The bad news, though, is it is still over the bahamas. You saw the video. They are still pounded there from the wind and the waves. And thats not going to change until tomorrow night. We also cant let our guard down because of the other coastal storm coming here tomorrow. Joaquin is still a category four over the bahamas tonight. Winds are 130 miles an hour. The storm slowed down, which is the worst news they needed there and a Tropical Storm warning was issued for eastern cuba. They may feel the effects, as well. It will start to pull away tomorrow night, still as a category four. Notice the track. It is narrower and farther off shore. Now it looks as though it will miss us all together, everybody on the east coast. The effects will be more minor in terms of wave action and coastal flooding. However, we sill have to keep an this is the developing coastal storm. The noreaster type of storm that hits with wind, waves and rain. And i will talk about that a few minutes. Back to you. The governor declared a state of emergency in new jersey in anticipation of the storms. Brian tom ston is live with a look for us. Reporter this is river flooding behind me. As a matter of fact, im going to step out of the picture so you can see down the street. It is no stranger to this community. They have had river flooding before on their streets, but right now they just arent sure how bad it will be. They knew it was coming, a town virtually surrounded by water. It is what attracting people here and makes it risky. People like newcomer andy buher. Normal high tide, with the supermoon. It was in our driveway and we will move the cars down the street. Reporter the flood tide pushing the river back in the back bays that surround off of the town. The high tide this morning didnt get pushed out. The second high tide will be higher because the water didnt get out. Reporter warning signs have been activated on main roads. When sandy came ashore nearly three years ago, they were hammered. 70 of the homes suffered some damage. Between the sea and the back bays. For many it was catastrophic, but to hold back this river to control the floods wed probably need a flood gate to keep the tidal waters from getting in to the back bays. Reporter no one is suggesting that will happen. The next couple 0 of days could be tense, residents have been through it before. It is a great place, great community. You know, the access to the beach is amazing. Reporter it remains to be seen if there will be any evacuation in the community. The mayor said he will make that decision after we have gone through probably a couple more high tides, about every 12 hours or so. Right now we are just about at high tide in. Reporter the city says they learned a lot from sandy and will not be surprised by joaquin if it suddenly makes a turn. They say they are prepared and they want new yorkers to do the same. They tell us to evacuate then we do. Reporter Cindy Thompson isnt taking chances with the safety of her two with young girls. Thats the attitude that officials hope all new yorkers will take when it comes to possible hurricane threat. Mayor de blasio headed up an advisory warning new yorkers to be alert. It is important for people to be prepared and to have information, in addition to notify nyc. Reporter at this point, emergency officials are encouraged by forecast models sparing the city from the brunt of joaquins wind and rain. Nonetheless, the city has learned a lot from sandy and vows they wont be caught off guard again. Our Emergency Preparedness plans are much more sophisticated. Our ability to communicate deeper, our building codes have changed. Many of our buildings have seen improvement that will lessen impact even if there is flooding. In the past they had emergency resources and equipment located in a few places around the city. The farther north and west you go, the lower the impact. Moderate impact for the city and suburbs, and the back bay area, minor flooding possible and one to two inches of rain. In the catskills and poconos lowest impact. Chilly temperatures. Some wind gusts there. Keep in mind with the wind gusts around 45 to 50 miles an hour alost cross long island minor to moderate with coastal flooding and large waves, as well. This is because of the coastal storm moving through the area, developing off the coast of georgia tonight. A noreaster, we know what that is like around here, especially if you live near the shore. Joaquin is moving out to sea. Over the bahamas unfortunately but not expecting direct impacts from that storm. High Wind Warnings and advisories are in effect on friday for the jersey shore. You have high surf advisories for the southfacing shores of long island. Five to eightfoot seas. Coastal flooding is likely from middlesex to ocean counties and watches in effect for the other shore areas. Right now it is chilly. Temperatures in the 50s. Thats where we will stay tomorrow. Wind gusts between 15 and 30 miles an hour. Those will increase. The rainfall is light for in the time being. But that will increase, as well, with time. Especially near the shore areas, especially tomorrow afternoon and evening. We could see the bright yellows, oranges and reds showing up on friday evening. After that should taper to a few showers. Rainfall totals expected upwarsd of two or more inches, especially at the shore. And joaquin unfortunately still battering the bahamas with a category four force. It will move away tomorrow.
