Brad leon the Baltimore Police commissioner says this is a town on edge. The mayor says shes angry to have to be answering these questions dealing with the death of a young africanamerican man. As you said freddie gray arrested april 12th. He died yesterday. Today, authorities are saying his autopsy showed he died as a result of spinal cord injuries. Now, his arrest was caught on tape. Were going to show it to you. And as you watch it keep in mind police are now saying they do not believe that this man was injured during the arrest. Theyre now telling us they think that what killed him happened in the transport van that youre going to see on this video. That boys legs are broke. His legs youre dragging him right dead. Brad that video from april 12 25yearold freddie gray laid from police and he gave up and laid down. Thats when according to sources, an officer plant the his right knee from grays up baeshg. From another angle, cell phone video. Its clear theres something wrong with gray as hes man handled into a police van, he cries out in pain. It turns out his neck is broken. He lives on for seven days in a coma but dies yesterday. Now the protests. We want to know we want justice brad hundreds gather at Police Headquarters this morning. Marches are planned. In the neighborhood where gray hung out, his friends wear tshirts in his name. We want to know whats going on and we want justice for freddie. It will be served in baltimore. Brad and this afternoon, baltimores mayor and police chief are speaking out. We will be open. We will answer questions. We will bring this information to the public. We will continue to keep the public and mr. Grays family informed at every step of this investigation as we are able. We guarantee transparency and as the mayor said we also guarantee accountability. Brad the Police Commissioner is saying there will be a twoweek investigation. The results of that investigation will be turned over to the states attorney where a decision will be made as to whether or not charges are filed. But again, in this fast moving story, this afternoon, just minutes ago, we heard from the Baltimore Police and the mayor that they believe that whatever happened to this man that caused his death did not happen out on the street. They say it happened in that transport van. Additionally they reported that mr. Gray asked for his inhaler. He was asthmatic and was in my medical distress in that van and his pleas for help were not heeded and, in fact the van stopped twice before he got to Police Station for processing and in one of those occasions where the van operator called and said this man was being irate, there was some rough handling at that point as well. Well have more on this coming up at 6 00 as we piece together what police are now saying about this incident. Back to you. Leon you got it, brad. Congress has tasked the bureau of justice statistics to start reporting on deaths in Police Custody 15 years ago. In the most recent numbers, 418 arrest related deaths happened between january 2003 and december of 2009. Of those, 61 were classified as homicides and 11 were suicides. 11 were due to intoxication. 6 came after accidental injuries and 5 were due to natural causes. In the last eight months several high profile cases have made National News starting with the death of Michael Brown in ferguson missouri and including the shootings of eric harris in tulsa and walter scott in North Charleston south carolina. Police cruiser down there in the alleyway and another cruiser up here on 18th street south and investigators have been inside this home all day today. The Big Development of the afternoon, as mentioned, police say that 42yearold bonnie black, the mother of two is believed to have died as a result of stabbing although police will not say exactly how many times they believe she was stabbed. Forensic investigators, again inside the home all day today. The very meticulous deliberate process of looking at the clues thats inside the home to ensure that they miss no clues. Police not saying exactly where they believe black was killed saying that is information crucial to this investigation. Also, of course, the question of a suspect. Detectives have interviewed blacks estranged husband but he has not been charged or detained. Authorities say there are a number of people they are looking at right now. But no one in custody. Here now is the message that police want to convey to People Living nearby. This is a very unusual type of appearance. I cant remember anything similar in this neighborhood so i would warn folks to be cautious. I would warn folks to be careful but i dont want anyone panicking. Stephen vanderbriel is charged with murder and abduction in grace manns death. The 20yearold is from falls church, was found unconscious in her apartment friday afternoon. Her funeral is scheduled for tomorrow in falls church. Leon alison, the latest breach of White House Security landed a california man in court today. Kelly thank you leon. 54yearold jerome hunt of Sacramento California appeared in superior court in d. C. Today. He had an arraignment hearing and hes now charged with unlawful entry after being arrested for trying to scale a white house fence on sunday. Abc 7 video shows a flurry of Police Activity and in seconds, secret service agentses take him into security before making it to the white house. They ordered hunt to have a Mental Health assessment and place him on g. P. S. Monitoring. This convicted, he faces up to six months in jail and or 1,000 fine. Secret service has experienced a series of security lapses. In september, a man with a knife jumped the fence to the white house and went inside. Today, Homeland Security secretary jay johnson announced that all aviation workers will now be subject to realtime recurring criminal background checks. And airport employees with secure identification display area badges will undergo fingerprint based background checks every two years. Well, just more than a year and a half after that deadly shooting at the Washington Navy yard, the facility is taking a big step towards completely reopening. Jennifer . Jennifer well, this was an ambush that we need to make folks aware of. This is a man who was walking down the street. He worked several jobs to send money back to his family in ethiopia when he had a gun pointed in his face and then someone from behind put a stun gun right his ear. Thats the first time i ever had seen Something Like that or even really heard of it. Jennifer it was just after noon last thursday when this capitol hill resident was on the second floor of her home and through double pane windows she heard it. The noise i heard was like an electrical buzzing sound. Jennifer she said she knew it was the distinct sound of a takes stun gun. On the sidewalk below, there were three strangers. Standing over a machine man who was laying on the ground. I was like whats going on . Jennifer a 53yearold man was walking along 11th street in capitol hill and speaking to his wife on the cell phone when a man stood in front of him and pulled a handgun from his waistband and pointed it. Then the second man was standing behind the victim pulled out a stun gun. And tased the victim on the left ear area on his head. The man fell to the ground and dromd his dropped his cell phone. He looked dazed. He wasnt shaking. Jennifer this man has been housemates with the victim for the past six years. Good family man and Good Neighbor and its just scary quite frankly. Jennifer the gun wielding robbers who used the stun gun in that surprise attack got away. You know what bothers me the most is the way they sauntered off like this is just anotherin the life. Jennnow, weve reported on cases in the past where robbers have pulled out a stun gun but its rare where theyve actually used it on a victim. Were checking with d. C. Leon today marked 16 years since the Columbine High School massacre. Two students planned the attack there at the high school in littleton, colorado. They killed 12 students and one teacher before taking their own lives that day. The pair made home videos prior to the attack making references to what they were doing and apologizing to their parents for doing it. Authorities say its too early to say that an attack on a school in spain this morning was an attempt to imitate the columbine attack. Investigators say the 13yearold boy armed with a crossbow and a machete killed a substitute teacher in a high school there in barcelona. Two other students and a teacher was injured in that attack. The boy will not be facing criminal charges because hes under the age of 14. He was taken off to the hospital for a psychiatric evaluation. Alison . Alison the Justice Department and the f. B. I. Admit Forensic Experts overstated hair matches in hundreds of cases before the year 2000. The federal government says its now working with the Innocence Project and the National Association of criminal defense lawyers to notify those affected. The Justice Department is also reviewing hundreds of additional cases for possible errors. The f. B. I. Now uses d. N. A. Testing to analyze hair samples instead of a microscope. Leon storms rolled through middle tennessee sunday afternoon leaving behind damage in east nashville. Today, residents were out cleaning up from a wet and windy weekend there. The storms rolled through uprooting trees and knocking down power lines. Lightning hit a tree that damaged the roof of a home there. Luckily, nobody was hurt and this time of year accident ive been there and ive been in tornadoes in tennessee for several years. It happens every year about this time. Alison right. Doug is here to update on what were trying right now around here. Doug at the moment no Severe Weather in the viewing area. There are storms that continue to form and build close to washington. Well watch those and talk about the potential for the next few hours. Lets get started here with a look at the first map and thats the tornado watch in yellow covering the entire viewing area and then farther south, theres a severe thunderstorm watch. Both of those in effect until 10 00 this evening. Right now skies are partly sunny here outside of our studios in arlington but just to the south and northeast, weve got a developing showers and thunderstorms. Pretty good complex developing right now. Not severe. Stretches across the Potomac River out of Prince William county and across northern sections of Charles County into southern Prince Georges County along the Potomac River and look at it forming over the Potomac River downstream and this is coming to newburgh in Charles County so well see a number of these storms each one as ive been telling you all day well monitor for any signs of severity. Right now, none of that is happening in the local area. Even though its late in the arch, we still have the potential in time to develop more storms for some of these to further develop into possibly severe storms. We showed you along the potomac through western sections of Charles County this is the view of the back edge of those storms as we are from woodbridge. Live camera there from st. Thomas aquinas. It will be an active afternoon. You see how cloudy it is. Clouds, showers and in between lots of sun these are the areas that we continue to monitor for more storms moving in over the next few hours. Same story on the south side of virginia and starting to see them develop more often locally now so its aime we think before one or two of these could reach severe levels and well let you know immediately if that happens. The entire situation will improve later tonight when this entire zone is disturbed weather and moves out of the region. That may take until 9 00 10 00 tonight across the area and then turn noticeably cooler. Within the next few hours, we still look at each one of these storms of having the potential to develop a tornado. Strong wind gusts with some hail and very, very heavy rain. We had a lot of heavy rain in many areas this morning. Heavy rain is a concern around the area. Temperatures 79 degrees still at reagan national. 81 in fredricksburg and culpepper. Late in the afternoon but the sun is still high enough to heat things up and that heating more lift to the air because of that. And that adds the potential for more developing storms for the next couple of hours. Big picture, satellite and radar shows were in this zone between cold front and a warm front thats stationary out of the north. Were thinking all indications are if the tornado possibility probably going to tend to be a little bit farther north and east of the immediate Washington Area if they develop. Again, lot of stuff coming in from the south and southwest. Keep a close eye on as we head through the next several hours. For tomorrow different kind of story. Lot of sunshine. It will be drier and a little bit of a breeze. Highs will approach 70 degrees. Ossibility of more rain coming into the area for the day on wednesday. And then weve got ourselves in the situation where well see some clearing skies as we head through the next couple of days. We are watching another big storm. We just noticed out in western maryland Allegheny County south of frostburg, Severe Thunderstorm Warning issued for that cell. That will move into pennsylvania. It just shows even though its in late in the day, more Severe Weather is a possibility. Leon thats a little unusual. So the hole that you have to make in somebodys artery to put it in and the requirement of the vessel size in order to get this catheter in is markedly reduced. It smells awful i hold my breath every single time i walk past. Stephen we caught her covering her nose and questioning the foul odor she confronts on her daily walk down p street. It smells like rotting garbage. But it also smells like really bad body odor. Stephen people who stroll p street are asking what could stink so bad. Smells like garbage. It smells like i dont want to say. Its like dog poop. Stephen she finally told us what else she thinks it smells like. Sewage. Yes, yes. Stephen d. C. Water has been out here just friday. A crew cleared a blockage caused by a massive congealed grease. We did spot xs on a manhole and grates near the apparent source of the stench. What is that smell . Every time i come down here its like stephen meanwhile, the smell continues as well as the complaints. The smell right there, it smells awful now, what it is, i have no clue. Stephen now, we did communicate with d. C. Water and john lyle said that he was sending a couple of crews over here to try to deal with this blocked sewer line. Keep us posted thank you. Checking our top stories now, Baltimore Police release cell phone video showing the arrest of a man who died after his spine was nearly severed while in Police Custody. Freddie gray died yesterday after a week in a coma. Baltimores mayor and Police Commissioner say they believe whatever happened to gray happened inside the transport van and not during the arrest. The officers involved in the incident have been suspended. Leon Arlington Police say a mother of two was stabbed to death. Bonnie blacks body was found friday in her home. Two children were found playing outside in the yard. Police say that blacks husband talked to investigators and is cooperating. Police say that there was a protective order against him and the two were in the middle of a divorce. Alison our region is under a tornado watch until 10 00 tonight. Our Storm Watch Team is keeping a close eye on the skies and the radar and let you know if anything dangerous starts to develop out there. As we move to talk about these delays, yes, very used to this on the inner loop basically getting from right near the toll road continuing into maryland. The thing is outbound traffic is very heavy as well. A crash for you right near 66. As we move to 395, mainly these crashes right now in virginia. But the crash for you causing big delays. In all an estimated 210 million gallons of oil are still on the sea floor. Leon rescuers responded to calls for help from two more ships in the Mediterranean Sea today. Boats carrying migrants declared emergencies off the coast of libya and greece. This after another boat capsized off the coast of libya this weekend killing as many as 900 people. In that case an italian Prosecutor Says hundreds of people were locked below deck stopping them from escaping as that ship sank. Leaders of the European Union are planning to hold an emergency summit on that migrant crisis playing out in that region this thursday. This da has become so synonymous to smoking pot, its time for a parents to mark 420 by talking to their kids about drugs. Here in Montgomery County some School Officials include it in the weekly message to parents. 420 has become a date that some junior high and High School Students try pot for the first time. This parent has one in high school, one in junior high and two in elementary school. Were very open. But just didnt put it all together. Rebecca this former teacher in Montgomery County says its a conversation parents should initiate as early as sixth grade. Absolutely. Theres no harm done talking to them even if they are not aware of it because at least theyre being educated without being coerced to get involved. Rebecca openly exhibiting her enthusiasm for pot, this virginia 18yearold said shes been smoking for a few years and told her parents this past year. They know that im not hurting anybody with it. So they were fine with it. Rebecca harmless they found. Experts say not young developing brains.
