Police say tatum killed himself. In the same park where they have been searching for relisha rudd for the last five days. Tonight rudds family still clinging to hope she is alive and with someone else. We begin our Team Coverage with Jackie Bensen and the latest on the investigation from the d. C. Police headquarters. Jackie . Reporter heres whats going on right now. Investigators are combing through evidence found at that scene this afternoon, hoping for something that will lead them to relisha rudd. These distinctive ttoos are what lead police to say they have found kahlil tatum. After days of fruitless searching in and around kenilworth Aquatic Gardens for signs of 8yearold rely, rudd, the intensity heightened this afternoon when the body of a man was found in a utility shed. This evening, d. C. Police chief cathy lanier confirmed the body is most likely that of the 51yearold man who is believed to have relisha in his custody. We have tentatively identified the person we found today of that of mr. Tatum. Everything that we have is consistent with what we know about his appearance. And it does still appear at this point that this was a suicide. Reporter Police Believe relishas mother gave the 8yearold over to tatums custody at the Family Center on january 26th. Tatum, who worked there as a janitor, posed as a doctor to excuse her lengthy absence from school. She wasnt reported missing for a month. The news frustrated those who know the little girl and hold on to the faint hope shell be found alive. I feel like he was a coward. Not only, that you didnt leave a note. Now youre again and we have questions. Reporter late this afternoon downstream from the Aquatic Gardens, bubbles on the surface of the murky Anacostia River show the slow pains take progress of divers searching the area inch by inch. Her family has heard from many of those former students in the past four weeks. I think the best way to honor my mother is to keep music alive in our own homes and hearts. An investigation by the news4 iteam has unearthed the deadly incident involving three federal employees on a taxpayerfunded trip to texas. The u. S. Department of Veterans Affairs is a major employer here in the d. C. Area, and as Scott Mcfarland found out, its now under scrutiny from congress for how it handles and disciplines its workers. Reporter june 2nd, 2010. Emergency, i need some help, big time. Reporter three federal government workers. Right now bigtime help. Reporter in a government truck in dallas for a conference. But only two would return home. I have a girl that got hit by the [ bleep ] street. She got hit by cars. Reporter 38yearold amy weed falls out of the truck and dies. Blood on the truck and the wheel well, her va buddy chad carney calls 911, slurring. Shes in the car somehow. She somehow pulled her in the car which they probably shouldnt have. But i think she i dont know. Its very messed up. Reporter the Police Report feels the three government workers hit the town that night. A credit card statement and receipts police obtained show about a dozen drinks purchased at a bar including vodka, jagger bombs. The man behind the wheel jed had a 0. 3 blood alcohol level, below the legal limit, but that he wasnt tested until about six hours after the deadly incident was reported, and 12 hours after they first arrived a tlt bar. Did you have something to drink . Yes, sir. I dont remember exactly how much, sir. Reporter police questioned him. I looked back there, and she was she wasnt there. She wasnt there. And so i said where is she . Reporter and they soon discover he is more than a federal worker. He is a Top Executive with the department of Veterans Affairs in mississippi. I had no idea that what she was doing. I didnt know if she fell out or jumped out. I mean i just i had no idea what was going on. Reporter Police Arrested both men, chad barney for public intoxication and fillingham on suspicion of intoxication manslaughter. Prosecutors would not file charges. Investigators found no evidence of foul play and that she fell out of the truck on her own accord. But records unearthed by the iteam found the men were operating the truck outside proper guidelines, including by driving it while intoxicated. But before the federal investigation was complete, federal records show in november 20, fillingham resigned from the va in mississippi. And those records dont officially specify why. They also show by march 2011 the va rehired him for a new management job in augusta, georgia, back on the taxpayers dime, again earning about 100,000 a year. Why this person hasnt been fired is just beyond me. Reporter darrin sellnick is an independent consultant on Veterans Issues and he reviewed the records g up by the iteam. For them to not only rehire him, but on a fast track that is really abnormal shows lack of judgment at a minimum. Reporter we asked the va why they rehired him. They declined to answer, citing employee privacy reasons. The va needs to quit being afraid of disciplining people and firing them. Reporter florida congressman jeff miller shares the house veteran ace fairs committee. They dont seem to want t hold anybody account about for doing somebody wrong. Reporter the House Committee in december ordered the va to turn over its internal documents on the jed fillingham case and to do so within ten days. The Committee Says it has yet to receive them. So we reached jed fillingham by phone. He refused an interview, though, saying only quote, thats on the va to answer those questions. Scott mcfarland, news4 iteam. And then well start to see things get a little unsettled again. A few clouds trying to make their way in ahead of the next storage system. Right now were still on the clear side. The big storm that came through over the weekend, and another big storm that is going to miss us almost completely here. It is going to bring us some cloud coffer during the day tomorrow. And thats why temperatures might be just a little bit cooler as well as our wind change. This evening, weve been on the mild side there go the clouds. See that little area of clouds . That moves through right on during the day. I think we see clearing. And by 4 00, 5 00, 6 00, i think were look at plenty sunshine and that will allow temperatures to get back into the low 60s. Then we watch our next frontal boundary. The storm system is way back here. But weve got a frontal boundary that is going to be draped right across our region. Cool air to the north. Mild air to the south. Wherever that boundary sets up, if its north of d. C. , were on the warm side. If its south of us, were on the cold side. Right now it looks like this is going to meander just to the north that keeps most of us on the warmer side of things. I think that will last through wednesday. Maybe thursday before we start to see things go bad. By thursday afternoon, that front might be down to our south. And it does look like well see a good chance of rain during the day on thursday. Should it be shortlived though. Were not talking about another washout. Tomorrow well see clouds and then some sun late inhe day. Still nice, though. Temperatures 59 to 65 degrees. Linds light and variable, about 5 to 10 miles per hour. Next couple days, up to 67 on wednesday with a good chance for a few showers. A better chance of showers if not rain on thursday.
