One on the outer loop. Its closing several lanes between connecticut avenue and 355. From a look at our trafficland cam, you can see the delays on the inner loop of the beltway right there. We understand an earlier tractortrailer accident which spilled fuel spilled that fuel on to not only the inner loop but also the outer loop of the beltway where we also have delays in this area. For commuters in north bethesda, best bet is to stay off the beltway because this is certainly going to become a major issue within the next 20 to 30 minutes. Were following some breaking news from frederick county, maryland where Maryland State Police are searching for a driver who struck and killed a marine. This happened just before 11 00. Were told the truck hit a car in thurmont on u. S. 15 near auburn road. 21yearold William Ferrell died at the scene. Hes from carthage, north carolina. Troopers are looking for a black tractortrailer now that hauls cars with heavy damage on its right front side. They believe the tractor trailer kept heading north on 15 after this deadly crash. Right now were following up on reports of flooding related to last nights heavy rain. As howard has been telling us all morning long, some communities saw several inks of rain last inches of rain last night between 2 and 5. Nikki burdine joins us live from georgetown with more. Reporter this is usually an area that sees a lot of flooding pretty easily, especially with all the rain we got yesterday in that short period of time. Not a lot of problems to tell but right now. I do have to tell you with all the standing water thats been left behind and higher waters, there have been a lot of mosquitoes out here. I am getting eaten alive. That will hopefully not be a problem for you at home and its certainly not a problem for these rowers out here enjoying their morning and getting a good workout in. The high waters dont seem to bother them either. I do need to show you some video. Talk about flooding. A stream basically turned into a river at jmus campus. High water running across the area. A couple of students even tried to carry an air mattress out on to the water. Thankfully they wised up and changed their minds. The flooding did cause some real damage to a Transit Center and a few other structures around the area. Thankfully no injuries. We also saw some flooding in some other virginia spots including a few water rescues in leesburg as well as Loudoun County but we were told they were all rescued safely. However, with all the rain in the forecast that howard has been telling you about, this is certainly a possibility of something repeating itself so you want to be aware of that and stay away from the trouble spots. If you see any high water, of course turn the other way but please let us know about the trouble spots so we can spread the word. Pope francis also made an unscheduled stop to the Little Sisters of the poor, an orders of nuns suing the government over the contraception mandate in the federal care act. He also called for a ban on the Death Penalty while on capitol hill. The only woman on death row was executed early this morning despite several lastminute appeals including one from the pope. Attorneys for Kelly Gissendaner filed a series of appeals tuesday night to try to save her life. Gissendaner was sentenced to death back in 1998 for plotting the murder of her husband. Her death comes less than a week after pope francis urged congress to do away with capital punishment. Tomorrow virginia is scheduled to execute convicted serial killer alfredo prieto. Governor Terry Mcauliffe denied a lastminute attempt to delay this sentence. Prietos attorneys argue he should not be put to death because hes integ recollectually disable intellectually disabled. Today were expected to hear from the family of a man tased by Fairfax County police. Video appears to show 35year old Elton Cansler being shocked. Fairfax county police are standing by the officers involve saying cansler had a weapon and was resisting arrest. Canslers family says he has Cerebral Palsy and cant control his movements. Police need your help finding a missing woman from Howard County. If youve seen this woman, 82 yearold mildred rice, she was last seen yesterday leaving Howard County general hospital. A judge here at the Fairfax County courthouse received a letter claiming the accused killer is a victim himself. The judge received a letter from Jesse Matthews ex girlfriend yesterday claiming that matthew was repeatedly raped as a child by three different people and she is convinced that trauma is linked to the charges against him. Matthew faces capital murder and attempt to defile. Uva freshman Hannah Graham was killed in 2014. Virginia tech student Morgan Harrington was just 20 years old when she disappeared in 2009. Now, d. N. A. From that case matched a 2005 rape case in fairfax. That mawon fortunately survived the attack. Matthew will be sentenced for that rape this friday. That would be a very bad track for us. All i can tell you is weve got to watch it carefully. If you would normally travel this route, we suggest you get out the door as soon as possible. We would also give you the alternate as 95 but 95 has its own issues. This backup half a mile. Once you get past the crash site you should be good to go making your way into college park on both the inner and outer loop of the beltway. Want to let you know we had an earlier issue close to old georgetown road. Thats all clear now but you may see some residual delays as well as a few cars that may be on the road on the shoulder there as a result of that accident. So with the forecast again, you heard from howard, the possibility of this repeating itself in the next few days and even getting worse with the water not being able to recede and building up and building up, this could be happening once again. The trial date is set for the first officer to be tried in the freddie gray case in baltimore. Good morning. Im mike hydeck. Hes of course the suspect who died in Police Custody after a rough ride in a police van. Officer wp porters case will william porters case will be herd first on november 1. Hes charged with manslaughter. Prosecutors want to try him first because they say he will be a material witness in the cases against the other officers, some of whom are charged with Second Degree murder. Porter says he told two fellow officers that day that he thought gray needed medical attention. We now know gray did not get the medical attention he needed. He died of a spinal cord injury. The trials of the five other officer are expected to get under way between january and march. Officials are putting forward a plan they hope will help overtaxed emergency vehicles in the city. It would allow the city to use private ambulances for less serious calls. Mayor bowser hopes to get this in place in a few months. Still no word on the cost of this plan. While repairs are under way, metro says its taking some steps to help commuters who use stadiumarmory metro station. Every blue line train will now have eight cars per train. Orange and silver line trains will still bypass stadium armory during rush hour for the next six months. Metro is working to repair damage from a transformer fire there. Wheels up for cuba today. This is video of flooding in harrisonburg, virginia from the campus of James Madison university. Weve been checking madisons website and twitter page and it looks like classes will go on as scheduled. The flooding damaged a Transit Center and other structures but no injuries were reported there. If you follow me on twitter or on my facebook, professional page, i just posted a different model forecasts for rain that only goes through saturday morning at 2 0 which shows some 3, 4, 5, 6 inches of rain and thats before we could get into what could fall this weekend. Lets show you whats happening with joaquin becoming stronger. Those are tall thunderstorms indicative of the darker cloud tops. The taller thunderstorms wrapping around the center, a more organized storm. Winds 70 miles an hour gusting to 85. Hurricane warnings out for the central bahamas. Watches up north. But it looks like joaquin while it will strengthen will make a turn away from the northern bahamas potentially as a category 2 storm by friday morning. After that the concern is where does it go over the weekend. Ive seen some models that by sunday are bringing it toward the outer banks and even parts of virginia and delmar advancement others try to keep it out to sea. Looks like more are trying to move in that direction. That has me quite anxious for what we may be seeing. The official track has it off shore as a category 1 sunday night, monday morning but this could be inland by then. That would not be good for us. You remember isabel took that track to southeastern virginia and the storm surge that came up the bay. Not saying thats going to happen but im a little concerned it could happen. Today were looking at a cloudy day, a little drizzle and mist and fog this morning. A couple of showers here or there. Mid to upper 70s. The front comes through so the winds will turn northerly and bring some cooler air. Right now its warm, low to mid 70s. Well see some showers here and there today. Better chance of showers returning tomorrow afternoon and evening. Today 79. Still mild. 50s tonight and only low 60s tomorrow. I dont think weve moved much temperature wise with the clouds and the showers, especially in the the afternoon and evening. Might be a yellow weather alert tomorrow. Definitely on friday. Again, the major accident at this point taking place on the inner loop of the beltway at van dorn street where we have major delays as a result of a tractortrailer accident out there. From a look at our trafficland cam, we can see the delays on the inner loop of the beltway. Were asking people to stay away from the springfield interchange because the backups are expected to last throughout much of the day because of this accident as we said before is serious. So you want to stay away from this area. Consider route 1 as an alternate on the virginia side to make your way into town. Back to the maps keeping a close eye on the situation on the southbound side of the bw parkway, this between 410 and 450 where we have the left lane blocked. The delay at this point now up to about fourmile backup. So for commuters, be mindful in that area. The situation seems like its progressed on 95 on the southbound side. Thats an alternate at this point. You can make your way into college park on the inner and outer loop of the beltway.
