security officials. >> we know that organizations like al-qaeda are in the process of trying to secure nuclear weapons. >> reporter: president obama said the goal of the nuclear security summit is to lock down the world's nuclear materials. >> we are locking down that nuclear material in a very specific time frame. >> reporter: unlike the days of the cold war, these days, the primary concern is not a nation stocked with missiles, but a smaller so-called dirty bomb in the hands of groups like al- qaeda. >> we don't believe the threat for nuclear terrorism comes from states. our biggest concern is that terrorists will get nuclear materials. >> this summit is about -- let's say isolating a nuclear reactor in some random country in central europe and trying to help them better protect the reactor so it's not vulnerable. >> reporter: still others caution why terrorists are a prime concern, they are not the only concern. iran and north korea are two nations that pointedly are not at the summit. both widely believed to be developing nuclear arms. >> and when that happens, all the efforts that the president is make and can others are a -- making and the others are going to be blown apart. >> reporter: while washington, d.c. plays host to the nuclear summit, the district itself may have the most to gain and lose based on the success or failure. now, while they are talking here, president obama wants to see some concrete steps coming out of the two days of meetings. brian, he's going to ask for a communique detailing what nations are going to do to lock down enriched supplies of uranium and plutonium and also for a renewed vigilance on the u.s. sanctions already in place and also detail what other nations are going to do for their smaller stockpiles. live, back to you. >> tom, as far as logistics goes, pretty good as far as traffic. but d. c. police say today has gone smoother than expected. and people who live in the area said the summit has been more of a curiosity than a hassle. >> well, i definitely thought that it was going to be a huge hassle. we're just walking around today and everyone's been really friendly and been really easy to get around. >> i think it's clear that a lot of motorists have been heeding the call and at least the morning rush hour really went better than becould have anticipated -- we could have anticipated. we were projecting tremendous gridlock, really bad news. >> the roads will be fenced off until at least 8:00 tomorrow night and the mount vernon stop won't reopen until wednesday morning. dramatic video shows the university of maryland student allegedly attacked by police officers. tonight, the police department is investigating and we're hearing from that student's lawyer. fox 5's beth parker is live. beth? >> reporter: well, brian, the charging documents say that university of maryland student jack mckenna quote, struck officers and their horses, but a videotape shot from a window nearby tells a different story. that video was shot march 3rd after the university of maryland basketball team beat duke. on the right side of the screen, you can see jack skipping into the frame. he is with a friend in the white baseball hat. mckenna stops, then as you see the officers rush in and start beating him. his lawyer said his client suffered a concussion and several other injuries. >> it's outrageous. i mean, anybody who would see that, you see a young man who's completely defenseless. who hasn't committed a crime. who's brutally beaten. >> the video is disturbing. you look at it and it just appears that there was not justification for what occurred. i mean, we're going to do an investigation certain simply. our internal affairs division is working on it. officers will be suspended from this. no question. >> the initial task is figuring out who the officers were. they're in riot gear. jack had been charged with assaulting a police officer and also disorderly conduct. today, the charges were dropped. live in palmer park, i'm beth parker, back to you. a developing story, do you recognize this little boy?
