Its a chilly start but a dry start for most of us. I say for most because the only problem is a touch of fog in a couple of spots. Grab a jacket with 30s and 40s now. The rain showers from yesterday afternoon, theyre now off shore and pulling away. Some clear skies, light winds, low level moisture. Just a touch of fog now in manassas and also down in toward leonardtown. You see the visibility has dropped to one quarter of a mile. After caring for ebola patients in sierra leone, a nurse is vowing to end her voluntary quarantine at home in maine. Kaci hickox broke the quarantine briefly yesterday to tell reporters her civil rights are being violated as a result of these restrictions. Kaci hickox says she wore protective gear when she treated her patients overseas and she says shes healthy, not at risk for the ebola virus. But still a long legal battle is ahead of her. She fought quarantine in new jersey and is now in yet another legal battle, this time with state leaders in maine who want her to stay inside her home until the againday 121 day ink base the 21day incubation period is over. I completely understand that the states purpose is to protect the state of maine. I have worked in Public Health for many years and that has always been my focus as well. But we have to make decisions on science. And i am completely healthy. You could hug me. You should shake my hand. There is no way that i would give you ebola. You have to worry if youre having states doing quarantine policies, will Health Workers want to go to west africa and fight this outbreak a its source . The United States will remain at risk for imported cases until the outbreak burns out in west africa. We have to get resources to west africa in order to make the world safer from ebola. Reporter that is the argument at president obama as well is making in order to encourage these Health Care Workers to head over to those regions in west africa to fight and hopefully eradicate this virus. We need to treat them with respect when they come home. Thats according to the president. Now, the cdc issued these new guidelines saying that Health Care Workers are at high risk and must stay home, away from the public when they return if they had direct contact with someones bodily fluids, for instance, if they were pricked by a needle. Tatiana moore is 16 from gaithersburg and has been missing for a week now. Her family is concerned about her emotional and physical well beening. Shes about 510, hair in corn rows. If you have seen her, please Call Montgomery County Police so we can bring her home. Caught on camera a man and 17yearold student get in a fight during a test. Other students took out their phones and started ordering. The manual was meant to be a monitor for a test for Baltimore Area High School Students interested in joining the military. But police say that monitor got mad became physical. Reporter ed video shows an adult repeatedly shoving and cursing at a 17yearold student in the cafeteria of Hammond High School in columbia. Police say it happened on october 22. The man seen shoving the student is a civilian brought in to procter the test. A verbal altercation started the whole thing. Its been described to me as a verbal altercation, a situation where the student was i think that it did escalate into some sort of shouting incident and i think a protecter procter asked him to leave and eventually evolved into something physical. Reporter others intervened to break up the fight and the student involved was not injured but police got this video from a student cell phone, investigated and charged 47yearold man with Second Degree assault and Disturbing School operations. Weve been working with the Armed Services with this Aptitude Test for a decade. Weve never seen anything like this happen before. Reporter Howard County Public School Officials Say this is unacceptable. This happened while school was in session. The procter should have left any disciplinary problems to them. We have strict protocols in place for staff in terms of, you know, discipline and in terms of handling students and our highest priority is student safety. So obviously Something Like this happening with somebody whos not a School System employee in our school is certainly far outside of the bounds of what is deemed acceptable. Let me give you a little bit of background on this bill. Essentially it would legalize possession, Home Cultivation and the sale of paraphernalia. It would also establish a tax infrastructure for production and the sale of marijuana here. It would essentially make it legal to tax weed just like they already do in Washington State and colorado and similar to how tax alcohol is taxed. Its already been dekindized here in decriminalized here in d. C. , that is if youre caught with it. You could face a small fine. A recent poll shows the majority of people are in favor of legal decision 21. Did legalization 21. It is likely to pass. Supporters say it takes the money out of cartels and dealers and into the pockets of small businesses. Other supporters say it will cut down on drugrelated arrests and racial disapparent. Opponents worry well see an increase in addiction to drugs, more Stores Selling marijuana much like Liquor Stores that are popping up in neighborhoods. Still, though, Big Questions remain about what happens between the time if and when marijuana is legalized and what kind of regulations are put in place. And what those regulations will be. With High Pressure out to the west and this front here, were on the cold side, the cooler side with winds clockwise out of that High Pressure so thats why the cooler air is in place. That high is going to slide east of us as low pressure really starts to crafng here later friday into saturday. So a nice day today but 6 00 cool and clear and chilly tonight. Were going to have some patchy fog late. Cold spots in the upper 30s. Most of us low to mid40s. On friday we start with some sunshine. Clouds will be thickening from the west to east late. By 7 00 p. M. Notice the showers in western maryland down toward just west of charlottesville there and that is going to try to move in toward the Shenandoah Valley during the evening hours. We should be in good shape for the trick or treaters. As we get into friday night and saturday morning, notice the snow breaking out. Snow, yes, breaking out into southern West Virginia and the mountains of kentucky and southwestern virginia, north carolina. Theres going to be some potentially sticking snow down there. Drivers on the georgetown pike still want to avoid that stretch east of old dominion west late to clear construction work zone is in place.
