An 18yearold woman died and two dozen people were hurt when a wrongway driver slammed into a crowd of pedestrians on the sidewalk. These are live pictures from the scene. Police are telling us that Richard Rojas rammed into the lunch hour crowd just before noon. Investigators say he made a uturn and started speeding down the sidewalk for several blocks before crashing into a traffic pole. Right now, Officials Say they do not think this wreck is terrorrelated. According to Law Enforcement sources, rojas appeared to be under the influence of drugs or challenge and he has two prior dwi arrests on his record. In 2008, he was arrested in queens for drinking and driving and also in 2015, he was arrested in manhattan for drinking and as of now, four people are in Critical Condition in the hospital. A little boy hit and killed by a car as he tried to cross the street following his birthday party. Xavier lucky had been at a family cookout for his sixth birthday yesterday, it happened near a park on livingston road in southeast, d. C. Cri chris gordon has the story. Reporter today i spoke with a relative, this is so sad. The family brought 6yearold xavier lucky here to this playground and park yesterday to celebrate his birthday, but it ended in tragedy as he was struck by a car crossing livingston road. Today we found party hats on th ground by a picnic table where the family came yesterday for a cookout. It was a party to celebrate xavier luckys 6th birthday. He was such a good boy. He was so full of life. He was always excited, full of joy. He was a happy little boy. Its just such a tragedy that it happened on his birthday. Reporter it started out as an evening of fun, with a party on this playground and dinner in the park. Its unclear how or why he decided to cross livingston road just after 7 30 p. M. He was hit by a car which continued on for a distance. The driver then pulled over and called 911. He had to lose his life because somebody was careless behind the wheel. All i can do for his mama was just hold her. Reporter parents who live here along livingston road in southeast are concerned for the people speed through here all day every day. The cops dont stop them. Theres no speed bumps over here. Reporter as you just heard, investigators are still trying to figure out how little xavier was crossing this road alone. Within the past half hour, we gained some insight. I spoke with an eyewitness who saw the accident happen right here. Theres the 30inch main. Thats the size of the pipe that burst yesterday. Crews are cutting the sides of the pipe to fit into these big fittings here. Once they get them put into these fittings, the crews will drop them back down into the trench where that sink hole that we saw yesterday occurred. Lets take a look at what it looked like yesterday afternoon when this water main broke, and water, thousands of gallons of water came rushing down the street, buckling the road, buckling the sidewalks, and trapping some cars. That water flowed for more than an hour downhill to canal road, closing canal road for a time. People at the pentagon were out of water because of this. Neighbors, businesses, and even schools in this area were also out of water yesterday. But the good news, water was quickly restored yesterday afternoon, and people do have their water happen from here. Once these crews get the new water main back in place, the road crews will put krafl down and then theyll place a steel plate over this hole. They hope to have that done by tomorrow morning in time for rush hour. Then the final roadwork would be done over the weekend or during nonrush hour. So the reaction was swift and sharp on social media and its still something that people are talking about today. Its because shes dragged now into a clear hot button issue that many people are talking about. People are saying, heres a situation where President Trump is considering repeal and replace of obamacare, and that has, of course, remains a very unpopular decision, at least from the folks that i was talking to.
