Accusations of theft and intimidation are brewing inside a local agency. It involves beer. County officials are already making changes because of what the news4 iteam found out, tisha has as a results of the six months investigation. This county is one of the few in our area that controls the buying and selling of alcohol and makes big money generating 30 million in profit more than any other county agency. Tonight, when we showed the county what we uncovered, changes are already under way in this beer business. If you bought a drink, sold a drunk or downed a drink in Montgomery County it likely had to go through this building first. The department of liquor control the wholesaler for all alcoholic beverages in the county taking order from almost 1,000 restaurants, bars and stores. Multiple sources tells the news4 iteam some employees are stealing the cases of beer and selling them on the black market. He might hurt me. Reporter this storeowner says hes scared to show his face after a county delivery man tried to sell him beer under the table by telling him i have 10 extra case of beer and you want to buy cheap price. Reporter he said the delivery man wanted cash for those extra cases on his truck. My answer was no no no. Reporter another storeowner said the delivery man offered him extra cases in exchange for cigarettes. Its been going on for years. Reporter and they talked to the liquor control. Immigrants are vulnerable. Maybe they should say no and feel intimidated and maybe feel like they should go along with it. Reporter our sources tell us it goes down in one of two ways. Instead of delivering the complete order they keep a couple boxes on the truck and tell the storeowner they were short. These boxes will get delivered to another store further down the road for half price in cash. Or this time the storeowner is in on it, paying the delivery crew cash for some of the cases. In either scenario, the delivery crew is filling out one of these county credit form claiming the cases were short on trucks. This could be a way they could be hiding stuff. Its always good when they say it wasnt on the truck and it was. Reporter George Griffin is the director of liquor control. He says incomplete deliveries or shorts are an unavoidable part of the business and regular counts or audits should flag any missing inventory. We should be able to account for virtually every case in the system one way or another. Reporter our insider tells us the county delivers so many cases and makes so much money its easy to hide the theft. Even though they know how much money they credited back to the stores, no one is checking why and checking the individual pieces of paper to see which delivery crews or stores had the most shorts. Except the news4 iteam. We spent nearly two weeks going page by page going through six months worth of credit forms. We found two thirds of busines were shorted some more than once a week and each one gets their beer through the same three delivery crews we found had as many as three times the shorts compared to other trucks. Theres no way continuously the same trucks should have the problems all the time without something happening to them. It is surprising some of the patterns. Reporter you think there may be a problem . Well, sure. Reporter but griffin says any potential thefts are small compared to the volume of beer sales in the county, almost 5 million cases a year. You never make so much money you dont have problems. Reporter griffin says he made changes as soon as we showed them. All shorts must be called in to the supervisor on the route and the county will be watching specific delivery crews for red flags. Reporter is this acceptable for what weve found or cause for concern . No. Absolutely cause for concern. Im glad you brought it out. Were told the county is investigating at least three deliverymen as a result of our investigation and another driver has quit. The county says it will move to a new electronic scanning system next year it hopes will alleviate potential theft. Coming up at 11 00, something our cameras caught during our investigation we did not expect and why it has two county deliverymen off the road and under investigation. You would think with all the comput computerized inventory control systems Grocery Stores have like u. P. S. And the Grocery Stores dont you use scanners . They said, no, we use a paperbased system and tracking broken bottles and returned inveory. All that gets clumped together into one big total amount thats the credit. They dont know whi one was actually for the shorts and thats why they say the scheme might work and cover up a potential theft. If we take a couple minutes, you cant tell us about that now .
