Philadelphia police say the man responsible for a recent rash of child lurings also committed the same crime months ago. 35yearold marwan deeb turned himself in tuesday for trying get three children into his car last friday. Police say he tried offering some of the children cash but they all were able to run away and get help. Weve got some breaking news out of washington this afternoon where the latest and possibly the last republican led effort to repeal obamacare was just dealt major setback. Senator john mccain announced today that he would vote no on the Graham Cassidy bill. That makes him the second republican top publically oppose that controversial plan. Now, if one more follows suit, the bill will die and maine senator Susan Collins today said she is leaning against it. The seventh through 12th graders went back to class this morning. The younger students were already off for a scheduled in service day and they return on monday. This past monday teachers walked off the job but have since agreed to enter into nonbinding arbitration. The district indicated it had offered a wage hike package that averaged more than 10,000 over three years. More divisive though it also wanted teachers to shoulder a higher cost for their healthcare. Diana kernip is a Union President and says both sides will put their bottom line cards on the table for everyone to see. Before tuesday both sides will give their last best offer to each other i would assume and then it goes public and there will be a 20 day period where the public can come and comment on both proposals and then it will go to an arbitrator and its not really one person, its a three person panel. The publics feedback will also go to that panel and the panel will hear directly from both sides so this whole ordeal far from over. He used an object to break a window and then steal belongings from a car on the 600 block of north 68th street. Some people are heading down the shore. That means delays start approaching the walt whitman bridge on both the schuylkill and 95. Closer to the shore points getting reports of a disabled vehicle its along route nine northbound in somers point just off the garden state parkway and for a time we did see some slowing that was actually spilling back onto the parkway itself. Earthquake survivors are still being pulled from rubble in mexico city as rescue operations stretch into a fourth day. With every passing minute, the desperate search for survivors becomes more urgent. The 7. 1 magnitude earthquake killed at least 286 people and the death toll is still expected to climb. Every time a body is that found crews take a moment to honor the dead by singing the Mexican National anthem. But frantic yet resolute volunteers are not giving up the hope of finding people alive. People have been forming human chains to pass along supplies and help remove concrete from the rubble. Some children were in school when the ground began to shake. Many of the casualties are some of the youngest victims. [speaking foreign language] there are no words for a parent who falls in front of you screaming why didnt i die instead . Simply heartbreaking there. Education secretary betsy devos issued new temporary rules for how k through 12 schools plus colleges and universities should now investigate sex crimes on campuses. Devos argues the previous standards did not provide basic elements of due process. The new requirements under title ix federal law allows schools to establish their own procedures. It also raises the standard of proof for School Disciplinary proceedings. Critics say the new rules weaken title ix protections. Well, new jersey governor Chris Christie has cleared the record of a woman who he says exemplifies what it means to have a Second Chance. Today in trenton, he granted gail maples a pardon for her past crimes. Maples started using drugs when she was only a teenager. She then committed nonviolent crimes to pay for her addiction which left her homeless and in trouble. Today shes married, employed, owns a home and paid for her Daughters College education. Incredible journey. A western pennsylvania man is accused of getting drunk and then having an eightyearold girl drive his car for him. Police in darlington township say two bystanders noticed the car moving recklessly and called 911. Well, the child reportedly told police, the man, who was a family friend was trying to get her to drive to ohio. Authorities say kevin cook was too drunk to perform a sobriety test. You can see the water is much calmer than it was this weekend excuse me this past week and it is beautiful out here but beach patrol says what you cant see are again those dangerous currents underneath. Down at the shore the effects of jose are still being felt. Its not churning up the kind of wastes that destroyed the dunes in wildwood its creating currents thats pumping beach patrols to make statements like. The water is very dangerous right now. You have to know what youre doing. You shouldnt go past your knees in this kind of water. Reporter thats why you need to be careful this week. Whats left of jose is swirling around so dont let the slightly smaller waves fool you. In Atlantic City beach patrol says theyve been making rescues all week. Last weekend we had a little under 30 for the weekend. This week yesterday we had six. Reporter you have to remember if you go out in rough conditions and wind up needing to be rescued youre not only putting your life in jeopardy but the lives of lives of the men and women to come to safe you. Last week a lifeguard was injured when they had to go out on the rocks and make a rescue. They took one dive and got sucked right out. The son ended up on the rock pile in bad shape. One of our guys got him. The father floated out to sea. Reporter for a grown man we spoke with today its a lot of fun getting tossed around. You dont have to body surf. You can lay in it and let it throw i was good 20, 30 yards. Reporter for those who are younger or a little older it gets dangerous. If were on duty swim in front of us. Reporter one father from new york said it best of why you have to be extra vigilant during dangerous currents. Kids dont know how dangerous the water s you know kids they go farther and farther every time. You cannot take your eyes off them. Reporter well said, soming to keep in mind. Those rain bands still affecting the southeastern coast of new england but as we look at storm tracker6 live double scan radar 3d were still churning up the seas here so right along the immediate coast. Weve got wave heights anywhere from 5 feet high. This is south of Atlantic City to the north as high as 6 feet so that is why weve got a concern with rip currents. In fact, there is a high risk for rip currents from Seaside Heights down to cape may into Rehoboth Beach as we go not just through saturday but even into sunday as well. Aside from that, its going to get really hot this weekend. Turning hotter. By sunday were calling for a High Temperature of 91. To puerto rico where more help is on the way as residents deal with the aftermath of Hurricane Maria. Fema is sending generators water and portable shelters to that u. S. Territory. All of puerto rico remains without power and the damage there is catastrophic. People fear the electricity could be out for weeks, even months. The death toll in puerto rico was at six but that is expected to rise. To mexico city now where survivors were still being pulled from the rubble today following tuesdays massive earthquake. In some cases, rescuers removed or broke through concrete slabs until they found cracks that allowed workers to wiggle through to reach the victims and then lift them to safety. Quite the efforts under way. The City Government said 60 people in all have been rescued since the quake hit. More than 200 lives, however, were lost. Firefighters remain on the scene of a house fire in Delaware County right now but the good news here is that no one was hurt. Chopper6 was over the scene just after 3 oclock this afternoon along the 700 block of cornell avenue. The flames were out when firefighters arrived but they were busy looking for hot spots. No word just yet on what caused that fire there in upper darby. Images of a suspected bank robber in Montgomery County were just released today. Take a look. Police say the man in the photos robbed the Beneficial Bank on Skippack Pike in blue bell back on september 6th. He handed the teller a note demanding cash but never showed any kind of weapon. If you recognize the man in these surveillance images youre asked to call whitpain township police. Golfers teed off today in an effort to raise money for the families of Fallen Police officers from across our region. This was the fifth annual protect the badge fundraiser. The event has collected more than 30,000 for families of fallen officers in the region. It was held at jeffersons golf club in norristown. Well, we got a look at two seals that are both recovering in new jersey after suffering severe injuries out at sea. The Marine Mammal stranding center has been caring for this gray seal since august. She was attacked by a great white shark and she is still recovering but recovery is going nicely. But she still needs to gain more weight before shes released into the wild and this guy is getting a Second Chance at life after being hit by a boat and having one of its flippers amputated. The oneyearold harbor seal is actually heading to its new home today at niagara aquarium in new york. [ taps playing ] a missouri School Bus Driver is being hailed a hero for saving students as flames ripped through their bus. A group of Elementary School students from kansas city were on their way home thursday when they got quite a scare. A fire broke out in the bus engine and within seconds the entire vehicle was consumed. The bus driver quickly evacuated the students. He had them exiting out the back making sure that they wasnt on the street and getting them to the sidewalk. Hes considered a hero. He should be. No students were hurt and a second bus quickly picked them up. Turns out that driver is new to the job. A surrogate mother in oregon is giving back to a woman in her community who is in great need. Tess is set to give birth to a couples baby next month. After learning about a woman who needs a 50,000 life saving medical procedure she decided she wanted to help.
