A shooting in the quiet part of queen annes county. Sky eye chopper 13 is live over the scene. Captain jeff long with more for us. Reporter good evening. An active manhunt under way on the Eastern Shore here. Gray sonville area. This is where a shooting occurred around 4 00 this afternoon. The suspect fled the scene, through the woods. The state Police Trooper 6 from easton is on the scene here, circling, looking for the suspect. When we arrived on scene, about 10 minutes ago, the 911 call had come in with somebody report reporting a person matching the suspects description, about a quarter mile away from the scene. No. We dont have any information. But as that information becomes available, well bring it to you. All right, captain jeff. Thank you. Right now, a 3yearold is dead, run over by the family car. Police in oxon county say the child got out of the car with the 2yearold. And it was still apparently running with the grandmother and 3yearold inside. As the car started rolling back. The 3yearold fell out and was run over. Police are investigating. But it is believed to be an accident. Three people are dead in las vegas, following a shooting. And a fiery, multicar accident this morning. Police are still searching for an suv that raced from the scene. Edward lawrence has the story for wjz. Reporter these are the smashedup remains after a deadly shooting on the las vegas strip. Burned out vehicles littered the strip after police say a suspect in a black range rover opened fire. The apparent target, this moss ratty. The attack caused the sports car to smash into a taxi, which ignited a fireball. The maserati traveled through what we believe was a red light, at a high rate of speed, striking several vehicles. One of those vehicles was a local cab that also caught on fire as a result of the impact. Reporter guests in the nearby casinos heard the impact. There was a loud boom. And then i heard two other booms. And i looked out my window up here in caesars palace. I could see the fire ball over here on the corner. The driver of the maserati was killed, along with the taxi driver and the passenger in that cab. Police are searching for the range rover, which still had paper license plates. Investigators think the shooting may have followed an earlier confrontation at one of the hotels. Theyre checking out at state agencies, in california, and utah. In the search for leads. Edward lawrence, wjz Eyewitness News. And this incident marks the latest violence on the strip since the beginning of the year. Two people were adequate critically wounded in a parking lot shooting. And a tourist was stabbed in an elevator at the hotel at mandalay bay. A 20yearold man is in a Baltimore County jail, charged with animal cruelty. These are photos of the seized animals given by Baltimore County police. Anthony gear is under arrest and facing 23 counts of animal cruelty. Last year, baltimore control and Police Department responded to a home on quenton avenue in parkville and found 18 puppies and five dogs caged and in unlivable conditions. Investigators say gear was operating and advertising as an Animal Rescue operation. A massive wintsder storm that dumps snow in the rockies is now plowing its way through the midwest. Heavy snow and strong winds shut down a stretch through kansas. Parts of kansas are buried under 14 inches of powdery snow. With more still coming down. But the breeze still feels like 29 degrees out. In oakland, it feels like 10 above zero. Now, some of that moisture in the midwest will reach us sometime later tomorrow. Tim has a look at what we have in store. Tim . It is definitely moving our way. But in a much calmer fashion. The top portion is going to break away, go up toward michigan, chicago, milwaukee. Bottom portion is expected to move our way. And form another lowpressure system off the coast. What it is also going to do is bring with it milder temperatures. While it will come into cold air. And will expect to see the first part of it in a wintry mix. It does change into bitter rain. And showers will stay with us late tomorrow into saturday. Christie, its pretty nice the way it is. I cant imagine what theyre going to do. Its such a big deal. Were talking new concession stands. This stadium opened up in 1998. And Officials Say their goal is to bring your living room right here to m t bank stadium. Reporter next time ravens fans come to m t bank stadium, it might look a little different. The project were undertaking now is a continuing effort to improve the game day experience for our fans. Reporter ravens stadium staff laid out the groundwork for the major stadium facelift thursday. It will include renovations to concession stands. New video boards and expanding ravens stores, inside the stadium. This is probably something that needs to be done. And ravens fans couldnt be more excited. Always. Thats ravens country. You know . I am really excited. I live in the neighborhood. I think it will be a whole new experience. Reporter staff say each at the concession stands, theyll be able to see it move quicker. It should boost revenue. But really, i think it should improve the fan experience. To put a small fraction of the multimillion dollar cost. I dont think its going to matter for the baltimore fans. Because the united support that we have for the Baltimore Ravens. The suspect is now in custody after the shooting. The suspect fled. And the Police Helicopter was on the scene. And ground units k9 team. They followed the suspect into the woods on a stretch of woods that runs between route 50 and route 18. Here in grasonville. And the suspect is in custody. We do know that the victim was taken to a local emergency room. And well bring our viewers more information as it comes in. Justice tonight for the family of a man brutally beaten by his caretaker. The suspect will now face prison time. Wjz is live. Well, it is hard to forget the image of the helpless 90 yearold man, gripping the rails of his bed, as he took hit after hit from his caretaker. Now, the woman behind those painful punches will spend six years in prison. Reporter this gruesome and gutwrenching video is what will help send her to prison. Today, the family of john taylor walks out elated. Im satisfied. Im very happy. Im at peace with it all. She pled guilty to elderly abuse. I think it sends a strong message that we will not tolerate people abusing our most vulnerable adults. Reporter the video shows the caretaker punching the victim as he lay in bed, unraible unable to call for help or fight back. With god all things are possible. Reporter getting to this point hasnt been easy for the taylor family. After being arrested and posting bail, olush posted bail and fled to her home country of kenya. It took five year toss get her back to baltimore to face justice. It was a long time, the five years. There was a lot of work that went into it. But its what needed to be done. She had to come back. Reporter olush will not face any federal charges but will be deported as soon as she is released from friz prisonful. Reporter john taylor died in 2009. He never got to see the woman who beat him so brutally in handcuffs. But his family believes he is watching. My dad is excited now like i am. Reporter and mrs. Taylor suffered two streaks prior to being under olushs care. The kenya government assisted in extra dieting olush back to the united states. New information on a fatal accident that stopped traffic on the top side of the beltway for hours this morning. It was around 5 30 a. M. A tractor trailer hit a man who was changing the tire on his car on the inner loop. That man died in the accident. Two people are hurt. No word whether the semi driver will be charged with anything. Were also going to see significant delays, northbound on the harrisburg expressway, from shawan road to belfast. And owners of pit bull type dogs. Today, marylands house of delegates voted to reverse a court ruling, labeling those animals, inherint inherently dangerous. As Derek Valcourt explains, the measure throws the responsibility for dog bites on the dogs owner. Reporter the bill, unanimously passed by marylands house today, essentially realizes that all dogs, not just pit bulls, have the potential to bite. Reporter the 2007 vicious pit bull attack that nearly killed 10yearold dominic salesky was at the center of this. Labeling pit bulls inherently dangerous. Soon, many pit bull owners found themselves with a tough choice. Lose their beloved pet or face eviction. Im not getting rid of my dog for nobody. Reporter their new compromise bill is to breed neutral. Meaning it applies to all dogs. Limits third party liability, allows owners to prove there was no evidence of bad prior bad behavior. Its not singling out any specific type of dog. And we think its a good bill for dog bite victims, for pet owners, for third parties, such as landlords, veterinary clinics, et cetera. I dont support it. Dominics father worries the change in the law means dog owners or their Insurance Companies cant be held liable for an attack unless a dog has bitten before. But the bills author disagrees, saying it shifts the burden to prove that they didnt know their pet was capable of harm. Reporter these bills are designated emergency bills, meaning once they pass both chambers and signed by the governor, they take effect right away. Though the bill is expected to pass, the Senate Version has not yet made it out of committee to the floor for a full vote. The scary moment in cecil county, as a Freight Train derails just before midnight. 10 cars derailed in a rural area, north of elkton. Two of them were carrying sulfuric acid. No leaks were reported. The bail review hearing for South African olympic star Oscar Pistorius, will continue into its fourth day tomorrow. As tina kraus reports for wjz, this comes amid news that the lead investigator in the case is being replaced. Reporter former olympian Oscar Pistorius looks down as he entered court in south africa for day 3 of his bail hearing. Outside the courtroom, a startling development. Police are taking the chief investigator off the case. Because he himself is facing attempted murder charges. A team of highlyskilled and experienced detectives, they shall continue with this investigation. Reporter hilton bota is accused of being drunk when he allegedly opened fire on a minivan full of passengers in 2011. The charges were withdrawn but were reinstated earlier this month, 10 days before pistorius fatally shot his girlfriend, Reeva Steenkamp at his home. Prosecutors say the double amputee, known as the blade runner, for his prosthetic racing legs, intended to kill his girlfriend, when he fired four times through a bathroom door. Pistorius claims he thought she was an intruder. The victims best friend says steenkamp cared deeply about ending violence against women. She was very passionate about it. The next day, on valentines day, she was going to talk to women about abuse. Reporter pistorius faces life in prison. If convicted of premeditated murder. Tina kraus, wjz Eyewitness News. A decision on bail is expected tomorrow. The trial isnt expected to begin for several months. The 25yearold glen burnie man charged is being held without bond. Justin beaumont was arrested at north county high school, february 4th. Police then searched his home and said they found a large amount of legally registered guns. Beaumont underwent a psychiatric evaluation. The Anne Arundel County States Attorneys Office said the court is monitoring his treatment while he asawaits he awaits trial. Speeding drivers in annapolis gets ready to slow down. The city is preparing to launch its first speed cameras. Monique griego has more on where you can find them. Reporter this school zone near mill thorough elementary, is one of two getting cameras march 1st. But thats just the beginning. Over the next two months, eight more will be under the citys watch. Reporter speeders in annapolis, beware. City police will soon have more eyes on drivers, racing through school zones. I definitely ive definitely seen people going 40, 50 miles an hour. It and germantown elementary are the first two schools set to be monitored by speed cameras. Mayor joshua cohen said the move is all about safety. Parents in a lot of neighborhoods asked the city to help with traffic calming, with stripes, with radar enforcement. Reporter the cameras, which can be fixed or mobile, will only operate from 6 00 to 8 00 p. M. And while theyre scheduled to activate march 1st, warning notices will be days. Its helpful when people recognize that there is this device that, they slow down. Reporter the city plans to have eight more school zones under automated enforcement. Hopefully it will help. But i dont know if i really trust the technology, given its previous record. Reporter this year, baltimore reversed thousands of tickets from faulty speed cameras. Cohen said he is confident, this program wont have the same problem. Credibility is very important. The public needs to have confidence that the speed cameras are solid and calibrated and all of that. Reporter as is required by maryland law, any rev lieu revenues from this program will go toward public safety. And police say a limited number of cameras will be moving between various locations. Tonight, they plan to choose someone to take john leopolds place. He resigned last month. Now, 16 others are vying for the job. Including former county Councilmember John hamand, and former first lady, kendall ehrlich. Massive budget cuts are expected to kick in if lawmakers dont reach a last minute budget compromise. The government is already telling workers that dozens of federal agencies, their jobs could be affected. Reporter president obama made phone calls to Republican Leaders in congress. With time running out before massive spending cuts take effect. At every opportunity, he has been putting the burden on lawmakers to stop the automatic cuts that will impact nearly every government agency. This is a problem that congress can solve. Reporter march 1st, more than 85 billion in cuts kick in. The pentagon will take a 46 billion hit. But the cuts will also be felt outside washington. If the Agriculture Department furloughs workers, expect fewer food safety inspections and higher food prices. If the Homeland Security Department Tells screeners to stay home, Airport Security lines are expected to grow. National parks would have to cut more than 100 million t. Could impact everything, from operation hours to grass cutting. From the grand canyon to hear at here at the national mall. Its labeled cell phones a possible cancer risk, putting it in the same category as lead paint or diesel exhaust. But experts say its easy to reduce exposure to radiation. Yeah, the ravens, coaches and their Front Office Personnel are in indianapolis for the College Scouting combine. Not only looking at the top College Talent for thing upcoming april draft, but working on new contracts for new players. Most notably, joe flacco. Flacco is a free agent. And his representatives will be meeting with ravens management in indianapolis starting tomorrow. Joe lintas said he believes flacco should be the highest paid quarterback in the nfl, which would mean a contract in excess of 100 million.
