The eight People Killed is from new jersey. This is a live look over the scene of the attack in the tribeca neighborhood of manhattan. The truck involved in that attack, as you can see, is being towed away. In the process of being removed right now. Two of the eight victims were americans. 32yearold darren drake from milford, bergen county, was killed. This is a picture of him attending a Halloween Party last friday. 23yearold man from new york also died. Nbc10 has Team Coverage of this major story. Rosemary connors is live near the scene in manhattan hearing more from people who witnessed the attack firsthand. Erin coleman is live in our breaking news center with what weve learned about the suspect. Reporter a big part of the investigation right now is sorting through the suspects history online. So far, there is no indication that he communicated with anyone prior to the attack. Today, were learning much more about the accused attacker. 29yearold sayfullo saipov. Based on the investigation overnight, it appears mr. Saipov had been planning this for a number of weeks. He did this in the name of isis. Investigators say the uzbekistan native is a selfradicalized terrorist. Since the attack he has been unremorseful, in fact he has bragged about what happened. He appears to have followed almost exactly to a t the instructions that isis has put out in its social Media Channels before with instructions to their followers on how to carry out such an attack. Investigators say saipov rented a truck from a home depot in new jersey and drove to Lower Manhattan where he drove down a bike path, smashing anything in his way. Finally they say he jumped out of the truck and appeared to be waving two weapons. Police officer ryan nash is being hailed a hero, ending the rampage by taking him down with a gunshot. Nbc news learned the suspect was not on any terror watch lists but investigators are looking into any connections he had with people who were on such lists. President trump spoke out about the attack today saying he would consider to sending saipov to the u. S. Prison on guantanamo bay. Were coordinating between local and federal officials to investigate the attack and to further investigate this animal who did the attacking. As you can see all around me, people are going about their business undeterred, but this neighborhood, this city, our country, will never be the same. For those who witnessed the horrifying scene yesterday, they are still grappling with the reality of another deadly terror attack here in new york. I hear screams start popping up left and right. I call the police right away. I cant stop saying, oh my god, oh my god. Reporter still stunned, eyewitnesses describe the carnage. Three people laying there, not breathing, unconscious. One guy on top of the other. Reporter students at borough of Manhattan Community college have returned to campus where the sidewalks are bustling this afternoon despite the heavy Police Patrol and evidence at the scene. All i can do is come back over here. I have school, you know. I have to continue my life. We have had terrorist attacks in the uk. You have to stay strong and fight for the freedom of being able to go where you want to. Reporter tourists like the family from uk shared the same sentiment as they too know the chaos, heartache and resilience in the aftermath of an attack. We know some of the streets near the scene are still closed for the investigation but many people returned to their normal routines today, including Elementary School students. Its interesting because all day long, as there have been various recess hours, we have been hearing the laughter of the children, hearing the excited screams of kids in the school yard, having play time. Quite a stark contrast to the fear that filled these streets yesterday and also locked down the schools late into the day and into the early evening. Jim, jacqueline. Mr. Trump tweeted, the terrorist came into our country through what is called the diversity visa lottery program, a Chuck Schumer beauty. I want merit based. We are fighting hard for merit based immigration. No more democrat lottery systems. We must get tougher and smarter. The governor of new york criticized the president for his tweets and comments. The president s tweets, i think, were not helpful. I dont think they were factual. I think they tended to point fingers and politicize the situation. Philadelphia mayor jim kenney said the city makes adjustments every day when it comes to preventing terrorism. Frank nocera faces federal charges for allegedly assaulting an africanamerican teenager during an arrest last year. Nbc10s Stephen Fisher is live outside the federal courthouse in camden where nocera went before a judge this afternoon. Reporter arrested today. He spent the majority of his day inside that courthouse here behind me in camden. Today we learned it was Police Officers in his own department who contacted the fbi. As chief of the Bordentown Township Police department, the defendant dishonored the profession. Reporter frank nocera is accused of committing a hate crime and violating a mans civil rights in september of 2016. Police paperwork says after an 18yearold africanamerican suspect was handcuffed and no longer resisting arrest nocera slammed the mans head into a metal doorjamb and struck him in the back of the neck. Former chief nocera chose to assault that person for no reason. Other than what he was driven by at least in part by his racial hatred. Reporter the evidence against nocera comes from officers inside the Township Police department. Documents show an officer at the scene in september 2016 recorded nocera using a variety of racial slurs referring to the africanamerican suspect. This is a crime that was identified by the Bordentown Township Police department. By officers in that Police Department who saw what was going on, knew it was wrong, had enough, and called the fbi. Chief nocera harbored an intense, senseless, irrational and bigoted view towards africanamericans. Reporter nocera retired as chief from bordentown in january upon learning of the accusations. The acting u. S. Attorney says the investigation revealed this was not a onetime thing and that nocera had a history of making racist comments concerning africanamericans. One of the most disturbing and disgusting events i have seen in over 20 years in law enforcement. Reporter and nocera is expected to be released but he is not to have any contact with victims, witnesses or anyone at the Police Department with the only exception being his son, who is also an officer. It happened at woodland avenue in 57th street around 8 30 this morning. Luckily there were no children on the bus, the two drivers were among the injured. Pennsylvanias transition into the medical Marijuana Industry just took a major step forward. Today the state announced its taking applications from patients who want to participate in the program. Medication should be available within six months. Also, a second grower in white haven was also approved. The first grower in brookville was previously approved. Meaning warmer air is coming in, even where its colder. Now, as the front moves to the north its also going to lift out some of this moisture. So the showers that are moving toward burks county, Lehigh Valley and poconos will be diminishing as the area pushes away from us. It will set us up for pretty nice weather. That includes temple football tomorrow night. Temperatures in the 60s, even at night so its going to be a whole lot warmer tomorrow. No rain there either. As you can see, the future cast generally dry for tonight and drier air coming up from the south. We are seeing sunshine at times as we start the day, kind of a mix of sun and clouds tomorrow. First responders just getting to the scene of the serious accident off route 130. Looks like the gray sedan slammed into the power pole, took it down, took down some power lines with it.
