Comelec Commissioner Rowena Guanzon (Facebook photo) MANILA - The temporary restraining orders (TROs) issued by the Supreme Court (SC) against the denial of the accreditation of some party-list organizations may affect preparations for the May 2022 polls, an official of the Commission on Elections (Comelec) said on Friday. In a Twitter post, Commissioner Rowena Guanzon said this may delay the printing of the ballots, which is set to start early next year. "Those who filed cases to stop COMELEC from printing ballot numbers of the party list, I hope you realize what you have done," Guanzon said. "If ballots are not printed by January, May elections is at risk," she added. Earlier, the poll body denied applications for accreditation of 107 party-list groups. Several groups have asked for relief from the high court and were able to secure a TRO. Among them were: Mindanao Indigenous Peoples Conference for Peace and Development; the Lingkud Bayanihan Party; Ang Tinig ng Seniors; Igorot Warriors International; and Alliance for Resilience, Sustainability, and Empowerment (Arise). Last week, the SC ordered Comelec to comment on the petitions within a non-extendible period of 10 days and in the meantime, honor the restraining order by not enforcing its registration dismissal orders. The party-list system is an innovation of the Constitution seeking to allow underrepresented and marginalized sectors of society to gain a presence in the House of Representatives after obtaining a minimum threshold of votes nationwide.
