Today President Trump is unveiling a trillion dollar plan to fix the nations crumbling infrastructure. Bridges you might drive on every morning are among those in need of serious repairs. Katey zachary joins us live in the cnn center with the impact it could have. The hope it will be a positive impact. And well be looking at each state throughout the morning. But beginning in pennsylvania were going to be focusing on bridges. One in five bridges in pa is deemed structurally failing. The hope it will jump start these much needed repairs. President trump recently addressed this infrastructure plan during his state of the union last month. Saying state and local governments will need to help and pitch in and funding will come from private and public partnerships. Itll fix bridges along with roads, ports and airports. On a final note listen to this estimate. The American Transportation Builders Association found so many bridges across the country are in need of repairs, if placed end to end they would stretch from new york to miami. 4 33 right now. Philadelphia police trying to track down the gunman who shot three people in a car killing one of them. You can see the bullet holes in the door frame of one of the cars. Neighbors say two men walked up to the car yesterday, opened fire and then casually walked away. I saw two young men walking right up the alleyway. Its like five times and then stopped. The men who were walking away were late teens, early 20s so it was really horrible. The two surviving victims of the shooting are recovering in the hospital. This afternoon members of the Philadelphia Bike Coalition will hold a vigil to remember a young woman killed by a driver. Victim was on a bicycle last week when she was struck by a car. The Bicycle Coalition wants the city to repaint and update bike lanes. Happening today attorney general Jeff Sessions will be in philadelphia for the citys annual lincoln day celebration. Sessions is scheduled to deliver remarks at the union league in center city early this afternoon. And following that philadelphia will hold its annual lincoln day parade. You might run into a sprinkle in philadelphia by 8 00 this morning, but the rest of the area is dry. 58 degrees right now and will be in the 40s throughout the day today. 10 00 and noontime, those northwesterly winds will dry us out, bring us some sunshine but also bring colder air back into the area. Lehigh valley already at 48 degrees and should drop into the 30s. If youre heading out the door right now and youre thinking oh, its nice and mild, during the day it gets chillier. Itll feel like its in the 30s this afternoon. A few showers in jersey to start with, but look how it dries out. And this afternoon well get some sunshine. 59 degrees right now with that rain at the shore and the fog as well. But the temperatures will be dropping pretty rapidly. With those northwesterly winds, still a few showers at lunchtime at the shore. But then it dries out with some late day sunshine. Delaware 55 degrees right now. Unusually warm. Figure skating, of course, a premier event here at the winter games, which, by the way, are very cold. Im going to take a step out of the way so you can see this Vantage Point from pyeongchang. The team usa figure skating put on a show last night. They walked away with a bronze medal thanks to strong performances from pennsylvanias own adam. This was his first ever olympic performance after being passed over for the games in 2014. He nailed it. He really had something to th a 28year wait. I am so happy with how i skated today. Just an incredible amazing feeling to really, you know, ive been dreaming of this moment to be on the olympic ice my whole entire life. And i im so happy i was able to have a good skate for team usa today. Reporter there were no nerves. He came out of the gate so strong. Were tracking showers moving through south jersey and delaware this morning. Heres a look at what heavy showers did to philadelphia in the suburbs over the weekend. Water, water everywhere. Several roads were shutdown. Amon Martin Luther king which just reopened to traffic. Yesterday was the third sunday in a row rain had soaked our area. We will dry out later this morning. That will be welcome. I mean so much rain over the weekend i was like can you make it stop. But again a good excuse to sit down and do absolutely nothing if you have that option. The good news is you didnt have to do any shoveling. It was just rain that came through, and its moving out. And we will be drying out during the day, and this is going to dry us out in a hurry. And look at the winds blowing. Thats a northwesterly wind and a cooling direction for us. The winds are out of the northwest at 12 miles an hour, in philadelphia and wilmington. Just a little bit stronger in coatesville, and those winds will be blowing all day long. 58 degrees in philadelphia, 59 in south jersey. And the cooler air you can see its started to move into the Lehigh Valley and the suburbs. And its started Chestnut Hill and parkicide in the low 50s. The temperatures are inching down this morning. Well see them come down into the low 40s by 11 00 this morning, the coolest temperatures of the day, where and then well get some cooling. Well see the numbers bump up before colder air moves in tonight. Still need the umbrella in delaware and south jersey, but not for much longer. With the drying winds we will get sunshine this afternoon. Look at the showers to the north and west. We wont get the snow, but thats cold air there. Tomorrow will be a much chillier day. But notice no storms to the west. Well get a dry couple of days at least. Including this afternoon. Breezy and 48 degrees this afternoon. And then it gets cold tonight, down to 25 tomorrow morning. Into the low 40s with sunshine and lots of wind for tuesday. Valentines day it looks like its going to be warming up nicely. 55 degrees after a morning low of 33, well see a lot of sunshine in the morning and clouds start moving into the afternoon and evening. And wednesday night late, if youre out late you might see a few showers. A good chance well get some showers on thursday. But look at that temperature. 64 degrees. Only going to be rain thursday into friday. And turning cooler for the weekend. But look at this, weve got sunshine this time around. Saturday and sunday, but a beautiful weekend ahead. And showers return for monday. But tuesday and wednesday drying out and warming up again. 62 degrees on tuesday and in the upper 50s again next wednesday. Temperatures cool down and 45 degrees in the Lehigh Valley. Still mild in delaware, 51. And look at philadelphia, thats down 4 degrees in the last hour. So temperatures have started to come down and will go even lower as we get sunshine this afternoon. A few showers in new jersey. Youll need the jacket later today. The wind will be blowing and well be in the 40s. In some spots the Lehigh Valley will feel like theyre in the 30s.
