We are talking a day where well see 45 degrees. Not bad. A weeklong standoff in alabama has come to an end after a 5yearold boy is rescued and his captor is dead. Officials wont say whether 65 yearold jimmy lee dykes was shot by officers or if he took his own life. The boy only identified as ethan is said to be doing well after being rescued yesterday affect. The decision to raid the bunker was only made when negotiations deteriorated and they felt the boys safety was arisk. Arlington county police are after four men who pulled off a dramatic smash and grab at a virginia mall. The suspects walked into the Zales Jewelry store. They ran off 27 diamond rings. No one was hurt. The rings are worth about 128,000. An incredible find in england. Archalohave found the final resting place of king richard iii under a parking lot. We have a report. Reporter drivers in Central England have apparently been parking their cars on top of a deceased king. Scientists saying a 500year old skeleton they found underneath the parking lot belonged to richrd iii. He was killed in battle in 1485 at the age of 32. History books had him buried in the Franciscan Friary but this discovery is rewriting those books. Scientists saying the skeletons spinal curvature also matched accounts of the humpback king immortalized by shakespeare. The skeleton has a numbeof unusual features. It is slender built and scoliosis and this is highly consistent with the information we have about richard iii in life and about the circumstances of his death. With explicit maps of what founding as they found underground, archaeologists had faith that their dig was on the right track. Officials successfully rescued the 5yearold boy yesterday afternoon. He is identified as ethan. His captor is now dead. It is up clear whether he was shot or shot himself. Investigators say ethans safety was a top pry sort. This boy is a special boy and he is okay. That was the mission of every man and woman on this compound, every Law Enforcement officer, every first responder, all of the who prayed to bring him home safely, that is a lot. Neighbors say jimmy leave dykes was a retired truck driver and described him as menacing. Officials say they are just grateful for such a successful and happy ending to the whole situation. I have visited with ethan. He is doing fine. He is laughing, joking, playing, eating, things you would expect a normal 5 to 6 yearold young man to do. He is very brave. He is very lucky. Ethan will turn six years old this week. Officials say the decision to raid the bunker came when he was spotted on camera with a gun and they felt the boy was in danger. Danger. Some other top stories, three West Springfield High School Students arrested in an alleged porn production involving six girls from area schools. The investigation was likely on the agenda during a ptsa meeting last night. Three teenagers are accused of making videos. Arlington county police are on the look outfor four men who pulled off a daring smash and grab at a Northern Virginia mall. This happened around 11 00 yesterday morning when the suspects walked into Zales Jewelry at Pentagon City mall. The men smashed a display case with a hammer and then took off with 27 diamond rings. A car was waiting for them in the parking lot. It was pretty scary. You come to the city thinking there is security and there is security all over the mall so that is pretty gutsy on their behalf. They did conceal their identities by wearing hoods and i dont know if it is masked but they did conceal the faces. So maybe through clothes, the public will be able to help us locate the individuals. New this morning, d. C. Ranks number one on a new list of most congested metro areas in the nation. That is according to the texas a M Transportation Institute and its annual urban mobility report. Losangeles comes in second place. Annual have more on this coming up in just a few minutes. Virginias senate is expected to vote today on a bill that would ban texting while driving. The measure would make it a primary offense carrying a 250 fine. Right now to be ticketed for texting in virginia, you have to be pulled over for Something Else and it is only a 20 fine. Transportation officials in maryland are raising the speed limit on the intercounty connector. The speed limit on the icc will jump from 55 Miles Per Hour to 60 Miles Per Hour. Decision was made after officials took a look at the results of an engineering and crash study. The increase kicks in next month. They say they are overworked, overloaded and burned out. Mayor vincent gray will deliver his state of the district tonight. He is expected to lay out the current status of the city and outline his plans for 2013. Tonights address comes just a few days after mayor gray announced the city has a more than 400 million budget surplus. He says that money will go into savings. Also later today, d. C. Council chair Phil Mendelsohn will introduce legislation meant to lighten the work load on nurses. Monday, nurses gathered at the Wilson Building fighting for the council to pass a law that will mandate how many patients each nurse can care for. Matt ackland has more. Reporter packing d. C. Council chambers, a huge group of nurses rallied in support of legislation called the Patient Protection act. Across the district, Patient Safety is regularly threatened because hospital corporations refuse to ensure that there are enough registered nurses working at the bedside. Reporter these nurses Say Something has to be done now. They are spread thin, overworked and face burnout. They worry patients arent getting the attention they need. When the hospital is short staffed, we just cant do our jobs right. It is wrong. It is dangerous. It doesnt make sense. Reporter so far, Nine Council Members have signed on to legislation that would set up a nurse to patient ratio, protect whistleblowers and do away with mandatory overtime for nurses. You donloved one to be in the hospital and be in a very critical moment and there is no nurse available. Reporter at the d. C. Hospital association, there are concerns about the effects of this legislation. The president won be specific but said a discussion should take place outside the political arena. This is one market in three jurisdictions. We are in d. C. But maryland and virginia are very nearby. It is not on their radar screen. They are not considering it. We all do the best job we can. Reporter even district leaders understand this could drive up costs and drove down profits for medical centers, but if it improves patient care, for now, they are standing behind it. Even with nine of the 13 councilmember already showing support for the legislation, it is still not a done deal. There are public hearings to be held before a final vote is taken. They are troying to change the maryland law that singles out pit bulls as an inherently dangerous breed actually state Senate Committee will hear a new bill today and it would ease the court of appeals ruling last year that held pit bull owners and landlords to strict liability standards for dog bites without previous evidence that a dog was dangerous. The new legislation would let a defendant have a chance in court to try to prove that the dog was not dangerous. It is so good Montgomery County officials kicked off a weeklong efforts monday to raise awareness about hunger in the county. It is called snap the silent. Snap is an acronym for our countrys food stamp program. 300 residents and county leaders are living on 25 worth of food for five days. Many are not aware that hunger is a big problem in Montgomery County. 34 of our employees children are on free and reduced meals. That is an indicator for reduced meals. We are hoping to raise the awareness of how many people are suffering or struggling. The people participating in the challenge are keeping track of the food they eat each day and writing down how they are feeling. Theyll meet at a Community Event on poverty at the end of the week to discuss their experiences. Gas prices are rising at the fastest pace in almost two years. And americans are spending more Household Income on gasoline. Average spent last year on gas was almost 3,000 according to the energy department. That is just under 4 of average income and except for 2008 is the highest spent on gasoline in nearly three decades. A new study is highlighting the health risk that Energy Drinks may pose to kids according to the journal pediatrics report, they contain high unregulated amounts of caffeine and other stimulants that can enhance the effects of caffeine. They state it can cause cardiovascular problems, anxiety and insomnia and can also lead to digestive problems and dehydration. These are drinks that are unregulated t may say there is a certain amount of caffeine but you are never sure how much that is. That may not be the only caffeine source that a child is getting. Experts recommend parents and pediatricians talk to their kids about the dangers of Energy Drinks and be ware of the symptoms
