It was down the dam that the teenager was sledding when he went out into the water on to the ice fell through the ice and was able to get on to that overflow dam out there. That concrete structure. He climbed out of the concrete structure and fell into the water a couple of times according to witnesses, intense moments here. But then firefighters got here. Two of them put on ice suits and were able to get to him to put blankets over him to try to warm him up. It took an hour before they were able to bring them to shore via a boat. We did speak with this teenager. This is what he had to say moments after he was pulled to safety. What happened to you . Can you tell me what happened . I slid down the hill and i went into like the water. Are you cold . Whats going on . My feet are cold. My feet are cold. Yeah now we understand that he was taken into an ambulance and he was warmed up for about 15 20 minutes and then he appeared to be ok. He got out of the ambulance. Were not really sure where he went after that. His father was here. We do understand. I want to show you, that is the dam there. He was sliding down that dam, slid out on to the water in royal lake and it was there that he plunged through the water. Now, a lot of concern here on the part of a lot of neighbors. A lot of concern tonight as more children continue to go sledding here, as you can see. Reporting live, stephen tschida, abc 7 news. Thank you stephen. Now, lets get back to the weather and the snow showers that are coming just in time for rush hour. That could lead to a tricky commute home for a lot of people. Jay korff is in mobile track 7 to pick up on the Team Coverage and give an idea of what youre seeing on the roads. Are you seeing anything coming down yet . Not yet. Leon well expect any moment to hit this snow squall. Im following it on my radar on my laptop. It looks like its hitting leesburg right about now or at least on the leading edge. Weve been talking about this snow squall all day long. We know in talking to somebody at Harpers Ferry that they are getting nailed at around 4 15 4 30 with some very heavy snow. Big concern about this snow is its going to fall very quickly and because temperatures are so cold already and weve seen plenty of plow trucks that have that are waiting and have been mobilized here in northern virginia, wind and snow comes down, were concerned that its going to pile up quickly. Its not going to be a lot of snow from what doug hill has told us. Certainly with all the cars on the road folks are very, very concerned so were literally following this and the moment that we see this that system come down were certainly going to get back to you as soon as possible. So the viewers can know where to go and, of course, what to avoid. Leon . All right, jay. You be careful out there. Abc 7 learned today that the suspect in a sexual abuse case may have tried to have witnesses killed. Witnesses who were just little girls. Northern Virginia Bureau chief Jeff Goldberg is at the live desk with more on the new accusations against michael gardener. Jeff . Alison, this is amazing. In court today, prosecutors are revealing shocking allegations against gardener accusing him of pursuing a plot to murder two young girls who were set to testify against him in court. Prosecutors claiming that while in prison in 2013 gardener reached out to a fellow inmate about trying to find someone to have the girls killed. That inmate then reached out to authorities which then investigated the matter thoroughly. Prosecutors cannot say whether or not the girls lives were ever in danger but they will say that the possible threats were taken very seriously. Gardener is a former Democratic Party official in falls church. He was in prison after being convicted in 2011 of molesting two young girls. You may remember that ruling was overturned by the Virginia Supreme Court and gardener was released but he was then arrested again last october for allegedly sexually abusing a different young girl in 2009. That girl a family member. Gardeners trial is set to begin on march 4th but on monday morning, a judge is going to rule whether or not these new revelations will have any impact on his case, certainly something well be following. Live in the newsroom Jeff Goldberg, abc 7 news. Jeff thank you very much. Meanwhile, Jesse Matthew will go on trial june 29th for the abduction and murder of university of virginia student hannah graham. Graham, as you know disappeared after a night out with friends in charlottesville last september. Her remains were found in a rural area five weeks later. Matthew made a video appearance in court today in albemarle county. He is currently being held in Fairfax County on a separate attempted murder charge. An update now for you on some breaking news that weve been monitoring out of Silver Spring. Police have taken a man into custody after a deadly accident in the 1,000 block of crest haven drive. Thats just outside of the beltway. Montgomery county reporter kevin lewis is there. Hes got the very latest and kevin, we know you just talked with a witness to this thing. We sure did leon and he said this was one of the most more horrific things that hes heard or seen. A car was driving erratically down New Hampshire avenue. Police say it turned down crest haven drive, thats the street i am standing beside right now. Its a residential street. And police say continued to drive erratically and you can see the intersection there. Thats where the vehicle crossed a lane of traffic and hit a 49yearold woman waiting for her ride on bus. You can see the blue and white sign there at the corner and dragged the woman down the street here. Struck a car that was parked right there and then continued into the grass here. You can see tire tracks one would presume that is the trajectory that this s. U. V. Took and then it nailed this ford fusion, four door sedan right here in this neighbors driveway. Heavy drivers side damage to this vehicle. Newschopper 7 flying overhead earlier this afternoon. It really gave you an idea of how this neighborhood is set up. Speeds in this neighborhood about 25 miles an hour. Police have not said how fast the man was driving. Instead, calling his driving erratic. Minutes ago, we spoke with the man. He witnessed the crash and he said it sounded like gunshots. People walk through here all the time. Morning, night. But never witness somebody actually getting ran over. You heard they pronounced her dead. She died . Thats sad. Thats sad. Thats sad. I mean the way she was laying on the ground and the way the blood was coming out, i knew it was going to turn out to be a bad result. Just a horrific scene for that man to witness. Again, police have arrested the driver of that maroon nissan s. U. V. They have arrested him on a suspicion of driving under the influence of either drugs or alcohol. However, they have not given us that mans name. They towed his vehicle from the scene about an hour ago and theres a tow truck that has just arrived here. Most likely to tow the vehicle that was parked in this driveway. That is the very latest. In Silver Spring this afternoon, im kevin lewis abc 7 7 news. Terrible scene. So sad. We have this new information for you out of West Virginia where people are calling for tougher Safety Standards after that massive explosion. A train carrying crude oil derailed and burst into flames on monday. Federal officials already started looking into thicker tanker shells and rollover protections. We now know that it is the same model that was involved in a similar accident this weekend in canada and last year also in lynchberg, virginia. Coming up on abc 7 news at 5 00 tracking the killers among us. Well take a look at the murder of a 9yearold boy nearly 10 years ago. And then a little bit later 7 on your side asking questions about the second confirmed case of measles in the district. And the absence of some Key Information from the department of health. Plus redskins coach jay gruden clears up the combination about Robert Griffin iiis position with the team. Im at the National Cathedral where they are completing phase one of the restoration project after that 2011 earthquake. Im sam ford. Story 7 on your side tonight trying to get some answers, questions answered, rather about the second confirmed case of measles in the district. The department of health isnt giving out any information on the latest patient. Important information like who else could have been exposed. 7 on your side investigator chris pabst looked into it and hes now live at the live desk with more on the health alert tonight. Chris, whats the story here . Well leon citing privacy concerns, the d. C. Department of health isnt telling us anything about this patient recently infected with measles. Theyre not even telling us the patients age but recently when a person was diagnosed in san francisco, that city told its residents all the places that patient had been prior to that diagnosis so the public would know if they had a chance of being infected. Yesterdays news from the d. C. Department of health confirming a second person has been diagnosed with measles has people talking. Like the whole antivaccine thing, people need to vaccine their kids. But citing privacy concerns d. O. H. Is giving no information about the person or where theyve been. Is that stuff that you would want to know . Of course yeah. Definitely. Its only fair. I mean you wouldnt want to endanger anybody else. No i feel like we have a right to know. This is what we were told. Its a small exposure. We believe that it is restricted in the district of columbia. According to the c. D. C. The measles is a highly contagious airborne virus spread through coughing or sneezing. It can also live up to two hours on the surface and the vaccine is not 100 effective. This chart from the c. D. C. Shows the virus recent growth. Since 2001 the number of annual cases has remained constant. But in 2014, it spiked to 600 cases. In 2015, has continued that trend. D. O. H. Says it has contacted the people they know of who have been in contact with the most recent patient. Theres a tradeoff. You dont want to expose someone as being sick like that. But at the same time people should know and if theyre going to get sick they should go to the hospital and know its possible theyll maybe get sick. D. O. H. Recommends that anyone unsure of their vaccination status, get that vaccine. While d. C. Has had two confirmed measles cases so far this year there have been none in virginia or maryland. Live in the newsroom chris pabst, abc 7 news. Thank you very much. We return to our storm watch now because our jay korff is in mobile track 7 in leesburg and we understand youre starting to see snow out there. Indeed we are. We just have pulled over briefly because there was it looked like putting salt on the sidewalk. And we also noticed that it looks like transportation crews have also pretreated the roadway and put what appears to be salt down on the were actually heading towards route 7 in leesburg. I say it was maybe five or six minutes ago that that line just slammed us. Really hit us hard as we were getting off the dulles greenway and now that were in leesburg Road Conditions arent too bad but the concern about the snow squall is one visibility as you can see in front of us here two cameras, one looking at me and one looking out, visibility less than 1 4 mile and dont know if thats going to get worse. According to doug hill, this snow squall could last 15 20 minutes, maybe 30 at the most and then the skies are usually clear on the back end but with the temperatures so cold the concern is that the snow could pile up quickly and with all the cars on the road driving can be extremely treacherous. We know that vdot is certainly well prepared. Weve seen dozens of plows on the way up here from arlington to leesburg and theres approximately 700 that have mobilized here in northern virginia. In anticipation of this snow squall. Mobile track 7 you can come to us any time and well start looking for issues or maybe some problems to let folks know what roadways to avoid. Jay thank you very much. And as he said right here in the middle of rush hour. You know thats really the big problem. Yeah. Its on the way and i dont think well have any big accumulations. I mean, its moving too fast. But whats going to happen is because the ground is so cold and temperatures will be falling with the snow is that the thin glaze or coating is going to make the driving that much more treacherous in spots. It will happen to us too. No heavy accumulations at all. A lot of things to share with you. First up live look right now at club in alexandria. Were looking there northward towards washington. Patches of blue sky here and some clouds. Thats just been the nature of this storm today because all the cloudiness and all the precipitation is banding just to our west and north. Well, check this out, this is st. Johns school in frederick, maryland. Were looking live right now. There are a lot of snowfall. Just a couple of minutes ago you could not see the trees be in background here because the snow was so heavy. Again, reflection of heavy snow he band as it moves through the snow lightens up and eventually skies will clear over the next couple of hours. We look at a couple of temperatures on the weather bug network. In winchester, its 32. Dropped to 25 in frederick. 26 in leesburg and shenandoah. Behind the front, look at some of the wind gusts. Pretty healthy wind gusts but not for what we saw saturday night when the winds were gusting from 50 to 55 miles per hour. Were happy about that. Were in advance of the snow moving through. Were under a Winter Weather advisory until 9 00 tonight for the effects of the snow and glazing on roadways and then starting into midn entire area is under a wind chill advisory. And i think this will turn out to be the biggest part of the weather story for the next couple of days. Bitterly cold air and enough winds to make it extremely uncomfortable. So that is, in fact going to be the story here moving forward. On the storm scan, we can definitely make out the frontal system right here. Its in segments. Not a solid line of snow. There are segments just like in the summertime, have a line of thunderstorms and they might be broken up into clusters. The area moving towards metro washington now and the other one towards pennsylvania but all of it being propelled by this bitterly cold air racing out of South Central canada. Temperatures upper 20s to lower 30s now. They are falling quickly behind a front and even more so late tonight and overnight. Take a look farther west and north. Its 5 below zero in the thermometer in duluth. 5 in ohare and thats the cold air thats going to come rushing in here after midnight. So we get up in the morning and average temperature in the metro area is 13. Many suburban areas would be in the Single Digits but wind chills will be below zero area wide. Sunshine 16 at midday. 19 degrees in the afternoons. Probably the best were going to do. And as far as the next seven days, one story will be the breezes and sunshine. And highs in the teens. Wind chills below zero. Another big story is this temperature here. The average low in the metro area, 2 degrees friday morning. Most suburban areas will be below zero friday morning. We are going to set tons of record low temperatures on friday morning and over the weekend, another storm system. This will pass to our west and because of that we may start as just a little bit of snow or wintry precipitation but will change to rain late saturday night. Rain all day sunday as it warms up and things will finally settle down monday and tuesday. And then Storm Watch Weather Team will say thank you, old man winter for the break for a day or two. Get out of here for a while. Exactly. Need it. Thank you. See you in a bit. Breaking into the medical field takes years of hard work and study. Women across the country are finding themselves in a Birth Control bind with the cost of their bills going up unexpectedly. And the 7 on your side iteam found it may be because of misinterpretation of the health care law. Joce sterman is here now to explain this. Joce . Alison women are fighting back claiming Insurance Companies are essentially skirting around a federal law that was supposed to have them covered. As a stayathome mom ashburns Stephanie Cameron keeps a close eye on her familys spending. She was surprised to see the Birth Control she was shelling out a 30 monthly copay on suddenly tripled in cost. Women are looking at their receipts and saying how will i be able to budget this . Shes now budgeting because of the Affordable Care act. Once it took effect she had to pay out of pocket for a Birth Control method called nuvaring. It affects people around the country. Reproductive rights activist erin matsen says while the a. C. A. Was supposed to make Birth Control coverage easy in some cases, its made things worse for women. Its because Insurance Companies are exploiting the law and trying to see what they can get away with right now. The law clearly states that women should get access to the full range of f. D. A. Approved contraception including nuva ring but the language allows companies to offer generic drugs to control costs. In Stephanie Camerons case she says her Insurance Company offered to cover the pill as an alternative to nuva ring. Pill doesnt work for me. Its wrong to believe that they are interchangeable. Although the feds made the law, its up to states to police. Advocates say you can file a complaint with your states insurance commission. Something stephanie did. Im really angry about it. They shouldnt decide what they should cover. My doctor wrote a prescription for a reason and they should cover it. Stephanies Insurance CompanyUnited Healthcare asked us to get her permission to comment specifically about her case but gave a general answer to her question. The rep said the Company Offers a wide selection of options with no copay or deductible but if patients choose from wider options they could come with a cost and they should just consult their doctor. Joce sterman, abc 7 news. All right joce thank you. Well, medical expenses are americans biggest financial concern when it comes to planning for retirement. But that is changing at this rush hour. And once the snow showers are gone, get ready once again to bundle up. Thats right. Bottom is about to drop out temperature temperaturewise as well. Weve just gotten word that Spotsylvania County schools will be closed again tomorrow. Doug hill with the latest on this Winter Weather alert. Doug . Hey, leon and alison. I want to start with the time lapse in the past 90 minutes from our weather bug this is in southern Frederick County north of Montgomery County line. This is what so many parts of the area are experiencing. Sunshine cloudy skies. And then after the clouds roll in the snow squalls roll in and see over the past 20 minutes, you can see the snow and there you have it. Thats what theyre experiencing going from sunshine to heavy snow in the short amount of time. Right now, our live Doppler Radar shows you heavy line from westminster east to frederick to haymarket. A very heavy area that extends south to gainesville right now. It continues to move east at a pretty good clip. Here we are at 5 30. Its not moving fast. We know that. And probably not going to get here until about 6 00. Moves through and lays down a coating behind that. And the next big weather story will be wind chill advisory falling temperatures and bitter wind chills for the next day or so. More coming up in a few minutes. Leon . As you know that snow can make for a slippery commute home. Jay korff picks up our storm coverage from mobile track 7. Where are you . How is it looking now . Actually taking some video of a salt truck or a plow that was on the side of the road. Were actually heading, leon eastbound on 7. Were trying to see if there was an accident up ahead caused by this snow squall. We did see a fire truck go at an extremely high rate east on 7. This is the situation right now. If you look ahead, you can see the visibility is getting even worse. Before, it was maybethan 1 4 mile. Now, its maybe maybe half of that. And were at a stop sign stoplight, rather right now. The snow is not coming down as heavy as it was maybe five or six minutes ago when it was just screaming out of the sky. We know that the road surface is definitely glistening and definitely wet. But it looks like those roads are pretreated. Right now, they dont appear to be slick. Thats the best news of all. Vdot is out in full force. Hopefully people are heeding our warnings and are keeping our speed down. If we see anything, if you come across anything that poses a threat to the traveling public well get back to you from mobile track 7. Were live in leesburg jay korff, abc 7 news. Thank you very much. Another look at traffic now from bob emler in the wtop Traffic Center with details. Hi there. Hi, alison. Cant say that the quick moving snow squalls have caused any problems on the roads as of yet. We have a new crash on the inner loop of the beltway before the georgetown pike on the virginia side and northbound George Washington parkway after turkey run, theres been an accident. Volume delays through bethesda and Silver Spring on the beltway. Going to slow down a bit here and there. Not too bad. 270 northbound heading into Frederick County, just some delays up there. Get into Frederick County where some of the snow is falling right now and right now on 66 12 123, not doing too badly. Im bob emler on wtop radio. All right bob. Keep us posted. Thank you. Meanwhile, people went to the National Cathedral for a noon service this ash wednesday. For those who didnt have time to sit through an entire service, there was some places like the Baptist Church in alexandria offering ashes to go. Ash wednesday marks the start of lent. The sixweek period before easter. Well, a big milestone at the National Cathedral today in the wake of that earthquake that was 3 1 2 years ago. D. C. Bureau chief sam ford is there live with an update on the restoration work under way there. Hey, sam. Well leon they said the restoration would take about 10 years and would cost about 32 million. Well, they are about a third of the way there. They said they received 10 million in donations so far and that money is spent. The cathedral celebrated the end of phase one of the restoration by inviting reporters up on scaffolding 65 feet above the cathedral floor to see whats been done. August afternoon in 2011 when parts of the National Cathedral crumbled. Objectviousobviously, in this lenten season, were giving up netting for lent. The scaffolding will be gone by the end of march. Whats striking way up here are the windows letting in light from thousands of pieces of colored glass. Public doesnt get to see them close up like this. Nor for decades have church staff. What they said was amazing is how much dirt was on this masonry and stained glass and how good it looked after it had been cleaned. When you think about it every square inch of the ceiling in the cathedral has been touched by human hands. Phase one has cost 10 million. Thats the outside work. Framing up those that frame the main church and other stonework plus this intricate work near the ceiling, replacing mortar. But theres still 22 million worth of work to do. Where is the money coming from . Takes just one billionaire donor or someone to win the powerball. And that is the scaffolding you see that is going to be coming down and coming weeks and months. Jim shepperd said they are about a Million Dollars towards that 22 million goal. He didnt say exactly how much they would need. He said at some point, some millions, they would recommence the restoration. Reporting live from northwest washington, sam ford, abc 7 news. Thank you, sam, for the update. This week weve been profiling some of the unsolved cases that have kept investigators up at night in our area. Thats right. Theyre tracking the killers among us and tonight, 7 on your side investigator Jennifer Donelan is fighting back with a closer look at the murder of Dante Manning a decade ago. Spring. D. C. 2005. Gunfire erupts. A bullet strikes a 9yearold boy. Whoever held that gun is a killer who still walks among us. Absolutely innocent victim. Dante manning was in the 2600 block of 13th street northwest with other neighborhood children. It was easter time and there was no school the next day. I hear pop, pop, pop and then a silence and then pop, pop, pop neighbor rose marie expected to hear sirens follow. Instead, the night air filled with screams. Second graders, third graders, fourth graders, they were running around screaming because dante had been shot. Dante didnt die on that street. He was rushed to Childrens NationalMedical Center where a stray bullet lodged in his brain. 33 agonizing days later, his family made the decision to take him off life support. He was gone just ripped the hearts out of a neighborhood that was already wounded and struggling. Despite the largest reward in city history for information, no one has come forward. Dante manning was not the intended victim for this and there are people who we believe would have information regarding what was going on that evening and regarding who actually pulled the trigger. The loss of dante and the unresolved case is ongoing, open he became more than just a concerned neighbor. So moved about the tragedy, she wrote a book about the fateful day. The title is an unanswered question who killed Dante Manning. A bullet doesnt just kill one person. It ricochets through a family and neighborhood and city. That bullet did indeed ricochet throughout this city. That was the largest reward in city history nearly 10 years ago. And that still stands. That is still the case. It stands at 125,000. If you have information leading to the arrest and conviction of whoever is responsible, call d. C. Police. Coming up tomorrow on the killers among us a beloved son of a d. C. You dont want to chip the ice. You might ruin your own car. Damage your car. What do you do . Just get a big electric blanket. All right, well, the snow is starting out there a little bit during this rush hour. What are you seeing . Were tracking the movement of this snow band. What were seeing on Doppler Radar now that its getting close to the radar transmitter in bowie make out nice details here. The darker the blue the heavier the snow in this presentation. So Montgomery County that is really Whites Landing and shady grove, thats the heaviest snow. Moderate snow on the virginia its all moving eastsoutheast. Were moving a lot slower than we thought. We thought we would be in there sooner. That in the way of good news. Get on the way home before it hits and also the winds arent as strong. But you will notice it. Its going to start snowing heavily in your area. But it will only for a short period of time. It will move through the area. The Bigger Picture of Doppler Radar and storm scan shows were not the only area getting ahead of this arctic front. Stretches from northern pennsylvania all the way south to the North Carolina border. Behind this snow flurries gusty winds and rapidly falling temperatures. Now, were under a Winter Weather advisory until 9 00 tonight because of the snow and possible glazing of roadways.
