Christopher dorner. He is the exl. A. Cop wanted for murder. On tuesday dorner tied up a couple and stole their car. They were able to call police 25 minutes later and dorner was spotted. After a chase he barricaded himself inside that cabin. A gunfight started. One officer was killed in that. Four hours later the cabin went up in flames. Next week we could finally learn whats going on behind closed doors in the chandra levy case. A judge has agreed to release part of the hearings. There is a witness from 2010 that helped convict Ingmar Guandique of the murder. Massive budget cuts will take place in the federal government on march 1. If it happens, thousands of federal workers will either go on furlough or lose their jobs and the Washington Area economy will be devastated. There are plans to avoid it. The democrats on the hill presented theirs yesterday. Gary nurenberg has more. Reporter we keep hearing how bad it will. One day a week furloughs for up to 800,000 civilian pentagon employees. Friday the navy is expected to announce it will postpone the repair of almost 20 dozen ships threatening tens of thousands of jobs in virginia alone and those repairs . If we dont do that, we are sending a ship out in harms way that is may not be as fit to fight as it should be. Heres how we avoid it. Reporter virginia tim kaine is among Senate Democrats proposing an all terptive. Alternative plan. Spending cuts coming from the elimination of some farm subsidies and half in new taxes. As you know the speaker has said president obama has received his revenue and is not going to get any more. The democrats could say we cut spending and were not going to cut anymore. If republicans say there will never be another dollar of revenue and democrats say there will never be another dollar of cuts then were not going to solve the problem. Another way for washington to kick the can down the road. You know, its funny that every time washington is just about to actually cut spending, somebody wants to postpone it and to raise taxes. Reporter the conservative Group Freedom works says the harm of sequestration cults has been over cuts has been overstated. In fact it will be less than the Amount Congress just spent on one bill, the sandy hurricane bill. So the odds are very good that nobody is even going to notice these changes. Reporter local Business Leaders disagree saying sequester would have a devastating impact on the Washington Area economy. If they get a deal, they can stop it. If not, it happens in two weeks. Gary nurenberg, wusa9. Republicans have blocked chuck hagels nomination to become the next defense secretary, at least for now. The senate came up two votes short for the 60 needed to move the nomination forward. Republicans argued they needed more time. They say hes too controversial to be confirmed only days after getting through a committee on a party line vote. Democrats say the republicans are just dragging their feet so they can look for more information to bring him down. He made headlines as the first double amputee to compete in the olympics. Later today Oscar Pistorius goes before a judge to formally be charged with murder. Hes charged with killing his super model girlfriend reeva steenkamp. She was shot four times in his house. Police dismissed earlier reports that steenkamp surprised pistorius and he thought she was an intruder. There had previously been incidents at the home of Oscar Pistorius. He made olympic history last summer when he became the first double amputee to compete in the olympics. Astronomers will be glued to their telescopes as a large asteroid flies past the earth. Theyll probably do a little ducking, too. These are illustrations of the asteroid called da14. The 150 meter diameter rock is going to pass so close to earth later this afternoon, it will be even closer than some satellites. Nasa says it will be the best opportunity ever to monitor a near miss by an object so large and learn more about asteroid path prediction. But again, no need to worry. Billionaire investor Warren Buffett has teamed up with 3g capital to buy h. J. Heinz. Theyre working with a Brazilian Group of investors on the deal but the takeover has to be approved by heinz shareholders. Investors continue to have faith in their 401 k retirement funds. Balances reached record highs last year with an average balance of just over 77,000. Stock market gains accounted for about twothirds of this increase while onethird came from workers increasing their 401 k contributions. Toyota will pay millions as part of its settlement for its safety recalls. The japanese automaker will pay 29 million to 29 states and american sow samoa. American samoa. Toyota promised to deal more quickly with customer complaints. We still have been seeing recalls from toyota even in the wake of the big problems that theyve been having. Maybe not the most decent weekend. Lets get you going with a look at the day plan other this friday morning. We dont have the ice like we had yesterday morning. Thats not growing to be a problem. Temperatures will be climbing into the low 50s by noon. I think we could get 55, 56 this afternoon before some showers late this afternoon moving from west to east. Maybe 3 00 or 10 toward the shenandoah valley, 5 00, 6 00 here in d. C. Is bah im thinking right what im thinking right now. Showers around tonight, potentially changing to snow showers. We could get a dusting to an inch north of town. Notice the clouds north and west of us this morning. We had rain and snow showers north of us and moved toward new england. Theres no precip around. Dont worry about that. Looks like a lot of frost on the car windshield for you folks that park outside. 28 in cumberland. Look where the clouds are. Low to mid30s now. Thats a lot warmer than weve seen it. Thats not much different than what we have down south in roanoke and richmond where theyre 30. 26 in nokesville as we look around to 28 in germantown. Once that front pushes through, the winds go west to authority west and will turn a lot colder. Were watching the Northern Branch of the jet stream continuing to bring these little disturbances our way and keep us a little bit on the cold side. Southern branch, look at all the moisture coming across florida right out of the gulf of mexico. Meantime weve got to watch this next system which is coming here. Notice the showers starting to build, southern illinois. Snow showers up in michigan. That system is what were going to be watching for later on today and tonight. By lunch time, well see snow showers breaking out of the mountains of west virginia. Might be just getting in toward Garrett County then. Be cold enough for snow showers there but by 5 00, notice d. C. West, especially west as you get toward areas in the blue ridge, we could be talking about some heavier showers with that front at 5 00. That will be with us tonight. By 8 00, notice the pink. Thats maix of rain and snow. Mix of rain and snow, maybe going to snow in a few areas. But like the other night, it will be too warm at the surface to have anything sticking but near the maryland border, you have a chance to pick up that inch or so of snow. By midnight things pulling away. Tomorrow we start dry but look whats going to happen. Well see an area of precip redevelop out to the southwest and southeast. Coastal areas, as we get into saturday night and sunday, the models are hinting there can be a decent storm just develop willing here developing here. If youre going to ocean city, dont be surprised if theyre snowing and were clear to partly cloudy. In new england if this cranks, snowy could be a very snowy day across new england. On the westbound side of the dulles toll road between hunter mill road and Fairfax County parkway, there was overniewx construction and overnight construction and periodically they were closing the lanes. They should be clearing that up. No problems from the northbound side of i95. Lets go live now as you travel in virginia on the northbound side of 95. This is what it looks like early on a friday morning. Pretty much every friday morning so thats nice. Lets go back over to the maps. If youre planning to head southbound on 270, the beltway north of town, no problems insides the beltway at all the bridges across the potomac and even the an anacostia river. Heres a story that may really touch a nerve, especially if youre annoyed by people who text and drive. A Fairfax County teenager was killed in 2011. A man texting behind the wheel was the reason and received no punishment. But as Andrea Mccarren reports, the tragedy has led to a virginia law that is now pending. Ill never be as happy as i was ever again. Reporter in a matter of seconds, kyle rowley went from being a 19yearold College Student with so much to live for. Its really tough. Reporter to an abrupt and violent death. You dont come back from Something Like this. Reporter driving home from his summer job in 2011, kyles car ran out of gas. He turned on his hazards and tried to push it off the road. Losing a son is the worst thing. Reporter cell phone records revealed that a driver right behind him sent and received multiple Text Messages right up until the crash. He plowed into kyle killing him instantly. He wasnt drinking anything, but he did not apply the brakes or swerve. He just plowed straight into him without any defensive actions. Reporter the rowleys nightmare was about to get worse. Its unbelievable to learn that it was a secondary offense and it was a 25 fine. It was just a pathetic miscarriage of justice. Reporter as a secondary offense in virginia, police can only charge drivers who are texting if they pulled them over for something else. Texting while driving is already a primary offense in maryland and d. C. One study found that drivers would text are 23 times more likely to be involved in a crash. I was floored. I couldnt believe it. We talked to so many people who said if you lived in new york, this would have been murder. You hit somebody, you kill somebody, end of story. Reporter the driver was injured in the crash and said he didnt remember anything. Now the virginia General Assembly has a law thats now pending which makes texting and driving a primary offense with a mandatory fine of 250. But it wont bring back kyle whose little sister is left without a sibling. Thats hard. When people ask if you have siblings, because i never really know what to say. Reporter so next time you reach for your phone while youre driving, think of kyle and the text message that can wait. Right after kyle died, i was so angry. If you look to your left, lieu to your right, youre going you look to your right, youre going to see somebody texting. I seen saw somebody with their whole ipad on their lap. He was a good brother, really funny and nice to me and stuff and i miss that. As time goes on i feel more sad for him not being able to live his full life. The rowleys see it as a step in the right direction but hope for even tougher penalties including jail time. They are demanding that congress act quickly to pass new gun control laws. Yesterdays event was held at Lutheran Church on capitol hill. Several Congress Women attended along with survivors of gun violence. Lawmakers banned together to hold a concert to bring attention to a horrific statistic. One in three women on the planet will be beaten or raped during their lifetime. The National Organization for women and other womens groups took part in an event called the one bill rising event. The event was held on the ath anniversary of b day, a Global Movement to end violence against women and girls.
