Philadelphia Police Commissioner Charles Ramsey is in washington, d. C. To talk about the future of policing. Commissioner ramsey is meeting with officials from the white house and department of justice along with dozens of Police Chiefs and mayors from across the country. Here at home three people died, two others were wounded in a string of overnight shootings in philadelphia. Two shootings happened in kensington, one in West Kensington and the other in tacony. New information about a Police Incident caught on tape. Prosecutors in Delaware County say the video does not show what escalated the use of force by police. The cell phone video shows 49yearold walter mote being arrested by officers from chester city and Chester Township sunday but Delaware Countys District Attorney says the video does not show him punching two officers as they try to remove a gun from his waistband. He contends the taser did not work. Officers had to use the force seen in the video. In this case yes, they used sufficient force and they didnt exceed that force but were still looking at it. But from my review at this point in time i dont see Excessive Force in that video. Prosecutors say walter mote has 13 prior convictions dating back to 1985. Many for violent offenses. We have brand new information just in on the death of a woman in a texas jail. Tonight, the prosecutor is releasing more evidence about what happened while she was in custody. Officers from around delaware escorted the bodies of two of the four marines killed in a shooting last week in tennessee. The bodies were moved from Dover Air Force base to Philadelphia International airport. From there, the men will continue to their final resting place. Meanwhile, down in georgia, a motorcade carried the body of marine Lance Corporal squire wells. The 21yearold was shot and killed in chattanooga on july 16th. His body was escorted from Hartsfield Jackson International Airport to the town kenesha. It was one week ago today that a lone gunman shot and killed four marines and one sailor at two marine recruiting centers. Today a memorial meant to honor those killed still grows in the city. Two marines who were inside the recruiting center when the gunman Mohammad Youssuf abdulazeez, opened fire, visited the site. Overwhelming the support and the people from the smallest all the way up to retired servicemen, just to show their love and support, its very overwhelming. Hundreds of people have visited the site bringing flags, mementos and messages of thanks. We have new details now on that declaration by the fbi director that isis is now a bigger threat to the u. S. A special agent in charge of the fbi in philadelphia recently told nbc 10 about the Terror Threat hes had to confront shortly after 9 11. Ed hanko helped stop a secondary attack after getting a tip from a trucking school. We have two people here that are from the middle east who are very minimal drivers, going to graduate but hardly but all theyre interested in is getting their placards to carry hazardous material. Trained sunni tribesmen have joined the fight against isis in the ramadi area. Isis fighters overran ramadi about two months ago and were a major blow to iraq and the u. S. This is carters first visit to iraq since becoming defense secretary. Meanwhile, secretary of state john kerry fiercely defended the Iran Nuclear Deal to congress this morning. The Senate Foreign Relations Committee heard testimony for the first time today on the Iran Nuclear Deal. The u. S. And five world powers agreed to curb Irans Nuclear program in exchange for relief from economic sanctions. Kerry faced criticism that the u. S. Was quote, bamboozled into crafting that deal. The secretary says the agreement is the best way to avoid a future nuclear war. Lets understand what was really on the table here. President obama has threatened to veto any attempt to reject the accord. Campers and residents are scrambling for safety because of a fastmoving wildfire in Glacier National park in montana. Crews have their hands full battling a wildfire in northern california. The blaze named the rag fire started yesterday afternoon. With help from strong winds it exploded to nearly 5,000 acres. Mandatory evacuations have been ordered for that area. The fire is believed to be the result of a traffic accident. Under this bill companies wouldnt have to disclose if their products contain genetical genetically modified ingredients. The bill has been fighting mandatory Food Labeling in several states. Their arguments, these foods are safe and labels would be misleading. Advocates say they have a right to know whats in their food. What are genetically modified ingredients . The fda says its been in the food supply since the 1990s. Most of the nations corn and soybean crops are genetically modified, meaning it was alterd in the lab to make the plants more robust or resistant to disease. They have the same safety requirements applying to nonmodified foods. Campbells soups is scaling back artificial ingredients such as flavors or colors. It will eliminate all three in nearly all campbells products by august 2018. They dont have an idea yet how long it will take to fix. We will keep you updated. Testimony began today in the trial of former Philadelphia Eagle irving friar. He and his mother charged with theft by deception accused of defrauding banks when he needed money. His defense lawyer says thats not the case. He says his client was the victim of a con artist who advised him to apply for multiple Mortgage Loans while using the same property as collateral. Lawyers say that con artist is William Barksdale who pleaded guilty to a conspiracy charge last year. A father and son are accused of stealing nearly 30,000 from the emf squad they worked for. Ronald and Benjamin Knighton are facing charges in burlington county. Prosecutors say they stole from the springfield township ems squad, taking money for their personal use. Ronald was the squads treasurer. The nbc 10 investigators get action for a south jersey family about to be evicted. William frederick is one of 500 people who fell for a home loan modification scheme nationwide. Fearing the eviction the family moved just about everything into storage or tossed it into the street with the garbage. His wife and three children are sleeping on the floor but now, u. S. Congressman Donald Norcross is helping the family keep their home. The fredericks contacted him and he had seen harry hairstons story. New castle countys department of land will open the floor up to the public about a project planned on Chestnut Hill road. Until a few years ago, an order of nuns ran an orphanage here called our lady of grace. Now they want to build houses town homes and apartments on part of that property. Construction isnt expected for two years. Local neighbors say they will fight that project. Hundreds of people displaced by this massive warehouse fire in Central Jersey are still waiting to get back in their homes tonight. The flames are still burning strong. Reporter driven from their homes, hundreds have to wait through one more night to get back to their apartments on this smoky back street. Maria is worried about her cat she left behind. Police escorted her and others to their homes to briefly check on their units or in marias case, her cat. We couldnt find her but i got her food and water and cleaned out her litter box. Reporter smoke filtered to nearby neighborhoods. This is east brunswick. The plume of ash and soot visible to the jersey shore. I have a running nose becausistbecause of it and running eyes. Reporter in this old studebaker plant turned warehouse and plastics factory, a collapsed roof made it impossible for firefighters to put out the flames. Heavy equipment was brought in to dig down to the smaller fires and they showed us how extra water was brought in by mutual aid tankers to build pools then used for the pumpers. They are getting underneath the roofs, lifting them up. Reporter thick black smoke overpowering yesterday, not toxic at ground level. The haze today still bad enough to delay residents returning home tonight. To have that smoke in your face in your eyes its an irritant. The decision was to be very conservative. September 10th is the opening day for a new Visitors Center at the flight 93 memorial in western pennsylvania. The National Park Services Made that announcement. Flight 93 was hijacked during 9 11 but the passengers fought back and the plane crashed near shanksville. The Visitors Center will feature photographs and artifacts along with audio and video. A change for new mothers who give birth in delaware. State hospitals are no longer giving out free formula. Why they say it will benefit mom and baby. Its the end of a decadesold tradition in delaware. Hospitals will no longer give new mothers a gift bag containing formula when they are discharged. It is part of an ongoing effort to get more moms to breast feed their babies. The best way to support initiation and also to support moms after they leave the hospital so that they have the connection support that they need in the community to continue breast feeding. All of philadelphias major births hospitals have also stopped the practice of giving out free formula. Delaware Health Officials say there are many benefits to breast feeding. It protects babies from sudden infant death syndrome, diarrhea ear infections pneumonia, allergies and asthma. They say breastfed babies for at least six months are less likely to become obese and mothers who breast feed have a lower risk of breast and ovarian cancers. The father of the california woman shot and killed while walking on a pier in San Francisco testified. 32yearold kate steinle was shot in the back on july 1st while strolling along pier 14 with her father. Juan Francisco Lopez sanchez, an undocumented immigrant, was arrested shortly thereafter. He was in San Francisco despite a long criminal record and multiple deportations. Suddenly a shot rang out, kate fell looked at me and said help me, dad. It was the last words i will ever hear from my daughters. The house bill withholds funding from sanctuary cities that do not cooperate with federal immigration officials. The white house is threatening to veto the bill. He has spent weeks generating attention and controversy with his comments on Border Security and mexican immigrants. Today, donald trump visited the mexican border. The president ial hopeful went forward with the trip even though Border Patrol agents canceled plans to meet him. Trump took credit for making illegal immigration a top issue in the republican nomination fight and he reiterated his view that undocumented immigrants are bringing quote, great danger to american soil. In certain sections you have to have a wall, absolutely. By the way, the wall the wall will save you a tremendous amount of money but you absolutely, there are areas you have to have the wall. Trump predicts he will win the hispanic vote and the republican nomination. In harrisburg today, immigrant Rights Groups joined law makers to demand drivers licenses for undocumented immigrants. This after the new bill makes its way through the state house that would give them what they are calling for. Reporter they crowded the State Capitol to call for a drivers license. A small piece of plastic undocumented workers and their supporters say will go a long way. Its a human issue. Its a family unit issue. Reporter a drivers license currently unavailable to workers without legal status in pennsylvania would allow workers to drive without fear of getting caught and deported. But supporters say a drivers license will also help them with access to health care and new jobs. Its a necessity. Just this month, delaware approved a new law that allows undocumented immigrants to get driving cards as long as they have filed state income taxes for the last two years. In new jersey there is no state law allowing drivers licenses but some cities have passed their own ordinances. A shark scare on long island today. Lifeguards evacuated a beach after a possible sighting. A lifeguard made that sighting in oyster bay around noon. Close to 2,000 people were on the beach at the time. Lifeguards blew their whistles and everyone was evacuated on to the sand. The shark is believed to be about five feet long. Police are using a helicopter to locate it. Another nice day with humidity staying low so if you liked last night and early this morning, you will like tomorrow morning too. It will be cool again and it will even stay nice and dry as we go into the weekend. Humidity is going to go up as we go into sunday so saturday will be a nice dry day. They think the breakins may be related to additional thefts in a nearby township. Down the jersey shore, we have a new information to tell you about, a theft in a popular jersey shore spot. North Wildwood Police tell us they have arrested a third person wanted for swiping a Cash Register from moreys piers. The register is worth 2400. Authorities charged the man with theft and other offenses. Two teenagers were also arrested. The beaches are closed in central Pennsylvania State park after dozens of swimmers became sick. 29 swimmers became ill with norovirus possibly from e. Coli bacteria in the water at cowans gap state park. The beaches are closed to swimmers. Fishing and boating are still allowed. This is located about 60 miles west of harrisburg. Tonight crews will spray to kill mosquitos in several Montgomery County communities. Its happening in areas where sampling has shown mosquitos carry the west nile virus, including parts of abington township. Cheltenham township is also included. Crews will spray from 8 30 to 11 30 tonight. A lot of questions surround the arrest of a texas woman who was later found dead in her jail cell. Family members believe there was foul play. A new cashless toll is coming. Theres a bill on the table to ban lgbt discrimination. Senator cory booker of new jersey along with the house and Senate Democrats introduced the legislation today. The bill would add Sexual Orientation and gender identity to federal antidiscrimination laws. Advocates say the move is needed since most states dont include either category in their antidiscrimination statute. New information tonight about a woman found hanging in a texas jail cell just three days after a traffic stop. Autopsy results are in for 28yearold sandra bland. Reporter authorities said that sandra bland killed herself. The causes death is hanging. The manner of death is suicide. Reporter preliminary report includes a startling discovery. She either smoked or swallowed marijuana in custody. There have been some instances or claims about a substantial amount of marijuana found in her system. I can tell you that there has been a confirmation of those results. Reporter also, there is evidence that she had recently cut herself. There were approximately 30 cut marks on her left wrist which were also in a state of healing. Reporter authorities released documents that included blands admission that she tried to kill herself in 2014 after she lost a baby. But she said she was not suicidal the day of her arrest. The toxicology report and booking documents are just the latest twists in this story that began when bland was pulled over by a texas state trooper for allegedly failing to signal a lane change. Im just at a loss for words honestly about this whole process, how switching lanes with no signal turned into all of this. Reporter the voice mail was obtained by ktrk in houston. Just three days after the arrest, bland apparently hanged herself in her jail cell. Her family says this doesnt make sense. She had just gotten to texas the day before. She was about to start a job. Reporter we spoke with walter motes mother who says she does not believe any of the District Attorneys statements and contends that law enforcers will say anything to clear themselves. When we look at these type of videos they are always disturbing. Reporter it may be disturbing but prosecutors contend theres nothing illegal or excessive about the force used on 49yearold walter mote. N. In the process of removing the weapon from his waistband and attempting to place him into custody, mr. Mote turns around punches the first officer in the face and then ultimately punches the second officer in the face. Reporter whalen says the video only shows officers responding to that. You also hear officers from chester city and township using a taser on mote last sunday morning. The taser had no effect. Theyre trying to utilize the taser to bring him under control so that they dont have to strike him, so that there is no kicks or striking. Reporter the d. A. Says the. 38 caliber hand gun recovered was stolen and says walter mote kept resisting because he didnt want to go back to jail. 13 separate convictions, many of them dealing with resisting arrest, many of them dealing with violence. Reporter police are allowed to use force and whalen says this was warranted. This is a dangerous individual and the police were lucky to apprehend him without further incident in this particular case.
