Ed gillespie is senator warners republican challenger. Northern virginia reporter is at his headquarters. Whats the mood over there . Reporter as you can imagine, a lot of happy people here. The most narrow of polls going into the race didnt even have it this close. The fact that its neck and neck, a lot of smiles. Think ten months to january. Thats when ed gillespie launched his campaign. He september an email blast out followed by a twoet. They admitted it was name recognition. They had to get out in front of the question, who is ed gillespie. Tonight that question has been answered, and its making waves across the nation. Now we did catch up with senator mark obenshain. You recall that he ran last year. Hes not surprise the by whats happening tonight. Ed gillespies done a great job of running on the issues. And people in virginia have reacted to that. Reporter with each projection that comes across the screen behind me, this crowd gets very quiet, and then will cheer loudly if the republican is projected to win. But the race that theyre all waiting for. The one that theyre holding their breath for is still too close to call for senator right here in virginia. It could lead to a recount as joey just noted. We are going to explain the rules for that. Election might be too close to call, but the losing candidate, whether it be ed gillespie or mark warner will be el general to ask for a recount. If the margin is less than 1 , the losing candidate can request a recount. About 2 million votes cast. The difference now is a few,000, well beneath the one percent margin. And if its close enough, if its less than one half of one percent, the margin between gillespie and warner, local taxpayers have to foot the bill for the recount. Im scott mcfarland. Thank you, scott. Critical senate races around the country are close to shifting the balance of power in congress. At the beginning of the night, republicans needed to pick up just six seats to take control of the upper house. The republicans have now netted five of the six seats that they needed to take control. And here is how its all stacking up. Republicans now have 48 seats. Thats thanks to wins in west virginia, arkansas, montana, south dakota, and most recently, big wins in colorado and georgia. And most of those seats were held by democrats. Democrats hold 40 seats. But the problem for the dems is they didnt take any seats from republicans. Instead, incumbents have been reelected. There are still two independents who caucus with the democrats in the senate. And there are still ten undecided seats left open. But with republicans needing just one more seat and georgia now firmly in the gops hands, Senate Control is not far off. It will be the First Time Since 2006 that republicans have had control of both houses. Back to you. Maryland is electing a new governor tonight. We talked for several weeks now about larry hogan, the republican candidate, and his momentum late in the race. We want to go live to both campaigns, but lets start with Chris Lawrence in annapolis. Are they sell baiting over there yet . Reporter they are celebrating, doreen, perhaps a little prematurely, but every time someone gets on the podium and announces a new round of numbers, the cheers are getting louder and louder. What sounded out as hopeful is now sounding with a little bit of confidence. The latest numbers put larry hogan up by nearly 90,000 votes total. And when you drill down on some of those numbers. When you look at Frederick County where he is winning, they point to that as a real sign of success. Now the only republican to win, to become governor of maryland in the last 50 years was bob ear early. I spoke to him a few hours ago to get his take as he was watching some of these numbers come in. He said the key is going to be in montgomery county. He knows that no republican is going to win montgomery county, but he said larry hogan has to get close to 40 . He was down near in the low 30s. That has inched up now to 35. So hes getting closer to there. He also looked at p. G. Again, the republican is going to get destroyed in pea ge but he said he to get to 20 . He had been at 12. That number going up as well. So over all, people here very, very hopeful that they will do something thats only been done once in the last 50 years. Jim, dorine . Thanks. Right now, Lieutenant Governor Anthony Brown is watching this race. He is neck and neck receiight n with larry brown. Chris gordon is at the watch party. Reporter good evening. An aide to Anthony Brown told me moments ago they are hoping to pull out a victory in prince georges and montgomery counties, saying only half the precincts have been counted in those two counties. But as you look around the university of maryland here you see no sign of celebration or defeat. People are waiting for some direction, and they have not gotten it. You can see that the Brown Campaign is trying to put a positive spin on it. Just moments ago i spoke to u. S. Senator benjamin car than. We will set new priorities for our state, continue to build on the excellent education. The jobs that weve been bringing to maryland. Reporter right now we dont know whether that new governor will be brown or hogan. No Lieutenant Governor in maryland has ever been elected governor. Thats from the watch party at the university of maryland, back to you. Now to the race for d. C. s next mayor, and there is some breaking news here. Independent candidate David Catania has just conceded the race to Muriel Bowser. Lets go live to the historic theater where supporters are already celebrating. Reporter theyre just starting to. Theyre waiting for bowser to make an appearance because the concession was just made moments ago. Slow counting. We only have 30 of the vote in. The Bowser Campaign privately has been saying that they would win by 15 to 20 . And thats what theyre doing tonight. Theyre ahead 54 to 34 . And the independent couldnt overcome her organizational and fundraising abilities to be so far ahead tonight. Shes not here yet, we talked to the Campaign Manager for Muriel Bowser. Heres what he told us moments ago. Has it played out the way you expected . A disciplined campaign . I think it has. The Council Member put together a plan early on that relied on a grassroots contact strategy across all the wards, talking to every single voter that we could talk to in every neighborhood that we could go to, which i think at this point is all of them. And i think that its going to show or has stronger dividends than we expected. Reporter bowser has won five of the eight wards so far tonight. That will probably hold up with carol schwartz, the third strong candidate the in the race. Now here at e Bowser Campaign were waiting for her to make her victory appearance. In downtown washington, tom sherwood, news 4. Well get back to you when that happens. In the meantime, we understand that David Catania is still at the micro phone. Reporter you can still see him over my shoulder, just congratulated his opponent Muriel Bowser. He said he wishes her well. He knew it would be a tough road to run against her and run for mayor, but hes thanking his supporters. You can see him on stage right now. He is flanked by the former Council Member from ward six. Sharon aim broes. And the former head of the d. C. Chamber of commerce. And heres what he said to his supporters just a moment ago. This campaign did not end the way we had hoped. And so i want to begin by saying to ms. Bowser, congratulations on a wellrun race. Reporter so now he continues thanking his supporters. Hes in very high spirits, about 200 people in this art museum. Hes thanking then. Hes poking a little fun at some of his council candidates. But once again, hes conceding defeat to Muriel Bowser. And you hear the crowd going wild here for David Catania. Reporter a lot of people homing to celebrate this one in the distribute tonight. It has polled with overwhelming support in recent months. You can see from the numbers right now, 69 support. It looks like the measure will pass. Supporters of the Cannabis Campaign were already celebrating tonight on 11th street in columbia heights. This is what it means if the measure passes. Anyone over 21 years old will be allowed to have 2 ounces of marijuana and can grow up to six plants in their home. But there is a catch. The law does not allow for commercial activity. So you cant sell marijuana. But if you grow it, you are allowed to give someone up to one ounce of pot. If this initiative passes, it will undergo a 60 day congressional review period before it becomes law. Congress can block it, but only with approval from the house, senate and white house. Well be watching this and let you know as soon as its called. Thank you, jim. Republicans are holding onto the seat in virginias tenth congressional district. Barbara comstock declared victory over john foust. That seat is the one being left vacant by republican frank wolf who is retiring after 34 years in congress. We begin with kristin wroiiegts with the comstock campaign. Reporter many thought it would be a close race, but it really wasnt. Joining me is delegate comstock. Thank you for joining me and congratulations. Thank you, thank you. Reporter what do you think won this race handily . I cant thank my team and staff enough. We go out, talk to everybody, be on the ground, have a really grassroots effort and focus on their priorities. What i said is i try to listen to people, learn from them and lead based on their priorities. And also my staff, theyre very grassroots oriented. And i think we focus on the economy, turning the economy m resonated, and the very serious place we find ourselves in the world on the international stage, people from leon panetta who served in the Obama Administration and across the board are very concerned with our Foreign Affairs and whats going on. So i think people wanted to have a change, and i think youre seeing that all across the country tonight. Reporter thank you so much and again, congratulations. And Barbara Comstock becomes the first woman to serve the 10th district of virginia. Thank you, kristin. Meantime, foust has conceded that race. Reporter the main ballroom here at the dulles marriott was crowded with people watching the results not just from the 10th congressional race but throughout the state and country. But it was just after 9 00 when john foust came downstairs. He took the podium, addressed the crowd and conceded the race to republican Barbara Comstock. Youll remember, this was a race that was categorized by a very robust tv and radio commercial campaign. He talked a little bit about that and thanked all of his supporters. If i measure in terms of votes i come out short. But if i measure it in terms of new friends made, and im sure lifelong friendships we have been able to create over the past year, this has been an amazi amazing, amazing year, and im really, really glad that we made the run. So thank you all very much. Reporter despite the extensive kpap of tv and radio commercials, in the end, it was about the issues that both comstock and foust say. To the latest now on what weve heard directly from our viewers throughout the day and tonight. Reports of problems at the polls. Tisha thompson has been tracking all that. There were two main problems we heard about throughout the day, starting with virginias voter i. D. Law. Voters in virginia say they were asked to present a drivers license or an i. D. With their home address on it after they had already presented passports, employee i. D. S or student i. D. Cards. Election Officials Say that shouldnt have happened. The ishlts d. S should have been enough. 763 voters were issued provisional ballots, because they didnt have what was considered an accepted ishlts d. We also received a flurry of complaints about vote flipping. This video was shot in virginia beach. When he tried to vote for the republican candidate in virginias second congressional race. He said the machine kept changing his vote, but he was eventually a lually able to vot candidate. They took 32 machines out of service because they had calibration issues. We also heard about vote flipping in maryland, but they say it was due to voter error. They did take out about 15 machines. Out of 18,000 machines, the magnitude of the issue was very small. Were just hearing that the Associated Press has called that d. C. Mayors race for Muriel Bowser. Were expecting to hear from her any minute now. But in the meantime, doug the only guy not involved in politics tonight. My side of the room is very, very calm across the area. It helped voter turnout today. Temperatures today were on the nice side. 70s to upper 60s, the weather could not have been better, 61 degrees, winds out of the south about 9 Miles Per Hour under cloudy skies. Were going to continue to see the clouds which means the temperatures will stay way up. At 11 00, 61 in gaithersburg. 66 in winchester and 64 down forwards fredericksburg. These close to our average highs for the time of year. Storm team radar showing things all clear right now. Were going to continue to see clear skies as far as the radar is concerned. But look at all of the cloud cover. Thats the blanket that will keep it very warm tonight. The rain back towards the west. But this rain, as its moving in will quickly die. And were looking for this system to give us more rain. So your future weather on wednesday, heres wednesday afternoon. 4 00, nice and mild. Plenty of cloud cover during the day. But im not expecting any rain. The best chances for sprinkles toward the blue ridge. Then look what happens early on thursday morning. This will happen wednesday night into thursday morning. The potential for reain, maybe heavy rain. Right around 6 00, 7 00. Rush hour could be a problem there. Thursday at 11 00, before the noon hour, the rain moves to the south and east and is out of here by 1 00, 2 00 for the most part. Then we turn rather breezy. Most of thursday afternoon may end up on a nicer note as temperatures again to rebound just a little bit. And all they wore to the District Of Columbia, and all they wore as you cast your ballots to ensure a clear message that to the we will ensure that all washingtonians, whether youve been here four five generations like us bowsers or youve been here like five minutes, like so many people who are making d. C. Strong, i dont have the words tonight, nor could i say thank you enough to express my appreciation. So thank you, again, to the residents of the District Of Columbia. Muriel bowser, the next mayor of the District Of Columbia who tonight beat her council colleague, David Catania in what was a little bit closer race than normal. The person who wins the primary usually walks right into the next office. Also, though, not quite the same in maryland. The governors race there has been really, really unexpected in terms of its results. Larry hogan, the republican candidate got into this race only about ten months ago, certainly less than a year ago, is winning with 75 of the vote in now. Larry hogan has 53 of the votes that have been cast so far over the democrat, his democratic opponent, Anthony Brown, the current Lieutenant Governor. That was not expected. And in virginia were watching Election Results that nobody was predicting ahead of time. Incumbent senator mark warner is tied or just barely ahead of his republican challenger, ed gillespie, with 98 of the votes insofar. Lets go live to julie carey. Shes been at headquarters all night. Whats their sense of whats going on, julie . Reporter well, boy, there have been a lot of emotions. It has been a handwringing type of night for mark warner supporters. They are still hanging in here. No word yet from when we might hear from the incumbent senator, but nobody expected a political scare like this one. Long, one of virginias most popular politicians thought this might be a close race. Polls indicated that in recent days. But for the first few hours after the returns came in, mark warner was trailing. Finally, at 10 30, the folks in this room had something to cheer. Mark warner took a slight lead that at this hour has grown to about 19,000 votes. Whats made the difference tonight for the democratic senator, Fairfax County. They came in big for mark warner. He won in Fairfax County by some 53,000 votes, also won in Prince William county. Those two voting blocks very crucial to statewide victory. The two men are running neck and neck in louden county. Were hearing the word recount being uttered. But as the gap has widened, one long time analyst has said that he thinks that mark warner is able to maintain a lead of 10,000 votes or more, there may not be a challenge or a request for a recount by ed gillespie, but that is something well continue to watch. Reporter for a lot of folks watching at home, they may be surprised. But for many of the people im talking to in this auditorium here in springfield, theyre saying they expected this all along. These are very fervent supporters of ed gillespie. Theyre watching a lot of the republicans who are projected to win other races across the country and are watching on a screen here and are screaming and cheering. But the race theyre still waiting to be called, this Virginia Senate race is too close to call. But for some of the folks ive spoken with, regardless of the outcome, it says something about ed gillespie, it could Say Something about where he stands in virginia politics in years to come.
