These observations are of preliminary character, result of extensive consultations with a wide range of interlocutors. The full report will be presented to the United Nations Human Rights Council in September 2021.
The Special Rapporteur meet the President and Vice President of the Republic; the Vice Presidents in charge of the Economic Area, of Planning, of Citizen Security, of Public Works and Services, of the Social Area and the Ministers of foreign affairs, health, education, planning, economy, finance, petroleum, mining, alimentation, education, women and gender equality, blockade, housing, social work, science, technology, transportation, social work, culture and indigenous peoples; the Heads of the Judicial, Citizen and Electoral Powers; the Presidents of PDVSA and the Central Bank; leaders of various political parties; representatives of trade unions; of the private sector, including the President of Fedecamaras, of the Venezuelan Episcopal Conference, of national and international humanitarian organisations as well as other Venezuelan non-governmental actors working in the field of health, human rights, child protection, women and the elderly; medical personnel and victims; university professors and school teachers as well as independent researchers, among others.Â
