We begin at 10 oclock with our eye on the storm. This is a live look at storm scan3. You can see a lot of rain moving through the area right now and with it comes some strong winds as well. Kathy. We have another round of heavy rain that will move through during the morning hours. On storm scan3 you can see the general direction. All of this is coming up from the south. Right now some patchy rain through the philadelphia area but more is to come to the south. We are seeing some bands of heavy rain through areas of maryland. That will go to the north. More additional rain will actually be rotating back in from our shore points a little bit later on tonight. As far as the precipitation is concerned, we have had a good dose of rain. Some spots picking up as much as 3inches in some areas. And that additional rain is going to continue to fall right through the Early Morning hours. On storm scan3 you can see the breaks right now. By tomorrow morning well be seeing a much different story with some gusty winds coming to an end and some clearing skies. The second Healthcare Worker to have contracted ebola in dallas is now at a special Infectious Disease unit in atlanta georgia. We learn today she flew on a commercial airplane has she was becoming ill. Reporter Omar Villafranca has more. Reporter Amber Vincent arrived in atlanta from dallas wearing a yellow hazmat suit. The 29yearold nurse is being treated at Emory University hospital in atlanta one of four medical facilities special equipped to treat ebola be patients. Vin center and pham were part of the medical staff at Texas Health Presbyterian hospital that treated thomas eric duncan. Vincent was admitted to the hospital tuesday. The knight before that was on front tear flight 1143 from cleveland to dallas. She boarded the plane knowing she had a low grade fever of 99. 5. Vincent was one of the Healthcare Workers being monitored for possible exposure to ebola for her work with duncan so why was she allowed to fly . The cdc gave its answer to cbss dr. John lapook. The cdc told me that nurse vincent called them several times before getting on that plane and said that her temperature was 99. 5 but the person at the cdc looked at a chart and saw that she didnt officially meet the criteria for somebody at high risk because she didnt have a fever of 100. 4 or above and so she was allowed to fly. Reporter it was a gaffe cdc Officials Say is closed. Vincents apartment has been dee contaminated and passengers on vincents flight are being asked to call the cdc to be monitored. Omar villafranca cbs news dallas. As for the dallas hospital, it is now using a decontamination robot made by a Horsham Company to clean up after ebola patients are treated. This robot sprays a Hydrogen Peroxide vapor that kills viruses and other germs. The robots nozzles spin 360 degrees ensure equal distribution of vapor into the room. Introduce them into a sealed room will get into every nook and cranny in the room and when it comes out of saturation it envelopes the bacteria thats in the room and kills it. Claims of Excessive Force inside philadelphias Curran Fromhold prison lead to a federal lawsuit. The altercation was caught on tape september 20th. Surveillance video shows inmates james akubu handcuffed and being escorted for medical attention after a pepper spray incident in his cell. Seconds later you see a corrections officer identified as james wiseback start to punch him. He puts him in a choke hold before other officers break it up. The Corrections Department disciplined wiseback for the incident. Hes now back on the job. This brazen violent behavior took place in front of 10 other coness a common area of the prison where theres five other video cameras. The concern is what does this officer do in the dark corners of the prison when no one is looking. Wisebook claims he threatened him taunted him verbally and spat at him saying once i felt spit land on myofascial harry i reacted with hard empty handed use of force. Some parents are outraged thanks to a school lottery. A Philadelphia Charter School says it simply has too many students and as of tomorrow, 250 of them will have to find a new school. A total of 250 students will be told you can no longer go school here. I feel very blind sided because like i stated weve been supportive, supportive the whole time and then all of a sudden we have an emergency meeting and you tell us its a lottery pick and its october. Like thats so unfair. Reporter there will be a lot of empty chairs at this Charter School come monday, 250 in all and who gets to stay will be left to chance. A lottery on thursday means everything to parents. Results will be announced at 5 00. I dont know what to do. All i can do is just pray. Reporter Walter D Palmer is the president and founder of the Charter School that bears his name. His schools in Northern Liberties and frankford are out 300,000 a month he claims after recently losing a Long Court Battle with the Philadelphia School district. The two sides have been arguing for years ovary imburst. Money. He have warm front exhausted almost all our Legal Options like to try to revitalize this. Reporter the school has about 1200 students in grades k through 12 but the Philadelphia School district says the agreed cap for Charter Schools is 675 schools. The district says it does not have to reimburse charter Palmer School for the 525 students over the cap. The parents are caught in the middle. Because she cant go to school or anything i have to miss days of work and this is truly this is not fair at all. Reporter and unless this school gets some additional funding very quickly, it is likely that 300 more students will also be told very soon that they can no longer go to school here. In the meantime, the Philadelphia School district says it has been in contact with parents here to help them enroll their kids in the Philadelphia Public School system if necessary. Software projected the name of a student, drawn at random on big screens at the promise Charter School. The lottery was for several grades at that particular school and three other camden Charter Schools. Vandals target a playgrounds for special Needs Children using canola oil to make a mess.
