[ applause ] the arizona democrat survived an assassination attempt 13 months ago. she announced this week she's leaving office. this was expected to be one of her final acts as a congresswoman. our coverage continues at wusa9.com. read the complete text of the president's address and the republican response and take a look at a fact check done by our partners at "usa today." this is new at 6:00 a.m. an american woman being held hostage in somalia is now free. according to a danish group, u.s. military forces pulled off a raid in the dark of night overnight. president obama praised the mission which also freed a danish man held hostage. jessica buchanan is on her way home to the u.s. she's an aid worker with a danish aid group. she was kidnapped in october. >> house republicans got a promise from the director of the national parks service to enforce no camping laws at mcpherson square. that's where occupy d.c. protestors have been staying overnight for almost four months. federal law says demonstrations are allowed with the permit but not sleeping at the site. director jonathan jarvis admitted his officers have been look the other way and that riled some members of the house oversight committee. >> you want to change the rules, that's fine. just let me tell my constituents who want to visit d.c. this summer that they can come to any park they want to and they can bring their tent as long as they say they're protesting. >> while jarvis did say park service police will begin to enforce the no camping laws, he didn't say when or how. jarvis told supporters, the occupy protests would not be evicted unless there is a major health concern or other emergency. it is now up to maryland governor martin o'malley to decide whether a new transit line will be built in upper montgomery county. tuesday, the county council signed off on a plan to build a bus rapid transit line. it would go from the shady grove metro station to clarksburg. part of the line would run along 270. bus rapid transit is like a light rail line with dedicated stations except it runs on buses. the price tag of the project, $491 million. it is 6:07. i'm watching your money. talk about the payroll tax are back in the spotlight on capitol hill. last year, the house and senate agreed to extend the temporary cut to your payroll taxes for two months. both sides are hoping to extend it for a year but can't decide on how to pay for it. the cut means an extra $20 a week in your wallet for a person making $50,000 a year. the deadline for a deal is february 29th. so, when is good news not always good news? when it comes to the iphone for verizon. the wireless provider sold a record 4.2 million iphones near the end of 2011. but verizon subsidizes the cost of those phones to consumers so the sales came at a steep cost. overall, verizon posted a net loss of $2 billion. for the fourth quarter. when it comes to our favorite car brands, toyota remains number one. very nice. very nice. great minds think alike i guess. coming up on "cbs this morning," it is true. vice president joe biden is with us live. we'll ask about the u.s. rescue of hostages in somalia. presidential politics and as andrea mentioned, the state of the union. only on cbs this morning, eric kantor of virginia responds to president obama's push for higher taxes on the wealthy. it starts at 6:00 straight up on "cbs this morning." >> thanks, gayle. we'll be watching. >> we'll take a closer look at the president's state of the union speech. joining me is felicia with "the washington post." i read a headline this morning it said a compelling powerful road map or a re-election speech that points fingers. did we have any doubt the state of the union would be launch to the president's re-election campaign? >> no doubt it would be a campaign speech. frankly everything that's happening in washington is campaign-related. the number two democrat in the house steny hoyer came forward and said as much. i think the main take away from this state of the union yesterday is the issue be of incoming quality and along the campaign trail, that's been something that's come up a lot. you've seen it on both sides of the occupy wall street and on the republican side. i think the speech last night really solidified that for the democrats to say they're going full speed ahead with this. they think this is an issue they can win on and the president has seen his approval rating go up largely in part due to that. so, i think it is something you'll see him doubling down on. he's going on a campaign swing. >> he's going to key states that are critical to his re- election campaign. >> right. so, i mean the republicans certainly have a point there. i think it is also interesting their response to this, mitch daniels, the governor of indiana is the one who was tapped to give his view. he's viewed as very credible. he's someone who can speak with some authority on those issues. what i found most interesting about his response was that they didn't ignore the issue of income quality. he took obama head on and said that democrats are basically trying to divide and to wage warfare based on envy. this is a line that republicans have been using for quite some time. right now, it is pretty hard to tell. you're seeing both of the presidential front-runners right now, mitt romney and newt gingrich are using the lines and it certainly is resonating with the republican primary electorate but the question is, there is a key independent voters out there, the middle class, that will be who both sides will be focusing on in the fall. >> even with that, gingrich is accusing romney of what jobs did you create. romney says he wants to lower the capital gains tax even more so that enterprise can create jobs but since he left bain capital, he has lower capital gains, he hasn't created any jobs. >> the way that everything turned out on the presidential campaign trail with the state of the union is quite interesting as well. you saw mitt romney at about midnight on tuesday released his tax returns. what do we find out? he had about 15% marginal rate. that's something that in a way sort of fits right in with what the white house's argument is which is those people who are earning more should be paying a greater share of what they're earning to sort of balance out what everyone else is earning. for the white house, this was setting the stage for this coming year. >> we all expect it. felicia, thanks for being with us. sorry you had to put up with our uninvited guest here. have a good day. >> jessica? d.c. police are offering a $10,000 reward for information leading to the capture of robbers. they've been terrorizing people in the tinley town area since the start of this year. police chief cathy lanier spoke at a community meeting. she thinks a reward will help police capture the people behind nine armed robberies in the last three weeks. >> i can tell you there is no honor among thieves. when i offer the reward program, people will call. they will tell us, they will turn each other in, if nor nothing else to eliminate the competition. >> two weeks ago, three of the nine armed rob robberies happened on the same night within 30 minutes of each other. all less than three miles apart. police believe the majority if not all of the crimes are related. they believe two or three men are behind it all. a health alert now for virginia parents about their children's vaccinations. a state house committee has approved a bill to end required vaccinations for girls against the human papilloma virus. hpv is sexually transmit and can lead to cervical cancer. republicans say the current law encourages casual premarital sex. the full house could take up the bill friday. researchers in new york believe they've created a breakthrough vaccine against cancer, designed not only to kill cancer cells but to train the body's immune system to recognize and destroy cancer cells for the rest of a person's life. doctors are about to start human trials of the vaccine. the time right now, 6:38. i'm watching your money! this morning, the average price for regular grade gas in the d.c. metro area sits at $3.46 a gallon. that's up 22 cents in the last month and this morning, we have some ways to help you get more miles out of each fill up. according to "u.s. news & world report," one of the main ways to save is to combine your trips. starting your car is the most draining thing on your gas tank. also, change your oil. it could increase performance and cut down on the amount of gas you need. lose that extra baggage. take out the lawn chairs and anything else that is taking up space in the trunk. fill up earlier in the day. most gas stations change their prices around noon. and use a lower grade of gasoline, only use high octane if your car requires it. some pretty good ideas to keep that bill down. >> simple. it is 6:39. in eight minutes, a school boundary controversy that might end up before a judge. should children be able to go to their neighborhood school? this community feels so strongly about it, they're taking it to court. i'm peggy fox in leesburg. the story coming up. another sunny day on tap today. a little cooler. highs in the 40s. in five minutes, howard tells us when we're going to see rain next. keep it here with 9news now. i'm monika samtani with your timesaver traffic and i'm happy to say that overall, generally speaking, the rush hour this morning has been great. i am just getting word of an accident in woodbridge on the northbound side of i-9 at route one. i'll keep you posted on that situation. this time around though, we're going to focus on maryland. on the outer loop of the beltway, you see where the color is changing. you've got delays. live look on the outer loop which slows down from 95 in college park, most of the way here to georgia avenue where the pace does improve heading over to 270. we'll go to 270 on the maps. southbound side was affected by a disabled vehicle at route 124. that's been cleared but less slow traffic for you through that stretch. we'll take a live look here at falls road. >> no problems to report as you head down to the point where the lanes divide. next time around, we'll talk about the accident in woodbridge at 6:58. a little cooler today than yesterday, howard. >> good morning. it is a nice morning out there. and when i show you the weather camera in a moment, starting to get the glow in the eastern skies. sunrise about 45 minutes from now. some clouds will increase late. we'll start you off with the bus stop forecast so you know how to dress and dress the little ones. it is definitely chilly out there. we have readings in the upper 20s. most of us in the 30s. clear and cold. sunrise, 7:20 setting at 5:21. day planner starts off sunny. a few more clouds later on this afternoon. temperatures may get to the mid- 40s. light winds for the most part west to northwest, 5, 8, 10 miles per hour at most. with the 5:00 p.m. temperature, step out of the way. 45 degrees. highs about 46 or so. yesterday for comparison, we were up to 56. 38 in town. got 36 cumberland. even to our outer areas in ohio and pennsylvania, still in the 30s. this is not a horribly cold air mass. we're going to get colder by sunday and monday. locally, 32 fredericksburg and tappahannock. 33 from steve up in cross junction. right there north of win chester. in washington this morning, as i said, a beautiful sky behind the capitol dome. check that out. that's a pretty picture. got a temperature of 38 on our michael & son weather camera. 31 is the wind chill. our dew point this morning at 30 degrees. very comfortable start here. they've been up all night across parts of texas, san antonio, college station. look at the line of weather moving in this red box. that's a tornado watch box. you can see the severe weather pushening through san antonio, austin, waco seeing some of that. not quite houston but just west of houston. that's the storm system that will bring us chances for rain here starting tonight after midnight. really on and off thursday into friday morning. right now, clear skies and that will be the case today as the clouds out west, will start to move in more than likely late this afternoon and then into midnight with a chance of showers. today, we're look at 46. increasing clouds late. showers tonight as we dip into the 30s. although mid to upper 30s. tomorrow, mid-40s with increasing showers in the afternoon and at night, into friday morning, 46 on thursday. friday, 51. we'll dry out pretty early on friday. then as we head toward the weekend, saturday looks ok. near 50. sunday, here comes the shot of cold air. flurries and snow showers, 38. still chilly monday. highs holding in the 30s. andrea and jess? >> thank you, howard. some parents in leesburg, virginia are mad. they can see their child's school from their backyard. >> but loudoun county wants to move the boundaries and send the children to a school miles away. this involves students and parents at tolbert elementary and the new school frederick douglas elementary. peggy fox went to leesburg to get both sides of the story. >> reporter: the children in this community can see their elementary school just a few blocks away. some even walk to school. but now, it is a new redistricting plan, they'll be bussed three miles away and the parents here are so upset about it, they're taking it to court. children come home after a two- minute bus ride from tolbert elementary school just down the busy street but next year, things may be different. the school board has approved a redistricting plan -- >> even less than 300 yards. >> it takes part of the community, 52 children, out of their neighborhood school. they'll be bussed three miles away to the new frederick douglas elementary school which is under construction. >> we were flabbergasted. >> they put us on the chopping block. >> they say the decision will split up their community and allow children further away to attend tolbert. >> this section gets to leapfrog us to go to the elementary school. >> their losses says the school board didn't consider proximity and community and ignored better options for student population and diversity. >> another board member said she voted for it because it made the most sense and no communities were split up. that was false. >> they want the noon school board to reconsider the plan. >> public information officer wade baird says redistricting is a way of life in loudoun county, built 24 schools in ten years. he says new boards usually respect the old board's decision. >> there were nonpublic hearings done here. we did some in leesburg. we put out notices in english and spanish well ahead of time. they were well-attended. all of the plans were posted on the web site. >> byard says this is the first lawsuit they've had over redistricting. peggy fox, 9news now. >> this is the first lawsuit over redistricting plan. the county tells us in order for the school board to reconsider its decision, it would have to redo the entire process and that would mean another four months of public hearings. it is coming up on 6:50. time to answer our question of the morning. it was 52% of all men in a recent survey said they want women to banish this beauty product. is it a, lipstick. b, body glitter or c, black nail polish. >> a lot of us guessed this one right this morning. the answer is b, body glitter. >> one of our viewers said it doesn't taste good. a check on the news before you go is up next. ♪ pierre! your fashion is so "right now," but your banking is so last season! earn more with high yield free checking at capital one bank. instead of some unfashionable rate, your checking could be earning five times the national average. and free atms anywhere. five times the interest?
