Taken away by ambulance. At 4 00 we also saw a line of Maryland State Police squad cars lights and sirens blaring coming down the road here. There were probably 100 people here just chucking anything they could. Rocks and stones and pieces of wood. We saw multiple Police Officers from Maryland State Police have their windows shattered and we also saw a handful you can see there that is a rock that was just thrown at the police there right in the center of the roadway. Thats basically the first thing weve seen thrown at officers for quite a while. Things have calmed down here. This has been an intense afternoon to say the very least. Leon and alison you were saying so much of this anger and resentment has been guided directly at the Police Department. And its true. A lot of times we will see the rioters turn on the media or turn on residents. I have not seen any of that. They have been actually very accommodating to the media and they want us to in their words share their story. I also spoke and theres another rock. Being thrown at the police. They are now moving forward. We are in a position that is safe. I will let everyone back in the station know that. If we feel things turn we will of course, go off the air but we do feel safe where we are right now. Leon kevin, what were watching kevin the police are moving towards us. Leon the police are coming your way and heading towards your location. Kevin the police are coming our way. One guy is shaking some mace. We are ok. This is mostly youth here that i think are just trying to stir up the police and not do anything more. So we are truly safe where were at. There are no riders in front of us rioters in front of us. Its just the Police Department. Many of these officers have shields. Most are holding batons and all have their helmets with the plastic cover in front. Leon wh they focusing on . People behind you . Kevin and jeff if you dont mind turning to who the police are trying to run off you can see its just a crowd of about maybe 15 mostly youth that have been throwing rocks. The police are now screaming move, move. And were going to just step out of the way here. I think its to a point where the individuals have been loitering around this mall for so long, that the Police Officer are just trying to gain full control because there are so many other parts of the city that are seeing heavy rioting. I talked to one officer about 30 minutes ago. I said how many Police Officers do you have out in the street right now . He told me if you work for the city of Baltimore Police department you are wearing your blue uniform. You are out on the street. There is no one at home. There is no one on vacation. This is all hands on deck right now. And like i said you know, weve been here for lets see about two hours at this mall and things are much more calm now. When we first got here i have to say, there were chills running down my spine. You had four helicopters above. You had the Tactical Units which you can actually see over there. The one on the left you can see like a cream peppered on the side of that vehicle. Its because it was sitting annihilated with rocks and anything that people could get their hands on. It was a very tense scene and there was no control. Things definitely have simmered down here from where we stand. Alison meanwhile, were looking at images from this c. V. S. Store that weve been telling everybody that weve been watching looters apparently going in and coming out from items of the store. We have at least from our Vantage Point have yet to see a Police Presence stopping them. That could be there but at least from what we can tell its mainly people just going in taking items out and leaving. And it doesnt seem to be too far from where the vehicles were on fire. Police vehicles were on fire. I believe from what we saw a few minutes ago, there could be yet another one on fire because the fire rescue had come to the first one and was putting that one out. So Horace Holmes was reporting earlier, there are in fact small fires that have been set throughout this city and we are certainly witnessing that. Leon brad bell is getting some of the same reports. Check in with him and see what the latest is from his location. What is going on where you are right now . Brad well, as kevin said, things have calmed down here a little bit. This is the state Police Trooper line. Theyve been holding their ground here. Baltimore police line down down north monroe street a little bit further ironically pushing towards the funeral home where freddie grays funeral was today. Let me show you something. This is what has been thrown at these Police Officers. This is a full jug. Was a full jug of antifreeze. Can you imagine getting hit with that . Take a look at this hunk of concrete as well. This is what these people were throwing at the Police Officers out here. This was a more than a pound, sharp, if that thing hit, it would hurt. Thats why these guys wear these shields so they can protect themselves. And thats exactly what theyve been doing as the stones would come in, theyve lifted the shields up and tried to shelter themselves and the ones behind them as well. Amazing restraint. Weve seen arrests and ive probably seen a half a or more arrests this afternoon. If people try to get into the line, theyll get arrested. Every now and then as we take a lock down the way as well we can bring back some video earlier of some of the things that weve seen here, some of the stone throwing as well. Every now and then, somebody does something and they take off running from the police. The police go in pursuit. Weve seen several of those foot chases where suspects are brought into custody. Now, approaching the police line back here is reverend jamal bryant who earlier today spoke at the funeral of freddie gray. Pastor bryant can we talk to you real quick . Can you say anything about this stone throwing . The police arent letting me through the line to talk to pastor bryant. Theyre holding a line. Thats what has to happen. Take a look down the street that is where in this area that the most aggressive young people were throwing the stones and when i say young people they were taepgz. 14, 15 years old. Some of them younger. A lot of yelling and screaming and tension going on in the neighborhood out here. Weve seen officers hit with some of those heavy stones like weve shown you. Weve seen pepper spray destroyed and we have a burn in our throat. We saw an officer that was overcome with it as well. Leon brad i have to cut you off. Brad we can show you right here thats Pastor Jamal Bryant speaking to cameras in there. And he was the one who was earlier today calling leon lets listen to the pastor now. Have to come a few blocks away from where we had the services disappointing. And im hoping to bring some calm and bring our young people back into focus as to what were really marching for. What do you say to them . There is one, this is not what the family asked for today of all days. The family was very clear that this was a day of sacred closure in the funeral. So for us to come out of the burial and walk into this is absolutely inexcusable. Im asking every young person to go back home. Tomorrow night, well have a Community Meeting for us to really recalibrate because peace is the call and the order of the day. You think this is frustration and anger or much more . Its frustration and order. Its disrespect to the family. The family was very clear, weve been saying it all along today there was absolutely no protest and no demonstration that we go back into the street tomorrow. What are you hearing . Were hearing its not just in this area but north avenue no. We have a team of men from the church going to north avenue now to pull back those young people who are absolutely out of control so we can bring some order. This is a Peaceful Movement and we plan on maintaining that order. Is there discussion about them moving downtown again . We have a line of gentlemen from the nation of islam that will build a human wall as well as men from the Christian Church making that human wall to let the men now they have to send these children back. When is that happening . Downtown is what ill say. From north avenue to downtown, those hot spots, were pulling everybody back. So that we can have calm and order, violence is not the answer for justice. Demonstrators and they throw rocks, bricks . Today, what has happened this afternoon is not peaceful. And it does not reflect the spirit and the heart of this movement. This is a movement of peace. Were calling for justice. Not for vengeance and not for violence. This does not represent the gray family nor does it represent the last seven days of peaceful protests and so were asking all of those who are participating to go back home. Tomorrow, we start a fresh and anew and stay focused on justice for this family and justice for baltimore. I have not spoken to the mayor. Where do you go from here . Iauto my focus is not the mayor and the Police Commissioner. My focus is the black children on the streets, i dont want them arrested wounded or tear gassed. All want to go back home. Very powerful message today at the eulogy. What are you seeing on the streets support this . It doesnt. Its a complete disconnect what it is weve seen the last couple of days. Weve had a week of peaceful protests outside of what happened on saturday and well go back to basics is that were believing no justice, no peace but that peace has got to have balance and has got to have order. Breaking glass and windows is not reflective of justice and what it is were calling for. Where are you walking to . Im walking to wherever these young people are. Thats my responsibility. Thats in my assignment not even looking for you all. Ive been looking for our young people to go back into their homes and a call for peace and a call for order. Can i ask a question . What can ordinary people do from baltimore, what can i do to help . Get on twitter, get on facebook instagram, tell everybody to go back home and call to peace so all of us are on one accord and tomorrow have all your friends meet me at 7 30 tomorrow night. Yes, sir. Leon Pastor Jamal Bryant who has been counselling the gray family throughout this entire week of crisis for them and was there presiding over the funeral this afternoon of freddie gray. Theyre saying that whats happening in the streets right now is completely disconnected from the peaceful protests process that has been under way and it is disrespectful to the family. Alison absolutely. He says he is going out to personally talk to as many people protesters down there as he can. To ask them to go home. To stop and that they would have a meeting tomorrow and discuss where to go from here. And he said that hes not the only one. That theres actually a team of people from the church and from the religious world in baltimore there who are going to be doing the same thing. Going out and calling for peace personally. Leon there were men from the nation of islam trying to direct all the young people currently in the streets. What pastor bryant there quite upset at the display of mayhem that theyve been seeing in baltimore this evening. Alison he calls it inexcusable and to walk out of the church from the funeral where everybody was calling for peace and to walk into this situation where you hear sirens you see people throwing things at the police. He was clearly very disappointed and very upset. And is now taking on this charge personally. Leon his mission is to go out and try to calm things even further. Just in the past 30 minutes or so weve seen things seen the temperature seem to come down quite a bit. We are not seeing as much activity there with the police and not the rock and bottle throwing that we had been seeing earlier this evening. That appears to have to have ceased or at least to have slowed down to some degree. Police are still moving throughout the area and their mission is trying to make sure the residents of that neighborhood understand theyll be safe tonight. Alison lets get back to our Horace Holmes who has been standing by in our newsroom watching everything unfold. Also monitoring social media. Monitoring his baltimore sources. Horace, bring us up to date from the newsroom there. Horace Baltimore City police are telling us those protesters and we told you this earlier, pockets of them have been starting small fires in the areas around the Mondawmin Mall area. The officers, their officers have been going out with fire extinguishers putting out those blazes. The good news is nothing has really spread. No big fires being reported in west baltimore this evening. Were also getting word from Prince Georges County police they have a contingent of officers who are now in baltimore. Several of their officers are along the perimeter backing up the Baltimore City Police Officers and unfortunately, they are reporting that several of officers have been hit by rocks and have sustained some minor injuries. As far as that c. V. S. That were looking at right now, theres no police i guess police are just now just now arriving on the scene. Its been an hour since the looting started. Alison you were talking about it appears to be in the same neighborhood where that police car was set on fire. It is just around the corner from that location. North avenue and pennsylvania avenue. But now, police on the scene and the looters appear to be dispersing so thats the situation. The latest that we have here in the newsroom. Back to you guys. Leon thank you, horace. Get back to us once you pick up some more information. As we sit here and watch the police exercise these different techniques there in the street, between handling the protesters defending themselves and defending their turf we want to get some insight on exactly what the police are up to here and how they go about trying to figure out what the next step is. Were joined on the telephone now by joe keene, a Police Consultant who helped train baltimore Police Officers for situations like this. Joe, are you there . Guest yes, sir, i am. Leon can you give us a sense of whats going through the minds of these Police Officers right now . Guest their minds are bouncing between whether theyre going to get hit by rocks or run over or whatever and being able to do their jobs. And their job now is to contain this try to contain it as small an area as possible and use whatever force necessary reasonably necessary to break the groups up. What that means is you use a tactical formation to push the groups aside and then you arrest those people that are the that are the instigators or seem to be the seem to be the leaders. And the more quickly they do it the quicker this thing will be over. Leon forgive me for misstating your name there, charles. So the arresting of the agitators is not the First Priority then. Guest yes, it is. And by the way, my name is charles joseph. I do go by joe. Thats fine. Whatever. No, theyre arresting the agitators. But you cant always be able to arrest everybody and there are people that are there that are just, you know looking or watching whats going on. You have to focus on the people that are actually causing damage or seem to be instigating the others to do things. By doing that you cut off the head of the snake so to speak and then once they once you have established control like that you try to get the other people that are involved and get them out of the area and back towards their homes. Alison and joe, at this point, just a question about reinforcements. We know, obviously, Baltimore Police are here. Maryland state police. Weve heard Prince Georges County, anne arundel county, also sending reinforcements. However, the governor said that at this point, National Guard have not been called. Does that surprise you . Is that something you think could potentially happen here . Well it certainly can potentially happen. I was in baltimore when its happened in the past. It can happen. The Baltimore Police department has got about 3,000 people in it. And so with contingents from other support agencies this thing has only been going on where theres been some disturbance for a couple of days or so. So right now i wouldnt think it would be something that would be necessary but if it starts spinning out of control and you got more people involved and they start burning im sure you will see the National Guard in there. Leon the thing is, though joe, the thing is we know that this is not happening in a vacuum. This is happening amidst protests that have been going on for months around the country because of what the public has been watching with episodes of Police Violence and the deaths of unarmed people in the custody of police. Thats what we saw happen here in baltimore. With that as the backdrop dont you really have to take that into account when youre putting together your i suppose your tactics here . For instance, is that the reason why were seeing the police are restraining themselves and not reacting or responding when theyve been getting bombarded by this debris that weve been seeing them take for the last hour or two . Guest in part, it is because if you overreact, of course, you get you have other elements and my assumption would be that you have outside elements that are ginning this thing up like you did in ferguson and in st. Louis. You literally have people that are coming there to create problems so its a really tough call for the Police Commissioner to be able to determine at what point do you start being aggressive . They are aggressive. Theyve got the shields. There are things that can be done again, you try to break the groups of the smaller groups and by using the shields but i will tell you that at the same time throwing bricks is a lethal threat to these officers and a brick in the head can kill you or permanently injure you so because of that, it could spin quickly out of control. So im assuming whats going to happen now is the officers will take a more aggressive staff. They cannot stand back and let people throw bricks at th. Nor can they stand by and, for instance Liquor Stores are the subject of being looted and thats because when they start looting Liquor Stores, people start getting drunk and the situation gets worse. Then you could watch the city start to burn. Theyre going to have to be more aggressive. I think were being held back in the first place simply because it hadnt gone that bad as these kind of situations go. Now it seems to be evolving in a situation that could spin out of control. Alison and joe, speaking of you know, all the threats to police, we also heard the reporting today about these gangs, the rival gangs in baltimore stating that they were going to bond together to take out Police Officers. How is that threat playing into sort of the mindset of the response here today . I dont have any firsthand knowledge. I know that having spent a number of years in operations in tactical that that kind of threat would then would then be taken very seriously. They do have equipment. They have good people up there. In fact a couple of years ago i was given a tour of their facility and they have the appropriate equipment to deal with that. If they have to deal with that that is going to turn into something that is more like a military operation or like a police operation. Leon ask you about the coordination of that. As i do i want to warn our viewers what youre watching here, i believe, is videotape. This is recorded earlier. This is not live because we saw those two vehicles being extinguished a little while ago so we believe the video here is being looped so this looting scene youre seeing here at this c. V. S. Police have arrived on the scene so the looting has been put to a stop and the vehicles that are on fire those two vehicles have been extinguished as far as we know. We believe that this is video thats being looped. Alison one more note, leon before you get to your followup question there. We heard from Baltimore City police that the seven injured officers including the one who was unresponsive have been removed from the scene. So we know that they are now all out of the scene and in treatment at this moment. Leon were being told this fire scene is live. Were seeing fire trucks there earlier that had fire trucks had actually gotten surrounded that and had extinguished and had hosed it down. So im not too sure about that. Alison different . Leon if its a different scene it looks identical to the scene that weve been watching playing out there. As we keep our eye on this and we watch this and ok were being told not to these definitely are live pictures and this scene looks identical to the one that we saw earlier with two vehicles ablaze and well see what happens as we watch for any response to this scene here. But joe we understand that Maryland State Police have sent some 42 troopers there and they have a couple dozen more maybe 40 more coming in there for the night. Who coordinates when you get state troopers and you get police from the city there and we also understand that Prince Georges County police have been dispatched there as well to pitch in. Who coordinates the efforts of all these various different agencies . Guest generally, this would be in the past has been the Baltimore Police commissioner. I cannot think it would be otherwise. There are agreements with other agencies and when theyre in that jurisdiction, they come under the control of the Baltimore Police commissioner. So it would be he and his command staff along with the individual commanders of the unit. They will meet at a command post location and from that at that point, the commissioner will determine where and what the resources they need along with the advice from the individuals who are responding. Alison and im assuming im not sure but if youve been potentially in situations like this in your years with the Baltimore Police department . Guest a number of times. Alison so can you explain to us from a firsthand perspective what thats like when youre down there you have your shields up and people are clearly targeting you . Guest its hard to explain because youre focused and thats the way it has to be but focused on what your jobs are and youre focused on what is being told. As a rock slams off your helmet or off the shield then you also have the concern about yourself. It always is in those kind of adrenalin infused incidents that the way that an individual gets through it is being by being a part of the other officers involved there as a team and doing what is necessary to keep it under control. The officers know that they cannot act individually. They cannot go into the circumstance where they they lose it and then start running into the crowd because thats going to get somebody killed. Leon what would the typical rule of engagement be for the use of tear gas, canisters or rubber bullets . Guest the tear gas, the tear gas can be use edd without a lot of restrictions because it doesnt cause any sort of permanent injury. Theyre using they generally try to use pepper spray and pepper trayspray now which causes the sensation of burning and choking and causes the body to react like that. What you dont want to is put that into a crowd where the crowd would have no access and no way of being able to get away from it because if you do that you can cause panic. They can also use c. S. Gas which is a stronger type of chemical agent that causes tearing, choking, the throat to close up to a degree. It doesnt keep you from breathing but it certainly causes you to cough. Both of which are very painful. But you dont it will not it doesnt reach the point where you start using rubber bullets and im calling them rubber bullets. Theyre actually called flexible batons or words to that effect where theyre where theyre being targeted against an individual. You just dont put those loose in the crowd. You have the an individual for instance, thats throwing rocks would be a candidate for that. Although you have a limited range on those and the range of a rock may be actually greater than the range of being able to effectively use those kinds of munitions. Leon as youre speaking, were watching another scene. Scene of another building being looted here. See a lot of it must be some sort of a store. You can see the different items that are across the streets and someone has backed their vehicle up to the door there. Joe, thank you for the insight theres and get back to you if we have some more questions for you. Alison thank you, joe thank you very much. Leon appreciate that. Go back down to brad bell. Brad has been out there in the streets in west baltimore. Brad your location now . Brad yeah weve only moved about a block. Im at gwynns falls and reisterstown road. This woman is trying to get home and this kind gentleman is letting her through. You can see that black smoke, something was just set on fire in that direction, the police are here holding their line at a standoff. No stones im being told now that it is a car burning. Thats the smoke that were seeing down reisterstown road and i believe youre looking at that live video as well. I can spin down 180 degrees and look in the other direction on reisterstown road and see some black smoke rising up there as well. Its now dissipated but fires are being set. There was one set in the road here. You can see where i am this entire area is littered with the stuff that these people have been throwing at Police Officers. Theres a chunk of brick. There was a tough scene out here for a long time. Things have calmed down. If we take a walk down here a little bit more you can see that black smoke rising and in the distance you can see the Maryland National building one of the icon i can iconic skyscrapers here in baltimore. To get you oriented a little bit more, as we step to the middle line, you can see the skyline of baltimore. Come this way and change our angle to give you an idea. This is normally a very busy road and there is very little traffic out here. The police line blocking it in this direction and behind us another police line. Were told that more police are coming in as well heavily armed, protected in their riot gear. You can see the baltimore skyline in the distance, thats the world trade center, the tallest building and the smoke between us and that Police Holding their ground. And again take a look in this direction. Now the smoke is really really piping up. We look the other direction. U can see black smoke rising. I can smell it. It is an acrid smoke. That may be the automobile that youre looking at. I dont know which of the two fires that you were looking at. There are two fires that have been set here. What happened is the young people out here throwing these rocks at police seem to have scat scatter scattered. 15 minutes ago, we went to our car and we came under attack and that was the first. Weve been out here all afternoon chatting with most of the people. And they realized that were telling their story but these guys started throwing rocks at us. Started throwing bricks and rocks at our crew car, our company car as well. So we came back over here to get where the police are and it seems that they have moved out away from what had been ground zero at the start of this protest. The demonstrators, rock throwers, whatever you want to call them have all scattered. Police are holding their lines and something weve been talking about all afternoon. Thats all theyve been doing is holding their lines. But there was a reason to arrest someone, if someone directed came in contact with the police, they would arrest them. But it is quite a quite a sight out here. A little fire burning in the street. I dont know if you can see it. Between these officers out here. Might have been a trash can Something Like that that was set on fire. And up in the up in the distance, take a look at this black smoke. Assistant chief from Prince Georges County hank stawinsky. Wonder if he has an opportunity to speak with us now. Hes on the phone. Look at this black smoke. Look at that thick black smoke up there. Quite a scene. Can you talk to us for a second . Prince georges county Police Department, tell me about your resources here. Are your officers ok . Our officers are all right. Were supporting our fellow agency in Baltimore City and ive got to step away. Brad all right. Thank you. Well, thats assistant chief for Prince Georges County Police Department and hes taken away for the assistant chief for Baltimore City as well. Theyre having a meeting to decide what their next plan of action is. Certainly, the damage is still being done and spread to other parts of the city as well. That black smoke is heading this way. We can feel it as i said a little while ago. It does tend to burn your throat. Im looking past the camera at this scene and ive been showing these, the things that have been shown at Police Officers are littering the street out here. Bricks, tires, flower pots. Take a look over here. Big hunk of 2 x 4s, sharp 2 x 4s as well. These were all thrown at police. Any one of these could have been a deadly weapon. Talk to police out here that are rounding up a group will be heading off in a different direction to handle other issues. Difficult to know exactly what theyre doing at any point in time unless they tell you. Take a look at this guy here, hes got the tear gas on and you can see the green canisters on his belt. And cant say if hes fired any of them today. But we do know that pepper spray was deployed at one point out here and there has been some spraying of the of pepper spray as well. We got to get out of the street. Which way are you going, officer . Me either. There goes the van. Theyre using these vans to transport the Police Officers. All the vehicles down. Brad well come this way. If thats all right, sergeant. Thank you. Now, whats going on here is the police are bringing their vans down. And look at this Montgomery County police are here as well. Montgomery county police van. And theyre all organized. Theyre all numbered by colors and numbers. And the police are going to be getting on these things and heading off in a different direction. We can see some people crossing the street. I recognize a couple of those jackets, some of the people that were throwing rocks and bricks to the police as well. They believe things have calmed down enough that theyre going to pull out from here but clearly, that means that there are problems in other areas and theyve gone ahead in those directions to deal with them as well. Were hearing about the scene at the c. V. S. And hearing about cars being set on fire. Its an absolute mess out here. Leon absolutely. Thats what we have at this location right now. Back to you guys. Leon we were watching that appeared to us to be another car fire. This is a new one that we saw moments ago there. We saw people now making their way down the street and these are apparently protesters here some of them carrying sticks with them. Cant see them carrying any other weapons or any other projectiles that they plan to use. But we know theyre now leaving from one scene and, perhaps, heading to another. Well see what the camera stays on them. Alison we got a piece of information from abc news where they are reporting that governor larry hogan has been briefed on what is happening there and at this point, no state of emergency has been declared for the city of baltimore and also as we reported earlier. But it still holds the National Guard is not being called in for backup at this point. That is as of right now. The statement from the governor. Leon coordination with the highest offices in the state right now. All eyes on baltimore right now as were watching here these protesters here making their way down the street. Lets check in with our Horace Holmes standing by in our newsroom. Whats the latest . Horace i can speak to the pictures of the group of young men walking down the street. Were hearing from Baltimore City police that there are groups of protesters albeit at this point in time that are moving from the Mondawmin Mall area into downtown baltimore, down Howard Street and they apparently will be met with some resistance from a number of volunteers according to the reverend jamal bryant who gave the eulogy today at freddie gray funeral. He says that there will be volunteers, members of the nation of islam members of Christian Churches. Men who will be out there to try to stop the protesters from going into downtown. We also received information from Baltimore City police saying that juveniles for the most part juveniles, groups of them are making up this protest and they are making a plea to parents, they say we are asking all parents to locate their children and bring them home. One other note is this may be moving to downtown baltimore and to the inner harbor. Lexington market was closed earlier. A number of businesses downtown closed earlier today but theres an orioles going on at 7 00. Mlb, Major League Baseball says that game will go on as scheduled. First pitch at 7 00. Well see how that unfolds if indeed, this protest starts to shift about two miles from where it is right now into downtown baltimore and the inner harbor. Leon we did hear earlier Pastor Jamal Bryant calling for people to move downtown. That likely is going to happen. As a matter of fact mentioned that there were a number of members of the nation of islam already there downtown lining the streets to direct people in that general direction. Horace one more thing, if i can. We just got this just handed to me, the university of maryland baltimore has issued a shelter in place order because of the potentially violent activity that could be moving down there. University of maryland baltimore located right down campus right down in the inner harbor so they are now have issued the police there have issued a shelter in place order. Leon all right. Thank you for that horace. Were being told now that Montgomery County as we saw brad bell speaking with one of the sergeants from the Montgomery County theres a number of officers who have been dispatched there and assistance there. We understand that Montgomery County has 40 officers that have arrived there on the scene. Some of them medics. Others parts of the special Response Team so agencies and jurisdictions from all o state of maryland showing up on the streets of baltimore. Lets check in with joce sterman standing by in the newsroom. Joce weve been watching social media for emergency agencies and police. We want to show you first of what were seeing. This is what people are seeing in that neighborhood by Mondawmin Mall. Its calmed down a little bit. Not as much chaos happening there. But this is a disturbing video we just saw in that neighborhood. A gentleman assaulted as he walks towards that crowd there. Very unruly situation. And earlier today, they mentioned the response moving downtown. Baltimores office of Emergency Management tweeted earlier that they are seeing this pack of aggressive youth head down towards downtown. We know that theyre going to be met with resistance from pastor bryants crowd but in addition theyve started to station assets around city hall and the War Memorial Building which is directly across the street. You see now a perimeter of Police Officers guarding the front of city hall and stationed in the entire square section around that entire complex. Its a widespread area, two blocks in front of city mall and open area and they are stationed and ready to take on anyone who comes in that direction, as they said guarding those assets and also want to show you this video from about an hour ago. One of the first arrests from this up in the area of west baltimore near Mondawmin Mall. An individual involved in the police car there. Officers show up in that Tactical Gear and take that gentleman down and hes arrested. Were monitoring the twitter accounts and social media activity of many agencies. Anne Arundel County Police. Prince georges county police talking about sending their officers already engaged in that situation in baltimore. Anne arundel county schools already looking ahead saying they are cancelling all field trips to Baltimore City. Not just for today guys or tomorrow looking forward all the way out to may 3rd. But one person we have not heard from on social media yet in the last two hours, mayor stephanie rawlingsblake. Her twitter account has gone dark. Nothing from her other than saying after School Programs in Baltimore City were still open and considered safe, guys . Alison joce, we heard from the pastor earlier and he was asking a young man live on the air to get on social media and to ask his friends to go home and to stop doing this. Are you seeing any kind of traffic like that on social media today . Joce there is a lot of outrage to going on there. There does not seem to be a widespread emotion of telling people to go home. They are echoing the pastors sentiment of calling for protest saying this is not what freddie grays family wanted in this situation. But there is not a widespread movement telling people to go home although many of them are asking and saying if you dont know where your children are at this moment you better retrieve them to make sure theyre not part of this activity happening starting in west baltimore now spilling over in the direction of downtown, guys . Leon all right. Some of that activity is again turning violent. Moments ago, we were watching the scene of a Check Cashing store there being looted. The windows there broken and people there basically mobbing the place, going in and coming out with various items. Hard to tell what it is that they got there. But again, started to see more and more scenes of this and the Property Damage now popping up as this protest continues to play out. Alison all right. Lets go back to the phones now and joining us live is kathy schneider, an expert in Police Training and riot preparation. She wrote a book thats called police power and race riots. So i know youre watching closely whats happening here in baltimore. Give us your take. Guest well in order to understand a riot you really have to understand what has led up to this. This is a long history of a poisonous relationship with the community and the police. This is a particularly egregious killing and its unexplicable while somebody in Police Custody should have his spine broken and killed in that way. And there has been a history in that community and so its reached the tipping point. The Community Feels that they are under siege by their own police force. That its supposed to be their to protect them. Leon you know, theres some people there in that community who are saying they could be under siege as well from outside agitators. There have been calls for calm and for peace and the protests largely up until this point have been. And now theres a fear that it could be some outside agitators who are really just basically taking opportunities here. Taking advantage of an opportunity to create this kind of mayhem. Guest ok. Cities always say its outside agitators. And i havent seen any evidence in actual cases that the people who have been getting accused of violence are actually not from the community. Usually that anger is coming from the community. Of course, the majority of those people want to respond nonviolently. They want to engage and they are engaging in nonviolent forms of protests. But there are people who have reached a boiling point and are lashing out because they dont see alternatives. And remember what this country has just told people. They have told people that we are paying attention when there is violence. When a community explodes, we are going to pay attention. And when there are Police Killings and the Community Responds in a nonviolent way we are going to let it go and so baltimore has learned from ferguson the way to get attention is this. We are giving the wrong message by not responding to incidents like this until theres explosions. Alison kathy schneider, we appreciate your time. Well have to cut you off and go back to the scene in baltimore. But we do appreciate you talking with us and with that lets go to our tom roussey live on the scene of baltimore. I understand youre near one of the car fires there. Tom were not far from where brad bell is. Probably about maybe three or four blocks on the other side of that mall he was near earlier. Ill get out of the way and youll see the car thats been on fire. Our sister station in baltimore is telling me for at least 15 minutes and apparently First Responders have been waiting to come to it because they want to make sure theyre protected as they do. But you can see that car is just burning up right now. We heard a couple of what appears to be tire explosions as its been burning up. Its been sitting there for 15 minutes and theres also a lot going on behind the car. You can barely it through the smoke where some of the young people earlier who were being kind of followed by the police it was in that direction. At some point, somebody set this car on fire here on this street. Again, not far from where brad bell is in west baltimore. Residential street where the car has been sitting there burning for over 15 minutes now as we await folks to try to come and put it out. I see a fire truck in the way distance. I dont know if its about to head here or not, a lot going on in west baltimore at this hour as youve been seeing including a number of car fires. We actually saw another one, smoke from it as we were approaching but this seems to be the worst win in the area and that car just burning down right now. So throw it back to you in the studio but continue to monitor the scene here. I believe this is towanda street not far from monroe street where youve seen much of brad bells coverage. Leon tom ill ask you to do something and ask brad to do as well. Id love to hear from more of the people who are either the residents who live in those homes or the people who are walking up and down the street who live there. Id like to hear what theyre saying and what theyre thinking about what theyre seeing here. Tom sure. Sure. Sure, absolutely. Actually, these this is this is my neighborhood. Ive been here for 15 years, and theres a car set on fire on my block. You see everybody standing out here . These are home owners. These are not runners and section eight people. These are home owners. This is our neighborhood this is our block i understand yeah somebody got somebody died in police hands. This is not how you say to protest. Thats not right, though that aint right, though its on our block, though bro . No were destroying our homes and now were destroying our communities. For what . For what . If you want to protest, if you want to make a voice, if you want to stand up do it in the right way. Get your local legislators, get your religious leaders and lets sit down and talk about this. I just was stuck down there in the block and i come home to my block and its a car set on fire on my block. This is not the right way to do this we have to come to our senses now. What if somebodys kid was in that car . Somebodys mother . Not only freddie gray is gone but now somebodys mother is gone. And at the end of the day now somebody is in the vehicle and end up losing their jobs because of that. Theyre without a vehicle. This needs to be more peaceful. In this was a more civilized way, we need to find out right now. Tonight, we need to have this handled. Thats not right tom hear some of the raw emotions here and might have heard in the distance another tire blowing up as he was talking there. But you can see how upset he is about whats going on and travis, why dont we walk down here and as leon said we can try to talk to more folks who live in the neighborhood here. Do you live in the neighborhood maam . Do you live near here . Ok. You guys residents on the street here . Ok. Auto what do you think of all of this . Its too much. Its too much. But city want justice. Cant find a whole city. Theyll do what they want to do. Its in my neighborhood. Ive been here since i was a little boy. See what happened. Tom what do you think about the violence and throwing rocks at police, burning things what do you think of all that . I mean its a little too much. But i cant be mad at them because it could have happened to any of us and it could have been the same way. You know what i mean . If i had a son that happened like that, id be doing the same thing. I cant even be against it. Its a little too much. Its baltimore. Tom somebody lives on this street that owns that car, then. Yeah yeah yeah i know theyre mad. Hope they had insurance. You know what i mean . Thats how it is out here man. Tom thank you. Hear what some of the folks on the streets feel. Sorry for the profanity that you may have heard earlier. Lot of raw emotions out here in west baltimore at this hour. Leon looks like its going to be a long night and well be seeing lots more of that. Alison the tide seems to be turning. Earlier you were focusing on when all of this started around 3 00 it was very clear the specific target Police Officers. And really Police Officers only. The First Vehicles we saw on fire were police vehicles. But now, were seeing the looting of the c. V. S. The looting of the Check Cashing store. And now residents vehicles parked on the side of the street on fire. So it is the tide there in that sense is turning a bit. Leon that would be a rather Troubling Development if we start to see more and more of that. Lets go back out to the streets and brad bell is still there. Brad was there where the Police Actually were beginning to move to another location. Brad, whats go on there right now . Brad yeah weve moved about a block, leon and right now, i would say that things are calm. A moment ago i actually saw somebody throwing something up the street. Whats going on now is the police here are starting to load up, round them up load up head out and go into different trouble spots around the city. The vans speeding off in a variety of directions to where the trouble spots are now and were hearing reports that, you know, that the problems are moving downtown. And thats the direction youre looking. That is downtown. Down reisterstown road. Theyre allow now some traffic, it would seem to come up reisterstown road and those people are laying on their horns at that Police Officer who is out there directing traffic. I cant say that the people in those cars are the ones that were throwing rocks. But they certainly are angry enough that theyre going to lay on the horn to those Police Officers. This intersection is still littered with bricks stones. Its a mess here from the things that were getting thrown around. Im sorry sir . No were looking for the muslim brad im with channel 7 from washington, d. C. What would you like to tell us . What i had like to say is were here as members of the religious community. And what were trying to do is bring sanity back to this. Brad so the religious leaders met with mayor blake last friday going into the weekend. And they all said, lets keep this calm. Gotten out of hand. Lets say that the mayor, our mayor picked who she needed to pick. The mayor need to get smart and get people thats connected to the community. Brad if youre one of them, whats your message to the young people . My message is to the young people that we are backing up from justice right now. We want justice served. Wever, when you do this destructive thing we get diverted from what our point is. We are with them. We feel their pain. We understand what they doing. But the direction that they going is not going to serve the purpose that we trying to accomplish. Brad how do you think the police have behaved out here tonight . For the most part theyre taking there taking the shots. Let me say this police are human beings. But lets be clear. When cnn and the eye of the nation is on the police they practice restraint. But the reason were here is because they never practiced restraint. Theyve killed too many africanamerican men unjustifiably. Lets be real clear. Brad whats your name sir . My name is iman ra heem. I am an iman at the Community Center of baltimore. Brad thank you very much. I appreciate it. Thanks for sharing your time with us. Thank you. Brad all right. Come back here live and show you whats going on. Traffic is now allowed once again on reisterstown road. I dont know if thats a strategy or they feel its safe again. But certainly no one is going to be standing in the middle of the road throwing rocks if theres traffic flying up and down the highway. These officers are getting into their vans and they are heading off at least this squad in a different direction. Over here is another big group and theyve theyre still formed up. Theyve got their van over that direction. And theyre getting ready to leave as well. People in the neighborhood are out here picking up debris. These are construction workers, i believe, picking up things that were taken off of their site to be thrown at the police. At least in this area i hope i can say its over for now. Its been a tense day. Funeral was today. Barely talked about it. Thousands of people gathered in honor of freddie gray. Many religious leaders you just heard an iman call for peace. Somehow the youth didnt get the word and now its moving to a different part of the city. Thats what we have going on here. Leon it looks and feels as though things are starting to ratchet down. Well let you get back into it. Horace holmes is standing by in our newsroom. Horace . Horace at this point, is this protest going to move downtown . Is it going to move down into the inner harbor about four miles from where brad is right now . And there are indications some pockets of demonstrators are starting to move downtown into the downtown area. Weve got word from the university of maryland baltimore they have our campuses right down in the inner harbor. Their Police Forces have issued a shelter in place order because of the potential violent activity so they are expecting the worst. But preparing at this point for what could happen. Theres an orioles game that is going on down of course at camden yards. This is right there in the inner harbor. Major League Baseball says that game will go on as scheduled. Supposed on throw the first pitch at 7 00. We understand the orioles and the white sox have been out for batting practice. But they have closed the gates of camden yards at this point. So not exactly sure whats going to happen with that game even though Major League Baseball says its scheduled to continue but they have closed the gates. Meaning that those folks who are trying to get to the game will not be able to at least for now get into the stadium. Thats the situation as we have it. We also heard from the Governors Office, governor hogans office saying that no requests have been made to call in the National Guard into baltimore from the Baltimore Citys mayor. But they are prepared no state of emergency has been declared. But they are prepared if a call is made, is placed to the Governors Office to bring resources there. We understand that 40 officers from Montgomery County are in baltimore right now. Another 40 are on the way. Weve got Maryland State Police who were there. Anne Arundel County Police and Prince Georges County. Prince georges county police had arrived pretty early and got into the thick of things in the mondawmin area and several received minor injuries. Nothing major there and all of those jurisdictions and all of those officers working now with Baltimore City and bring things under control. It appears at this point this protest is on the move. People are walking the streets of west baltimore. We think to go downtown. And again, as youve been talking about the reverend jamal bryant gave the eulogy today at freddie grays funeral says that they have volunteers who will try to meet these young people. And Baltimore City police have even made an announcement to parents saying locate your children and bring them home because we believe that the majority of these protesters are like 14 15 16 years old, bring them home so all of this can come to an end. Leon quite a lot going on. Lots of balls in the air. It does appear though things are starting to calm down quite a bit at this hour or head off to a different direction. Well be watching to see if this does migrate toward the downtown area. As you reported horace aer of agencies around the state of maryland have sent forces there to back up and to assist with the Baltimore County police and Montgomery County police there. Weve learned that Prince Georges County has police there on the scene. Julie parker is the Public Information officer for the Prince Georges County Police Department who has been assisting. What can you tell us about whats going on there . Guest hi leon. We just got an update about 5 40 this evening. We understand two of our officers who were hit by rocks were fortunately, only suffered minor injuries. No transports. No one seriously hurt. Were glad to report that and the other bit of good news if you can say that about the situation right now is that our officers have been pulled back into more of a reserve status. Theyve been stationed up near Mondawmin Mall and were in a standby mode just there to help back up Baltimore Police. You saw things getting very hectic down there and at i cant give you a specific timeline, but at some point, our officers very recently were pulled back into more of this reserve status. Which spells out good news at least at that particular area of baltimore. Leon told to do anything specific about the about looting incidents . Weve been watching and its hard for us to tell exactly if theres a lot of it going on. The fires weve seen a couple of them pop up now. What are they telling you about what theyre seeing in terms of damage to property or looting or fires . Guest i dont have any specific reports related to looting near the mall. Near where our officers are currently stationed. We have 30 members of the special Operation Division who are there in a more reserve role. Were watching the same coverage that youre showing here on abc 7 right now and we have the highest levels of our Police Departments up there at the command center working hand in hand with the executive command staff at baltimore, everyone keeping a sharp eye on whats unfolding around the city and then adjusting their resources as needed. Leon are you prepared to identify the two officers who were injured with the minor injuries . No we wouldnt do that leon and truly, we dont want to overstate this. They really theres nothing serious about these injuries. They were hit by rocks, as you saw so many other officers pelted with bricks and rocks and all sorts of things and there are officers there who are in much who are in serious shape. And were thankful that at least for the Prince Georges County Police Department our guys are ok. Leon do you know when you got the call to come in for assistance . Was it at the very beginning of this or well into it . Guest no, weve had these special ops members there as of saturday. Baltimore police put out a call for Police Departments across the state as far as im aware to come in and help in any way that they could. And youve seen the response from anyone and anyone who can help is up there. Maureen julie, this is maureen bunyan. We know there are about 3,000 Baltimore Police on the streets right now. And you talk about the special operations contingent of the Prince Georges County police. Tell us what special operations mean. Guest well, maureen, i think probably the way most people would know special Operations Division is by any sort of civil disturbance unit or barricade situations. These
