Winthrop town manager announces resignation, citing 'deeply disturbing' bullying and harassment by detractors

Town Manager Jeff Kobrock, who has come under fire for his handling of a controversial local mooring ordinance over the past year, gave a six-month notice Monday to provide the town with time to find a successor.
