dyson. I loved michelle, i dptdz kill her. Reporter burgess said he found her dying of gunshot wounds to the head. When they charge you with murder, what did you think . I couldnt believe it. I thought it was a mistake. Reporter the tests showed you fired a gun. No, sir. Reporter you told them you were innocent. It turns out he was innocent and a judge released him last year. But instead of relying on a state program to compensate him, burgess is suing the baltimore Police Department alleging a pattern of pursuing wrongful convictions. He claims the Police Crime Lab fabricated gunshot residue tests to make it look like he fired a gun. The detectives withheld an eyewitness statement that would have cleared him and another man confessed, saying i killed his girlfriend. A jury reward would likely pay burgess much more and it would hold police accountable. You can imagine that the damage is enormous. Hes walked out of a time machine and fast forwarded two decades and he has to piece together a life for himself. Reporter his exoneration was one of a record 125 nationwide last year. But only 30 states and washington, d. C. Guarantee compensation and the payouts vary widely. Texas pays 80,000 for every year behind bars but wisconsin pays 5 a year with a cap of 25,000. The Bernie Sanders helicopter i mean, it was i was shocked too when bernie came in on a helicopter. Actually a gyrocopter. Of course it wasnt Bernie Sanders, but donald trump. You talked with him oneonone. Yeah. We sat down for a good 45 minutes and it was look, we went through the gamut of issues. This is the i think the type of interview a lot of people was saying, well, when are we going to hear trump on this issue or that issue . I like to think we hit that and that and that issue. Whether its minimum wage, whether its the future of nato, whether its what he would do with isis. The iran agreement. Some of the things wont surprise people and there will be some positions that he takes that like a what type of thing. Basically the Trump Campaign since the start where some things doesnt shock you, some things do. But he is growing more comfortable being a frontrunner. And thats what you have noticed here a little bit. He wanted to tone down his demeanor, not being antagonis c antagonistic. He wasnt ready to fight at a drop of hat. He was enjoying his moment. Lets turn to Hillary Clinton. Shes turning over more of the private emails. Is this following her more and haunting her more than she thought it would . Its definitely doing that. I was in iowa for three days and its always important to get on the ground sometimes because you have to feel it. How real is this stuff, how isnt . I was stunned at i did a piece on friday night on nightly news, well have much more on meet the press, how many rank and file democrats i ran into in iowa, whether it was at the state fair or other events, who are very concerned about this. Yeah. Who were number one wanting to see more candidates in the race. Excited about whether it was biden or gore or whatever. But there are people who said, i assume im going to vote for her, but i dont understand why shes a handling this email thing the way shes handling it. The Clinton Campaign has wanted to say, this is washington this is the republicans. Its gotten into the mainstream of the democratic primary. This is a problem for her. Real quickly, al gore. Your take on that. Thats going nowhere. Look, gore this is people around gore. But this is what happens when you have a frontrunner that looks very fragile like Hillary Clinton right now. Man here is pointing his gun, threatening someone inside a white car there. Its this guy, 72yearold lawrence williams. He is a disabled veteran. He was going out for groceries when two men threatened him twice and did pull him out of his car. He was in my face, like im in your face. With the gun. Police did find his car about a mile away. A Prince Georges County Police Officer is on leave after shooting and killing a suspect. Police say the man tried to take the officers gun. Derrick ward has more on how it began as a hit and run. Reporter a Prince Georges County Police Officer is on administrative leave and asshams manly is dead. The incident happened at 11 30 friday night. It started here at the intersection of marlboro pike and brooks drive. There was an accident. A car driven by manley hit an suv, a Patrol Officer nearby came upon the crash and manley running from the scene. A female passenger also ran from the car. She hasnt been found. According to police, the officer followed manley in his cruiser and caught up with him. The is suspect was struggling with the officer for the weapon. The officer discharged his weapon and the suspect was struck. Reporter police say they kept struggling and the officer fired more than once. Another officer showed up and tased him. The suspect was 67. He had been tased multiple times. Reporter a third officer showed up and they were able to get handcuffs on manley. He was taken to the hospital and died before 8 00 the next morning. People who live nearby say it was a chaotic scene and it was unclear just what was happening. A lot of police cars racing down the street and they was coming down, there was a lot of them just posted right along the corners. Reporter police say early tests show opiates and marijuana in manleys system. They say it will take more toxicology screenings to determine what they were. They have talked to Family Member. Maryland state police say they flew in a helicopter from frederick, maryland, to help him. The man was on the trail near high rock, maryland, when he had a medical problem. He was near the bottom of a cliff. Police had to hoist him into the helicopter to get him out of there. Two construction workers died after an accident. Operators of the vertical watercraft or jetpack vessels promise a unique and thrilling experience at the beach, thrusting you as high as 30 feet in the air and back into the water. Reporter dnr safety boater coordinator said its not quite an invasion, but safety concerns have state officials taking action. Reporter maryland just put a new set of temporary regulations into place regarding jetpacks this summer. Making it the first state along the midatlantic coast to do so. You have to wear a helmet and stay 100 feet away from bridges, buildings, shores and other structures among other rules. The state of maryland is not only concerned about whats happening above the water, but what happens when you go under. When you go in the air and you intentionally try to make yourself go under water forcibly, thats against the law. Reporter because you dont want people to break your neck. Thats right. Reporter some communities are stricter. Deep creek lake has restrictions on where and what time of day you can use the jetpacks. And also other states where some have proposed specific regulations for jetpacks but as of now, they all fall under current rules for jet skis and other water vessels.
