temperatures. many of you have current temperatures in the 30s. because of that, there is a freeze warning in effect this morning until 9:00. this is for well to the north and west of the district, included under that freeze warning are cities like hagerstown and frederick, westminster, charlestown, west virginia under a freeze warning. closer to d.c. there is a frost advisory in effect for montgomery county, fairfax county, loudoun county, northern baltimore county and harford and howard counties as well, a frost advisory in effect until 9:00 a.m. and there is a freeze watch in effect tonight and into tomorrow morning for washington, d.c. and points east. we'll tell you more about that later. right here is a look at the sat- rad. we do have a few clouds coming through. not the cloudiest skies we've ever seen. a few out to the west. down to the south, nothing. and to the east things look good as well. currently 44 in the district. 36 in baltimore. 43 at dulles. 37 in now let's get an update on traffic with julie wright. tony, crashes on the outer loop of the beltway near connecticut is on the shoulder. outer loop delays between university boulevard and connecticut avenue and again on the outer loop everything is open. southbound 95 on the brakes as you travel out of laurel. bw parkway, traffic slowing at 198 with all laborers open. 50 on the brakes, 202 into northeast. 95 busy in lorton, delays out of dale city. on route 1 slow to 123, 7100 toward telegraph road. and on # 95, traffic slow from duke street and across the 14th street bridge. that's a check of your fox 5 on- time traffic. the death toll from a standoff at a catholic church in the iraqi capital has risen to 39. the situation started last night when militants wearing suicide vests and grenades attacked the iraqi stock exchange and went into a nearby church taking 120 people hostage. they demanded the release of al- qaeda prisoners. iraqi forces stormed in, but it's not clear if the hostages were killed before or during the rescue. a terror attack nearly averted. this morning there is a new chief suspect in the bomb plot that put explosives on planes heading for chicago. we have details on the man believed to be behind the planned attack. good morning, sarah. >> reporter: good morning. u.s. and yemen officials believe it is the same person responsible, and were also behind the underwear bomber from christmas day last year and also the same person possibly behind the attacks from the summer of last year. the person they believe is behind this bomb maker ibrahim al as erie. he is on the most wanted list. they believe he is working with an al-qaeda afillant. sources tell fox the explosive petn was found in recent pack anls is the same used in the christmas day device. >> the quality and the power of the explosive that was found in england is more powerful, far more powerful than the one from christmas day. >> reporter: demonstrations were held outside of the woman where one woman was arrested on saturday on suspicion of mailing the packages. local officials say she was released on bail because she didn't sign the shipping documents. they are saying she was the victim of identity theft. now u.s. and british forensic teams are heading over to yemen to try to track down the components and including two printers discovered in the packages. back to you. >> sarah, thank you. a flight from new york diverted to bwi after a report of odor in the cabin a little after 5:00 p.m. yesterday. the vision airlines plane was carrying 154 passengers heading to havana, cuba. the airline spokesperson said it was a precautionary landing. no one was hurt. the last day of campaigning underway for the mid-term elections. polls open in just about 24 hours. president obama just wrapped up a marathon campaign swing. doug luzader brings us more. >> reporter: republicans see them riding a wave and democrats are just hoping the polls on this election eve are flat wrong. the first family welcomes trick- or-treaters to the white house. one of the few nonpolitical events that edged it's way under the president's schedule after a flurry of final rallies around the country. >> just like you did in 2008, you can defy the conventional wisdom. >> reporter: but this isn't 2008. and despite large crowds, the numbers just aren't there for democrats, even if things are tightening up. the republican wave, if there is one, will start in the east and senate races in key states like pennsylvania, moving west to nevada and then california. but even republicans admit the senate is an uphill climb. >> i'm not predicting we'll get the majority this cycle. i think it will take two cycles but there is a potential there, depending on just how high and how broad this wave election is. >> reporter: but the wave is expected to swallow the house. even if the democrats struggle. >> that these undecided voters that pundits predicting are going to break two to one to republicans, it's not happening. >> reporter: and if the polls are crowded with republicans tomorrow, it will be a scary day for the white house. and as for the president, his campaign appearances investigate a crash that killed one officer and hurt another on mlk avenue in southeast early saturday morning. the officer's car hit a pole while responding to a call. 32-year-old paul dam ata was behind the wheel. he was killed. the other officer is expected to be all right. the man had -- the officer has been a officer since 2009. on saturday afternoon four people were hurt as the escalator stopped suddenly on metro. one family maintains that it suddenly sped up. saturday set a new record for saturday with more than 825,000 trips on the rail. many of those riders were part of a turnout of the rally to restore sanity or fear on the national mall. tens of thousands of people flooded the mall. the rally was the parity of glenn beck's restoring honor rally and was meant to poke fun at the nation's political diversity. it sparked a record-setting day for saturday ridership on metro with 825,000 trips taken that day. the marine corp marathon went off without a hitch despite security concerns. 30,000 runners took to the 26.2- mile course. the winner was an ohio man, he finished in two hours and 23 minutes. the first female runner was 15 minutes later. one speed camera in the area is not working this morning, catcher speeders on the way to work because someone set fire to the camera in montgomery county. it happened at about 2:00 a.m. in gaithersburg. the camera apparently was working at the time. it's nine minutes past the hour. the redskins lose to the lions but it's not the score everybody is talking about this morning. >> it is a quarterback controversy. >> or is it a belt run. that's a check of your fox 5 on- time traffic. let's get back to our top story. u.s. investigators in yemen looking for clues of the explosives sent to america. and interesting developments over the weekend. we continue to follow this story. where does this rank on the threat level at this point. >> i think this is pretty serious. and it's pretty serious because there is no clear end to this. we found the two packages, the white house is saying there could conceivably be more. and even if there aren't more in the pipeline, this is the methodology for getting bombs out of yemen and other dangerous places to the united states. i think the obama administration made an excellent choice in ensuring that ups and fedex cargo will not go out of yemen until they figure this out but it's a very dangerous vulnerability to our defenses. >> fortunately we were able to prevent any type of explosions or any catastrophic loss. does the terrorist mind claim some victory knowing they have disrupted an entire system such as this. >> in the short-term they can't declare victory but if this is going to be a process that will go on, this is a very clever device. it couldn't be exposed by x- rays or sniffing dogs. it appeared that the printers involved were appearing to be perfectly normal. and if it weren't for the dubai investigators figuring out that this printer was not a printer, in fact it had gotten through the british surveillance and they had to go back and look at it again, but this is a pretty clever operation, highly sophisticated and will require a lot of thought and protection by intelligence services all over the world. >> do you think the terrorists may fin -- may continue to try something like this or did it thwart this plot? >> we're lucky that this got thwarted. this is a very worrisome process and it requires those all over the world to keep their guard up. we were very, very lucky we stopped this. my own personal view was this was not to explode cargo planes. there are very few passengers. this was intended to get into the synogogue facility in chicago and it's really -- these packages could go anywhere. i don't want to be overly alarmed. i think our intelligence capability is vastly greater than they were on 9/11. but we're in a battle here. >> when we look at where these may have come from or who may be responsible for them, when we start to see more common links like that, does that help us narrow in on where we are going in fighting this. >> yes. and i think there is an irony over in afghanistan trying to fight terrorism. it seems that yemen has become the central organizing focus for terrorism. it demonstrates something the president said. we may have to rely on intelligence to prevent things coming from anywhere into the united states and if we have success in afghanistan and pakistan it may be helpful but that's not the end of this. >> let's talk quickly about something that is here in the united states and we worry about home grown terror as well. we saw the incidents with the shots fired at the pentagon and the recruiting station and there was some fear yesterday during the marathon that didn't pan out. we couldn't forget what is happening here at home. >> this is probably being directed by an american born resident in yemen, al awki. this touches a lot of contacts into the united states. this was coming into the united states. we have our work cut out for us in this regard. >> and you mentioned al awaki. and he spent time here in d.c. and does that make us a big threat? >> washington is going to be a big threat. i think new york city and washington are where damage would be done. and i'm also concerned about the approaches to synogogues in chicago. this is going to make everybody have to be very alert in terms of the packages they receive, especially when the bombs are so well hidden in the infrastructure of these devises that we use on a day to day basis. >> michael green berger, transportation of a minor across state lines. prosecutors say that he kidnapped then 14-year-old smart from her utah home and took her to san diego. mitchell could get life in prison. his wife, who you saw a second ago, was sentenced to 15 years in prison after pleading guilty to kidnapping charges. the chandra levy trial picks back up this morning. security will be extra tight this week. several gang members and in mates are expected to testify that he admitted to them that he killed and raped levy in 2001. the man known as president kennedy's alter ego has passed away. ted sorenson past away after suffering a stroke. he was an aid, speech writer and close friend of the president and is credited with writing some of the most memorable speeches, including his famous inaugural address. ted sorenson was 82 years old. it's now 7:26 on this monday morning. >> we'll check out the deadly volcano erupting in indonesia. this morning the candidates out in full force. a look at one radar for the region will show you first of all that we are precipitation-free. most of the eastern united states is precipitation-free. nothing going on. there are clouds up to the north and across the washington area, a little bit in the way of cloud cover. but down to the south we have clear skies and in fact for most of us today, we'll have mostly clear skies so a lot of sunshine in the forecast. speaking of which, here it is. eventually our skies become mostly sunny, cool this afternoon and 54 degrees for the high. 8 degrees below normal. and then for tonight, a cold night. as i to grossman. down by 6 points and two minutes to go and the critical play of the game is this play, the first play. they didn't protect for donovan the offensive line and this is earlier in the game with mcnabb being intercepted. and it was a bad throw, we understand that. but you just -- the offensive line is not protecting. the running game is not going. the receivers are not making enough plays. how is that the quarterback's fault? how does that fall on the shoulders of mcnabb? and here is the play at the end and the fumble and then the touchdown. and it led to the question that we have today that we're still talking about and scratching our heads trying to figure out an answer as to why the move was made and here is what the coach and quarterback had to say at the end of the game. >> at the end of the game with a minute left and rex knowing how to run that two minute offense, i felt he was the best chance to win. >> if you ask, would i want to be in there? yes. i think any quarterback wants to be in there. that's something you get measured by. two minute drives to get down and win the game. >> he understood why i did it. i don't think any quarterback likes it but you have to make those decisions. >> a decision was made and i went with it. >> i'll jump on my soap box and then you can take up the rest of the time. what you said about rex grossman, a disservice to him, that goes against him, but maybe not. but if you listen, what coach shanahan was saying, he's feeling like that was their best option. so that's not a disservice and then shanahan went on to say this was a question of terminology saying that puts pressure on a quarterback. are you telling me mcnabb can't handle pressure playing in the superbowl and five championship games and that's him under pressure. and so you have rex grossman and he played a season under shanahan last year in texas but he played part of one game in which he fumbled the ball and threw an interception. so if grossman is the best option then this team has a lot more proper -- more problem or they have no confident in mcnabb. >> that's the question. do they have any confidence in donovan mcnabb. donovan said it himself, you get measured in the two minute drill and we can't measure today buzz he wasn't in it. so i think putting in rex grossman, i don't think rex was expecting that. unless there are things going on that we don't know about. all of a sudden he tapped him on the shoulder. i think something picked off the head coach or offensive coordinator. >> i don't think it was rex grossman gives us the best chance to win. >> and i think it was the timing. and anybody watching the game yesterday, it it was a blowout that's one thing. they were within six points. you score and you win the brunswick line. there has been track work, congestion and there have been 285 delays since september 7th. the monthly on time performance has dropped to 58% compared to 92% for the penn line. the leaders. 52 people were killed including a priest and ten police men. it's not clear if the hostages were killed before or during the rescue. bombs meant to explode in flight. that's how a top u.s. intelligence official explain it. ibrahim hasan al-asiri is the suspect. sarah has the details. >> reporter: this is a sophisticated bomb plot and they were going to use explosions and some they have seen before, against the states. this time it was averted. one person who was considered a suspect has been released. >> thank god she's been released. the problem is over. the truth is revealed. >> reporter: a young woman detained in yemen has been released. police there no longer believe she shipped the bomb to the united states. her identity was apparently stolen. their two packages contains petn. and also part of the device strapped to the underwear bomber in 2009. >> it shows they are trying to make different adaptations based on what we have in place. they are showing new techniques on their part. >> reporter: they were bound for chicago but investigators believe they were designed to take down the cargo planes carrying them. >> terrorists are trying to scare americans and will we let them do it? no, not really. >> reporter: despite air cargo inspection requirements only 65% of the cargo headed to the u.s. on passenger planes is inspected. >> i believe the threat is on going and we're not going to rest until we find the people responsible for this and to find other devices out there and we need to stay on top of this and work it diligently and we cannot rest while al-qaeda is out there plotting and scheming attacks. >> reporter: and u.s. officials say we are lucky this time around. the bombs had made it to four different planes, two of those carrying passengers. officials said on sunday that the bomb plot was only narrowly averted. the packages passed through four different countries and four different planes, two of them carrying passengers. a flight referred to bwi a little after 5:00 p.m. yesterday. vision airlines was carrying 154 passengers headed to havana, cuba. it is said to be a precautionary landing and it was inspected and allowed to take off. no one was hurt. and election day approaches. polls in d.c., maryland and virginia will all be open at this point tomorrow. fox news correspondent molly henenberg with more on the final continue to investigate a crash. paul dematto was killed. he was an officer since 2009. four people were hurt on metro. the escalator suddenly stopped but one family that we spoke with said it sped up. metro set a new report for saturday with more than 825 trips. and the rally to restore sanity or fear on the mall. it was hosted by jon stewart and stephen colbert. it was a parity of glenn beck's restoring honor rally and it was meant to folk fun. the event was a busy day for riders on metro. the marine marathon went off without a hitch despite shootings in the last couple of weeks. 30,000 runners took the 26.2- mile course. the winner was an ohio man finishing in two hours and 23 minutes. and the first female came in 15 minutes later. the search is on for a arsonist who set fire to a traffic camera. this happened at about 2:00 this morning. the camera was working at the time. speaking of time. it's almost 10 minutes past the hour. a man gave up his successful career to lead north years he helped people flee. he wrote a new book called escaping north korea. and mike kim coins us to talk about it. and i've always had this fascination because we don't know about it. this is one of the cultures that we have limited access to. what surprised you the most when you were able to get there and to spend years dealing with people who have spent their life there. >> i was reviewing features. we have the largest modern day underground railroad in asia running from north korea to bangkok thailand. they say it is similar to the civil war. and then you have the sex trafficking issue where north korean women are being sold in china. but because of the zero tolerance, it is done under the radar. we have to do our operations without the chinese government or north korean government knowing. >> you're kind enough to send us a number of photos and i want to look at them and hopefully you can share about what life is like inside of north korea. propaganda, obviously. >> the most i got there, you were inundated with north korea information. they learn that everything they were taught is a lie. we set them up with tv and cable to show them the truth about the world. >> and you said even folks who are well educated and considered to be intelligent, college professors leave north korea realizing that what they have learned is not what the rest of the world has learned. one of the most difficult things you have to deal with coming out is that you are the most powerful country in the world. >> and these are photos that have to be in every residence. what are the living conditions like? >> i only got to see the apartments, a lot of them are vacant because they don't have enough money to keep the air- conditioning or the heat running and so now people are going to the villages. and with the frames, every house is required to have the frames, to dust them. and there was a story of a train crash in north korea and a lot of houses got set on fire and i write about it in the book, a lot of parents went into the homes and got the frames out before getting their own children. talk about the effort when you were there and working with other refugees. some folks go back and some do not and i guesses that where the underground railroad comes in. >> living in china is difficult. they have to live in hiding. being imprisoned out of fear for your life. so many do go back to north korea to help out their family. they are saving up and want to say a dying relative or feed their family in north korea. >> we've seen within a generation what happened with the soviet union or the berlin wall, might we see it more open than it is now? >> i'm optimistic. one of the elite told me in confidence, mike, these days north korean kids are imitating a seoul accent. and i said why is the regime allowing this and i said because they can't control it. and i'm optimistic that there is a change in business and information, a come of of an information age where people are learning. >> i hear a possible movie -- movie deal in the works. we're working on the script and want to take it into a movie. >> and a georgetown guy so local too. >> thanks, steve. >> allison back tucker, thank you. despite a record number of women rubbing for -- running for political office this year, the number of women serving in congress is expected to decline for the first time in 30 years. joining us is jennifer lawless from the women in politics institute. thank you for coming? >> thanks for having me. >> and what is the power in congress of men versus women. >> currently 87% of the house of representatives are men. >> and you talk about there is a huge gender gap. talk about that. >> currently only 17% of the members of the u.s. congress are women which means even if we have a record number of female candidates, toward to make a substantial gain we need huge wins among the female candidates. >> and this is why women don't run for office. and let's talk about the mit term elections. what do you expect after tomorrow? >> the best case scenario will be a plateau. lincoln will likely lose. and in the senate it seems that kelly from new hampshire will likely win and sharron angle is the other possibility in nevada. so best case scenario for the senate, it seems like women will break even. >> uninteresting voting cycle. there is an anti-incumbent mood for the lawmakers here in washington, anti-democratic mood. a majority of the women servicing in congress happen to be democrats. this is like almost a two-sided effect working against these women. would you say there is any validity to that? >> that's exactly right. and it's the overwhelming majority. over three quarters of the women in congress. >> and it's not an anti-woman vote, it's just the friends right now of what we're seeing? >> that's right. and in every election for the last 20 years women have fared just as well in peal counterparts. there is no bias against women. but they are running in places where there is the anti- democrat mood. >> and is this the year of the republican woman? >> i don't think so. we have a series of high profile republican women running. but if we consider the fact there are currently only four female republicans in the u.s. senate, any election cycle is going to represent a markedin she's. even though they have a record number of women, there likely won't be a high number of votes. >> and i'm 66 and i can remember when there weren't the high profile names and we're talking about hillary clinton, nancy pelosi and sarah palin. does this whole in all during the -- does this have a positive or negative effect? >> i think it can have a positive effect. little girls remember hillary clinton's campaign and think women can be in the white house. and they are also well aware of her loss. and they say here is a woman who was unable to win, i think they often think there is bias against women. so the political reality of voters being able to vote for female candidates is only as strong as the message. as long as people perceive bias by women, that will effect it and a few high levels of bias trickles down. >> and what might the fall be if women loose power in congress. >> we know women are more likely to prioritize issues that effects women and children. but they will -- women around the country will take a hit. >> jennifer lawless >> according to mike shanahan, no. donovan mcnabb will be under center in two weeks when they play the eagles on monday night. but it's a fair question. this is the fourth down play and just a three-point game and gets sacked. skins held them to three so it was still a six-point game when they decided to bench mcnabb and put in rex grossman and then the fumble and the rest is history. and that does question why? this is not what they trained for in training camp. i'm sure the players are just as perplexed as we are. we just don't understand the rational. mcnabb, to his credit, i've heard some knocks on him, he took this lying, he should be more agitated and say and speak his mind. >> he just does what he does. he's a cool customer. he said i'm a player and coach is coach and i do what they tell me to do. and i respect that. sometimes they get out there and say what are you talking about. you can not criticize the guy for saying he should have gotten in shanahan's face. but it is his job. and i don't think that's fair to rex grossman. i think it was unfair to all of those guys. they needed number five under center. you win with them or lose with them but that's the guy that had to be the quarterback in that situation. >> and then you have confidence going forward and will you have a short leash on everybody. and like you said earlier, who knows what the underlying factors were there. i don't want to focus on that too much because we're all hoping they would not be in that position at that point of the game where it was close. but detroit brought out the weapons and he with said they can't contain johnson. >> they didn't stop throwing at d hall and they went going to calvin johnson. but when the game was the tightest in the fourth quarter, they made two great plays. here is the two-point conversion to go up 20-19. and then redskins up 5. you get a stop here and you might get a win. beating carlos rogers and that put the lions up for good and we all know what happened from there. but they couldn't stop johnson. so mcnabb, shanahan, they feel that they could get it on the field. >> we have facebook people on there all dame. here's what kim haze says. why is we win to a high caliber team but lose to a low caliber team. but that's the question. they play up to teams. in year they played up, they did lose to the colts but they played tough. they lost to the lions and the rams. you think they should win those games. they did beat the cowboys and the eagles. and you are 4-4. and they are an average team. they are a .500 team. are they going to bet be -- be better than that, no one can tell. >> and they played well enough to beat the redskins. >> two weeks to sit on this until the monday night game. it's a tough couple of weeks. >> we're still in the hunt right now. so that's what matters. >> we'll see you again at 9:00. one school in maryland has incorporated lessons in manners into their curriculum and holly is there to discuss etiquette. >> reporter: it was cute to see the kindergarteners? >> today we're going to work on introductions and we have our children in groups and we're going to start with our first two. i will be the introducer and they'll learn the proper way to make an introduction, farm land shake and then whose name do you say first because it is tricky. >> reporter: so what are the rules? >> you say the oldest person first and use adult titles. with children introducing friends to friends you always say the girl's name first. so we'll demonstrate that for you right now. are you ready?
