Reporter lucy, a hear heartbreaking story that police are calling a tragic and unfortunate accident. A twoyearold boy died here at Childrens Hospital of philadelphia less than an hour after being struck by a bus. What makes this story even more tragic, the boys father may have witnessed his sons death. The driver of septa paratransit bus clearly distraught after his bus struck and killed a little boy. Family members have identified him as twoyearold muhammed sila. Everybody feel terrible and crying. Feel terrible. Reporter police say the boy was outside on the 1700 block of south 21st street. Surveillance video viewed by fox 29 shows the little boy playing with his sevenyearold sister before taking full fatal steps into the street as the bus was passing by. The video clearly shows him walking down the steps on to the sidewalk for some reason the twoyearold child then walks into the street. Reporter police say the boy walked right in front of this yellow suv his father had been repairing with the hood up, just feet away from the impact. Possibly blocking the drivers view. The 69yearold driver immediately stopped. The child was struck by the left front of the vehicle. On the video you can clearly see the child fall to the ground and then the paratransit vehicle drives over the twoyearold. They believe she had kicked her habit in rehab and showed every sign of staying clean. They want to know much more about the man she was with that night. Its this man. Arriving at the philadelphia home where hes living. Were not naming or showing him because police have not charged him with anything. The 33 year old has a troubled past. According to Court Documents records he plead guilty in 2009 to criminal charges including dui and causing a serious accident while not properly licensed. He served time. Montgomery county adult probation says, hes under supervision until 2017. Dwayne little salute investigator probing a man today carters death for her parent. I think she may have made a bad decision the night that she entertained a young gentleman in her apartment. Reporter according to investigative records the man not only admitted to using heroin with carter, he told investigators he tossed the evidence. The Police Incident report reveals he stayed with carter that night and they both used heroin at 9 30 p. M. He says, at 5 30 a. M. He went back into the bedroom and could not wake her up. He called then 11 at 5 53 a. M. , 23 minutes later. She was pronounced dead at 6 00 10. He told the medical examiner he and carter used heroin and had sex and admitted that he flushed the heroin packets down the toilet and diss cared the syringes. He was not arrested for heroin use. Lieutenant rosen obama says too many people use. Unfortunately in this day and age a lot of people are using drugs, you know, arresting them is not an option. Nor was he locked for for destroying the pacts and syringes. He took the pacts and the syringe and flush them down the toilet. Is that a criminal offense . No. Not really. I mean, he says he does it before he finds her deceased. If did it after it might be an issue. Reporter mes report makes no mention of when he tosse tose material. Reporter spokesperson torn the me said it had no impact on the case but added if a crime is suspect it should be reported to the police. But police have closed the case and the me found no apparent evidence of foul play. Theres one more thing. Remember, Montgomery County adult probation says the man in the apartment with carter is on supervision for another two years. Hes being supervised out of the philadelphia office. Montgomery county told fox 29 investigates it has no record of being notified that he had adm admitted to using heroin with Amanda Carter in february. A possible violation of his supervision that could send him back to jail. Lieutenant rosen obama says he doesnt know if his detective notified another difficult probation but says the agent supervising the man should have been able to detect drug use in random urine tests. If Philadelphia Police would have taken two minutes to run his information i would assume hed be in violation of this probation for being in an area where there were drugs. I want a case to be opened to look into this. You know, and to look at all the facts and all of the discrepancies.
