Russia strongly condemns the air strike overnight and calls for an emergency meeting of the u. N. Security council. What comes next . This morning the growing tensions around the world and the fears of retaliation for the missile attack. Our entire Abc News Team standing by, a special edition of Good Morning America starts right now. And good morning, america. Lets get right to that breaking news overnight. President trumps military strike on syria. The first direct attack on the Syrian Regime from u. S. Forces in that countrys deadly civil war. We do have new video this morning from syrian television. It was shot from some distance but the graphic says it shows the scene of the attack, of course, it was early in the morning there, still dark in syria. And about an hour after the strike President Trump spoke from florida explaining it was a vital u. S. Interest to respond to syrias use of chemical weapons. Syrias leaders have responded calling it an act of aggression by the u. S. And syrias ally russia has also condemned the attack. Heres what we know, the attack began at 4 40 a. M. Local time. 59 tomahawk missiles fired from two warships in the mediterranean. The attack lasted approximately 35 minutes. The syrians and russians claiming six were killed. The target was an airfield in the Western Province of homes where Bashar Al Assads troops are said to have launched this weeks deadly chemical attack that killed more than 80 civilians. The United States says they have proof of that as well. Our news team in place around the world to cover the story and begin with Martha Raddatz. Good morning, martha. Reporter good morning, george. This was one of the fastest punitive strikes in recent memory. President trump wasting no time after that deadly chemical attack. Overnight, retaliation from his florida estate, a passionate President Trump saying the air strikes were meant to prevent future Chemical Attacks. Tonight i ordered a targeted military strike on the airfield in syria from where the chemical attack was launched. Reporter dozens of u. S. Missiles raining down on that syrian air base. This pentagon video showing the two u. S. Navy destroyers uss porter and uss ross launching 59 tomahawk Cruise Missiles from the darkness of the mediterranean see traveling 500 miles an hour smashing into the air base, the barrage of missiles destroying syrian aircraft, supply bunkers and radars at the sharyat airfield. The strike ordered to punish syrian president Bashar Al Assad for killing his own citizens in this horrific chemical attack. Overnight, the pentagon declarifying this flight path data of a syrian plane. They say it proves the Syrian Government dropped the sedly sarin gas. That deadly gas attack taking place here in idlib, the air base targeted in the overnight strike located 80 miles south. The pentagon watching at night to minimize casualties by witnesses telling abc news that before the raid even started, syrian officials began evacuating personnel and moving equipment away from the air base. This morning, the aftermath. Debris and death according to the syrians. The Syrian Military condemning the strike. This video statement saying the attack killed six and wounded a number of people. But whatever loss the Syrian Military suffered for President Trump there was no question that what those civilians suffered deserved a response. It is in this Vital National security interest of the United States to prevent and deter the spread and use of deadly chemical weapons. And, george, a little more about those tomahawk missiles as you know, they were widely used in the gulf war. Theyre capable of traveling long distances. They fly very low. Obviously they arent manned so the risk is less. Quite accurate, as well. As you point out this was a pretty swift decision by President Trump but the kind of plan the military has had on a shelf for a long time. They had to update those plans obviously after this chemical attack. Secretary mattis offered several options to President Trump. This is the one he chose. And shortly after the attack President Trump delivered a statement. It was about an hour after the raid. It was after his dinner at maralago with the chinese president. Assad choked out the lives of helpless men, women and children. It was a slow and brutal death for so many. Even beautiful babies were cruelly murdered in this very barbaric attack. No child of god should ever suffer such horror. Lets bring in our chief White House Correspondent jon karl. Before that attack President Trump consistently said syria is not our fight. Last night he said protecting americas National Security required retaliation. Reporter its a dramatic change in his view and his approach towards syria and its a change that was driven by those images that you heard him talking about, those images of the chemical weapons attack particularly the children that were killed in the attack. One image in particular, the image of a father holding his two 9monthold twins, both killed in a chemical weapons attack. And, george, also seems to be a dra theic change in the relations with russia. We heard here from secretary of state Rex Tillerson last night about this attack and he was especially harsh on russia telling us either russia has been complicit or russia has been simply incompetent. So, we also heard from Vladimir Putins spokesperson saying this attack has dealt a major blow to u. S. russia relations so thats another thing to watch. Right in the middle of u. S. china relations and the president meeting with the chinese president there today in maralago. The chinese have come out with a statement this morning urging restraint in the region but the president s action also sends a message to north korea which is at the top of the agenda, this summit today. Reporter no question about it, george. Another thing the secretary of state said was that this action by the president ordering this air strike demonstrates that he is willing to take action when it is called for. That willingness obviously sends a message potentially to north korea and to the chinese now. What the United States wants is china to take the lead on pressuring north korea, but this sends a message that if china does not act this is a president that is willing to take matters into his own hands. Serious 51yearold Bashar Al Assad rose to power following the death of his father and he was initially viewed as a reformer until squashing the 2011 arab spring uprising in syria leading to the civil war. Abcs Alex Marquardt is on the ground in beirut with syrian reaction to the strike. Alex, good morning. Reporter good morning, amy. Thats right. Swift response from the Syrian Regime this morning. They called it an aggression, the strongest reaction from the Syrian Military which, of course, lost those six soldiers. They have admitted to what they called big material damage but the real condemnation was saying the u. S. Is now a partner of isis with this strike and al nusra. As far as we know president assad is still in damascus. Hell want to take this as the shot across the bow as its intended to be. It was met with widespread criticism by assads friends and widespread praise from his enemy, iran propping up the assad regime out with an angry statement calling it dangerous, destructive and violation of International Laws but they wont be expected to retaliate either. The strongest show of support, israel, hitting targets there for years. Prime minister netanyahu saying President Trump sent a strong and clear message today that the use and spread of chemical weapons will not be tolerated. The exact message President Trump is trying to send. Alex, thanks. Theres been sharp criticism from russia, a close ally of the assad regime. More on that from terry moran. Good morning, terry. Reporter good morning, george. So much for that trump putin bromance. Theyre issuing statements against it. He regards them as an act of aggression and violation of International Law under a farfetched pretext. Moscow is also saying these have dealt a serious blow to russian u. S. Relations. Its not just words either. That crucial air safety agreement between the u. S. And russia in the skies over syria. Its a channel of communications that ensures theres no accidents or conflicts in military operations. That today has been shut down by moscow and it was through that channel that the pentagon warned the Russian Military in advance of last nights missile strikes. This morning now Russian Military announcing it will bolster its air defenses in syria so now with thousands of russians on the ground in syria intermingled on the battlefield the stakes Going Forward for the president are much, much higher. Complicating our relationship with russia but the president is drawing praise from our european allies. He is, absolutely. Theres vocal support right throughout especially europe and nato from allies this morning. They see this attack as justified in response to the chemical weapons attack by syria and targeted. They see thatting it as legitimate but now Angela Merkel who is it saying Bashar Al Assad alone is responsible for this and others is calling for an International Peace effort to stop the syrian war under the jurisdiction of the united nations. Well see how far she gets with donald trump on that. Terry moran in london, lets break down what may come next with Steve Ganyard who flew missions over iraq and retired admiral Robert Harward a navy s. E. A. L. And Deputy Commander of forces under james mattis and, steve, let me begin with you. A targeted strike as martha was pointing out. 59 tomahawk missiles. More about sending a message than seriously harming the Syrian Military. I thinks that sis exactly right. Its where the launches of the Chemical Attacks against civilians were made and so this was the statement the president wanted to make. He certainly didnt do anything to degrade the military capability of the syrian army by picking this target. This was something that was very contained and jigs within the airfield. Admiral harward, you know theres so many complications on the ground right now, the russians are on the ground. The United States had to make sure not to hit any russians, have to worry about possible retaliation and heard from the russians theyre suspending that agreement they had with the americans to avoid incidents in the air between russian and u. S. Aircraft. Well, george, this is a calibration and, again, the intent here wasnt just to punish, it was to deter future use. So, everyone is assessing what happened last night, the impact. There are going to be some kneejerk reactions but at the end of the day its going to be tough to argue that the use of chemical weapons against civilians is condoned by anyone. So, the president has the high ground and that will have a big impact with russia so give it a few days, a week or so to stabilize, i think its going to be in everyones interests to ensure theres no escalation beyond that objective. So, if its in everyones interests, then thats what everybody is hoping for. What possible next steps could the u. S. Military pursue . Well, the message has been sent, george. Remember back in 2013 that the pentagon offered president obama a whole wide range of military options. Two days of campaign that would have used b2s and other aircraft in addition to these Cruise Missiles so theres lots more military firepower available to the president. Well just have to see how mr. Assad reacts to the smaller strike. Admiral harward, you were aware of the plans when serving back in 2013. If the president did decide to escalate and talk about the policy of regime change against assad what kind of an operation would that take . Again, i dont think theyre focused on regime change but we do have the capability to take out all of their military capabilities if thats what we feed and thats very valuable to assad as hes fighting a tough insurgency so he cant afford those losses. Not because of us, but because of the problems hes got going on in the country. And i think he knows that. So, i think the effectiveness of this strike will play out here in short order. And, george, i think one of the things we are all looking at is what the strategy Going Forward . We can listen to steve and admiral harward about the military strikes and what you do but if Bashar Al Assad reacts, then do we do another military strike and a military strike after that . What is the overall plan and i think thats what everybody is waiting to hear. Its very unclear right now. Okay, thank you all very much. Back in washington, lawmakers were divided on their reaction to President Trumps order to strike syria, especially without Consulting Congress first. Abcs cecilia vega joins us now with that part of the story. Good morning, cecilia. Reporter amy, good morning to you. It was a swift reaction here in washington. Many republicans praising President Trumps decision to take action calling it a decisive one, senators john mccain, take a look and Lindsey Graham saying, quote, unlike the previous administration, President Trump confronted a Pivotal Moment in syria and took action. But, listen, the support out here was far from universal. Some republicans are criticizing as you said, amy, the president for taking action without seeking congressional approval, first, there is a debate over whether he actually had to have that congressional approval. Overnight senator rand paul sounding a lot like candidate trump in his previous position on syria saying, quote, our prior interventions in this region have done nothing to make us safer and syria will be no different. President trump in the past had been very vocal about criticizing president obama for not seeking initially congressional approval saying it would be a big mistake to take action on syria. Without it, amy, it seems a big aboutface. It was interesting last night, one of President Trumps biggest critics Hillary Clinton sounded like she was in favor of taking action, of course, this happened before the actual air strikes. Reporter thats right, it did speaking rat a womens conference in new york so before this announced air strike was actually announced she sounded like she would have gone further than what President Trump did. Take a listen to what she did overnight. I really believe that we should have and still should take out his airfields and prevent him from being able to use them to bomb innocent people and drop sarin gas on them. Reporter so saying there she would have gone after multiple airfields. During the campaign, you know, Hillary Clinton was even more hawkish on the syria front than candidate donald trump was, amy. All right, cecilia vega, thank you so much. Lets turn to abc news chief investigative correspondent brian ross. How does this impact the ongoing war on terror in that region . Thats right, amy, in the complicated dynamics in syria, anything that weakens the assad regime can the effect of helping isis based in syria which seek the end of the assad regime and heard reports this morning from the region that isis followers see the u. S. Attacks as worthy of celebration and thats the last thing u. S. Military planners wanted to do as they set out this attack. Enough to send a message but not enough to bolster the Terror Networks which have been under sustained pressure from u. S. And Coalition Partners in syria. So then what is the fear of retaliation . Well, the growing number of u. S. Troops inside syria fighting isis face the most immediate threat of retaliation but theyre fully equipped to handle anything the syrian army could throw at them. This morning the larger concern is whether syria or its partners including iran and hezbollah would take on u. S. Facilities overseas or in this country as retaliation for the u. S. Air strikes. The threat is not considered that serious but it also, amy, cannot be completely dismissed. All right, brian, thank you very much. More on that threat from our senior just first correspondent pierre thomas. Reporter today officials are consulting with National Security leadership about how this might affect us here at home. Its unclear precisely what the response will be at this time but we do have a sense of what the concerns about military action in syria have been in the past. As it turns out, there are specific threats to consider and there have been plans to deal with those potential threats. First theres been concern that the Syrian Government might have operatives and sympathizers here in the u. S. In 2013 when the Obama Administration was ordering military strikes following a chemical attack in syria, the fbi stepped up surveillance here at home and did a series of interviews with syrian nationals to deter any potential acts of violence. Theres also concern that supporters of iran including hezbollah might have operatives inside the United States, george. So we have got to morning. Air strike in syria. It shows the base after the missiles hit overnight. And we are just learning the missiles launched from two Navy Warships hit about 20 syrian planes at that airfield. A statement just coming in from the syrian president s office calls the American Action aggression, irresponsible and shortsighted. Back to jon karl in florida where the president is meeting with chinese president xi and jon is back with us. Good morning. Reporter good morning, amy. This marks the first time the United States has struck the assad regime and a major change in policy for President Trump, a change that was driven by those images of those especially the children hit by that horrific chemical weapons attack on tuesday. On the president s order, 59 tomahawk Cruise Missiles struck specifically one target, the airfield where those syrian planes that did the chemical weapons attack took off from. The president announced the strikes last week. I mean last night in a short statement to the nation saying that this was in the interests of the United States. And, we know, of course, that the president is meeting with chinese president and north korea i imagine at the top of the agenda this morning. Reporter absolutely. The United States is looking to china to put pressure on north korea to curtail its Nuclear Weapons program. The president has made it very clear that he the United States is prepared to act alone on north korea if china does not use its influence with its ally. Obviously the preference here for the United States for President Trump is for china to take the lead on that. A very important point also, amy, on these air strikes, these were targeted air strikes, a single airfield and what were hearing from u. S. Officials is there will be no further escalation. This is not the beginning of a big military campaign against syria. All right, jon karl, thanks so much. Lets bring Martha Raddatz back. Big test for a new president right here, martha. Also a test for his National Security team. He hasnt been with most of these people for a long time. It really hasnt. We have h. R. Mcmaster and secretary jim mattis. Jim mattis was cent com commander in 2013 when president obama decided not to do any air strikes and i think secretary mattis has been frustrated by that for a long time but i think the focus especially will be on Rex Tillerson. What does he do about bringing the world together as President Trump said last night. Hes scheduled to go to russia this tuesday and weve already seen the reaction from russia overnight. Its going to be an extremely important meeting. Im sure hell try to pressure russia but he doesnt want to push too hard because youve already seen what russia said. The biggest question, how does it fit into a larger plan in the fight against isis, what to do about assads regime in syria. We know the president had tanked the military general mattis ahead of the pentagon with coming up with a strategy. They have a strategy to defeat isis but this is very different. If he goes after the regime and you hear admiral harward say he doesnt think thats the focus but thats what he was talking about last night, Bashar Al Assad, that theres no place for him in syria. So, this does change the dynamic there, President Trump when he first took office said its much more complicated i think than he thought. Theres nothing more complicated than syria right now and it just got worse. Martha raddatz, thanks very much. Lets bring in senator marco rubio. Senator rubio, thanks for joining us this morning. Thanks, george. Right after the attack last night you put out a tweet and said be sure of this, the wicked will not go unpunished, proverbs, 11 21. But are you confident this was enough to prevent future attacks. I actually put out that tweet before it was publicly announced and, number two, the reason why a broader thought that Bashar Al Assad and his patron in moscow are war criminals, now, i believe it degrades his ability. That is an important airfield, has strong strategic value. The aircraft that were destroyed in this attack, some of them were probably the ones used in that assault so i do think it achieves an important measure. It will not degrade his entire capability to do some of this especially as the russians continue to support him but certainly not just less capable but less willing this morning to do that sort of activity because his cost benefit analysis just changed. The big question is what comes next . We heard jon karl report from the white house that escalation according to his sources is not in the cards right now. I do believe theres already ongoing work at the National Security council and in other parts of the administration to come up with an overall strategy on syria as is the case with presidencies, you know well and worked in the west wing when it comes to Foreign Policy you sometimes dont get to pick the timing. Events got ahead of the planning. That said the reality is were going to have a longterm strategy and some will be open, some will not. Ultimately it has to be about the removal of assad and defeat of isis and al qaeda elms because heres the point as long as assad is there youre going to have a radical sunni Group Whether its al qaeda or isis or somebody else and so as long as assad is there, you are going to have terrorism emanating from syria and thats why he needs to go in addition to the defeat of those terror groups. The president as recently as tuesday before the strike had said e his press secretary mae that point. You argued earlier this week that that might have sent a nall to assad that he was free, that he could launch a kind of strike like that with impunity. I think if youre assad and see those statements you probably feel like you have license to do a lot of things and that calculus has now changed and its one of the things achieved last night. That doesnt mean he wont do it again but hell think a lot more about it and so will vladimir putin. That said, i do believe that the administration is shifting in a different direction and rightfully so and im glad to see it. Id rather them make the right decision and not worry about the questions asked. You believe President Trump is now open to regime change . I think President Trump hell have to speak for himself and the administration will have to speak for themselves but understand more fully today than a week ago that as long as Bashar Al Assad is in power you will not achieve the objective of defeating radical islam and terrorism in syria. Youve heard from some of your colleagues that they believe the president wasnt authorized to launch these. If he does go in the direction youre suggesting moving towards regime change in syria, should he come to Congress First . First the president was authorized to conduct this strike. Hes not asking to are a declaration of war. not committing Ground Troops over an extended period of time but dealing with exgent circumstances and not own does he have the right but the obligation to act. Obviously this is going to be a broader longterm conflict, it is important he comes to congress because we need to pay for it and it needs to be funded and thats what they will do. Well, in just a few hours the Supreme Court is expected to have a new addition, judge neal gorsuch confirmed as justice gorsuch. His confirmation shaking up the nations highest court and changing the way congress operates. A Bitter Senate battle over President Trumps Supreme Court pick culminating in a move so drastic its called the Nuclear Option. The ayea 48, the nays are 52. Reporter after democrats blocked a vote on neal Gorsuch Senate republicans Going Nuclear changing the number of votes needed to confirm a Supreme Court nominee from 60 to 51. Just a simple majority. Our democratic colleagues have done something today that is unprecedented in the history of the senate. Unfortunately, it has brought us to this point. Reporter but democrats say they didnt start this war. Many are still fuming after republicans refused to even consider president obamas nominee Merrick Garland to fill the vacancy. They were the ones that wouldnt give judge garland a hearing for a year, not us. Reporter but the leader prevailed with a thumbs up from the floor. His democrat counterparts hung head low in defeat clearing the way for gorsuchs confirmation and delivering a blow to bipartisanship. Theres a reason it was dubbed the Nuclear Option, its the most extreme measure with the most extreme consequences. Reporter even republicans who backed the play are warning of the fallout. When Antonin Scalia died the court was split 44 but gorsuch will give conservatives that key tiebreaking vote and dan abrams will talk about the impact. There will be an immediate one. One of the big cases comes out of missouri regarding the separation of church and state. Yeah, were talking about oral arguments literally in a week from now. So, getting gorsuch on the court now means immediately hearing some of these important cases. And as you point out in missouri a critical case there because in missouri the state constitution basically says cant use public funds for religious institutions and youve got a church saying, look, we want to upgrade our playground. Why cant we get access to some of those funds . This case is not just going to be about missouri. When the court rules on in this could have a huge impact generally on the separation of church and state. There are quite a few other controversial cases, as well, that are going to be impacted. Yeah, when gorsuch gets on the court a number of other big cases to consider, theres Voting Rights case that could come back up in North Carolina about what sorts of identification someone has to have in order to vote. Is that constitutional and pass the Voting Rights act . Youve got a potential Second Amendment fight, gun rights over right to carry a concealed weapon. Youve got a big trademark case which could impact whether the Washington Redskins can continue to use that trademark, so a lot of really interesting cases that gorsuch will immediately have an impact on. And there were those cases that ended in a 44 tie. Right, those were sent back to the Appellate Courts, right, so the Appellate Court ruling stood. Will my baby be safe am i going to miss out on all those important first moments but i love this authors advice that one of the things you can do is have your caregiver send photos during the day so you still feel involved. Well, one teenager from arizona was so inspired by the movie, he decided to recreate this scene for an epic promposal for none other than Academy Award winner emma stone. Good morning to you, jacob. [ applause ] how are you guys doing . All right, so the video was great. I watched the whole thing. How did you come up with the idea . Well, there were a couple factors that played into it. But first of all, the initial inspiration was a kid that went to my school about three, two or three years ago, he actually prom posed to miley cyrus and gave me a big inspiration. I thought i had to follow it up and having seen emma stone in la la land, absolutely killing it in her performance, i saw the movie three times myself. And especially knowing that shes from arizona, i thought it just would be a perfect idea on being an aspiring filmmaker i knew i had to be big and ambitious with. Go big or go home. I love it. [ applause ] jacob, has anyone told you you look like ryan gosling . Well, it started out as a little bit of a joke in my film class and kind of grew from there. So i thought it would be kind of a funny thing to put in the video but now its just spread around and i dont think anyone is going to let that down at my school anymore. You must [ applause ] well, jacob, there are much worse things than being compared to ryan gosling, i think youre doing okay. But how did you convince everybody to be part of this . Well, i mean ive done a lot of crazy projects before, obviously nothing as crazy as this, but my friends know that i love film and that im very passionate about it so i think once they saw the lyrics and that i was trying to make this a reality they wanted to be a part of it and, you know, be in that video. Jacob, your mom had a role with this too. She worked on the set. What was her job on the set . Well, she was the selfproclaimed snack mom that she liked to call it. [ laughter ] where she, you know, delivered food to everyone which is always a great job. But shes just a great motivation for me as is my father and my whole family and all the friends there, everyone was just great support and helped make that happen. All right, jacob, heres the big question, everybody is wondering have you heard back from emma stone . I have. [ cheers and applause ] i have a letter right here. So, emma said, jacob in all caps thanks for making the greatest proposal ive ever received. I cant tell you what an honor that was and how much i smiled through that entire beautifully okay traited video. I was looking at some show the other day and i saw you tap dancing. Oh, yeah. This dude can do anything. So, first thought came to my mind are we going to see you in a movie or youre in broadway. Yeah, yeah, i think i might do a show next march but i would love to do some sort of a film. Not used to being upstairs in no, its a whole new deal up here. Youre up here because youve written a new book called a new way embracing the paradox as we lead and serve. And in this book you draw on your work in politics and your work analyzing politics but also as part of it i love this idea. You took a pilgrimage to the Spiritual Centers of five major faiths. Came from ive been a searcher my whole life. I grew up catholic. But at some point a lot of things happened in my life and over a span of a few years i lost a son, i lost a daughter and jettisoned my political career when i had the public break with george bush, my son went to iraq, did two tours in iraq. Even as you were criticizing the war. Even as i was criticizing the war and in the aftermath i had a dream that said i was going to walk in these hinduism, judaism, buddhism, christianity and islam and so i did. I spent 40 days india, turkey, jerusalem, and ended in assisi and it was an unbelievable experience. What did you take from it and learn from it. You go in with ideas and you come out of it having learned much more and you actually get what you needed so instead of what you wanted you get what you needed. It was hard, but what i came away from it with was how much all of these faiths and how much were all bounding to and how much similarity there are when you get to the basis of them and humanity, what binds us together and the leaders of those faith, how much they speak in the same way and appeal to us in the same way. All of them, you say and title of your book embrace the paradox. What do you mean by. The paradox, were often pushed into false choice. You have to be this way or this way. We see it in politics on the parties but in life generally. Youre pushed one way or the other. Youre pushed you have to embrace peoples fears or appeal to their love and my thought in this is the greatest leaders have basically found a different way. A different way to embody both of them. On that point fear and love, Martin Luther king. Its who i sort of think symbolizes that. The thing about Martin Luther king, he understood peoples fears and spoke to them but also had great appeal to love. He fought against hate. He fought against all those things and so he understood the fear of people. But he brought to them a place of compassion. Another paradox, realism and idealism. President reagan was very good at that which is idealism you have these ideals especially as a president , this is what i want and stand for then youre confronted with the world as it is. And you have to make a decision based on those ideals but be a realist and he did very good. One twitter question from kendra jones. What do people need to look for in candidates to ensure good leaders to bridge that division and animosity we see so often . Many things but i would say first integrity. A level of integrity where what they think and what they say and what they do as gandhi said are in alignment. If you find a leader whether in a neighborhood or a president of the United States, those are the leaders that i think are going to do very well. A lot of great lessons in the book called a new way.
