Good evening, in for diane. Its great to have you with us here on a wednesday night. We begin with those late developments, the president talking a short time ago about the violence in the middle east. These images on the ground in gaza tonight, the relatives of four boys ages nine through 11 all on the beach when they were hit by israeli strikes. What theyre now agreeing to, but it could last only a matter of hours. Our team was not far away. They could hear the blast and raced to the scene. Abcs Alex Marquardt tonight on what they found. Reporter a deafening blast. An israeli air strike. Just one hundred yards from our hotel, housing foreign journalists. On the beach a group of boys who had been playing, running away in terror. You can see them fleeing in this video. Then, another strike, the boys are hit. At the scene we found chaos. Here, here, shouts one man. Theres a severely mangled body of a dead boy being put on the stretcher by paramedics. Four boys were killed, two brothers and two cousins between nine and 11 years old. Their parents in anguished disbelief as tonight they were laid to rest. Tonight president obama addressed the conflict. Weve all been heartbroken by the violence, especially the deaths of so many innocent civilians in gaza, men, women and children caught in the crossfire. Reporter the strikes come after a truce failed to take hold. Israel insists it takes great precaution to avoid civilian deaths. Tonight the military said an early investigation showed the target of this strike was hamas terrorist operatives. They called the boys deaths a tragic outcome. Tonight israels military agreed to a u. N. Sponsored humanitarian ceasefire for five hours tomorrow to allow aid into gaza. They warned if hamas takes advantage and continues firing rockets, that they would respond forcefully. Alex, thank you. You heard the president there. Late today he spoke about the escalating concerns on the ukrainian border. Russian troops massing at the border. President obama announcing the toughest sanctions yet. The president saying russia has failed to take steps to end the conflict in ukraine. And to another breaking headline, this one involving that american p. O. W. , Sergeant Bowe bergdahl with a new message for the president tonight. Youll remember those moments as he was released by the taliban captor, the u. S. Forces patting him down, loading him onto that chopper six weeks ago. Tonight hes reaching out through his lawyer with words for the president and the american people. Abcs chief investigative correspondent brian ross. Reporter today for the first time Sergeant Bergdahl offered his public gratitude to president obama for being rescued from the taliban in that dramatic prison swap six weeks ago, the message delivered by his newly hired lawyer, eugene fid el. Sergeant bergdahl is deeply grateful to president obama. He believes that president obama saved his life, and i think thats true. Reporter as the military investigation begins now into now bergdahl became a taliban prisoner in the first place, bergdahls lawyer says when the full story of what happened comes out, critics will be much more hesitant to call him a deserter. Its really unimaginable to spend five years in the hands of people who, as far as we can tell, were willing to kill him brutally at a moments notice. Reporter the lawyer would not comment on bergdahls continued decision not to speak with his parents, who have told friends they have tried without success to reach him. The lawyer said bergdahl is eager to leave the military, but officials have put his status on hold while the investigation continues. What im hoping is that Sergeant Bergdahl, in recognition of the ordeal that he has experienced, will be permitted to go his way, i hope with the benefits that veterans are entitled to. Reporter the next step will be known in about a month when the twostar general conducting the investigation can recommend nothing be done, he be reprimanded, or face a possible courtmartial. Brian, thank you. Were going to turn now to the Severe Weather hitting tonight. For the last 24 hours weve seen the relentless rain, the flash flooding, tonight the story of a 12yearold girl swept away in a storm drain. She survived. Tonight ginger zee with the story of that little girl and where that storm is headed next. Reporter flooding rains in new england chewing away at the roads. Ive never seen such a condensed devastation in such a short period of time. Reporter up to four inches of rain in 12 hours for parts of new hampshire. More than 2,000 miles west fing. The culprit . The fast moving storm dropping more than two inches of rain in less than an hour. How does two inches of rain turn into this . It has to do with where the school is located. This school is on a hill. The drainage system was unable to handle all of that water. Tonight a frightening tale from 12yearold taylor russell. Taylor, her sister and some friends standing on the edge of a swalen sweek when taylor suddenly fell in. I didnt know there was a drop in the ground there. I went under and was trying to get up and my friends tried helping me. They couldnt. Reporter helpless, the group watching as taylor was swept underground for a half mile through a drainpipe. I was swept under and i tried to look back to see if my sister was there and im trying to yell and i couldnt, like, because i didnt want to open my mouth. Holding her breath the whole time, certain she was going to die, taylor made it out with only bumps and bruises. Glad shes okay and ginger, where should we be watching tonight . The same thing could happen eventually. Let me take you through the severe storms. Thats first and foremost. Strong storms possible in florida. Back here in the texas panhandle were under a severe thunderstorm watch for parts of new mexico, oklahoma and north texas. Tomorrow strong winds, large hail and damaging winds. Now heres what i was talking about, david, that rain, hefty at times through saturday. Look at parts of oklahoma into arkansas. You can see some areas getting over five inches. So if you get a half a foot of rain in a couple of days its going to be a big deal. Elsewhere, the chill, but its feeling good for a lot of folks waking up in the 50s and 60s. Ginger, thank you. The other major headline as you know in the Weather Department is from the west tonight still in the grip of an epic drought. This picture says it all. On the left bright green, thats artificial grass. On the right the real stuff, completely burned up. Tonight the new restrictions for families when it comes to their watered. Abcs david wright with those on patrol as firefighters work to knock down those fires raging in the dry conditions. Reporter across the west, no fewer than xx wildfires. The bully fire in Northern California has chewed through 10 square miles and destroyed eight homes. The landscape, a tinderbox, because of the worst drought in more than a century. Water reservoirs are bone dry. Nevadas late mead, at its lowest point since they built the hoover dam. We need water. Were going to have to get water. Reporter in california, the crisis is so bad for the first time officials are imposing mandatory statewide water restrictions. Starting today, its illegal to let your sprinklers flow into the street. Illegal to hose down sidewalks and driveways. Illegal to use an open hose to wash your car. Scofflaws face fines, up to 500 a day. Until now, shame has been the only weapon. But to no avail. Too many people ignored the governors pleas to cut back on water. Statewide water use has gone up. I think my husband has been guilty of coming out late at night and doing a little secretive watering underneath the trees. Reporter californians are now being encouraged to rat out their neighbors. Lawn sprinklers and car washes are the only culprits. Agriculture uses 80 of californias water. The drought is projected to cost 1 billion in crop losses this year. Thatll likely mean higher food prices nationwide. Here in los angeles, you look around and you would have no idea theres a water shortage and thats the problem. This oasis is man made. And right now, there is simply not enough water to sustain it. David . David wright tonight, thank you. Now to washington where the head of the cdc was in the hot seat today. We have reported here on world news about those three close calls uncovered in just one month, scares at the nations top labs, anthrax, smallpox and a deadly strain of the flu. A fourth just revealed. How is the cdc chief explaining it all. Abcs jim avila right there with his own questions after the hearing. Reporter a new blow to the reputation of federal labs. If finding six vials of 60yearold smallpox virus in an old fda Lab Refrigerator wasnt bad enough, today it was revealed also inside that same forgotten space, 12 boxes of carefully packaged but deadly and very old germs from dengue to q fever. The director of the centers for Disease Control grilled today about lax storage, the accidental shipment of deadly avian flu and transporting within the cdc potentially lethal anthrax in ziploc bags. What in heavens name would go through the minds of a scientist thinking a ziploc bag is enough to protect someone from anthrax. Completely unacceptable. Deeply troubling problems. Reporter agreeing this his agency missed a broad pattern of safety lapses. We need to improve the culture of safety. Reporter specifically, the cdc has temporarily stopped shipping biological specimens like dangerous avian flu, closed the bioterrorism labs, both involved in mistakes, and appointed a Senior Scientist to oversee issues. How do you expect to get the trust back . Well make sure that the safety work at cdc is also at the highest standards. Reporter the cdc director saying some scientists are too comfortable with dangerous organisms, a lax attitude he vows to change. Jim avila, abc news, capitol hill. Thank you. Now to that scare in the sky, that heart stopping moment on board a jumbo jet. Tonight we are hearing from the passengers on an international flight, at least 20 of them injured. A passenger hitting with such force, putting a hole in the ceiling. Tonight how theyre describing it. Our correspondent on the most dangerous part of the plane when turbulence strikes. Heres abcs matt gutman. Reporter turbulence, the kind that can rock plane like this. In all 20 injured as the south Africa Airways flight crossed the equator from johannesburg en rout to hong kong. Passengers evacuated in cervical collars. Most of them hit their heads on the top of the roof. Reporter turbulence can form even in the calmest of conditions. Caused by pockets of air. We flew in a simulator today in miami. So which part of the plane would feel the worst . The very back of the airplane. Reporter theres no specific instrument alerting pilots of turbulence ahead. In fact, most pilots person about it on their headset from the reporting of other pilots ahead of them. A new detection system is in the works using lasers in hopes of giving pilots up to a 60second warning that a rough spot is ahead. But not soon enough for the jostled passengers last night. Matt gutman, abc news, miami. Matt, thank you. Tonight back here at home, more than 90 passengers are just back on dry land telling their tales, trapped in a floating casino on the water. Emotional family reunions on shore after their boat ran aground stranding everyone overnight, no beds for more than 20 hours. Meet kurt skarjune, a retired detroit area cop. I sid said to myself when i got a chance to speak out about it, that i would. Houston ranks number one in most reported speed traps, with nearly 500 since 2000. But the Police Lights are flashing all across the country. Along i71 in linndale, ohio, the speed drops to 60 mph for about 14 seconds on the highway. Before a court stepped in, the tiny town collected 800,000 a year. And along i10 in the middle of cajun country, 80 percent of the budget for henderson, louisiana was covered by speeding tickets handed out at the bottom of this bridge. Theres now a class action lawsuit, brought by drivers, alleging that police got paid extra for writing citations. The law clearly and unequivocally provides that officers cannot be paid by the ticket. Reporter my local police chief in georgia took me out for some drivers ed at a problem hill.
