Well look ahead at 8 00. It will be chilly in the upper 40s. Some folks had their first fire of the season tonight. Well why not . 49 in the morning in gaithersburg, bowie, 53 downtown in manassas and 49 in leesburg. By 10 00 not much better in the low to mid50s. It is generally green, which is just lighter activity. Not a steady rain. Then by noon temperatures in the 50s with the showers still across the board, even by 3 00 you have showers from leesburg over to hagerstown and martinsburg. The latest on joaquin, a category three moving now. And it has turned up, moving in to the Atlantic Ocean as they do appear to track much closer to bermuda and the eastern sea born. Right now pretty confident that they have been spared. Some of our lowlying areas are still bracing tonight just in case things make a turn for the worst. Alexandria is one of those communities. But up to this point the streets of oldtown are a little well. Mulla, what does it look like tonight . Reporter bruce, its been just a steady drizzle as far as rainfall has been. Its been a pretty steady drizzle all night. But as you can see underneath me and you can see all around me that it does not take much for the streets of alexandria to flood and now that it is one of the lower parts of the town where it will be a dead end in to the potomac. The flooding of the streets will be isolated in the one or two blocks right here. Certainly the entire town is now like this still and that folks in alexandria and all over our region. Residence and First Responders have been preparing for the worst all day. We have these both strategically place. We hope that they dont have to, but they will be ready rescue and quickly evacuate people from flash floods in Fairfax County. Boats are also ready in Montgomery County. Its lightweight, and it quickly deploys off the top of this boat and it can accommodate up to four occupants. The flooding could happen as quickly for you and in a short amount of time with a substantial amount of flooding. Reporter something that their neighborhood is all too familiar with. We would use these countless times. Reporter the Fairfax County fire and rescue would spend the day cautioning people on what they need to be looking out for and how to prepare for possible flooding. The city of alexandria gave away 8,000 sandbags today to residence and businesses. Tonight, those sandbags have yet to be tested as it will be a consistent, but light drizzle so far been the worst of it. And not even enough to keep folks off the old town streets. We anticipate the highest level by 1 00 tomorrow morning. We are looking at the level about 4. 43 feet, which will take us in to the 100 block of king street. Reporter this particular storm is important because weve had a substantial amount of rain to put together with the possibility of the title surge coming up from the possible hurricane. That put together doesnt allow the water to drain down fast. Reporter the authorities have this portion of king street shut off from traffic as it is very much underwater and they are hoping that it is and that it does remain isolated, this one to two blocks of oldtown. Live in alexandria forth. Thank you. Tonights storms were enough to knock over a tree, trap a ups truck underneath it, and snap power lines. All of this happened after 5 00 p. M. Near washington and north stewart street in arlington. Since then it has only gotten more complicated for neighbors. Reporter yeah right here if you look over my shoulder there are some power crews out here at this hour. Theyre trying to chop down that tree as well as restore the power. But as you can see the entire neighborhood is still in the dark, and thats pretty much complicating everybodys plans, not only tonight, but the rest of the weekend. And i would put the 5 00 news on and just a few minutes later, the power went out. And that crash is this tree and the ups driver, they had just parked that truck to get it out to deliver that package when they tell us that the tree fell over, everyone at home came out to see what happened. It is not that surprising as they were leaning a little bit. And the potential for falling. Reporter as soon as i found out that nobody was in that truck it was a fortunate situation as it could have been lethal. Reporter luck lit driver was untouched. But the roadway was immediately shut down. And so was the neighborhood. The lights wept off instantly. Reporter only one person has a working generator, so like the others around it, this home is lit up by the candles here tonight. The temporary light from their camera. We do take it for granted, having the tv and the computer. And that once it goes out you realize what youre missing. Reporter but what they did not miss out on was bonding time in a way they usually never do. We talked about their days for the first time. So you know we found a way to make it work. And as roommates, they would wait for the power to work that homeowners across the street have bigger worries. It is cool that we were concerned about it running. And all the rain that it will be a lot of flooding. And theyre not alone that some people are going out to bite thousand dollar generates but the challenge tonight installing it in the dark. Not what we were planning, no. Reporter and obviously a lot of new plans for people tonight. Some residence here in this area even going to stay with friends because again there is still no power. While the Power Companies originally told us that it would take three to four hours for the power to be back up, thats obviously still not the case. They say that they are hoping to restore the power hopefully by tomorrow. Live in arlington. Fortunately the driver was not in the truck at that time and the packages inside have been removed to be delivered. Were going to get back to the weather in just a moment, but first a race to rescue 33 people on a cargo ship trapped in the middle of a category three hurricane. The ship was carrying some 28 americans having trouble in the bahamas when they began to lift right near joaquins eye. The vessel is without propelling. So theyre sitting in the water, susceptible to the full furry of that hurricane. Theyre battling 140 foot winds, intending to make any contact. And theyve been unsuccessful. The storm destroyed houses, ripped trees out of the ground, releasing lots of rain. People in ocean city, maryland are concerned about that noreaster now pounding the coast and could cause as much damage as Hurricane Sandy were told. Reporter they call it a noreaster because the wind comes out of the north and the east and it is ripping. Theyre really worried if it keeps on for three to four days that theyre going to lose a whole lot of sand out here. If we didnt have that beach replenishment, our town would have been decimated time and time again. That was our bruce leshan reporting. The town engineer says that there are three scenarios for the beach that there could be little damage or a lot of beach could be moved out to a sand bar offshore or there could be lots of damage. Requiring emergency repairs before the next storm hits. Officials are trying today before the start of the blue anacostia football game. One ref says that the crew has to worry about more than just the people on the field. We have to look out for ourselves as well as the players and coaches.
