He says it makes investigations more transparent. Da seth william speaking today in center city about those changes. He says in the event of a policeinvolved shooting in philadelphia, someone from the District Attorneys Office will be present at the scene and will monitor the Police Departments investigation. Theyll also be an independent review of the case. Williams says information will be made public win 60 days of the investigation being comple completed. These new procedures strike an important balance between protecting our community, protecting police and protecting the public. The District Attorney adds that this new process can assure philadelphians that the District Attorney office will be accountable to the people it serves. That was the scary reality for couple of temple students this morning and tonight police are trying to catch the robbers before they hit another home. Fox 29s Jennifer Joyce spoke to the victims about a night they wont soon forget. The guy was screaming at me saying he was shoot me in the bleep head multiple times. Reporter terrifying threats made repeatedly to Temple University students a woken by two masked robbers with a gun. It happened several blocks from the universitys campus. It was really weird. I was just laying in bed watching tv and then like i thought it was one of my roommates the door opened slowly we didnt hear him in or until until i saw dude with a gun coming at me putting it in my face shut the bleep up, um, where is the money . This student who didnt want to be identified says the two robbers passed the gun back and forth to one another and voiced violent threats. They scowered each of the four bedrooms and swiped multiple electronics in their path. Teen shot several times. He is at Temple University hospital in critical condition. In west philadelphia, police are looking for an armed man who tried to rob a dunkin donuts. He was caught on Surveillance Video entering the store on the 4300 block of Market Street last month. Police say he threatened an employee for some cash but when the employee ran to the back of the store the man got scared so he ran out and didnt take anything. Airy remembering a former philadelphia fire commissioner. Loved ones, firefighters and Community Members all said goodbye to harold hairston. Mourners paid their final respects to him during a Funeral Service at the new covenant church. Mayor jim kenney was among the city officials that were there. Hairston was philadelphias first africanamerican to serve as fire commissioner. He held that position for 12 years until he retired in 2004. Hairston died last week at his west mt. Airy home. And then will come Winter Weather. What exactly is in store for the winter ahead . The fox 29 Weather Authority is on it. Meteorologist kathy orr and Scott Williams are here with your winter wet outlook. Thats right, dawn. Everyone wants to know when will this cold finally stick. Exactly. And how much snow are we going to get . Absolutely. The winter stole tis officially arrives in about 40 days but it takes a lot of preparation to find the answers to those questions. Lets begin tonight with sue serio. When it comes to winter, our memories can play tricks on us. You remember when our first measurable snow was last winter . November. November. Early november. Probably november i think. I think it wasnt until january. Actually our first measurable snowfall wasnt until januar january 17th of this year and even then all we got was half an inch. Remember, christmas . It was warm. Not white. With highs in the 60s. Jack frost was nipping on someone elses knows. Surely you remember the blizzard of 2016. January 22nd and 23rd. That one storm gave us 81 of the seasons total. This season may be similar. At least to start. Thats right sue making the Winter Weather forecast we analyze the the weather patterns and all of the data to help us predict how much snowfall our area might receive. Now, last year we saw end nino pattern this year were watching a building weak la nina pattern cooling of the weak tour yall pacific water that is will alter the jet stream and impact the flow of moisture the temperatures and also the amount of snow. La lena pattern means the vet stream will be most active over the great lake as well as the northeast with more clipper like systems. Now skiers will likely love the forecast with more snow expected in the mountains, but less in the big cities of philadelphia, baltimore and washington, d. C. Lets break it down month by month. First by temperature. In december, temperatures will be right around normal. January will be colder and february as well. Up to 1 degree below average each month. And then more warmth moves in the month of march expect temperatures to be up to 1 degree above the Monthly Average temperature. As far as snow, well, dont expect much if any in the month of december. We will ease into the winter season with mainly rain that means only a slight chance of a White Christmas again. January will bring more clipper systems and that limit moisture to start. But the month end with greater than average snowfall. The normal is 6. 5inches this is due to pattern change in last january through mid february when a better chance of coastal storms with at least two storms bringing six to 12inches of snow or greater. Still a chance of snow in march with some nuisance storms one to 3inches of snow are expected. Fox 29 Weather Authority is forecasting 22 to 30inches of snow. That is above the annual average around 23. Now as we take you neighborhood by neighborhood lets break it down. Of course, i mentioned that 22 to 30inches of snow along the i into many corridor including philadelphia. But as you go farther to the north and west, 30 to thought inches of snow and our extreme northern and western suburbs into the Lehigh Valley the poconos over 38inches expected for the season. As you go through interior south jersey and delaware 16 to 24inches. Along the immediate shore and the delaware beaches i do anticipate about 10 to 18inches of snow. The Winter Weather outlook expecting a slow start but we will be seeing a decent amount of snow. Lets talk about our local weather now well take outside to ben franklin parkway temperatures are pretty consistent and pretty comfortable in the 50s falling into the 40s. We are going to see the weather turn blustery with cooler air moving in. Tomorrow we see temperatures building ahead of a front but behind it much colder air with a northwesterly wind and that means feeling a little bit like winter but guess what . This cold snap is not going to stick. Not this time. So take look at saturday morning the wind chills the winds out of the northwest with feel like reading in the 20s this is for saturday morning. By the mid morning, still feeling like its in the 30s in the philadelphia area feeling like the 20 20s in then after tt the wind chills and the temperatures will be moderating overnight 43 in the city. 39 in the suburbs. Mainly clear. During the day tomorrow for veterans day widespread sunshi sunshine. Temperatures in the upper 50s lower 60s with the expense of the poconos really looking like a fine day. We do have the coldest air of the season saturday morning. The forecast will be 34. The coldest so far was octobe october 26 when we made to 38. Your seven day forecast shows rebound in temperature for the birds on sunday. Monday, tuesday look good. Wednesday some rain. Thursday 58 degrees. Looking like a pretty decent november and i think the full impact of the winter will wait a little bit just like it did last year. Well send it over to you.
