The victim was 21yearold James Alan Fraser better known by friends as stanley. Fraser, a former student at Magruder High School had a number of scrapes with the law including burglary charges. Fraser was shot in the back here after he got off a ride on bus at the intersection of oxbridge drive and route 355 in germantown tuesday night. Investigators wrote perachi followed fraser and a friend as they drove from locations including montgomery college, Rockville Town Center and mcdonalds in flower hill. Eventually fraser caught a ride on bus that dropped him here where he was shot in the back. Tracking of perac his cell phone linked him to the murder scene and other locations.
