You will not be able to bring your car here. They will all be reserved for credentialed tour buses and it will make camden the mass transit hub for this historic visit. For many people, they cant get there without coming from here t great state of new jersey. Reporter getting in and out of camden, new jersey will be an obstacle, what new jersey officials called a grueling climb to get anywhere close to the holy father. There is also a climb of 135 feet over mean high water of the Benjamin Franklin bridge. This is not an easy hike. Reporter a hike that transportation higherups felt for themselves, leaving at 2 00 to walk across the bridge. They not yet be to the parkway area where the pope will deliver mass. Also, roads leading to the ben franklin bridge, the admiral wilson from baird boulevard and 676 northbound is offlimits. Morgan boulevard drivers will be redirected to route 130 or route 30 to choose another route. The only vehicles that will be permitted north of exit 3 will be emergency vehicles into and out of the camden area and buses that have registered. Reporter those buses will fill all 1100 waterfront parking spots. Officials say if you plan to drive your own car, to park in camden, you will be turned away. The new Jersey Transit Atlantic City train will be express only from Atlantic City to 30th street station, no stops whatsoever. Of course, for that river line as well as the Atlantic City line, you will also need special prepaid passes which will go on sale this saturday through the weekend in the end of september. All of the closures we are talking about will coincide with the ben franklin bridge closure which will happen friday night at 10 00 and extend all the way through to monday morning at 12 00 noon. They got the heaveho from Philadelphia City workers today. The bikes collected every year but this year the roundup has special urgency as officials try to spruce up the city for the popes visit. Workers used blow torches and saws to unleash forgotten or discarded bikes from poles and fences. These bikes will be fixed up and donated to local children. A new voice today in the Kathleen Kane investigation. We are now hearing from the judge who the attorney general says has the power to release Key Information that could help her. Yesterday, kane called on Montgomery County judge William Carpenter to lift a court order so she could release emails she calls pornographic, racially offensive as well. She is accusing judge carpenter of protecting friends whose names are in the emails. She says the emails are related to the investigation into former penn state assistant football coach jerry sandusky. In his statement, judge carpenter says today kane has not filed with me any petition, pleading, motion or other request for court action. Accordingly, i will take no official action at this time. Kane is charged with leaking grand jury information to a newspaper, then lying about it. She is also facing calls for her resignation from governor tom wolf. She is scheduled for a preliminary hearing coming up on august 24th. We are now going to take you county by county with stories in ten different counties in pennsylvania, new jersey and delaware this afternoon. In cape may county, a man was arrested for two dwis within ten hours and hes not even old enough to drink. He was first arrested on tuesday night. Police say the 19yearold was drunk when he hit a utility pole on route 9 in toms river. Crews were at the scene cleaning up which caused a backup. Stay with me. In that same backup early the next morning, a hit and run involving cars stuck there because of tuesday nights crash. Police say it was corsair again. Police say he was high on drugs and was arrested again. In cumberland county, new information on a crash that killed two people and injured four others. Police tell us Michael Haney of gilbertville died when his vehicle was hit by a pickup truck which crossed route 47 into oncoming traffic. The driver of the pickup is also dead but has not been identified. In kent county, the delaware teenager accused of killing his father with a crossbow will go on trial in september next year. Seth ramsey told police he called his father because he had skipped school and thought his dad would be angry. Ramsey was only 17 when his father was found dead in 2014. He is charged as an adult with murder. In burlington county, investigators are trying to figure out what started this house fire. Skyforce 10 over the scene at weaver drive and ross way in evesham township around 7 00 this morning. Fortunately, everyone made it out okay. In bucks county, a fire damaged an Auto Repair Shop this morning. Skyforce 10 flying over rnp automotive in warminster. Fire started around 6 30. Crews had it under control about a half hour later. In Montgomery County, this may have tied up your commute this morning. Skyforce 10 over lower merion where the schuykill was tied up for hours. A truck overturned between city avenue and belmont, spilling drywall. The crash happened around 6 30 and traffic troubles lasted through midmorning. In camden county, thanks to tips from crimestoppers, Gloucester Township Police say they nabbed the guy wearing an unusual disguise in this video. This video was from monday of last week. It first caught our eye because hes wearing a toddler sized pink teeshirt on his head. Police say thats carl dannenhowor. Police say he stole money. Hes charged with burglary. Theres a new place to pick up a sweater or pair of shoes in jersey. The new outlet mall could help pick up the local economy. Cut the ribbon. With the snip of that scissors the gloucester premium outlets opened today in blackwood off route 42. The 90 stores in the new Shopping Center include calvin klein and underarmour, among others. Officials say it becomes the Largest Economic Development project in gloucester countys history. That momentum will continue to grow as people come here to our community to spend your money here in gloucester township. Special events for the grand opening include fireworks later tonight. In atlantic county, the polar coaster will be the first of its kind. A florida developer is bringing his vision to the boardwalk. It will go where sands Atlantic City used to be. No word on when construction on this polar coaster could start. In lehigh county, the Westgate Mall is getting a makeover, upgrading empty ; storefronts to look more attractive to retailers. There are restricted spots in the state. Some here want the restrictions to include this building in this town building. In 2013, you remember a man stormed into a local Council Meeting in northern pennsylvania. He shot and killed four people. Im not against guns. Reporter the mayor of elsmere doesnt want that to happen in his town. He is cosponsoring a law to keep open gun carriers out of the municipal building. Open carrying is already banned in the towns parks. The mayor says he isnt looking to stomp on peoples rights. He is looking to keep town workers and residents safe. Some people just dont feel comfortable being around somebody who carries a gun. Its extremely tough issue because there are people near and dear to my heart that carry. Reporter ed is an open gun carrier and elsmere council members. He says Town Buildings are actually safer when lawabiding trained gun owners have their guns with them. All the Mass Shootings you see on the news, he says legal gun owners to have saved some lives in those cases. He says he trains with his gun hoping he never needs to use it but says he would rather have it and not need it than need it and not have it. The average Response Time for the police is six minutes. After six minutes, somebody walks in with a gun, whether they have it legally or not, you aint going to need a policeman. You will need a coroner to haul the bodies out. Reporter back live, this law could only go into effect if and when the governor signs a new state law that lets local towns decide to do this. None of this would affect gun owners who get approved and trained for a permit for a concealed firearm. They will still be allowed in. In wilmington and New Castle County, government buildings, youre not allowed to open carry. Smoke and flames are still billowing from four fires after yesterdays massive explosions in china. Today we know at least 50 people are dead. Still unknown, what caused the explosions so large they registered as seismic events. The government is setting up monitoring stations to see whats in the air. They are trying to assure people they are not in danger. Where this happened, tianjin, is a sister city of philadelphia. Here in this country a ceiling collapsed on the concert goers in minneapolis. Now three people are recovered from their injuries after this happened at the iconic first avenue nightclub last night. When the 30 by 30 foot section of ceiling fell it caused a water pipe to break as well. 1,000 people watching the concert got out quickly. Firefighters rescued a center city woman after she was trapped in a Building Collapse. Neighbors say they have been complaining about safety on this property for awhile now. Nbc 10s doug shimell is live on the scene. You learned that this Building Collapse is tied to the deadly Market Street Building Collapse in 2013. Reporter exactly. The common denominator is Griffin Campbell, the contractor in the 2013 collapse. He was also the contractor here until two weeks after that collapse, when he was forced off the job as he was many other job sites. The biggest problem for this latest collapse, trying to get all of this heavy equipment down this tiny block of butler street to get at all of that debris. It sounded like an explosion or bomb was going off. I came around the corner and it was just on the ground. The whole thing. Reporter almost everyone near pine and juniper streets wondered when 320 butler avenue would come down. Basically they heard a rumble. Reporter paul had two renters next door wednesday night. The fire rescue came out and got my two tenants out of the building through another access, through the church that faces 13th. Reporter residents say they had a bad feeling about the unfinished wood frame rowhome that towered above the neighborhood for more than two years. It didnt look very sturdy. It looked i havent seen anyone working on it. This is a long going battle weve had with the owner of this building ever since the first contractor was thrown off which was Griffin Campbell. Reporter it was Griffin Campbell who was charged in 2013 with the deaths of six people in the now infamous 22nd and Market Street collapse. As cleanup crews now start work on butler avenue, the connection was haunting. This seemed like another harbinger of doom. Thank goodness no one was hurt. Reporter the next big challenge for these cleanup crews is getting a large dump truck down here and the rest of the heavy equipment. Nbc 10 has tried contacting the owner of the property. No success as of yet. L i says they were well aware of all the issues out here at this property. They even had to put up a scaffolding for pedestrians in between the property that collapsed and the one next door just so Something Like this wouldnt potentially injure someone. New video shows what happened moments before this School Bus Crash sent nine children to a new jersey hospital. One state agency says its going to be fixed but another says it wont change anything. Jerome becker is a retired new york municipal judge. He tells us the case of his wifes traffic tickets is the strangest hes ever seen. Its a total pain in the butt. Reporter for two years his wife has been ticketed nine times, all claiming her car traveled through new jersey tolls without paying. The citation shows the car here at the ben franklin bridge. Only problem, its not the beckers car. It had a picture of a car, a lexus which we dont own and have never owned. Reporter they do own this old pennsylvania vanity plate with the word protect with an o. Registration expired in 2012. I gave up the right to have the name protect or my wife did on the car so then it went into the dead tag file. Reporter a dead tag is one that is no longer in use. Protect might be a dead tag but pr0tect is alive and well on someones car. The lexus thats been running the tolls. A lexus. A lexus. Reporter the two plates are so similar, they confuse new jersey ez pass machines and the people hired to check violations. I called up dmv, i called up ez pass. No one could figure it out. Reporter here at the new jersey Turnpike Authority is where the new jersey ez pass office is located. We asked them for a comment about the issue but they refused to go on camera to answer our questions but did tell us the agency has a contract with xerox including two employees who review questionable violations. Xerox was paid nearly 55 million in 2014. In a statement, ez pass says mistakes like the one in the beckers case are rare. Less than 1 of violations reviewed. They can be caused by quote, unclear images or similar characters such as 8s and bs, 0s and os and 1s and is. New jersey ez pass says it doesnt plan on changing how they do things. The onus is on the Enforcement Agency to make sure they are the proper plate identified. Reporter penndots spokesperson says information on p. A. Drivers and license plates arent given to enforcement agencies who make electronic requests but that information doesnt include whether or not a plate is dead. After our investigation, penndot is making a change and hoping to make sure the beckers case doesnt happen to other drivers. From the penndot side, its going to make sure that the information is out there for all the jurisdictions to see even if they do misidentify the plate that he they should not be reaching out to us personally because it may have been marked as dead. Reporter penndot does not have a time frame for when the change will take effect but the agency did send the beckers a letter acknowledging the tag is dead. They can use it if they get any more erroneous tickets. New jersey ez pass set the beckers up with their own Customer Service representative to help with any future issues. Mayor Michael Nutter Just Announced that security perimeters are being established around the ben franklin parkway and independence mall. We learned today camden will be a mass transit hub for the papal visit next month but if youre not taking a bus or patco out of new jersey, youre going to have to walk and it will be a long one because you are not going to be able to park close to the ben franklin bridge. This happened in irvington, essex county, new jersey. The bus was heading to school when it was hit by an suv and went into a building. The driver said the brakes gave out. The study published in the american journal of Family Therapy says kids are receiving more homework than what education experts recommend. Kindergartners have three times the homeworkload theyre expected to have. First graders have three times the homework load they are expected to have. Second graders have 2 1 2 times the homework load they are expected to have. All these things are troubling. Experts recommend a ten minute rule. Ten minutes per night for first graders and ten additional minutes per night for every grade thereafter. They also dont endorse homework for kindergarten. Today, nbc 10s drew smith talked to a Breast Cancer survivor who says her adopted cat was exactly what she needed during one of her lifes darkest moments. Youre mamas girl. Yes, you are. Reporter the first time wendy saw this cat was on the news last summer. The Delaware County spca was caring for a cat beaten against a guardrail. The young man threw the cat over the guardrail into the darby creek. Reporter she was the first to contact the shelter hoping to adopt the cat which was having trouble walking. I didnt know if she would have permanent injuries or the not. To me it didnt matter. Reporter the timing of this adoption was key. There was almost a role reversal of sorts as wendy adopted sav v savvy and gave her a home, the cat started helping her, too. Prior to adopting her i had been notified i had a mass in my breast. Reporter on the same day as the biopsy procedure she got the call that the cat was hers. During that cancer scare, she was thankful for this playful distraction. A few times she actually would sit on the top of my headboard sort of like my guard and if the other cats came in, she would sort of growl at them like she was my nurse and my protector. Thats one of the places that tends to read lower. So does oxford, quaker town, doylestown, pottstown, all 79 degrees. When you get that with sunshine in august, thats a little bit unusual. 78 degrees in cape may harbor. 80 degrees in beach haven. They will be getting a bit of a sea breeze starting tomorrow so it wont be quite as warm as it has been the last couple days. Hardly any moisture in the eastern half of the country. The warm air thats been with us, thats going to be retreating and the hot air is going to be building in. Once it is in, its going to stay in for awhile. The redder the colors are, the hotter it is. Its not going to be the worst ever but it will feel like its about 95 which is not exactly football weather. Not so great for the spectators, either. The shore is looking good. Officials in both states released a huge amount of information today. Heres what we learned. First, more details on the socalled traffic box around philadelphia, including where cars can travel, where fencing will go up and where people will be screened. The city is also opening a Resource Center to answer questions that businesses have. We also heard from officials in new jersey about highway closures and Public Transit changes in that state. We have Team Coverage to break down all this information. Lets begin with nbc 10s randy gyllenhaal. We learned a lot more details about the socalled traffic box and how it will affect peoples ability to get around. Reporter even within that traffic box, there will be layers of different security. The most tight of which surrounds the art museum and Independence Hall. Where we are standing outside city hall, this is within that most secure zone. We are learning there will be a fence surrounding this area to get into this area, you will have to go through a secret Service Screening process. This all begins at two separate times. At Independence Hall where the pope will be speaking, that area will shut down friday night and over by the art museum and parkway, that will shut down even earlier on thursday. Beginning thursday night at 10 00 p. M. , the most secure zone of the city will lock down. Marked in red it circles around the art museum and parkway. The city says there will be a fence and every Single Person that comes into this zone will be screened by the secret service. Outside of the red secure zone is the second layer of security called the vehicle perimeter. Its this black line that wraps up around center city, anywhere near city
