Dates back to 2014, shortly after the signing of a state law requiring outside investigations. The intent, i think all along, was to have this stood up to be a team that could be used whatever the Critical Incident was. Until now, that team did not investigate milwaukee Police Incidents the state department of justice did. I just think the way things have played out here recently, that maybe sufficient gonna be locally set up here. Specifically, mpd chief ed flynn has mentioned the Sylville Smith shooting in august as a case where waiting two hours for investigators to arrive from madison can cause tensions to build with relatives and neighbors. The officer passes a student walking along the side of the road. A school bus is stopped in the distance. Thats when a girl comes into focus standing in the front yard of a home. Suddenly. A dog lunges at her. One of the dogs is taking the girl to the ground, and the second already has the girl on the ground and is biting her. Brown deer police chief says two pitbulls are attacking two 14yearold girls. His officer runs to help. Firing six shots at the animals. The officers realized the girls were in immediate peril and took action to stop the attack. Kass says one of the victims lives with the dogs in this house. The other victim was coming over to visit. We know the initial attack occurred inside one of the victims home. The girl attempted to get away from the dogs by fleeing outside. However, the dogs pursued and intervened. The girls suffered severe bites and scratches all over their bodies but kass says their injuries do not appear to be lifethreatening. One dog died on the scene. The other was later put down.
