It was back in 2013 officer sean hickman was on routine patrol riding his motor scooter. Kevin burno was behind the wheel of a lexus and according to prosecutors and a jury, burno intentionally ran his car into hickman throwing him 15 feet into the air. Many will recall the story because there was no ambulance available to take hickman to the hospital. More than two years later, hickman has undergone more than 20 surgeries for complications related to that incident. He walks with a limp, hell never return to full duty. He told the judge today he doesnt know if one day hell lose his job or even his leg. Officer approached him with one hand on his gun and the other holding pepper spray and thats according to goolsby and his lawyer. He said he ran because he feared for his life and he said what happened before his client was tackled and handcuffed by d. C. Police in the Eastern Market area. He said that goolsby and a friend were at an atm and on their way when they spotted a couple with a stroller and thats where everything started to go downhill. President obama Just Announced between 5,000 and 6,000 american troops will remain in afghanistan through the end of next year. Good evening, chris. President obama made this decision to avoid the same mistake made in iraq. They say when u. S. Troops pulled out that country slipped into chaos. President obama announced more troops are needed to stay longer in afghanistan to keep that country secure, even though the combat mission is over by stabilizing afghanistan, the president says americans will be safer. I believe this mission is vital to our National Security interests in preventing terrorist attacks against our citizens and our nation. Reporter the president reassessed his plan to draw down the number of troops by the end of 2016 because of recent taliban advances. This abrupt turnaround keeps our presence at 9800 troops through next year and then drops to 5500 in 2017. This modest, but meaningful extension of our presence can make a real difference. Its the right thing to do. Reporter he adds the Mission Remains the same, advise and train with counterterrorism operations. The Afghan Security forces at some point are going to have to step up and take the lead. Reporter still, retired army colonel jack jacobs warns, stability could be a balancing act that requires more than the president announced. In the end it will take a lot more than 9800 american troops, many of whom support troops that train the afghans and chase after the bad guys. Out west Actor John Stamos will be arraigned in a California Court tomorrow. Today he was charged with driving under the influence. It stems from an arrest back in june. The well known realtors death in december 2003 took place more than a decade before the other two victims were killed. Severance is charged with shooting each as they answered their front door. Worried, the men went looking and chris said when he drove by his house and saw the garage door open and his moms car inside he knew something was wrong. Said chris, i walked through the itch kitchen and then found my mother in the hallway. I ran over and there was blood on her face. Chris call 911. Both he and later his dad frantically seeking help, listening to that 911 call brought some in the courtroom to tears, but the two men told the dispatcher ahead at 5 00. They just put that out today. The National Oceanic and Atmospheric Administration released its winder forecast today and it is a very strong el nino happening in the pacific. Nbcs Chris Clackum has more on that. Federal forecasters are giving the droughtstricken western u. S. Reason to be cautiously optimistic. Noaa is predicting aboveaverage precipitation for the entire Southern Tier of the country to include driedout Southern California. Any snowfall and rainfall will be beneficial to california. They point to the el nino weather pattern thats creating a warmer than normal pacific ocean, an el nino that could be the strongest on the record, but say even that is unlikely to erase years of drought. Its going to take several years, in fact, most likely for the drought to be completely erased in california and the west. And expressed concern that drenching rains could be too much, too quick of a good thing for an area prone to mudslides and where hills are bare from raging wildfires. Any heavy rainfall that might occur this winter in Southern California and other parts of the west could increase the likely head of threatening and damaging mud slides and flash flooding. Also predicting the wetter cooler winter in the northeast and along the east coast is southern new england. While it will be warmer than usual around the rockies and Northern Tier states, all of which adds up to a far from normal winter for the entire country. Chris clackum, nbc news. Noaa does think that we will have slightly warmer conditions here for the winter and slightly wetter conditions, too. Police say Araceli Alvarez ran over her husband in august on washington boulevard. The two had been arguing when alvarez mendozas husband tried to get away from her and right now shes being held without bond. John stamos is charged with driving under the influence. It stems from his arrest in june captured by tmz after police saw him driving erratically in beverly hills. Stamos later checked into rehab and hes facing up to six months in jail if convicted. He stars in the sitcom grant fathered and hes best known for the 80s show full house. Hes a good inmate and because of that, Oscar Pistorius will be placed under house arrest. A parole board approved the transfer this morning and it is scheduled to happen on tuesday. The olympic runner has served one year of his fiveyear sentence for manslaughter for the shooting death of his girlfriend reeva steenkamp. An attorney for steenkamps parents say the parole boards decision isnt going to change anything in their lives so it makes no difference to them. Right now basketball champion and reality star lamar odom remains in Critical Condition at a vegas hospital. Odom hasnt improved since being found unconscious two days ago at a brothel.
