Up an armored car in virginia today. It was a really bad idea. It started in the eastern Marketplace Center in south riding virginia and it ended with one of the guys in the hospital another one locked up after Police Stopped them in Fairfax County. Julie carey has our report. Wow, very shocking very upsetting. That was the reaction of many shoppers to the shootout that took place around 1 30 in the east gate marketplace parking lot. A dunbar armored truck was parked in front of the Capital One Bank when two suspects approached and opened fire. One of the suspects shot at the dunbar Security Officials and the guards returned fire both fired and the suspect was hit several times. Reporter the dunbar truck drove across the parking lot to the Harris Teeter to get away from the gunfire. The suspects jumped into a car and fled but an alert shopper inside the Grocery Store was watching. He got key lookout information. Saw what was going on saw them run off, was able to get a car description and call that in and i tell you everybody worked together, the teamwork was just incredible on this. Reporter about seven miles away on the Fairfax County parkway, this is where the incident ended. A Fairfax County officer spotted the red taurus in the lookout and pulled it over. Police found one of the suspects had been shot multiple times. The clothes on the ground here mark where he lay before he was airlifted to the hospital in critical condition. Only our news4 camera was there when the other suspect was taken into custody. Back at the Shopping Center investigators combed the parking lot for evidence. The dunbar employee who came to help pick up the armored truck was relieved to know his colleagues were unhurt. They stayed true to their training and everything so thats a good thing. Reporter now, crime scene tape came down here just within the last hour. I can tell you that the suspects that we have that video of being taken into custody, he is now at the Loudoun County Adult Detention Center. The other suspect in extremely grave condition tonight. Its been one month now since a virginia woman died in a smokefilled tunnel outside the Lenphant Plaza station. And now were getting an upclose look at the damaged piece of track. Metro board member tom downs said the fans were working during the episode. Now the ntsb says those fans were not doing what they were supposed to do. When we approached downs off camera today he clarified telling us the fans were working, they just werent working properly. Not long ago we got our first up close look at the damaged piece ostrack that day, the ntsb showing us the cables and thrill that melted down causing so much smoke. Tonight, though there is still disagreement over the status of a key town under rebel siege and whether rebel groups will be given autonomy. The school board there will decide whether to move the sixth grade out of two Elementary Schools and into middle schools instead. Studies have shown sixthgraders perform better when in a middle school settling. The shift would only affect about 200 students but eventually the board wants to move every middle school in the county to a six through eight model. Coming up a womans frightening drive under the beltway leads to a massive safety review. What inspectors are looking for. Our fist picture of a woman who died at the Fairfax County jail. Jackie bensen is gathering new details. Theres a massive fire that destroyed a mans house today and damaged two others nearby. It broke out along 37th street in mt. Rainier just a couple of blocks off route 1 in prince georges county. Took firefighters more than an hour to put that flame out. Were told the man who lives there was not at home at the time and there is no word yet on what started that fire. Tonight investigators are ramping up efforts to track down a killer in a stabbing at an upscale d. C. Hotel. But unlike most murder cases, police have a pretty significant clue this time. Reporter doreen police say theyre giving a number of tips and leads but so far no arrests in this Bizarre Hotel murder case. A case that sources say may have begun as a robbery. The fire is out. The reward has been posted. The person of interest security video is out there. The hunt for the killer of David Messersmith is getting into high gear. According to a missing persons report filed with police David Messersmiths wife said she last saw her husband at their capitol hill condo on sunday february 8th at 9 30 a. M. According to that report his wife called police and reported him missing at 1 50 a. M. Tuesday morning, about 10 hours before he was found stabbed to death in a fourthfloor room at the Donovan Hotel. So far the biggest clue in the case video of this socalled person of interest. It shows the individual entering the hotel about 7 45 monday night. Its unclear as to whether or not this subject is a man or a woman. The person hits the elevator button then decides to climb the stairs. At one point on the staircase, you can clearly see the face. After that, the face is obscured. Sources say police are looking into the possibility that somehow David Messersmith was set up. He live on capitol hill so why was he in a room at the Donovan Hotel . The director of the fbi is trying to start a conversation about what he calls the hard truth ss our nation must confront in order to improve Race Relations with the public and the police. James comey spoke to a group at Georgetown University today saying one of the biggest hurdle miss officers face is cynicism. Police officers on patrol in our nations cities often work in environments where a hugely disproportionate percentage of street crime is committed by young men of color. Something happens to people of good will working in that environment. After years of police work officers often cant help but be influenced by the cynicism they feel. Already down to 25 in hegenberger, 27 in martinsburg, 28 in winchester the windchill is a big factor. Current windchill is down to 9 in hegenberger, 15 in martinsburg, only 14 in gaithersburg and 24 in the d. C. Metro area. We have that cool air dramatically. The windchill advisory in effect from 7 00 tonight until 10 00 a. M. Tomorrow morning. Its e in effect when we have temperatures below 5, below zero. Montgomery county Howard County everybody to the west including western Loudoun County. Even d. C. Fredericksburg, waldorf, not in the advisory. Still seeing windchills close to zero maybe around 5 degrees. Still a very cold windchill but bang to along i 81 and out 270 those are the areas of biggest concern tonight. The wind intensity on the high side but right now were not talking about downed branches or poles. I think limbs will be down. Garbage flying around those garbage trucks or cans could be flying around a little bit with those winds gusting upwards of 50 Miles Per Hour a wind advisory in effect for most of the state of maryland and parts of the shenandoah valley. There goes our storm system. Thats the front that came through. That front, an arctic front bringing with it some snow showers. We saw those during the day today, even some accumulating snow at least on the grassy surfaces down toward the south. Look what were doing overnight. Feelslike temperatures very close to what this is showing. Watch what happens by 11 00. Were at 4 in d. C. 1 below in gaithersburg 5 below in hegenberger, 8 below back towards cumberland and tomorrow morning even colder 7 00 a. M. , 3 below in the district. You see what were dealing with here. Extremely cold air early tomorrow morning. Make sure you take precautions. Remember those pets. Remember the elderly. Make sure everybodys able to weather this cold snap. The impact forecast tomorrow will be moderate to high. We dont go this high very often. But moderate to high because of that brutal cold especially early in the day. Now, as i mentioned, it does get colder and that would be during the day on sunday. First snow on saturday. I think well see some snow on saturday with a high of 42 degrees. That snow may be accumulating upwards of an inch in some locations. Thats about it. The bigger story a high of 21 on sunday. Most of you will stay in the teens for high temperatures. New tonight, new developments in the death of a Fairfax County inmate and questions about whether there was anything criminal concerning her treatment in the county jail before she died. A bill is prointroduced in annapolis today in memory of a 21monthold girl who was allegedly killed by her father just weeks after her parents regained custody. Anayahs law tonight on news4. That word came today after a chunk of concrete fell onto a womans car yesterday in morningside, maryland. That bridge was considered to be structurally deficient. Prince georges county county bureau chief Tracee Wilkins joins us live from suitland with details on those inspections. Tracie . Reporter you can take a look over my shoulder here and even though its gotten dark you still can see those chunks missing from that bridge. Even still, state officials called the state yesterday. Now theyre saying lets inspect bridges like this one across the state. It was tuesday afternoon when katherine dean says she was driving down suitland road headed towards air force base when chunks on concrete fell from beneath the overpass onto her vehicle. She said she was covered in glass after the debris fell. Her windshield and vehicle were damaged. Yesterday some minor repairs were made to the bridge but state Officials Say no immediate plans were in place for major work to be done. The bridge is on the states list of 82 bridges considered deficient. Yesterday state officials said it was still safe to drive on and underneath but now they changed their tune about that and there was no comment on what happened to the woman yesterday, but today the director released this statement, saying in part i want to extend my sincere apologies to the driver involved in tuesdays incident. Im grateful she was not injured. Katherine told us yesterday she wants other drivers to feel safe. I wish this would be the force to stop it. I wish this would be the force to help. A tampa bay couple who fought to marry in alabama has now received a marriage license tonight. Alabamas gay marriage ban was overturned last month, youll recall but the states chief justice said judges in certain counties didnt have to grant licenses. This couple fought that ruling and today another judge said Mobile County had to grant the license. The Supreme Court also refused to stop gay marriages in the state in a rulingmonday. Maryland governor larry hogan is proposing a bill that would eliminate state income taxes for veterans who receive military pensions. He detailed the plan today during a gathering at the American Legion post in greenville. The governor says the tax relief would be phased in over four years. Touched my family in a lot of was because it will give us more money to do some of the things that are important to us as far as paying other bills and taking care of other responsibilities, college tuition, and things of that nature. Lit cost about 50 million for the Tax Exemption on military pensions. Governor is also pushing for tax relief for retired Police Officers firefighters and emergency personnel. A Convenience Store in the district has been shut down for selling illegal synthetic drugs. Its the mobile station on bladesens bladesensburg road in north d. C. The city revoked the business license there. This is the first time district has ordered a business closed under new synthetic drug regulations. The department of consumer and Regulatory Affairs says it is building cases against other businesses. They could be shut down as well. Protecting abused children in maryland. A bill was introduced in annapolis today named after a frederick toddler who police say died at the hands of her father. News4 news4s Kristin Wright explains the push behind anayahs law. Were seeing Anayah Williams for the first time. The girl from frederick died last year. Her parents are accused. Frankie williams is charged with child abuse and murder. Stephanie williams abuse. Soon after anayah was born she was removed from her parents home and placed in foster care. A year and a half later, she was returned to her parents and was dead in three weeks. Because the parents had gone through all the steps that were required by maryland law, anayah was placed back with her biological parents. Reporter delegate kathy s. Valley and other lawmakers introduced anayahs law with a group of foster parents called anayahs advocates. Reunification is not always in the best interests of these children. It has to be case by case. Reporter the bill would add protections and give local departments of social services more power to stop reunification. It would also eliminate a current stipulation that abuse must be chronic for the state to maintain custody. The williams petitioned the court. After a series of hearings an investigation by the state, and home visits a judge awarded full custody again. Marylands department of hugen resources supports anayahs law and testified at the hearing in annapolis. She was, you know, thriving in her foster home. She became a member of their family. News4s Jackie Bensens in our newsroom with new developments. 37yearold Natasha Mckenna had been unconscious and on life support since january 23rd when depp sis used a taser to subdue her after that she had a m at Inova Fairfax hospital but its just today that we see her face for the first time. Mckenna had suffered from mental illness, schizophrenia for many years. She was arrested january 15th when she became disruptive according to a witness as she was trying to return a rental car to the hertz carenal on south ticket street in alexandria. Police accounts say she was combative, fighting and punching officers and they decided to send her to a Psychiatric Hospital unit in alexandria. On january 26th mckenna then at inova mt. Vernon was arrested by Fairfax County police and served with the outstanding felony warrant from alexandria. She remained in the Fairfax County Adult Detention Center until a team of officers performed what is called a cell extraction because she refused to come out of her isolation cell. That is when the taser was used multiple times, according to sources. And insists Natasha Mckenna stopped breathing. This woman should have never been take on the jail. We should have a system in virginia where somebody like that whos clearly mentally ill is diverted into treatment. And fairfax officials have stubbornly refused to do that. To want at 11 00, you will hear a description of Natasha Mckennas injuries which caused one Health Professional to break down in tears according to sources. Well also have an update on the Police Investigation and exactly when it began. In the newsroom, the Jackie Bensen news4. Some breaking news right now about a d. C. Rabbi charged with filming women in a ritual bath. News4 has just confirmed that Law Enforcement has counted 152 women on video taken from rabbi berry friend dells computer. That came from the synagogue in georgetown. News4 can confirm prosecutors are considering additional charges to reflect the seriousness of the alleged conduct by the rabbi. Well have more on all this tonight on news4 at 11 00. A new exhibit opened today at the National Postal museum near union station. It traces the africanamerican influence on stamps from the civil war to civil rights. Local broadcaster askia mohamed, a passionate stamp collector, talked with tom sherwood about that exhibit. What so proudly we reporter First National anthem. Then the unveiling of a stamp honoring africanamerican architect Robert Robinson taylor. 69yearold radio host mohamed was working the story for his wpfw radio show and washington informer newspaper. He listened to obama Senior Adviser valerie jarrett, related to the stamp honoree, but another reason brought him here. Hes collected stamps for 50 years. We are fi lat lists. Reporter he says his grandmother long ago set him right. She tasked me to put stamps on her christmas cards. I wasnt paying a piany attention. I put them all upside down. She scolded me and said this is really important. Reporter the stamp unveiling opened a yearlong exhibit of stamps tied to africanamerican history since the civil war. An envelope advertising slave sales, stamps recording slave purchases, ku klux klan memorabilia, klan symbols canceling stamp pshgs civil rights era, and 38 stamps honoring africanamericans. Lets recap. How bad is it going to be . About as bad as all winter long. And back to last winter windchills below zero. We see that overnight into tomorrow. Right now, 27 in gaithersburg 30 in leesburg 29 in reston. But those winds are bringing those windchills down and that windchill advisory in effect until 10 00 tomorrow morning including everybody from Montgomery County and Howard County in maryland everybody off to the west including shenandoah valley. These windchills could be around 10 below zero as we make our way through the overnight hours. Then we have the wind. Winds have gusted 30 35 Miles Per Hour but they could increase up to 50 Miles Per Hour, and the National Weather service has just issued a wind advisory for most of the state of maryland including the District Of Columbia and Arlington County then back toward the west in through the mountains including the shenandoah valley. So gusts upwards of 50 miles an hour through about 1 00 in the morning. Youll hear it howling through those trees making your way through the overnight hours. Did i mention the windchill . 8 00 tonight, the windchill is 8. We drop down to around zero by 2 00 a. M. And go below zero. Thats at the airport. 2 below by 6 00 a. M. You know youre waking up to extremely cold temperatures. Nothing on the radar. Its all clear. It will stay that way for the next 24 hours. Then on saturday well start to see things change. It will be on the cold side. Our next storm system moves in on saturday bringing even colder air. But before it does that it will bring us a chance of snow. Here we are at 3 00 notice the cloud cover, the cold air, then snow comes on in. I do think we could see some collating snowfall maybe a half an inch maybe an inch. Not a big snow event.
