The victims of the deadly amtrak crash in philadelphia. Amtrak will pay 265 million to settle all pending claims due to last years fatal derailment in port richmond. The train went off the tracks in 2014. Today they approved the settlement by the victims attorneys. They are all expected to receive their payments by next summer. Federal investigators determined that the train engineer was distracted and he learned of another train getting hit by a rock. Meanwhile, in northeast philadelphia a woman was shot to death behind an apartment complex. And police are still looking for her killer, the attack happened overnight on the 2600 block of welsh road. A second victim was shot at the same location and the surrounding neighborhood was littered with bullets. Annie mccormick is following the investigation and joins us from police headquarters. Reporter rick, neighbors there say that this is not something they are used to seeing in the apartment complex. At least a dozen shots were fired and it appears that the homicide victim was the intended target. There was another man also shot but he did survive. A hail of gun fire hit apartment windows and vehicles parked in the apartment complex. When Police Responded they discovered a 35yearold dead her body found in between two cars. One of those cars was owned by resident, april. I saw a bullet hole in my car and nearby gas tank. I said what is going on . The cops said well take your car. I said im on my way to work. While investigators scoured the crime scene at 2600 welsh road, a second victim, a 36yearold man arrived at the hospital with gunshot wounds to the neck and arms. He said he and another man was in the vehicle with the homicide victim when she arranged to buy drugs from the man. When they approached they were robbed and shot. Police are looking for shooter and his accomplice. She was going into meet someone else an unknown individual and when she got there the individual robbed her and killed her and shot her friend. Its too early for me to tell you what the motive is. There was a third man in the vehicle with both victims before the shooting did happen. That person did escape without any injuries, that victim in the hospital is in stable condition. Reporting live outside of police headquarters, annie mccormick, channel 6 action news. Thank you. Controversy surrounding last nights sixers game or what happened before the game. A singer is speaking out when she was silenced by the sixers while trying to make a personal statement during the anthem. She was set to perform the star spangled banner and she showed up in a shirt that said we matter. Prompting the sixers to pull her from the program. And she talked out to the host of the Breakfast Club a radio show. They gave me the option of wearing a sixers jersey, but it defeats the purpose of what i had on what i had on. This is coming out of york and lancaster and in chest eer coun and not getting hit with this you will probably later on. This is moving west to east with a push to the northeast. We have colder air in place and the same system produces light snow. More than light in some cases 3 to 4 inches. You see the area of blue, this is a mix of freezing rain and rain to the north. A freezing rain advisory that was to expire at 7 00 this morning. Its extended until 2 00 because of Cool Conditions at the surface lingering, if you have plans to drive to mt. Pocono or jim thorpe over the next couple of hours be careful of the freezeup on the roads. Be careful of strong winds blowing leaves on road surfaces, with the water coming down its as slippery as ice out there. If you slide on the leaves, the waxy coating tends to repeal water from the leafs surface and that could give you a loss of traction. Septa riders are being told to have a backup plan in case its city transit worker goes on strike. They are planning to walk off its job next tuesday november 1st if they cant reach a contract deal by monday. City buses and trolleys will stop running if this happens.
