Only to find it closed and learn the terrible reason why. I was just looking on my fanion saw news report that said that there was runner that was assaulted. Reporter rachel marco cant believe what police say happened in norristown farm pa park. 19 year old woman says a man with a gun sexually assaulted her while she was out running just before 11 00 this morning. Marco lives across the street from the park. Just scary because ive been here at 8 00 oclock in the morning, ive been there at 6 0f getting dark unnever really think about somebody coming to assault you while youre running. Reporter walkers and runners arrived at the park this evening to find it closed. Park rangers blocked off this entrance as they turned people away. And East Norriton police staked out the nearby neighborhood. I knew something was going on. Reporter chris tan sullivan and Howard Wiggins live on the grounds of Norristown State Hospital on the same property of the park part of program called chop which helps gets Homeless People back on their feet. They locked the whole facility down. Werent allowed to come in or go out. I didnt and wont go out by myself until the person is found. They say rollins shot and killed 29yearold john le of ardmore outside a friends apartment in haverford township saturday night. Police say rollins also fired off 17 shots during a dispute in overbrook just 45 minutes before the murder. Luckily no one was hurt but police say shell casings in both shootings match a 40 caliber handgun. We think he still has that gun its a high capacity gun and hes shown twice hes willing to use it and use it over stuff that seems to be trivial to most us. Were learning more about the Philadelphia Police officer whose facing sex assault charges. A woman claims that officer not only assaulted her but spewed racial hate. The man has not been charged with any crimes. Fox 29s jeff cole has the sto story. Reporter Philadelphia Police tell fox 29 former officer thomas j. Oneill was investigated in 2016 by internal affairs after the mentally ill woman in her 20s accused him of sexual assault. But due to lawsuit just filed against oneill and the city, the department wont say what was found. Just short of thee months after oneill was alleged to have picked up the woman along castor avenue in his cruiser and sexual assaulted her, he retired but theres another bombshell in the suit. He says he fantasize about, um, shooting and beating up the n word, a person of africanamerican persuasion. Reporter zeff claims oneill said those words while driving the woman to the back of a school where the alleged assault occurred. A Security Camera was rolling. Zeff says city Police Showed him the video. Police say oneill in his early 50s work out of the Second Police district in the northeast before his september 30th, 2016, retirement. He had 24 years on the job. Oneill has not been charged. The da office declined comment, and the City Law Department which will defense the city and oneill in the suit also had nothing to say. Sheesh was perfect victim. Shes the kind of person that has psychological issues to begin with, and now shes just been devastated by this. Reporter according to the city board of pensions, thomas j. Oneill receives a 3,100 monthly pension payment just over 2,000 go to him while the remainder is paid to what the board calls an alternate payee, like the a divorced spouse. Again, former officer thomas j. Oneill has not been charged these ugly claims could well play out in the civil lawsuit. Loving parents, an older brother and sister, a nice house in a middle class neighborhood in south jersey. Look at this guy. Justin grew up surrounded by people who loved him. He played baseball and basketball in high school. His future was bright. But during his sophomore year in high school he discovered marijuana. I knew from when i first picked up marijuana you could say its non addictive substance but my brain wanted to be high all the time. From there, justin found open 88s first it was pills. A lot easier to get. I dont have to sneak off and smoke it. I can just put it in my mouth and swallow it i can do it right in school. I can do it wherever i want. Pills are expensive. 25, 30 a pill. Eventually justin turned to heroin. Not as potent as bag of heroin would be for ten dollars much this is the path a lot easier to take when youre that deep struggling with addiction. Justins parents terry and jan married for 41 years. Justin is their youngest son. During high school, they noticed justins grades slipping and he was losing interest in sports. Just part of being a teenager they thought. Others noticed a change in justin. A neighbor suggested to terry she drug test justin. Oh, what . You know, no. He would never do that. I decided i was going to stop and get a drug test and i did it and sure enough. We were shocked. My mom, you know, in conversations with her today thought i was going to pass. Didnt thing i was doing what i was doing. Ill never forget the pain that i saw on their face when they realized kind of what was going on. I was named after my grandfather. Jan is a recovering alcoholic hes been sober for six years. When he heard the word heroin his world was turned upside do down. I had to leave the Treatment Center because i didnt know i was so angry i didnt really know if i could control myself. Justins addiction continued to get worse. Justin once a promising two sport athlete was asked to leave his high school teams. He started hanging around with the wrong crowd and was close to losing everything. But says he cant imagine what his addiction did to his paren parents. I regret putting my parents through on a daily basis. I cant imagine the worry. My Blood Pressure was through the roof. It physically makes you ill. Justin continued to use so his parents gave him an ultimatum. Get treatment and stay clean or they would not let him live in the house any more. Terry says its the toughest thing hes ever done in her life. It was horrible, but we stayed up all night sitting and crying. He realized quickly that, you know, its going to be a lot harder, um, he is special physical you got to live in camden. The emptiness that i felt from not, you know, being allowed to live with my family from feeling unwanted from, you know, people that im staying on their couch, um, thats one of the biggest motivating factors i had for doing the work to stay sober. He did the work and stayed in treatment. Now he works at Humble Beginnings a Recovery Center in cherry hill. Justin was the first client who came through the program and now hes been clean for four years. This program is what has my heart much where the i came from. Um, so i believe in it. My peacock feathers were about this big. Im really proud of him. Terry and jan have been through a difficult journey with their son and they offer this wisdom to others because they know heroin does not discriminate. Dont think it cant happen to you. Dont think your kid is too smart or anything because it can happen to anybody. Dont ever give up. No matter how hard it gets, how many times they have to go to treatment, dont ever give up. Powerful story trying to overcome addiction and was justin was telling me treatment works and so does recovery. He also told me we need to get rid of that stigma that addiction is a disease and people need to understand. Im sure they told you theres one thing rehabilitation is one thing.
