Unless he can come up with serious cash thats where he will be staying. A judge doubled victor bennetts bail to 2 million at a hearing this morning. We counted at least 20 Camden County Police Officers on hand for todays hearing. Among them was officer prince reed, seen here leaving the courtroom. Police say bennett shot reed last wednesday night on kenwood avenue while the officer was working undercover. Officer reed took a bullet fragment in the arm. Authorities captured bennett after a chase in collingswood. Prosecutors want to make sure this man stays locked up. With regard to whether or not the defendant is a flight risk i dont think theres any question that hes a flight risk in this case. He was already fleeing the streets of collingswood with a loaded hand gun on a Holiday Weekend on friday afternoon in broad daylight. Hes clearly a danger to the community. Even though officer reed was wounded he searched for the suspect before heading to the hospital for treatment. We are now learning what offices fbi agents raided last week at allentown city hall. Doug shimell is live at city hall. What did you uncover . Reporter allentown has become a modern day boom town with tens of millions of dollars of new Development Money flowing into the city and the feds are apparently on some sort of money trail that appears to be centered right here at city hall. The fbi simultaneously went to different departments inside allentown city hall last week. They didnt ask questions of anybody. They told people what to do. They told some employees to leave their work areas while they were searching their desks and that kind of thing. Reporter solicitor susan wild says the feds spent their time going through the Mayors Office as well as the offices of the managing director and city controller. I can surmise from the areas that they looked at that they are looking at the citys contracting process, how we give contracts to vendors and that kind of thing. Reporter she says the agents took files and computer equipment that may pertain to the recent explosion of development in downtown allentown. I dont think that the fbi wastes its time investigating a mayor of pennsylvanias Third Largest city unless they are very serious about something. Reporter according to the solicitor here in the city of allentown, she says she has no indication that this probe is targeted at any one person. Nbc 10 has been trying to contact the mayor since last friday and we are still hoping to hear back from him. Doug shimell, nbc 10 news. We are following a developing traffic situation happening now in New Castle County. A dump truck is overturned on route 1 in delaware city. You can see the truck toppled. We have a live look at route 1. You can see the traffic is still backed up at this hour down to one lane. This is route 1 at wrangle road. Everyone pretty much has the threat of seeing storms this evening but i think it will be maybe an hour or two before we actually see a few more starting to develop. Aside from the dark clouds we were mostly dry. Live look at the radar. Most of the storms off to our west and southwest but locally, we have a few showers flairing up through parts of Northampton County and also in New Castle County couple very small showers developing. Then moving into Sussex County in delaware. From maryland thats where we have one thunderstorm. We will watch the progression of these storms as we go through the rest of the evening. But a wider view shows the area of low pressure off to the west. Thats creating all the thunderstorm activity off to our west and south. Locally, we have been on the drier side of this. I think this evening we should at least start to see a few more thunderstorms flare up through the area. I dont think everybody will see this. Right now, temperatures are in about the mid 80s and it is humid outside. Making it feel a little hotter. For this evening by 6 00 p. M. Still the chance of a thunderstorm low 80s. South carolina lawmakers returned to the State Capitol today kicking off a muchneeded debate about the Confederate Flag. Nbc 10s jacqueline london joins us from the Digital Operations Center to explain the challenge theyre facing. Reporter South Carolina lawmakers are debating this week whether the flag should be recognized for its heritage or rather its shameful past. The state senate took up the bill first today. It calls for the flag to be removed from public view on the state house grounds in columbia. It has flown there for more than 50 years. The proposed legislation suggests the flag be transferred to an interior room for display but details like when to bring the flag down and what kind of ceremony should mark the removal are not clear. That doesnt represent all people of South Carolina. We need to remember that. And in that regard it is part of our history. It needs to be respected in whatever way or honored in whatever way. Reporter a twothirds majority is needed in the senate before the bill moves to the state house. A twothirds majority is also needed there. South carolinas governor nikki haley called for the flag to be removed after nine africanamericans were killed inside a Charleston Church last month. The suspect, dylann roof had posed for Photos Holding Confederate Flags. Police say he was motivated by racial hatred. The legislative black caucus and civil rights leaders also are against flying the Confederate Flag. South carolina legislators debated this same topic 15 years ago. Staying in the garden state, a south jersey Planning Board with big proposals for a new medical complex at a vacant closing store. An affiliate of the university of Pennsylvania Health system is proposing the 50 million project at the former sims Clothing Store in cherry hill. The facility would hold an Urgent Care Center as well as radiology, cardiology and primary care clinics. If passed tonight, the project could become completed within 18 months. A dry town in Camden County may soon allow craft breweries. Collingswood announced an ordinance that could be approved as soon as august. Microbreweries wouldnt need liquor licenses. Some restaurants are concerned the breweries would eventually be allowed to serve food which would then give them an advantage. Happening right now. President obama at the pentagon to speak after receiving an update on the isis terror threat. Lets listen in now. Isil is opportunistic and it is nimble. In many places in syria and iraq including urban areas, its dug in among innocent situatecivilian populations. It will take time to root them out. It must be the job of local forces on the ground with training and air support from our coalition. As with any military effort there will be periods of progress but there are also going to be some setbacks as we have seen with isils gains in ramadi and iraq and central and southern syria. But today its also important for us to recognize the progress thats been made. Our coalitions now hit isil with more than 5,000 air strikes. We have taken out thousands of fighting positions, tanks, vehicles, bomb factories and training camps. We have eliminated thousands of fighters, including senior isil commanders. Over the past year we have seen that when we have an effective partner on the ground isil can be pushed back. In iraq isil lost at the mosul dam. Isil lost at mt. Sinjar. Isil has lost repeatedly across at tikrit. All together they have lost more than a quarter of the Populated Areas it had seized in iraq. In syria, isil lost at kobani. It recently endured losses across Northern Syria including a key city. Denying isil a vital supply route to roqqa, its base of operations in syria. These are reminders that their strategic weaknesses are real. Isil is surrounded by countries and communities committed to its destruction. It has no air force. Our coalition owns the skies. Isils backed by no nation. It relies on fear sometimes executing its own disillusioned fighters. Its unrestrained brutality often alien alienates those under its rule creating new enemies. In short their losses in iraq and syria prove that isil can and will be defeated. Indeed, we are intensifying our efforts against isil based in syria. Our air strikes will continue to target the oil and gas facilities that fund so much of their operations. We are going after the isil leadership and infrastructure in syria. The heart of isil that pumps funds and propaganda to people around the world. Partnering with other countries, sharing more information, strengthening laws and Border Security allows us to work to stem the flow of foreign fighters to syria as well as iraq. And to stem obviously the flow of those fighters back into our own countries. This continues to be a challenge and working together all nations are going to need to do more but we are starting to see some progress. We are going to continue to crack down on isils illicit finance around the world. By the way, if Congress Really wants to help in this effort they can confirm our nominee for treasure undersecretary to lead this effort. This is a vital position to our Counter Terrorism efforts. Nobody suggests he is not qualified. He is highly qualified. Unfortunately, his nomination has been languishing up on the hill and we need the senate to confirm him as soon as possible. Meanwhile, we continue to ramp up our training and support of local forces that are fighting isil on the ground. As ive said before this aspect of our strategy was moving too slowly but the fall of ramadi has galvanized the Iraqi Government so with the additional steps i ordered last month we are speeding up training of isil forces including volunteers from sunni tribes in anbar province. More sunni volunteers are coming forward. Some are already being trained and they can be a new force against isil. We continue to accelerate the delivery of critical equipment including antitank weapons to Iraqi Security forces. Including the peshmerga and tribal fighters. I made it clear to my team that we will do more to train and equip the moderate opposition in syria. Now, all this said our strategy recognizes that no amount of military force will end the terror that is isil unless its matched by a broader effort. Political and economic. That addresses the underlying conditions that have allowed isil to gain traction. They have filled a void and we have to make sure that as we push them out, that void is filled. So as iraqi cities and towns are liberated from isil we are working with iraq and the United Nations to help communities rebuild the Security Services and governance that they need that we continue to support the efforts of the Prime Minister to forge an inclusive, effective Iraqi Government that unites all the people of iraq shia sunni, kurds and all minority communities. In syria, the only way the civil war will end and in a way so that the Syrian People can unite against isil is an inclusive political transition to a new government without bashar al assad. A government that serves all syrians. I discussed this with our Gulf Cooperation Council partners at camp david and during my recent call with president putin. I made it clear the United States will continue to work for such a transition. A glimmer of good news is i think an increasing recognition on the part of all the players in the region that given the extraordinary threat that isil poses, it is important for us to Work Together as opposed to at crosspurposes to make sure that an inclusive Syrian Government exists. While the focus of our discussions today was on iraq and syria, isil obviously also poses a great threat beyond the region. In recent weeks we have seen deadly attacks in tunisia, kuwait and egypts sinai peninsula. We see a growing isil presence in libya and attempts to establish footholds across north africa, the middle east the caucuses and southeast asia. We have seen attacks in ottawa sydney, france and copenhagen. I call on the International Community to unite against this scourge of violent extremism. In this fight, the United States continues to lead. When necessary to prevent attacks against our nation we will take direct action against terrorists. We will continue to also partner with nations from afghanistan and nigeria to build up their security forces. We will work day and night with allies and partners to disrupt terrorist networks and thwart attacks and to smother nascent isil cells that may be trying to develop in other parts of the world. This also includes remaining vigilant in protecting against attacks here in the homeland. Now, i think its important for us to recognize the threat of violent extremism is not restricted to any one community. Here in the United States we have seen all kinds of homegrown terrorism and tragically recent history reminds us how even a single individual motivated by a hateful ideology with access to dangerous weapons can inflict horrendous harm on americans. So our efforts to counter violent extremism must not target any one community because of their faith or background including patriotic Muslim Americans who are partners in keeping our country safe. That said we also have to acknowledge that isil has been particularly effective at reaching out to and recruiting Vulnerable People around the world, including here in the United States. And they are targeting muslim communities around the world. Numerous individuals have been arrested cross the country for plotting attacks or attempting to join isil in syria and iraq. Two men apparently inspired by isil opened fire in garland, texas and because of our success over the years in improving our homeland security, we have made it harder for terrorists to carry out large scale attacks like 9 11 here at home but the threat of lone wolves or small cells of terrorists is complex. Its harder to detect and harder to prevent. Its one of the most difficult challenges that we face and preventing these kinds of attacks on american soil is going to require sustained effort. So i just want to repeat the good news is that because of extraordinary efforts from Law Enforcement as well as our military intelligence we are doing a better job at preventing any large scale attacks on the homeland. On the other hand these small individual lone wolf attacks or small cells become harder to detect and they become more sophisticated using new technologies. That means that we are going to have to pick up our game to prevent these attacks. Its also true why ultimately in order for us to defeat terrorist groups like isil and al qaeda, it is going to also require us to discredit their ideology. The twisted thinking that draws Vulnerable People into their ranks. Ive said before and i know our military leaders agree this broader challenge of countering violent extremism is not simply a military effort. Ideologies are not defeated with guns. They are defeated by better ideas. More attractive and more compelling vision. So the United States will continue to do our part by working with partners to counter isils hateful propaganda especially online. We will constantly reaffirm through words and deeds that we will never be at war with islam. We are fighting terrorists who distort islam and whose victims are mostly muslims. But around the world, we are also going to insist on partnering with muslim communities as they seek security prosperity and the dignity they deserve. We are going to expect those communities to step up in terms of pushing back as hard as they can in conjunction with other people of good will against these hateful ideologies in order to discredit them more effectively, particularly when it comes to what we are teaching young people. This larger battle for hearts and minds is going to be a generational struggle. Its ultimately not going to be won or lost by the United States alone. It will be decided by the countries and the communities that terrorists like isil target. Its going to be up to muslim communities including scholars and clerics to keep rejecting warped interpretations of islam and to protect their sons and daughters from recruitment. It will be up to all people leaders and citizens to reject the sectarianism that so often fuels the resentments and conflicts upon which terrorists are currently thriving. It will be up to governments to address the political and economic grievances that terrorists exploit. Nations that empower citizens to decide their own destiny, that uphold human rights for all their people that invest in education and create opportunities for their young people, those can be powerful antidotes to extremist ideologies. Those are the countries that will find a true partner in the United States. In closing, let me note that this fourth of july we celebrated 239 years of american independence. Across more than two centuries we faced much bigger much more formidable challenges than this. Civil war, the Great Depression fascism, communism, terrible natural disasters, 9 11. Every time every generation, our nation has risen to the moment. We dont simply endure we emerge stronger than before and that will be the case here. Our mission to destroy isil and keep our country safe will be difficult. It will take time. There will be setbacks as well as progress. But as president and commander in chief i want to say to all our men and women in uniform who are serving in this operation, our pilots, the crews on the ground, our personnel not only on the ground but at sea, our intelligence teams and diplomatic teams, i want to thank you. We are proud of you and you have my total confidence that you are going to succeed. To the American People i want to say we will continue to be vigilant. Officers in North Wildwood beach arrest a couple accused of stealing from beach goers. Investigators say it started saturday when people visiting the beach in Cape May County noticed a man and woman stealing items from peoples bags. When officers arrived, beach goers flagged them down and pointed them in the couples direction but lifeguards were already on the case. Stopping the mother and her kids right in their tracks. The dad wasnt around but was later located by police. The parents are charged with child endangerment and theft. Take a look at the two people in this surveillance photo. Investigators in Camden County say this duo is responsible for stealing thousands of dollars worth of eyeglasses from a Vision Center in berlin. Officials say they hit the store twice. Police say two fights broke out in two different locations before anita cotton was killed. A second fight broke out in the parking lot of a walgreens store and someone stabbed her in the back, the arm and neck. She later died at einstein hospital. I just hope she turns herself in. Delaware now warning beach goers about the portuguese man of war. Several of the stinging jellyfish washed up along the coast over the Holiday Weekend, that after several sightings in new jersey over the past week. An nbc 10 viewer sent this photo of a man of war. His daughter spotted it in ocean city yesterday afternoon. He tells us it appeared to be still living when beach patrol removed it. It was a similar story in North Wildwood Cape May County. Beach patrol says a man of war washed up on the 26th street beach over the weekend. The dangerous jellyfishlike creature has tentacles that grow from 10 to 30 feet long. People also spotted man of wars in ocean city and Long Beach Island last month. No one was hurt but officials are warning beach goers dont touch the creatures if you see them in the water or along the beach. A hot, humid day today and we are now starting to see some showers develop across the area so for the rest of the evening, chance of thunderstorms will stay in the forecast. I dont think everyone will see these but i think we will have more developing over the next few hours. Beach goers in margate and avalon reporting seeing sharks in the water. Nbc 10s renee chenaultfattah is here to explain how people were ordered out of the ocean several times, right . Reporter four different times today, swimmers were told to get out of the water by lifeguards at two different beaches. Lifeguards in margate took their boat out to investigate after a shark sighting off gladstone avenue beach around 1 00 this afternoon. Swimmers were called out of the water after one of the lifeguards spotted a fin near a large school of fish. We called beach patrol. They told us everyone is now allowed back in the water. Then a member of the nbc 10 digital team sent these pictures from the beach in avalon about some 90 minutes later. She tells us lifeguards called swimmers out of the ocean three times because of shark sightings. She heard one lifeguard say they saw a four foot long shark in waistdeep water twice both in avalon and margate. No one was hurt. You might remember these pictures we showed you on friday from kill devil hills, North Carolina. A fisherman pulled this shark out of the water there. People have been on edge this year. There have been seven confirmed shark attacks on North Carolina beaches in just the past three weeks. It is important to note there have been no attacks here in our area and no one is hurt.
