veronica. and we're following breaking news from the dupont metro station. it's now reopened after being shut down for the second day in a row because of a disabled train. the same thing happened twice yesterday morning. red line delays continue in both directions. coming up at 5:00, news 4's erica gonzalez will be live with more on this story. today's high temperatures are creating delays on the rails. this afternoon metro said trains will be slowed down to 35 miles an hour on above ground portions of the track. that speed restriction is expected to last through the evening rush hours. vre is also slowing things down until 7:00, the fredericksburg line will be on speed restrictions. officials say riders traveling the entire route can expect delays up to 11 minutes. >> police in arlington are looking for people in newly released video which shows them walking by ignoring a dying man on the side of the road. take a look. it happened the night after the show when traffic and street lights were out. the man was just struck by a car. can you see no one stopped to help. police tell us the driver stayed on the scene. the people in the video are not in trouble but they want to get their account of the crash. >> federal aviation officials are looking into answer what's caused a deadly plane crash in montgomery county. one person died and another injured when the small plane crash eed last night. we have that story. >> reporter: at the davis airport in maryland, announcements are posted letting fellow airmen know they lost one of their own. >> he was a pilot. he was an aviator. he was a good aviator. >> he was a good friend of 79-year-old flight instructor fred schmitt. he was his last student and last night he was the first on the scene after seeing the plane go down. >> i reached down into the aircraft to my friend and his hand was sticking up. i felt that i was holding the hand of my friend and he was no more. >> reporter: he says schmitt was in the passenger southeast the 1964 four seater plane. the man flying the plain was also a seasoned airman. he was transported in critical condition. >> the process itself is divided into three parts. we look at the man, the machine, and the environment. >> reporter: this morning federal aviation administration and national transportation safety board investigators are on the scene of the crash trying to determine what caused it. >> but right now, we are in the fact gathering stage. we're way, way far away from anything that we could call information at this point. >> reporter: as for the student who witnessed his teacher's plain go down, he says his love for flying is as great as it ever was. >> i have a little airplane parked down there on that airfield. as soon as humanly possible, i'm going to get back in the air. that's what we do. we're pilots. that's what we love. >> reporter: officials with davis airport say that both the passenger and the pilot in this accident had years of aviation experience. they also say that that plane had just undergone high maintenance and in tip top condition when this accident happened. this all be a part of the investigation. the fbi is joining the investigation into how sowing needles wound up on sandwiches served on international flights. the sandwiches like the one in this picture were served on four delta flights between amsterdam and the u.s. delta says the turkey sandwiches were prepared by the airline's catering company in amsterdam. one passenger was injured by a needle but refused medical attention. delta has pulled all of the sandwiches and is increasing its food security measures. a new study suggests automatic spending cuts set to go into effect in january could result in a loss of more than two million jobs. researchers say the unplament rate could rise by 1.5%. they say the defense industry will be hardest hit but just about every secretarior will suffer. the cuts could be prevented, the study says if, president obama and congress reach a new budget agreement. the report was commissioned by the aerospace industry's association and conducted by george mason university economist dr. stephen fuller. now to decision 2012 and the race for the white house. one of the biggest issues for both candidates and voters is the economy. today federal reserve board chairman ben bernanke weighed in as jennifer johnson reports. his outlook was less than upbeat and that triggered more heated debate on the campaign trail. >> reporter: federal reserve chairman ben bernanke offered a sour assessment of the u.s. economy to the senate banking committee tuesday. evidenced by slowed job growth and little consumer spending. bernanke says the fed is ready to take more steps to boost the economy but offered no specifics. >> we have said we're prepared to take further action. the complication, of course, is that we are dealing with less conventional tools. >> reporter: bernanke says the fed can only do so much and warn the economy will struggle further if congress fails to reach a budget deal. that led to finger pointing by both parties and some predicting little cooperation to come. >> given the political realities, mr. chairman, particularly in this election year, i'm afraid the fed is only game in town. >> reporter: mitt romney campaigning in pennsylvania says the fed's report is more proof the obama economic plan is not working. >> his policies do not help create jobs. they depress job creation. that's why we're still struggling with so many people out of work. >> reporter: but the president courting voters in texas says the answer is not tax benefits for the rich. >> i want to end tax breaks to companies shipping jobs overseas. let's give tax breaks to companies investing right here in texas, right here in the united states of america. let's put american workers back to work! >> reporter: both candidates are offering plans to help the economy which grew at an annual rate of 2.5% in the last half of 2011 but slowed to below 2% recently. it's unlikely the fed will take any action at its next meeting at the end of july. but if the economy continues to weaken, steps may be taken at the board's mid-september meeting. jennifer johnson, nbc news, washington. bernanke also said europe's final crisis also poses a risk to our nation's economy. former president george h.w. bush will not attend next month's gop convention. the former president's mobility will keep him from attending the gathering in tampa. the 88-year-old has a form of parkinson's and often uses a wheelchair or motorized scooter to get around. this is the first time he'll miss the convention since 1976 when he was cia director. the 41st president and his wife have already endorsed mitt romney. that was back in march. there could soon be another blockbuster weight loss pill on the market. to date fda is deciding whether to approve qnexa. it combines an appetite suppressant and anti-seizure medication that is shown to aid in weight loss. critics worry the side effects can cause increased heart rates and birth defects. but an fda panel cleared the way for approval earlier this year based on new data saying that the benefits outweigh the risks. qnexa is the second weight loss drug approved since 1999. another drug got approval just last month. and the fda also banned the controversial chemical bpa from baby bottles and sippy cups today. manufacturers had already started making bottles without bpa. the chemical industry requested the ban and hopes this ruling will curb years of negative publicity from consumer groups and keep tougher laws that would ban bpa from other types of packaging. stay right there. we're just getting started on news 4. dramatic scene caught on video. hospital. why others need to be concerned especially in this heat. and the mysterious disappearance of two young girls in what authorities believe happened to them. . a warning to parents who take their kids to playgrounds. it quomz ocomes after a toddler suffered second degree burns on her feet. katie and her family visited a local water park. katie wandered off and stepped on to a hot metal grate just a few feet away. she wasn't wearing shoes. her parents say within seconds her little feet were blistered and severely burned. >> i turned around and she is standing on the metal, i don't know what it was exactly, and on her face you can just tell she was in pain. >> i think it's crazy that, you know, something would get that hot inside of a barrier where children are playing, especially expected to be barefooted children. they're running in a water park. >> the toddler just started walking two months ago. now she'll have to stay off her feet until they heal up. park officials say this is an unfortunate accident. they say it is similar to injuries caused by hot slides and that all parents should take precautions. those were her first steps. >> so sad. >> bad is safe after jumping from a third story window. her neighbor happened to be in the right place at the right time. katie touric reports. >> reporter: she was dancing on the air conditioner waiving one foot over the side, her hand on the building. this 7-year-old girl looked like she didn't have a care in the world. at the same moment 30 feet below stephen saint bernard had one big care that, is if this girl falls, will i be able to catch her? turns out saint bernard only would, he did. >> i picked her up and carried her. i was holding her, rubbing her. and she just more or less kept looking around. she never closed her eyes. she didn't lose consciousness. >> reporter: the mta bus driver was just getting home from work when he heard screams in the courtyard. he rushed to try to talk the girl back in. all the while placing himself directly below her. >> please let me catch her. please let me catch her. that's all i could say. let me catch the little baby. >> reporter: police sources say the young girl is autistic which would explain in this video it seems she jumped on purpose. >> he's my hero. known him for a long time. he definitely did our family a favor today. >> neighbors and loved ones are thankful for the extraordinary man that probably saved a young girl's life. but to saint bernard, extraordinary is really just dad. >> a child is almost like my age. so he always carries me. so i guess probably he'll be able to catch her. >> well steve saint bernard that, hero, is wearing a sling because he tore a tendon in the shoulder during that catch. the little girl was taken to the hospital and treated for minor injuries. alabama police today arrested a man in connection to a bar shooting spree that injured 17 people. investigators believe the man in this video walked into a popular bar near the university of alabama. there you see him with military style assault rifle at his side late last night. he then began shooting. police say at least one of the victims was the shooter's target. one person is in extreme critical condition while three others are in serious condition. police are not sure about the motive. testimonies of rape and sex abuse today in the court-martial of an air force instructor in texas. today a female airman told a military jury that staff sergeant lewis walker assaulted her in his office at the lackland air force base, a major air force base training center. the victim also said walker told her to keep quiet. she is the first of ten women set to testify against walker. he faces life in prison if convicted. 11 other instructors are also charged or under investigation at the lackland base. one of hollywood's biggest stars is on capitol hill it but it has nothing to do with her next blockbuster. jada pinkett smith, wife of will smith, is testifying before a senate kpt on human trafficking. earlier this year smith started an organization called don't sell bodies to bring attention to the the more than 27 million sex slaves worldwide. and today she is pushing for the traveling victims protection act to be renewed. >> as we look forward to the next decade, we must renew our commitment to ending the scourge of slavery, fighting slavery doesn't cost a lot of money. the cost of allowing it to exist in our nation and abroad are much higher. it robs us of the thing we value the most, our freedom. >> smith also brought three former sex slaves with her who are now successful college students and working to fight the industry that they were once enslaved in. the white house says that missing kiss last night's hit 100 today. take a look at some of the temperatures around the rest of the area right now. alexandria, virginia, you're currently sitting at 98 degrees. your temperature. we have 96 in haymarket, virginia. and annapolis, maryland, you're cooler at 93. look at ocean city, maryland, 89 degrees the temperature right now. the forecast, too, for ocean city, not too bad. quiet conditions here on storm 4 radarment q radar. there will be storms around the area. there will be scattered storms around the area. they could be pretty strong. ocean city and the areas along the coast, quiet and dry right now. the water temperature is at 82 degrees currently. that's always up top in our banner. and the forecast for the next couple of days we're going to go from heat to cooling down a little bit with even more cloud cover. so for tomorrow ocean city, beth a any and lewis, delaware, 90 degrees. a higher threat for rain showers and storms about a 60% chance and then look for showers kind of throughout the day on friday. there will be a northeasterly wind just 79 degrees the temperature. we'll be dropping to the 70s tonight. 70 to 77 degrees. and then back into the upper 90s to around 100 degrees again tomorrow. showers and storms. there's that risk again between 2:00 and 9:00 p.m. where we could have downpours, lightning, even hail and some high winds come through our area. your four-day forecast and the seven-day forecast will go from 99 tomorrow to 92 degrees on thursday. into the 80s, low to mid 80s starting on friday and going right through this weekend. this weekend is in place a ban on gay scouts and scout leaders. the organization did a two-year review on the issue and reached a unanimous decision that the ban should stay. the policy was upheld back in 2000 by the supreme court citing the group's first amendment rights. the group's executive board released a statement saying that while all the board members might not agree with the ban, they agreed it's the best policy for the boy scouts. two girls have disappeared and there are no answers so far. kevin tibbles has the latest. >> reporter: late monday, members of this community gathered for a vigil as the mother of one of the missing girls prayed for their return. >> therefore, i have hope because of the lord's great love. >> reporter: prayers of hope for 8-year-old elizabeth collins and her 10-year-old cousin lira cook missing now since friday after heading out on a bike ride. one veteran sheriff in town said it was as if the girl's simply vanished. >> we have two missing girls and we have no idea why. >> reporter: the girls were last seen leaving their grond mothans house friday afternoon. >> it's very difficult. we're trusting the lord and just trying to be patient and let everybody do their job and we're just doing a lot of praying. >> reporter: the two bikes and a purse belonging to the girls were later found along a nature trail near myers lake on the outskirts of town. on monday, authorities stopped cars heading in and out of evansdale checking ids and asking if anyone had information that might lead them to finding elizabeth and the other girl. >> we all have kids and me and my girls have ridden around that lake. it really hits close to home. >> reporter: since the pair vanished, there have been door to door searches and hundreds of volunteers showing up to look for clears in woods and corn fields. those public searches have now been called off. authorities also scoured the area by air and dredged the lake in hopes of finding a lead. so far to no avail. now the decision has been made to drain the lake of its water. >> it is our opinion that we should be 100% sure and in order to be 100% sure, we're going to have to drain that lake to do that. >> reporter: now a community waits for any news that might see these two girls reunited safely with their families. >> this afternoon the fbi said dogs assisting in the search for the girls did pick up their scents near the lake. family members say they now believe the girls were abducted. coming up, the heat creates problems for metro. news 4 at 5:00 starts right now. the afternoon slowdown is
