>> $1.50. >> reporter: this parks employee is one of roughly 11,000 workers who hasn't had a raise in the past several years, as county leaders ride out double-digit budget shortfalls and consumer nervousness. >> i'm a business owner, and i have seen the market go down. >> times may be changing. fairfax county has a projected $104 million surplus. and county supervisors are planning to take 11 million of it to get a 1.25% pay ray to its employees. based on what the county chairman calls an inflationary formula. >> a small increase, it's nice to be able to give an increase after a couple years of frozen salaries. >> county unions don't see it that way. the police, fire and service worker union along with others ask for over double what the county is proposing many they say the 1.5% raise won't cover the increase in their health insurance and isn't in line with other northern virginia communities. >> louden county awarded their employees a 3% raise. arlington is awarding their employees 4%. the retirees received 3%, and the fairfax county public school employees will receive an average of 3.5%. so we feel we need to receive a 3.5% raise just to stay -- keep up with the surrounding jurisdictions. >> some county taxpayers say it's time to give the county workers a pay increase, no matter how slight. >> i think that's good, they need a raise, and it's an incentive to keep the good people where they are. >> reporter: both the union and the county board of supervisors will square off on this issue of raises coming up at their meeting in september. reporting live in fairfax county, jane watrell, back to you, jim. >> thank you, jane. carbon monoxide forced dozens of people from their homes in montgomery county earlier this morning. a broken water heater sent the noxious gas through several apartments on first street in rockville. it happened about 1:00 ap. the couple was still awake. once the rescue crews got there, they evacuated other residents. it was a good thing that somebody was awake. >> it's the silent killer. odorless, colorless, tasteless. there's nothing that you can do. nothing that you'll experience until you've been exposed to the point where you're exhibiting signs and symptoms. >> 11 people had to be taken to the hospital. all of them expected to be okay. there were no carbon monoxide detectors in any of those apartments. there are some new rules in place to tighten home delivery of alcohol in prince georges county. according to the washington post, those changes include a new $250 annual fee for the stores that will want to deliver. drivers must be at least 18 years old and trained in alcohol management. stores will have to maintain strict record keeping so inspectors can be sure buyers are at least 21 years old. these new rules also ban deliveries for all college campuses in the county. coming up, living life on the edge of the beltway. some drivers want to know whose house this is beyond the barrier walls and we found out. one in ten post offices is one in ten post offices is on the verge of being shut down. that's amazing. you know what else is amazing? >> that's a great point. we know he doesn't want to come back here, but on the surface and in public he's been very civil. disgruntled may have been the wrong adjective to describe him there. he's going to be a very happy camper if he's traded to the minnesota vaccings. out here today, the players who were under contract, had a lot of catching up to do with the coaches. they were on the field behind me, running around a little bit, the gates officially opened at 10:00 a.m. this morning, and the players were waiting. one rookie was waiting at 7:30. i don't know if he got the memo, he had to wait until 10:00. a couple dozen players showed up to get back in the swing of things before training camp starts for real on friday. most guys stayed here for several hours to work out. others came because they were hungry. >> real good. i came for the free lunch. no, it was good. at least get to use the facility up here. run the routes on the grass, it looks nice, very prepared. i met with keenan a little bit, watched a little film. it's good to think football again. saw the playbook was extra thick. gotta talk about that. i'm ready to go. >> it's been great. it's been a long offseason. it's been rough on everybody, no doubt. players, coaches, everybody around. but it's great to be back, great reception this morning. it was just good to be back to concentrating on football. >> here's a look at the training camp schedule. it was reported, we told you training camp started on thursday, that is when the guys are going to take their physicals and they're going to report to the facility. the first full day camp is going to be on friday, not open to the public. saturday is open to the public. if you want to come out and watch the redskins saturday, they're off sunday. monday, tuesday and wednesday can you come out as well. their first preseason game is going to be august 12th against the pittsburgh steelers at fedex field. i want to talk baseball for a moment. a monumental blunder by the washington nationals as an organization. doug harrison, tony tarasco in an interview with sports illustrated that's going to come out in about two or three days, compared the scrutiny that bryce harper is under to jackie robinson. there is no comparison. just a ridiculous statement by these guys, they're already taking a lot of heat as they should. meanwhile on the field bryce harper kind of in home territory, even though it was an away game as he was playing in buoy last night. they had four times the normal crowd to see harper play for the visiting harrisburg senators. harper has struggled in double a ball, he's heating up. he had two doubled in this game last night. including this one in the fifth. he went 2 for 4 with an rbi on the night. his double a batting average now .228. in the seventh he played good defense too. remember, he's a converted catcher. but this was an ill-advised bone head throw over to first that allows the runner to advance. no big deal there. harper in harrisburg roll over buoy 13-2 in that game. bryce harper finally starting to play a little better. >> you know, the guys are good, i'm not going to tell you guys that they're bad. they can really play, there's good guys out there, a lot better pitching, a lot better guys. guys that come out of the pen throw harder, have better stuff, demand, every guy i've pitched has been really good. i just have to make an adjustment. >> his batting average is not indicative of how he's played. he's hit a ton of balls hard that have gotten far. he's swinging the bat really really well. what he's done, i guess, the pitcher we face since he's been here has been impress iive. >> let's hit the hellie pad. cowboys leave several big name veterans, including roy williams and marion barber. the bengals not playing games, they're still refusing to trade carson palmer, who is not happy. and jim vance, he is disgruntled. michael phelps, what's up man. he loses again at the world championships, this time in the 200 meter freestyle. that will do it from here, at redskins park, a lot to talk about tonight at 11:00. >> you're right, disgruntled applies. people riding by a certain part of virginia, wondering, what is that? it's a house that pokes through a 20 foot gap in the sound wall. nobody lives in that house. it turns out it was bought by the virginia department of transportation to use as a field office for crews working on the hot lanes project. the house does give them a great view of what's happening with the construction there, which has been going on forever, it seems. the house will be demolished when the project is completed, which they say will be late next year. montgomery county is considering a curfew for minors. ike legette drafted the proposal. as chris gordon found out. there's a lot of opposition to the idea. >> teens hang out together. but the proposed curfew could restrict their late night activities. >> i am totally against that, because teenagers, we like to do things at night, they're not harmful at all, just going to see a midnight premiere movie on a friday night or something many. >> reporter: the montgomery county council held its first hearing on the proposed curfew, which would require kids to be off the streets week nights by 11:00 p.m. >> i like to go running late at night, either to beat the heat or i have no time during the day. a curfew wouldn't allow me to squeeze that in. >> a facebook posting called stand up to the curfew has gotten more than 6400 responses in the past week. >> he don't really stay out until after midnight, so it doesn't affect me. >> reporter: crime is down in montgomery county, but the police chief says he would like a teen curfew to make sure teens don't get in trouble or become victims of crime. >> a lot of the folks that we encounter that are engaging in some of this problematic behavior, tell us that they're here in montgomery county because they know there's a curfew in prince georges, there's a curfew in the district. montgomery county's the place they can go. >> earlier this summer, gang activity resulted in the fight and stabbing in silver spring. >> if we don't pass some kind of tightened up rules around how late youth can be out and about. i think montgomery county will see more of this kind of crime. >> the aclu of maryland is opposed to the youth curfew. we feel it violates the constitutional rights of children and their parents. and we feel it's an ineffective tool at fighting crime. >> the earliest the counsel could vote on the proposed curfew would be this coming fall. chris borden, news 4. it's academic is celebrating its 50th anniversary this year with new reuseable bags. they're doing that at giant food stores today. michelle teamed up with giant foods to or a bag design competition to local high school students. more than 250 entries were submitted. the winning one was designed by a senior at george mason high school. boone's design will be featured on thousands of bags sold at giant stores in the area. >> it would be cool to see your artwork walking around on everyone's grocery bags. >> you could become an art major. >> could be. 97 right now, but it's nice. it's hot, it's still nice. >> that's right. 91 with a heat index of 92 degrees. the first full day of training camp is friday. and that temperature will be going way up. as far as tomorrow morning comfortable, but 9 degrees, by friday. >> the heat's back. >> thanks veronica. the grammy winning singer sheryl crow is giving somebody the chance to become the new owner of a classic car. and also do a good deed in the process. she's auctioning off a 1959 mercedes 190 sl roadster. she loves that car, but doesn't drive it any more. so she wants to sell it and raise some money to help rebuild the city of joplin, missouri. the city needs some help after the devastating tornados
