Some say that the introduction of Companies Like uber and lyft to the taxicab industry are the natural evolutionary process of the industry and it should be left alone and unregulated and a survival of the fittest mentality. Others say the only way for this industry to play fair is for it to be regulated. The taxicab industry in the district has had a monopoly on transportation for 50 years. Reporter and then uber pulled up. The industry is undergoing a great deal of change. Reporter uber and other mobile appbased Services Like lyft are disrupting that monopoly. Uber markets itself as better, cheaper and faster than a taxi. Someone can pay and arrange for an uber ride with a quick swipe of a smartphone. Theres a market for that and the industry has to adjust because theres also a market demand for the standard meter street hale. Reporter the way to adjust says d. C. Taxicab chairman ron layman is to regulate the ubers and lyfts of the world. The job is to make sure that the consumer has access to what they want and the different competing elements are all competing fairly with each other. Reporter wrong way says david overton, fair according to this d. C. Economic expert is less regulation. The Taxicab Commission in particular has no business regulating uber at all. Its just a piece of software. Its not uber doesnt drive any cars or employ drivers. Reporter uber contends their system is safe, transparent and its drivers are properlyed and insured. They dont properly licensed and insured. They dont care what we want to do. Sometimes some of the things they want to do dont quite fit what we need to have them do, so were arguing about that. Reporter overton said easing regulations on cabs would make them more competitive with appbased services. Uber can take their turn and pick up their customers while taxicabs can up theirs. Any time you have competition it benefits consumers. Reporter the chairman of the d. C. Taxicab commission acknowledges that the is shifting. It is changing and he even says there might come one day where these guys here, these taxicabs, the traditional cabs where you hale them down, they could become obsolete, but he said thats probably five to 10 years away. Just a short time ago the house approved a 694 million bill that would address the crisis of unaccompanied migrant young people arriving at the u. S. mexico border. Since october 58,000 unaccompanied minors have made the treacherous 1,000mile journey from Central America across mexico and through over in the Senate Republicans blocked a vote on a larger border bill. That means the house is voting on a bill that has practically nowhere to go and in order to win conservative support house leaders agreed to vote on a second bill preventing the president from taking action on his own to deal with the border crisis, but that bill wont get made into law either and president obama says he is going to take action. While theyre out on vacation im going to have to make some tough choices to meet the challenge with or without congress. Conservatives say a 2012 president ial order is what created this border problem. That order delayed deportation and granted work permits for some immigrants who came to the United States as children. Within the last Hour Congress also approved a 225 million package to replenish israels Missile Defense system. It was approved by the Senate Earlier today and is now headed to president obamas desk. Israeli forces are moving deeper into gaza this evening searching for a soldier who was apparently captured during a clash with hamas militants. The forces are being backed by heavy tank fire and airstrikes. There was a ceasefire earlier today, but it lasted just a few hours. More than 60 palestinians were killed today. The first of two american aid workers with ebola are expected to arrive tomorrow afternoon in atlanta. They contracted the virus while working in liberia, one of three west african countries affected by the worst outbreak on record. Wusa9 reporter jim osmond tells us how doctors here plan to care for them. Reporter a jet equipped with a medical Isolation Unit will carry the first of two american missionaries infected with ebola. It will then return to liberia to pick up the other. Both will be treated at atlantas Emory University hospital. We have developed a unit which can safely care for a patient with a serious communicable disease. Reporter dr. Kent brantley and missionary nancy ripold were working in liberia when they contracted the deadly virus. Bruce johnson heads the group that sponsored the mission. Obviously this virus has taken a lot out of them. Theyre very weak but responsive, being able to get up, take care of their needs and are conversing with loved ones, with their doctors. So thats really encouraging. Reporter there is no vaccine for ebola, no known cure. Doctors here at emery say priority is to make sure the patients other systems are strong. We just have to keep the patient alive long enough in order for the body to control this infection. Reporter federal Health Officials say isolation protocols will keep the virus contained. The victim says jamie fisher and another man showed up at her home in may, started spraying something on her front lawn. The suspect said he was there to continue service and that the woman could buy her way out of the contract for six grand. She gave him a check for part of that money. He returned june 18th for the rest. Police believe he may be linked to other cases in the area. Tonight a Loudoun County teenager is behind bars as well on seven counts of child porn possession. The Northern Virginia child porn task force arrested 19 yearold Connor Flores this morning. This is not the first time cops have been to his home. Last year the homeowner shot 16 yearold caleb gordley. That teenager was drunk and wandered into the wrong house. He was not charged. A 17yearold from manassas is paying the price for sexting his then 15yearold girl friend. Today a judge found him guilty of two felony counts. He was sentenced to a one year probation. This is the second high profile sexting case thats happened recently. Earlier in the year sexting landed a whole bunch of West Springfield high students in big trouble. The star witness in the corruption trial of former Virginia Governor Bob Mcdonnell took a beating today. Defense attorneys have been poking holes in the testimony of Jonnie Williams. Peggy fox tells us williams became suddenly forgetful on the stand. Reporter on the witness stand today Jonnie Williams seemed to have some trouble with his memory. Defense attorneys wanted to know what he told investigators and, in fact, they seemed to imply he could still get in trouble for something he did. After hours of detailing his life story plus specific conversations he had over the past few years, Jonnie Williams said he could not remember what he said five days ago. Mrs. Mcdonnells defense attorney bill burke said, this past sunday did you tell prosecutors you did not want shared transactions disclosed because there may be security law issues . Jonnie williams answered, i may have. I dont recall. Williams did remember being asked to wear a wire to record a conversation with the governor. Williams said he stopped the meeting there and called his lawyer. He says he gave the mcdonnells 165,000 in loans and gifts so that the governor would help him promote his product. Maureen mcdonnells defense team says Jonnie Williams played her taking advantage of her troubled marriage to the governor. Defense attorneys say 1,200 texts and phone calls between the two prove they had a close relationship. Driving home that point was this email from mrs. Mcdonnell to Jonnie Williams right after that 2011 earthquake. She said, i just felt the earth move and i wasnt having sex. Jonnie williams said he didnt recall that message but thought it was funny. Governor mcdonnell said he considered williams a very good friend. Jonnie williams will stay on the stand monday morning with Bob Mcdonnells attorneys continuing their cross examination. Theyre being burned in fire crashes in these jeeps. Its hard to imagine anyone could survive the flames raging from this 1994 Jeep Grand Cherokee on a california highway. In april two brothers in the suv were struck from behind by another car that caught fire, too. The men escaped but with massive burns. And last november this tragedy unfolded on a different highway nearly 3,000 miles away in long meadow, massachusetts. The smoke you see in the background is from the 1996 jack evans grand cherokee driven by 17yearold Jeep Grand Cherokee driven by 17 yearold skyler coffman struck from behind by the tractor trailer as he tried to avoid some debris on i91. Skylers vehicle burst into flames. He died at the flames. His father had no idea that vehicle was part of a recall issued months before the accident. I think that was an avoidable tragedy. Reporter Clarence Ditlow heads up the center for auto safety, the nonprofit that alerted the government to problems with the gas tanks in certain older model jeeps. The gas tanks are positioned behind the rear axle with virtually no protection in the event of a crash. Chrysler maintains its vehicles are safe, but more than a year after they agreed to recall 1993 to 1998 Jeep Grand Cherokees and 2002 to 2007 jeep liberty models, none of the vehicles have been fixed. Thats just saying how nhtsa is saying how come its taking so long . Reporter the national Highway Transportation Safety Administration put that question to chrysler. They want to know why none of the vehicles have the trailer hitch fixed that is supposed to protect the gas tank in the event of a crash. In that document nhtsa calculated it would take the automaker two to five years to finish all the repairs. Ditlow says special orders are rarely used. This special order by nhtsa was really an act of exasperation. Right. Its the last thing they can do. Chrysler says its kept nhtsa in the loop about their production timeline and that it should have all the parts it need by 2015 and should complete repairs by march of 2016. The company also says it had to seek out more suppliers to help them meet the demand and design new tools for the dealerships to make the repairs. Youre at chryslers mercy. Youre at the governments mercy and the only thing that you know is its taken too long to get the trailer hitch put on your vehicle. What does this mean if you have one of these vehicles . The center for auto safety says limit your use. Dont let your teens drive them. Chrysler maintains the vehicles are safe, not defective and that suppliers are working overtime to produce those trailer hitches for the recalled Jeep Grand Cherokee and liberty models. Nhtsa says it doesnt have any issues with chryslers respect did i, but its going to continue remedy, but its going to continue to monitor the process and take more action if necessary. You can count on me to follow this story, too. By the way, in 2005 chrysler moved the gas tank ahead of the rear axle the company said to provide more cargo space, not for safety issues.
