Were experiencing a real serious housing crisis and there are some homeowners particularly lapped lords commercial properties who decided that they can make lost money by taking longterm rental housing off the market in favor of more profitable shortterm rental rents. Every single longterm rental housing that comes off the market makes the more expensive for everybody else to rent in the district of column yack steve. Im concerned about middle class, working class residents here in the District Of Columbia who have challenges finding quality Affordable Housing he we want to protect that. Put in place a residential sensible Regulatory Framework to allow like simone to rent out a couple rooms in their houses through the short term rem of the system we want to crack down on them. Councilman, its kind of a double edged sword here you want to make sure people take advantage of this but at the same time you have people in the city you have people east of the Anacostia River making millions of dollars supplementing their own income paying their own bills by being able to rent out rooms in their homes. Where do you find that middle line between the allowing people to gain a little extra income without taking advantage of the situation . I think the middle the happy medium, steve s to allow people who live across the district of Columbia East of the river or otherwise who live in their home who want to rent out their primary residence to be able to do so 365 days year, but for those folks who are landlords seeking to take lo longterm rental housing off the market in favor of more profitable shortterm rentals, with dont want them to be able to do that. We want to be able to keep an environment in District Of Columbia that laos, you know, middle class working class families and residents to be able to stay here in the live and play and right now its tough because of the pressure thats being put on the market. Not solely because of places like airbnb collectively because d. C. Is a place lot of people want to live. Simple supply and demand we have to make sure we are allowing people like simone and others who want to rent out english basement or a couple rooms in their primary residence to be able to do so much our bill would allow them to do some something. First of all, let me say i fully agree that Affordable Housing i actually work if Affordable Housing. Affordable house and the ability to list to rent out to longterm tenants is incredibly important. So the Council Member and i agree on that issue. Regarding rentals i do think that a fair thing would certainly be to allow people to do very same things the things they feel are best for their family with their home. I also feel that there are extenuating circumstances f properties that are tough to regulate around. So put something caps and restrictions in place for people who have other another property outside of their primary residence would be fair as well as accommodating to special needs that we may not be aware of right now. Let me stick with you for one second because in looking at im using airbnb as an example one of the largest if not largest suppliers of this opportunity. You go to their website and look at different communities across the nation. Everybody has different restrictions, regulations depend hemoglobin city its in. Arlington where you are right now, for example, has that restriction on it must essentially be your primary home that you are using. Is Something Like that fair, is there varying amounts when it comes to business lic licensings that fire impose a business license to somebody who wants to rent out their rooms. People in d. C. Are paying taxes, the taxes and the resident is paying taxes on the money received from airbnb. I personally think has more than enough obviously biased. I do think, however, for people had do not live on property, again, i say it. I know this from the experience of knowing hosts around the city. City. Circumstances that do not always preclude them from doing lo longterm rentalling but it is something they want to do. Its not something that airbnb is not forever solution for many of these people. But it is something that helps them make money and afford to keep that Second Property maybe one that they inherited from deceased Family Member or Something Like that. It helps them keep it in the moment while they shift towards a longterm goal. So i really hesitate on just doing a blanket we cant rent to anybody who unless you live on property. Sure. Reporter allison and steve, this is kind of like the Gathering Place for the drill that will be conducted here in prince starting around 8 30 this morning. Theyre keeping us away from even just the folks who are gathering here with their equipment to head out in about half hour or so. You see them gathering here. We have some video we can show when you they let us get up close earlier. Theyre keeping it pretty quiet in terms of where precisely theyre going to be doing these drills. Six locations around the dmv. Here in maryland its going to be in the bowie area were told. They are also picking neighborhoods in northeast and southeast d. C. As well as in arlington and fairfax county. We believe the Arlington County site is at the Scalia School of law affiliated with george mason and what arlington authorities are telling people is that you may see a lot of police cars and fire trucks around the law school. The drill will be going on inside the law school, and dont be alarmed. It is just a drill. But what they are planning for, they tell us, is a complex coordinated terror attack. And this drill will be going on all day apparently going to be very realistic. Involving police, fire and ems personnel as well as volunteer actors posing as victims. This is being coordinated by the metropolitan Washington Council of governments and the Maryland National Capital Park Police, and theyre basically telling thus they want people to be aware that this drill is going on even though theyre not telling us precisely where these locations are, because youll see a lot of police, fire and simulated terror attacks that look real but its just really a chance for the First Responders to get some practical training in light of whats been going on around the world, guys. She added this statement if you received any information from management regarding staff calling in sick on friday, it is not about contract negotiations or a right to strike. Home sharing sites like airbnb help Property Owners rent rooms or their entire home for shortterm stays. Airbnb says there were 6,000 listings in d. C. Last year generating 59 million in rental spending and tax revenue. But there are concerns that some Property Owners are basically running unregulated hotels rather than renting out Affordable Housing apartments. Mcduffies bill would require shortterm rental Business Licenses as well as health and safety inspections. Would it restrict listings to only one per Property Owner and says that that has to be the owners primary residents. It would cap rentals at 15 days per year when the Property Owner is not present. Critics say mcduffies bill inn fringes on Property Owners rights. Im always looking for Residential Solutions to protect the interests of District Of Columbia residents. I think this bill does that and there are tweaks we need to make im open to making those tweaks. At the end of the day, steve, it will be important to make sure were allowing an environment in the District Of Columbia to provide housing for people of all incomes and all backgrounds. This is netflix show and the show itself deals with high school teenager who commits suicide and leaves behind 13 tapes saying why she did so. Theres ban lot of controversy surrounding shot in regards to should people watch it. Is it appropriate for people to watch . And caterwaul sr. Coming out one of the stars of the show they plays the mother of the daughter who commits suicide in the show saying this should be mandatory in schools. She goes on to say that i think parents should watch it with their kids, and she talks about the idea that theres important lesson in there about suicide, community and everything thats going on in this show, she think Social Security important. Now the reason why this has become an interesting story there are four schools in Montgomery County including Cabin John Middle School that have sent letters home to families urging warning them about this particular show and one of the letter that is we have says quote these episodes can be quiet disturbing and the concerns that the students need to either watch with an add dull or discuss the program afterwards with an add dull. Mental Health Professionals worry that watching without an adult to process and discuss their feelings could put a young add lessen at risk of self harm. So im interested to hear from our viewers. Ive seen the final episode. It was very disturbing. I did close my eyes but a lot of people argue that this is supposed to show you the reality of what suicide does is for people. So i think its an interesting concept. I found it to be a little bit over much but, again, the purpose of the show to show you whats happening in these high im curious what people think.
