>> thank you, tony. better news if you are traveling inbound south douglas street, the accident has cleared. task moving better. inside of the third street tunnel, we do have reports of police activity temporarily blocking that ramp to exit at d street. 395 coming across the 14th street bridge, lanes are open. light traffic volume crossing the potomac. heads up. we do have reports of a stalled car along the left side of the through lanes as you continue across the bridge and make your way into virginia. that's a check of your fox 5 on-time traffic. police investigating a fire at an apartment in bridge county. the blaze broke out early this morning in a unit on hillmar drive. that is in district heights. five people were inside at the time. one person is hurt but is expected to be okay. fire officials think it was ignited by an unattended candle. now to some of another big stories we're following on this thursday. investigators surfing the web found a populapiano teacher is also a registered sex offender. now, charles dillon of woodbridge, virginia is in even more trouble. fairfax county police routinely search the net to keep tabs on sex offenders and that is how they came across dillon's went web site. as a registered sex offenderrer, he had an obligation to report his web site. >> any web site, e-mail address, there are certain requirements that the listed individual notifies state police within 30 minutes. >> from that investigation, officers say they found out that dillon had more child pornography. investigators say there is no evidence that dillon touched any child. he is due in court at the end of this month. this more than, crews in ned frederick county, maryland are hoping to remove a body discovered near a dam. they will pick up where they left off. they tried for hours to remove the body yesterday but they had to suspend the effort last night because it became too dangerous. two fishermen spotted the body and called 911. police still don't know how the body got there. they will try to identify the person, of course, once the body is removed from the water. police are waiting the result of an autopsy to determine what killed a 10- month-old girl from d.c. a nanny found the baby unconscious on argyle terrace, just around the corner from mayor fenty's home. the little girl was pronounced dead at the hospital. a bill to keep money flowing to the unemployed now heads to the house for a vote. under the measure, people out of work for the last year and a half would continue to receive unemployment benefits until the end of the year. it would also help them pay for health insurance. the bill is an extension of key pieces of last year's economic stimulus measure. as senate democrats inch closer to lrk, lawmaker in return will buck the system. general assembly became the first in the nation to pass a bill banning mandatory health insurance coverage. ahead in our next half hour, more on the debate. president obama and the supreme court back at odds once again. chief justice john roberts told students that the timing of the president with the criticism of the supreme court. the u.s. loses ground with israel. the full are seeing rain down to our south. not here in the washington area but next couple of days, there will be -- they will be rather dicey with rainfall. however, we will continue to hold on to the mild airwave got for a while. here is a look at the satellite- radar. we also have some fog in over us this morning. that is being reported out at reagan national airport. there are the rain showers moving across southern portions of the chb. southern portions of maryland, southeastern virginia as well -- there are the rain showers -- there are the rain showers moving across southern portions of the area. we have showers east of the mississippi river pushing down from iowa through illinois, western portions of kentucky and tennessee into the southeast. so a very active system. this is what will be making its way here. to i expect to is he a whole lot of thunderstorm activity in no, but i would not rule out some thunderstorm activity over the weekend and we will get heavy rainfall particularly friday and saturday. because of the rain and because of the amount of snow that is on the ground in western maryland, portions of west virginia and western virginia, there is a floodwatch in effect that goes into effect very early friday morning, late tonight, friday morning, lasts until saturday evening that is out to the west. that does not incle washington because they will get a left rain that will melt some of that snow that could see some flooding right here, we are at 46 degrees. we've dropped off a little bit. 45 in annapolis and in baltimore. 41 in manassas. 46 in culpeper. the forecast -- your surface map for today looks like this. high pressure is way up to our north and east. we've been between two systems. that starts to break down as a frontal system make its way in here. that rainfall moves in. could see a couple of late showers today but i think the bulk of the rain begins late tonight, probably after about 11:00 tonight or something like that. today, plenty of clouds. could be a shower. 62degrees for your high. that is still above normal. five-day forecast, it is not the best looking five-day forecast, i got to tell you that. maybe a shower today. rain begins late tonight. friday, saturday, periods of rain including heavy rainfall at times. this could linger into sunday when we'll still see a lot of clouds. even on monday, we could get a the unemployment rate in the district in january was 12%. in maryland, it was 7.5% and in virginia, just under 7%. again, these are january numbers. we're not alone. rates went up in 30 states in january but the national unemployment rate dropped below 10% for the first time in months. could those numbers actually be a sign of an economy on the rebound. chris cotter with fox business network is live in new york with this morning's business beat. are we being too optimistic in making that connection. what do you think? >> well, funny thing is, you know, you've got -- if the unemployment rate goes up a little bit, it is actually a good thing in the short term because what that mines is you've got all of these people and there are hundreds of thousands of people that have left the labor force. they need to come back into the labor force. they need to realize or have the thght process anyway that the economy is better and i have a better chance ofet a job today than i did yesterday so i'm he going to start looking. we need that to go up awe little bit. that would be a positive. when you see d.c. at 1% and maybe have some other areas, maryland and virginia lower, it is not necessarily a bad thing that d.c. is higher if have you some job openings along the way. we saw actually yesterday a separate report from the labor department that said job openings are at the highest level we've seen in a year. so there is some boss tough but it is very slow going right now. >> also, slow going, the slowing of foreclosures but another report says it is sling a bit. encouraging news as well. >> yeah, real track came out with their numbers today. households facing foreclosure in february grew 6%. that is still growing but it is the smallest growth we've seen in a long tme so what you've got is much like employment, housing is sort of the scraping along the bottom if you will. we talk about the bottom here in economics. is the recovery going to be like a v, like a u? it is really like a u in housing and unemployment. we are at the bottom right now bouncing along and trying to find when we'll have the rise and foreclosures right now, one in every 418 homes received some sort of foreclosure notice and that was down from january. so it is getting better but still february pretty rough month for housing. >> thank you soften sort of a mixed bag out montgomery village avenue. we have delays along southbound # 70 approaching and passing 109 out of hyattstown. traveling northbound i-95 out of woodbridge, traffic will slow out of lorton but no incidents to report. this is close august portion of your commute in southwest along washington avenue at independence and along the northbound third street tunnel at the exit for d street. that's a check of your fox 5 on-time traffic. a developing story now out of frederick county, maryland where rescuers will continue efforts to remove a body from a dam. two fishermen called authorities after they spotted the body in lake linganore yesterday. charles dillon of woodbridge is a registered sex offender. he advertised piano lessons on- line but he didn't tell police. that led to i new investigation and charges. roz plater has more on what officers found. >> reporter: on his web site, charles dillon says music is his passion. but now the popular piano teacher is charged with four new counts of possessing child pornography and on-line records show it is not the first time. his neighbors are stunned. >> just an ordinary run of the mill subdivision. en is just trying to live their life and to find this news out is shocking. >> virginia's registered sex offender database shows dillon was convicted in federal court in 1998 for possessing child porn. his current troubles began last october when fairfax county police spotted his web site advertising piano lessons for ages four and up. police say as a registered sex offender, he had an obligation to report his web site. >> any web site, any e-mail address, any profile id, there are certain requirements that the listed individual notify state police within 0 minutes j that probe last fall led to the current charges. >> once we initiated that investigation, this evidence of these other charges then surfaced. >> reporter: no one answered the door at dillon's west springfield home. police say there is no allegation he inappropriately tawchd child. >> there is no evidence that mr. dillon touched any children. it is just the simple possession of child pornography. >> the 59-year-old piano teacher has his day in court the end of the month. no word back tonight from dillon's attorney. if convicted he could be facing up to five years on each count. tomorrow, the public gets a chance to sound off about the issues they have had with the d.c. fire department. public oversight hearing comes in the wake of two incidents involving patient who reportedly did not get the help they needed. the fire department now admits it did in fact receive a complaint and two medics were disciplined for forcing that woman you just saw to call 911 twice before she was eventually taken to the hospital back in december. a spokes machine had claim she refused transport but there was not a signed release too-to- back up that claim. that violates department protocol. now, city leaders want answers. >> the leadership should be accountable. we're not working as fast as humanly possible to make sure we created an environment which creates stability in the department. i think the instability in the department causes a lot of confusion. >> these problems shouldn't be occurring. i have reason to suspect that this is just the tip of the iceberg and that the improvements that we thought were occurring with ems have actually slipped backwards. >> that woman came forward after hearing the story of 2- year-old stephanie stevens who died last month when medic did his not transport her to the hospital right away. there will be a major step forward in the push for health care reform. democrat leaders in the house say they are near the end. >> some return lawmakers take a stand that could keep some reforms out of the commonwealth. stacy cohan has more. >> reporter: good morning p there was a late-night meeting last night among house democratic leaders that planed a strategy for their sales pitch today and, indeed, make no mistake, this is an all-out sails pitch in an effort to save the president's key priority, health care reform. here are the details of what they're looking for to iron out in this health care overhaul. at under are questions of how much this will cost. there is a need if a final cost estimate from the congressional budget office. they're expecting -- or the democrats that are still concerned are expecting it to be about $950 billion over 10 years. that measure is disputed by republicans who claim it will cost much more than that. they want to remove some certainly deals cut in the senate deal. this was seen as a deal-making measure. and finally, that abortion funding. there are concerns that there is not language in the bill, the senate version of the bill, that would specifically ban federal funning for abortion and there are at least a handful of democrats that refuse to get on board with this until that language is altered. >> from my reading of it, it does permit federal funding for abortion-related services in the senate bill as it stands today. and so that is a fatal flaw. >> unless the language changes, there is at least 1 democrat who have said they could not vote for health care unless we get to keep the current law which says no public funding for abortion. >> no meanwhile, the virginia state general assembly made the commonwealth the first state in the nation to give some official pushback to this potential health care reform package. the house of delegates there in virginia voted overwhelmingly last night to ban mandatory health insurance and that bill is expected to be signed by governor mcdonnell when the general assembly concludes later this week. there are at least 34 other states across the nation that are considering similar measures. i'm love on capitol hill. back to you. >> thank you. virginia governor bob mcdonnell has reverseed a controversial decision. state's tan attorney general sent a leer to state ?iewks telling them that homosexuals are not protected from discrimination under state law. governor mcdonnell issued a new directive saying employment discrimination of any kind will not be tolerated by his administration. the governor also said federal law prohibits discrimination. ware talking about eric massa 4/079 tv. we are talking about war and peace, $3 billion, a thousand lives and no press? you. >> rhode island congressman patrick condition did i exploding in anger on capitol hill. the focus of his fury on the house floor, the war in afghanistan and how the media is not or is covering it. he top part. they were doing some construction work on the bridge when the hydraulics failed and that caused the bridge to shoot up unexpectedly. firefighters were able to rescue them. they had to put them in harnesses and lower them down. fortunately, nobody was hurt. the prom is off at a northern mississippi school after a lesbian student demanded she be allowed to bring her girlfriend and constance mcmillan was told she couldn't wear a tix ead owe either. the american civil bib ernesto union did step in and the school board canceled the entire prom. members never mentioned she was a reason but said the cancellation was due to recent distractions. a new push for more uniform standards to fee fine what is being taught at public schools -- to define what is being taught at public valley into the southeast. thunderstorm activity, this is the same storm system that produced some tornadic activity in arkansas yesterday. this is awe billing one. we are not going to see tornadoes -- this is a big one. we are not going to see tornadoes here, thank goodness. getting off to a relatively mild start if you are south of the beltway. 48-- where is that coming from? 48 rig now accorng to this map in washington but we have not seen that reading elsewhere this morning. 49 in quantico. 56 in fredericksburg. forecast for washington for today looks like this. a lot of clouds. could be a shower or two. but the bulk of the rain hold off until late tonight. i think after 11:00 tonight or midnight, 62 for your high. tonight, cloudy skies. that rain develops. overnight low inside the beltway, 50 degrees so a very mild evening for most of you. five-day forecast, after today, that is when the rain moves in here. friday, saturday, rain. that rain could be heavy at times. can't rule morning at the national aquarium in downtown d.c., the longest running aquarium in the u.s. but you come down here and see the beautiful fish that are here throughout the aquarium and people think that it's mainly just about fish, but i have to tell you they have a lot of fun activities that they do offer down here. and one of them being, coming up this sunday, the reptile and amphibian day. and if you can handle it, you can come down here. if you have a fascination with snakes. some people do. maybe not myself, but a lot of folks can come down on sunday, bring their kids and learn about the reptiles and amphibians they have down here and the alligators is a fun exhibit that they have down here at the aquarium. and you can bring your children down, learn about reptiles and amphibians and we'll learn about it as well throughout the morning, allison and steve. so stay with us all morning long. we're going to see i i can handle the snakes. the alligators look calm at the moment. back
