First tonight freezing rain in the forecast, and its coming just in time for your morning commute. Stafford county schools already have a twohour delay tomorrow. And Doug Kammerer is tracking the conditions from storm center 4. He is here to break down the timing of this thing. Doug . Yeah, its going to continue to move in overnight tonight. And as it does so, we are going to start to see that change over to freezing rain. We already have temperatures below freezing. Take a look. Well show you where this advisory includes. It includes just about the entire viewing area. The only exception towards st. Marys and Calvert County that is it. The Northern Neck not in there, but everybody else under a freezing rain advisory up to a tenth of an inch of freezing rain. And that will cause problems on those roadways. Especially the back roads. Were not really talking about the highways here. I think were talking about the secondary roads. And thats what you have to watch out for. Storm team 4 radar nothing around d. C. , but back to the west. We are seeing some snow making its way down. A lot of this not hitting the ground. Its going to take a while before we start to see this making its way. In we have a lot of moisture beginning to converge on the area. And with temperatures that are now below freezing in most areas, were at 30 in manassas. 30 in gaithersburg. 29 in baltimore and down towards camp springs. I think we will see areas of freezing rain early in the morning. Im going to break it down for you. Well go hour by hour in just a little bit. Parts of west virginia, theyre now under a state of emergency. Drinking water contaminated for more than 100,000 people after a leak at a Chemical Plant in charleston. Nine surrounding counties also affected. Residents cannot use their water for drinking, cooking, or bathing. And right now day care, schools, and restaurants are being told to shut down. Contact with that water can cause blistering, vomiting, and breathing problems. Officials have asked fema for help. D. C. Police chief kathy lanier is speaking out tonight about two scandals that have tarnished her departments reputation. One officer in jail, accused of pimping out teenaged girls. Police chief kathy lanier says she has zero tolerance for officer misconduct. This is disappointing. I feel like every other cop in uniform, every other cop in the department. Reporter kathy lanier speaks to a packed crowd in a d. C. Church, answering questions about the firestorm surrounding the departments seventh police district. Police arrested two officers last month. She says theyre isolated cases. I dont know right now that there is any calls for alarm, that there is widespread corruption and misconduct going on at the seventh district. Reporter officer washingtons body was recovered in the water at haynes point last month. Tonight the chief says it appears to be a suicide, even though the medical examiner hasnt released the autopsy report. Washington was arrested on child porn charges, accused of taking naked pictures of a teen girl while on duty. When i hear about someone that were supposed to have trust in our community violating that trust, it concerns me. Reporter Police Also Arrested 47yearold officer lynwood barnhill, following allegations he pimped teenaged girls. The chief says its a separate case. When police raided his apartment, they found two girls, including a 16yearold runaway along with marijuana. Lanier says both officers taint the entire department. We are looked at as this uniform in large part. So when one cop does something wrong, all of us suffer. That we should not overly generalize, because most of the cops are not pimps and pedophiles. Reporter and tonight chief lanner in says internal affairs is questioning other officers, but at this point of the investigation, no other officers are involved in either case. Live here in northwest d. C. , im shomari stone, news4. An email led to a mistrial on a high profile chase in prince georges county. Kavon neal was facing manslaughter charges in connection to the highspeed chase and crash that killed officer Adrienne Morris in 2012. Deliberations began yesterday, but this morning a juror emailed the judge saying she was a jehovahs witness. And judges others was a violation of her religion. That juror now faces a contempt of court hearing. Prosecutors say neal will be retried. The new head coach of the redskins already getting to work after todays big media blitz. Dianna russini at the dwex the game plan. Reporter it was a media blitz. For two straight hours jay gruden was the king of the dmv, answering hundreds of questions for local and National Television stations. Its the most media he has ever faced because its the first time he has ever been a nfl head coach. He was given a fiveyear contract as head coach of the washington redskins. He confirmed that Robert Griffin iii will be his starting quarterback. Gruden, an offensive coordinator for the last three years with the bengals has never met or spoken to rg3. He has watched griffin and the redskins on film and believes he as a coach has the right traits to start making corrections. My strength i believe is dealing with players, motivating players, keeping players excited to come to work and playing. And not letting them get too high or too low, but keeping them even keel and letting them understand that honestly, as a head coach, have i their best interests at heart. My only thing is to make them and provide them with every resource that they can get better and win games and compete every week. So gruden planned on speaking with Robert Griffin iii on the phone tonight. Griffin is currently very far away. He is on vacation in hawaii with his wife. Jeff theisman and linebacker arrington spoke to news4 about the decision and have advice for the new coach. Consistency is going to be the key. I believe thats the direction were going in. Just be a human being, be a person. I think that if youre a person, if things go right, you know, you have a chance. We also asked fans what they think about jay gruden. New Jersey Governor Chris Christie will not have public appearances tomorrow after spending nearly two hours today defending himself. He has fired his chief of staff, bridget anne kelly, the one who ordered lanes closed at the George Washington bridge in september. Emails released yesterday showed it was an attempt to create traffic backups and problems for ft. Lees mayor. Four members of the christie team have quit or been fired over this scandal. Lancelot korshi died yesterday in montgomery village. Residents tell news4 the father was badly burned trying to save the boy. The blaze began in a kitchen and has now been ruled an accident. Firefighters rescued about 20 people. They tell us the apartment smoke detectors were working and likely saved other lives. Tonight rescuers have called off the search for that sailor who was missing after the Navy Helicopter crashed off the coast of virginia beach. Two men were killed during that Training Exercise yesterday. This is a pick scher of one of the victims who was from north carolina. Two others sailors were rescued, but a fifth crewmember remains unaccounted for. They searched the atlantic for more than 30 hours before suspending their search. Still not clear what caused this crash. New tonight, Fairfax County schools plan to cut more than 730 positions next school year. Superintendent karen garza says the cuts necessary to balance the budget. The School District hopes to increase its budget by 2. 4 next year, and this includes new fees for advanced placement and International Baccalaureate programs. They have grown by more than 15,000 students, more than the total enrollment of alexandria city Public Schools combined. A family feud over nearly a Million Dollars in inheritance money. Reporter jim, prosecutors say that at an age that entitled him to enjoy the Senior Citizens discount, he planned to carry out the execution style murder of his son and almost got away with it. According to Court Documents, 80yearold James Russell lewis traveled over 100 miles from his home in rosedale, pennsylvania to a house on edner road in silver spring. He made the journey with murder on his mind and a handgun and latex gloves in his pickup truck. He quietly entered the bedroom of the home, stood over his sleeping 43yearold son and began shooting him. The son, Russell Lewis was wounded but fought back, wrestled the gun away and called 911. They found the pickup truck, its rear tag covered with a plastic bag parked nearby and arrested lewis. The motive for the crime, nearly a Million Dollars in Montgomery County real estate. This is an 80yearold man who attempts to kill his son because the 80yearolds mother passed away and bequeathed a fouracre property in northern Montgomery County to the grandson. And he tried to kill the grandson because he was disgruntled over that fact. Reporter 80yearold James Russell lewis will be sentenced on those four felony convictions next month. He could be sentenced to decades in prison. Jim and wendy . Jackie, thank you. The taxi driver charged with shooting a Police Officer in alexandria is now competent to stand trial. That ruling today from a judge in alexandria. Police say bashir shot officer peter laboy in february. A trial date will be set in about a week. Metro wants to have its trains controlled by computers, not humans. The Transit Agency announced today it is moving closer to an Automated System. Thats actually the way the trains used to run before that deadly red line crash in 2009 when the computer failed. And since then, trains have been operated manually. This Automated System will keep the trains at the right speed and at a safe distance apart. The testing begins next month. Were being tested once again with more messy weather. Wintry. I love this. This is good stuff for the Weather Department. Its good when the Weather Department is moving around a little bit. Maybe not so good for you and maybe not so good for the morning commute. But im not too worried about tomorrow morning. For most of us. However, there are going to be some isolated spots that do have a little trouble. Lets take a look out there right now. Well show you what isappeni towards the airport. Not a lot going on this evening. And tonight we are actually dealing with the warmest 11 00 numbers that we have seen in about four days. Were currently sitting at 34 degrees that is 2 degrees above freezing. And if we were to stay at 34, we would have no problems at all. And i do think that were going to be very close to that 32 degree mark. And that really says it all. To the west, everybody below freezing. 28 manassas. 32 right now leesburg. 30 gaithersburg and 29 camp springs. Most areas now under the freezing mark. That means rain and snow starts to move in here, and it melts in the upper levels of the atmosphere and hits the ground. Thats why we have the potential for freezing rain. At the current time, it is falling as snow back towards the west. But most of this is drying out before it hits the ground. This is just upper air moving through. And that snow once again not even hitting the ground. Were waiting down towards the south. Thats where the moisture is now, down around atlanta, back toward kentucky. This moisture will move up here. And as it does, thats when well start to see the rain. If its cold enough, well see freezing rain. Thats why we had that freezing rain advisory in effect for most of the area during the Morning Hours tomorrow. Now, its in through the 9 00 hour from baltimore and annapolis towards washington. Back towards leesburg. Back to the west, this will be a little later, around 11 00 p. M. For areas like martinsburg and hagerstown because the cold air will stay a little longer for you and back towards the south and west. Thats what were looking at until 9 00 too. Here is future weather, taking you hourbyhour here. Freezing rain starting to move in right around the 4 00, 5 00 hour. And thats really the problem. Its not the fact that were gog to see the freezing rain. Its the timing. And the timing, of course, rush hour between 5 00, 7 00, and 8 00. Thats the biggest time that we could see this and notice washington down through waldorf and quantico. Watch what happens at 8 00. We start to see the warmer air move in. Now were talking rain around d. C. And southern maryland. But in that pocket to the west, fauquier county, towards gaithersburg, even through 8 00, we may see areas of freezing rain. Those are going to be the trouble spots. The main roads 270 towards 95, 66 i think will be okay. But the secondary roads, especially inside the neighborhoods where you live, those ones might be a problem. Now, tomorrow afternoon its all rain. The warmer air moves in, and we see shower activity. Not a washout tomorrow, but we will see a good amount of shower activity during the day. So take the umbrellas with you to work. On saturday, take the umbrella with you no matter where you go. It will start off on the light side early saturday morning, but then watch what happens during the afternoon. Heavy rain moves through. And right now im thinking half an inch to an inch of rain on saturday after tomorrows quarter inch. And then we got another chance of rain later next week. Were talking 2 to 3 inches of rain in the next four to five days. Freezing rain possible with the slick roads. 28 to 23 degrees with the northeasterly wind is. Look at the rise here. 62 on saturday with that heavy rain coming through. It will also be windy on saturday. And on sunday. But at least sunday we get to dry out just a little bit. Nice day on monday. A high of 53. And then look at tuesday. Thats our next best chance of rain. And that might be another pretty big storm with another inch of rain copping down on tuesday that will then usher in some much colder air on wednesday and thursday. Right now wednesday looks like a chance for a little bit of snow with a High Temperature of around 39 degrees. Were going to be watching this pattern. In my interview with him today, here is three things i learned. General manager bruce allen will control most of the personnel. Gruden will call the offensive plays in 2014, and Robert Griffin iii is the starter there is no competition. Gruden believes the trust he is planning on developing with rg3 will help accelerate the quarterbacks growth. Lack of trust was a major problem between rg3 and shanahan. By all accounts, the xs and os will fall into place. But the relationship between jay and robert is most critical. Robert posted on facebook that he isxcit about the hiring of coach gruden. Here is rg3s new boss. I see a ton of talent. I see a guy that can run. I see a guy that can maneuver in a pocket. I see accuracy. I see long ball accuracy. I see toughness, i see a guy that wants to win, and i see a strong leader. I see every trait that a quarterback has to have to be successful. I see robert having all of those. So why wouldnt you want to keach a guy like that . I mean, im excited to coach him, and hopefully he is excited to play here. Now thats an endorsement. So hes got to meet the quarterback. Thats the first thing. But second, hes got to figure out who will be the assistants. As of now, jim has let, raheem morris, sean mcvay are on the staff as coaches. Gruden says he wants to continue evaluating. That way he puts the best coaches in charge. Im going to wait and see. Im going to interview a lot of coaches. Like you said, im going look at each coach that has been retained by bruce here, and interview everybody. And make sure that i know there is a lot of coaches here that can coach. And there a lot of good football people here that can coach there is also good football people across the country right now looking to work, and looking to work for the washington redskins. I dont think finding a great coach and Coaching Staff is going to be difficult. Its finding the right ones that fit what i want to do and what the players want to do. So mcvay, morris, they all worked together in tampa for about five years. They know each other through their history. I was talking to coach haslett today. He said its like the family is back together. So there is sort of that positive attitude towards this season because they know each other. It helps when you know your team. For sure. Make some magic.
