Anything can happen. Some others say, well, we came to new york expecting to see Something Like this. But they still arent quite sure who the man, what his motives are, if he is suicidal. Police still trying to talk to him to figure out exactly why he is doing this. Valerie, quick question, too. It doesnt look like he is getting very far. We have been watching him for quite a while. He might be getting fatigued at this point. Any idea what First Responders might be saying to him right now and any idea if stop and go right to them . Reporter its unclear. It looks like he is using suction cups. It looks like a slow process from the video. You can see police in some of the video yelling to him from some of the windows. Im sure they are trying to coax him over to one of those open windows. Still unclear how far he plans to go or where exactly he started from. Valley, as we keep it here Jersey Service unit officers on the case. They have broken some of the windows there at trump tower. You see them off and on over the past few moments talking to him, attempting to coax him into quitting one would assume. They have broken the glass above him. Its falling toward him. We have seen glass on that side, on the other side of the facade there. Again, this is trump tower 56th street right at fifth avenue. This is the south faci of windows and we have a young guy with a harness and suction cups and trying to make his way up. This is like the fifth or sixth story of a 58Story Building so he hasnt gotten very far. We can city that glass raining down we can see that glass raining down on him. He seems very calm. And glass raining on him like you said and officers trying to talk to him. He hasnt gotten very far. Hope for the best, quite frankly. You look at that backpack, we have no idea whats in there, hoping its just equipment and gear and so forth. But, um, nypd on the scene. Emergency Services Officers now we see for the first time theres something of a harness with i guess thats a window washer type unit that they are lowering toward him as they look to bring this thing to an end. I dont know if we have control of the camera if we can widen out but you see more officers on the ledge there to they are perched and presumably talking to him, as well. Again, we dont know what is in that backpack. Thats the big concern. Great concern to the nypd and all of the people in the surrounding area. Once again they have closed down that area right around trump tower in midtown. That man has been climbing for [ signal breakup ] very far. Again, they were just breaking some of the windows, talking to this man, not sure whats going on between them at this time. It looks like they are lowering that window washing of late when mr. Trump himself is around, there are secret Service Agents swarming the building in a protective sort of ring and fashion but you would expect it to be something, um, somewhat lesser. So right now, again, if you are just tuning in, we are watching a scene high above fifth avenue not that high actually, 5 or 6 stories up on a skyscraper of 58 stories, this is trump tower where we have a young man with suction cups and a harness and some equipment in a backpack stopping traffic, stopping the city really, stopping building and we have officers to his left, right, above and below, trying to get to him and get him to stop and hopefully bring this thing to a peaceful end. Again, he has been in the same spot for quite some time. It doesnt appear they are going down to him i guess they are waiting to see if he comes up to them. They have him surrounded. You can see on the far right of the screen again, you have the emergency workers there. You can see them sticking their head out occasionally through a window they broke. You can see the scaffolding above this man, as well. Again he has been at this quite some time not getting very far. A short time ago they broke that glass to try and get [ signal breakup ] a better closeup right there. There you can see someone in the scaffolding. Looks like they might be getting ready to make a move but that man is right below them. We have seen many rescues in this town with window washers who get stuck and officers working with them in a less hostile kind of fashion but in this case, um, theres why he is doing it, how far he wants to go, whether he is listening to the officers or, um, ignoring them. There we have it. A climber dangling above a few stories up five, six stories up above trump tower. Check, check, check, check, check. The out facing side of the building. Again, this is the 58story tower. He is not very far up but we dont know if he was trying to get to the top again, what exactly he was trying to do. But nonetheless he is there and we waiting to see what this is all about. It first started popping really about an hour ago when social media just lit up with images and video, people just surprised in the middle of the afternoon to have a guy doing this kind of thing. So here we have fifth avenue is shut down south of trump tower. Actually i should say its open south of trump tower leading up to it in and in that area its closed. Traffic is snarled. Tough enough getting around it looks like he has done this before, obviously, this contraption, were calling it suction cups. We dont know the exact name of it right now. But he has been doing it, he has been at it. He has the harness on and, you know, again were just waiting to see why he is doing this and how he even got this far. Hoping for the best. Its the kind of thing would you wear for Something Like this like it was well planned out or at least thought out. This is what he wanted to do and here he is. In midtown. Just checking, too, Donald Trumps twitter seeing if anyone notified him about this. He hasnt tweeted anything about it. We dont know, you know, what his reaction is going to be to this. Once again, he has [ overlapping speakers ] were wondering if this man is working with them and will in fact go to them. Maybe he is stuck because he is not really making much more progress and obviously they are not going to let him get much further up at this time. Back in with Valerie Castro. Can you hear me . What have you got . Reporter hi. I can hear you. Actually, we have a lot of spectators down here as you can imagine. Everyone has stopped to take a look and see whats going on. This is max. He works in the area. Max, what do you make of all this . I dont know. Its kind of crazy, right . You could see anything just going for a coffee in new york city. Um, i heard someone was climbing up using suction cups and im not sure why. Maybe he thought town and he wanted to talk to him. Who knows. Reporter what do you think when you see all the people who stopped to look and wonder whats going on . I think people see trumps name and, you know, they want to know whats going on and they are in new york and some people thought the celebrity sighting might be in store but who knows . Reporter youre a new yorker . Ism. Born and raised. Reporter so to you is this we are, out of the ordinary . Well, i guess the timing, given that you know, he just talked about the Second Amendment yesterday and to but otherwise, no. Just a regular day here, i guess. Reporter okay. All right. Max, thank you. Back out here live in midtown, again we want to show you the Police Presence here on the ground. Fifth avenue southbound still shut down at 56th, traffic is allowed to turn southbound on fifth avenue from 56th. You can all the police vehicles, there are several ambulances down in that area. Again, a lot of spectators here a lot of police surrounding the base of trump tower. We saw a few on one of the corner terraces from trump tower appearing to try and get a look from their Vantage Point as well but again, Police Holding this area very secure until they can get this person down and, of course, figure out exactly why he is climbing up the tower. Back to you. Do you get a sense of people being frustrated, bemused, curious . Annoyed . How would you characterize what people are saying down there . Reporter from this Vantage Point its really hard to see these people arent sure what theyre stopping to take a look at. They just around and see everyone looking up, many of them not sure what theyre looking at until we have told them theres a man climbing trump tower. Many want to know if he is home. One person asked me if it was trump climbing the tower. [ laughter ] reporter a lot of speculation and wondering, you know, who this person could be and what his intentions are. Yeah. Yet another moment in the president ial campaign if we can even call it that. I dont know if we have control of the camera, guys. And see the big picture . I want to get a sense of which floor he is on. Last we checked it was five or six up. Not that high. High enough to fall and hurt yourself. There are ledges off to the right. There are broken windows above. If you are just tuning in thats because nypd officers have done that. Theres a shot four. Its in an effort to try to get to him, speak to him, hopefully get him out of than five or six stories you up. Its a fair way up. It appeared he got to the ledge to climb out. Theres a towel outside the window that the First Responders have broken. Not sure if they are communicating with him. They are right by him. Maybe he is going to climb in the window. He has been in the same area for quite some time. Hasnt made much more headway atop this 58story mixed use skyscraper in midtown. Its a heavily trafficked area. You ha a over there people going shopping. So no doubt the crowds on the ground are just stopping and staring and as valerie mentioned, the roads are closed off keeping people away. We dont know what this man has in his backpack, why he is doing all of this. He has quite a getup on there, that harness and these so called suction cups. Hoping it works. That towel hanging out of the window we presume it would window and give them a better shot at reaching him, hopefully, um, but it looks like he is about a floor beneath that open window where nypd Emergency Services, officers there on the scene, trying to work with him and trying to get him out safely. So this is what its been for more than an hour, hour and a half or so. We see a head, theres an officer, um, its a perilous thing. And it does appear to be a calm situation. They do under control and i mean, the man seems to be pretty call. He has to be tired at this point. He has been up there for quite a while. It doesnt look like that something, ha ha, relaxing to do. His arms are probably tired. Hopefully he will reach up to the First Responders and go through the window and then well find out what exactly he was doing this for. Hopefully run out of gas. Well, but what we notice is that above he was on the wall of windows under that officer, hanging outside the window. Now it appears hes changed course and is going up the perpendicular glass there and dont know what the communication, but dont know what security is like at that building. We dont know how long it was before anyone noticed he was doing this. It mixed use, perhaps communicating with the First Responders, dont know if he is trying to get away from the window. Looks like he is making a left turn to get away from them. You can only guess whats going on but you would hope they can at least open a window on that wall of windows and reach him. But, um, its tough to tell. How you game plan and strategize Something Like this, as it unfolds. Again, we saw he is stories we initially saw but its a 58 Story Building. I dont see how he would get all the way to the top. The windows are thick in nature so they always have to bring in the diamond cutter blades to cut them. They cut through it quickly. They have blankets and towels through. It looks like he is communicating with the window. Valerie castro is still there at the scene. Reporter police have set up barricades on either side of fifth avenue so people cant cross the streets. People cant see whats going up. People are wondering whats going on. Many are just surprised to hear that someone is actually climbing the tower. One woman says this is a crazy person. Still trying to figure out the motivation and intentions this man has by climbing up. The area surrounding the base of trump tower is shut down. There are a lot of police vehicles, fire trucks, a few ambulances. This area obviously will be shut down for quite some time and again police containing the crowds behind those metal barricades. You often see parade or rally here on fifth avenue. But in this case, its a much different situation. Yeah. This is a stunt. If you are just tuning in to cbs news at 5 00, here it is at 5 15. We are into a broadcast where all we have seen is a guy on trump tower scaling the building with suction cups, harnesses and what looks like repelling gear. And the nypd is trying to coax somehow. Emergency Services Units on the scene. Fifth avenue shut down under 56th street. Traffic snarled, spectators wondering whats going on. We are watching as well hoping for he is communicating. We see him talking with the First Responders interest through the window there through the window. They have the blanket there because they broke the glass. You can see them talking right there. Demeanor is calm right now. We are just watching and head coaching he goes in with them calmly. If he wanted attention he has it. He has everybodys attention. We need this thing to end, um, there are a lot of spectators watching this all unfold wondering what exactly is going on. Were all wondering why exactly this man is doing this. Thats a heavily trafficked area with pedestrians, you have a lot of tourists over there, of course, fifth avenue notorious for the shopping so huge crowds are gathering watching all this. You can see that man talking and we are just wondering if he is going to actually do what they want him to do and go in. Or if he is going to climbing. He is surrounded by First Responders. The window washer scaffolding is lowered just above him. You have First Responders to the far right of the scene out of the screen right now. But they are all surrounding him so they are all ready and waiting and hopefully negotiating this man coming inside with them peacefully. Having a conversation. Making some gestures. But so far no dice. We have someone on the phone Anthony Pagano is a retired fire commissioner of yonkers. Mr. Pagano, thanks for joining us right now. We have seen rescues in your town and others in the area. What are your thoughts as you watch this . Reporter well, this is an odd situation because it doesnt really represent a rescue. I mean, obviously, its some kind of an antic this that gentleman is doing and the First Responders that are ns glass, are probably trying to talk some sense into him and ask him to climb in before any of that equipment does fail and it turns into a rescue situation. What is the checklist of things they would go through to coax him out of there. We havent necessarily seen this before. How would they go about it . Well, i would believe they obviously would try and let him know that, you know, this is not something that he should be doing, obviously. Safety of everybody on the ground and for his own safety, okay, youre at a situation where now you can enter into the building and, you know, kind of talk him into getting in there before anything happens to him or anybody else. When you have a situation you dont know whats in the backpack, you dont know why he is here, you dont know what its all about, how do you approach him . Reporter well, i with kid gloves. You dont know whats in the backpack. You dont know if its something he is trying to do to draw attention to himself. You got to kind of like just convince him that, you know, you should come in, are you in far enough, you drew enough attention. Hopefully his intentions arent to do anything drastic and hopefully theres nothing in that backpack thats dangerous. You look at the body language, he is sort of waving with what theyre telling him. And he is going about what he had in mind. Thats the way it appears as he moved farther away from them and continues to climb. Now, if he keeps going, could is it possible that they could grab him, pull him inside . What would they do right here . I mean, if they can reach him, i would think they would try to before they forcefully grab him, make sure that they are safe inside and this pretty difficult because you can see he is always moving. And if they are going to grab him, they have to secure themselves. I mean, god forbid if they grabbed him and he fell and pulled a First Responder with him. Its hard to do when continuing to refuse whatever they are telling him to do and he wants to continue to climb up the side of the building. The body language i would hope at some point he decides, okay, i had enough, im coming in. And hopefully its not any kind of a, you know, act where this guy wants to cause damage. As best we can tell the body language is not receptive, shall we say, to what theyre telling him and he seems to be gog his original plan. So have you in your career as a firefighter ever come across i dont know how to call him a hostile person to be rescued . Anything like this . Have you dealt with it . Not where, you know, obviously theres points and times where people are on top of a building and they are threatening to leap. But nothing like this have i ever come across that. Often downtown. But i do know they have some expert piece in dealing with a hostile person. It may have some problems. This is an odd situation. He seems to have equipment that is safe enough to do what he so they have a lot of questions in mind. He wants to do more than just scale the building. Is it somebody thats just trying to draw some attention . You know, thats a possibility there. There are so many possibilities that these First Responders have to react to that its again, all they can do right now is continue to back into the building talking some sense into him. What what his goal, they are going to have continue to talk to him. They have area. Lets update our viewers who are just tuning in. We are watching drama over midtown. This is trump tower. There is a man climbing up the side of the building with suction cups and harnesses and a pair of sneakers and a backpack. No idea why. No idea who. Why he is doing this, what he attention of the i doesnt seem to be receptive, seems to be ignoring them and going on about his plan. Were just kind of guessing here. We dont have it exact. But its at least eight to ten stories up the south side of trump tower and 56th street at fifth avenue. Traffic is snarled. Tourists are watching. They are seeing the picture just a second ago. People are taking pictures. Its a massive mess in midtown as we watch ignoring officers who are trying to get him out there was at some point safely. Its a oneman show. You can see them talking to him. He is getting further away from the hole in the glass. Hopefully they will get him through before they have to do anything else to get him out. This is a 58story mixed use ground, we know our own Valerie Castro is down there. Hopefully well get an update as to what the nypd is doing on the ground there. A car is moving there slowly. This mans been at it for quite some time not moving very fast. Again, it is a 58Story Building. They have been talking to him for quite some time. They have what appears to be one of those window washer scaffolding buckets above him. They broke that glass a short time ago. So he is surrounded. We are not sure what the move is going to be next but were all watching and we dont know what this man is doing this for. Obviously he wanted attention and he got it. We dont know whats in the mike from the Yonkers Fire Department is on the line. Thank you for watching. As you watch this, nypd is trying but with no success so far, what do you do . This is tough. You can definitely see that he has mobility and he is definitely a rock climber. Just based on the equipment that he has and how he is using all his equipment. He definitely ha he its going to be tough to get him. They are putting up something inflatable below him to give him a soft landing, if you will. Mike, you talk, you try. How long do you wait this out . You know what, it depends their plans are. I mean, i see that they are deploying some type of blowup mat on the bottom. The only issue is if you are going to have to take him off those suction cups and in order to get them off they are going to have to, um, get all the air out of them, unlock them and then he is going to fall. But, you know, i dont know if i really see that as happening. I think thats a little dangerous. You can only imagine that they would try to grab him and that would yeah. Or if were to fall on his own, who knows. But, um, i mean, you train for a lot of things. I dont know if this is one of them. You really dont train much for this. This is kind of like, um, chasing somebody on some equipment and you really dont usually they are usually just hanging there waiting for you to come down. This mobile makes it a lot harder. As a firefighter, youre on to be rescued. Exactly. This is a belligerent has style situation. What do you do . Yup. What do you do . This i mean their best move would probably just take out one of the bigger windows and try to corner him and then take out a window on the side and then he really has nowhere to go, they can grab him. Maybe a window below . Were making this up as we go along right . Yeah yeah. Theres really no i dont really think theres any protocol on what to do on the ground Something Like this. No playbook. People are still in close proximity to this building. So if the nypd, you know, truly thought this man was a great threat, wouldnt they have evacuated a much broader scope around the building here . It seems like everything is pretty calm. Now, we saw that shot there. You could see all the people there. The barricades up. Would you think these people watching. This man who began climbing trump tower in midtown he has been at it for some time, its amazing how many people are there watching this man, Valerie Castro is on the ground, im not sure if we could bring her up again to give us a sense of whats going on down there. Do we have valerie . Well get back to her in just a bit. By my count its 90 minutes this has been going on. He is going to get tired. He has to be tired at this point. Yeah. He is definitely going to get tired. You know, he has to move four of those suction cups around every, single time that he moves. It looks like he is trying to make sure theyre ultra secure before he grabs one. He knocks into one before he reaches for it. Talking about the glass and glass cutting, we know that certain buildings the windowpanes are so thick you have to bring in a diamond blade cutter a special equipment . How long does it take to cut through a window . They are going to have to cut through another one so how long would that take . The Squad Company has specialized equipment to do that. Now, they could get up there and take care of that. It looks right now that the only people i see right there, esu, nypd, esu units. So im not sure what everybodys role is there right now. We can go back to Valerie Castro on the ground at the scene. People will be gathering. Traffic is people are wondering whats going on. What are you hearing . Reporter as you mentioned we have lots of people here on the ground. This gentleman, what do you think of this . I think its more excitement for somebody to climb the trump tower buildings with those type of suction cup things and he is running away from the police. So when they come, he goes around the other side and then goes around the other side. I just think its just so much i wish this could all end right now because its just bringing so much attention to new york city. Reporter do you think he statement . I dont think so. I wouldnt like to say that. I just dont want to get into the political thing. I just want to stay neutral and think its sad they have all this traffic and businesses losing money and people cant get home. Cant get your hair done at my salon. Its just sad. Reporter what do you think about someone using suction cups to climb a glass so much attention since the president ial race brought so much positive and negative to the city itself. I wish it all could just go away so we can all go back and go shopping and walk around without all this attention that we are getting, which we dont need. New york has enough attention as it is. Its a great city. Americas really great right now. So i just think i wish all this would stop. Okay . Reporter thank you for your time of. Appreciate it. As you heard him say he has a hair salon in the area, interrupted today as all of this is going on. Again, police, ambulances are here on the ground. We saw paramedics rolling a stretcher over there earlier. Its really tied up midtown manhattan. Again 56th street is shut down from fifth avenue over. As you can see there are plenty of people here wondering whats going on. Whats going on is unclear. Are you getting a sense of no one down there watching and wondering what this guy is doing. Whats the general sense down there . I think most people in this area feel very safe. You can see the barricades in place. So we have not gotten a sense that anyone is fearful. Business owners are getting annoyed but no one seems to be in fear of anything feeling well protected by the presence of the nypd. Okay. He is doing at least when it comes to climbing. He has all this equipment and these what look like suction devices. He is slowly climbing trump tower in midtown. Just 5 33 now. If you just tuned in, expecting the news, this is what is being broadcast here and around the world. A guy who appears to be looking for attention at the that. He has been at it for more than 90 minutes climbing trump tower. This is 56th street at fifth avenue. South side of the building and he is climbing and ignoring nypd emergency Service Unit Officers trying to get him to get out of there. They have broken windows, tried to talk to him, they have used one of those buckets that window washers appear to use to try to get to him. So far no dice. Whatever they are saying and continuing do this. Were saying he is about 16 stories, this is a 58 Story Building and its taken him quite some get this far. Mike from the fire department, are you still there . Yes. What are you making of this right now . He has gone up further from that broken window ignoring First Responders. Now what happens . What is going through the minds of these First Responders . How do they proceed from here . Its really tough because the guy definitely doesnt want to be caught. And he has the ability to, um, really stay away from pd. Do . Are you going to take your next window or try to corner him . Its a tough call. He is not going very fast. So how easily could they just break a window, grab him and pull him in . Um, they could break a window. You have to be careful which one. If he is in a corner maybe breaking the two corner ones so you can get him right there. How long will let this go on for, him ignoring them and climbing . Reporter thats up to the pd. Thats totally i think thats their call what they want to do. Mike, you have never seen anything quite like this. How frustrating is this for the officers . It definitely gets frustrating because here you have a person who is actually putting himself in danger let alone everyone else. The roads are shut down at rush hour. And he definitely doesnt want to be caught. He knows what he is doing. He is definitely climbing. When you want to just take this guy and bring him in for his own and everybodys safety. He just doesnt want anything to do with that. So it definitely gets frustrating. We can look at where his next moves are going as far as where he plants the suction cups. Right Straight Line in that corner. Anticipate his next moves and maybe take out the glass right before he makes that move so then you have him right there. That really is like the only thing you could possibly do. We did see the nypd Emergency Service unit. They did inflate that landing pad that they so often put out if someone is jumping or if, somewhere so we saw that bright yellow inflatable landing pad. Would that be an option for this man to fall or is the best way to get him through a window at this point . Reporter i think you want to try to get him through a window. For him to fall, its just you never want that to happen. They just deploy that in case something happens with him and he did fall off his equipment. That he does have something down there. But you want to try to get him off take us through whats so challenging about this. Why cant they just break a window and grab him . Its not so simple. No, no. Its thick glass. Not only the glass. The thing that makes this so difficult is that he is mobile. You know . Like i said before, most of the times when you go down you rescue somebody, theyre not mobile. They are waiting there for you and you just get right down to em. And you bring them down or up depending whats easier. This guy is totally mobile and he knows what he is doing. That makes it hard. They have tools for the glass but when somebody is mobile its a new world when he is mobile. Mobile but not moving that quickly. Quickly he can still go right or left so he can still avert pd. Now he is at 17 stories up where he appears to be. This is a 58Story Building. How long do you let Something Like this just go on . Reporter its a tough call. I mean, i always think that he is going to be tired very soon. But, you know, thats pds going to go on and whats our next option. Think how exhausting this work s you ever go to the gym and use one of those rock climbing walls . Thats tough. Oh, yeah. Youre exhausted after minutes, i guess . This man clearly knows what he is doing. Whats interesting is, he was in communication, we saw him chatting it looks like maybe he is yelling down at that First Responder talking through the cut window so we know they were talking. We dont know what they were talking about. He is ignoring them. We are wondering how long they will let this go on for. He is has been scaling trump tower in midtown for some he is surrounded by First Responders. You have the nypds Emergency Services unit there. They have cut through glass, put blankets over the glass to get him inside. He is a story or two above where they cut through the glass so he is ignoring at this time. [vulgarity ] not sure what that was apologize for that. We are going to keep watching that. This is trump tower fifth avenue at 56th street where a guy is harnessed and attached to some suction devices suction cups if you will and bringing midtown to a minutes. Valerie castro is on the ground, all kinds of people, onlookers, tourists, people on their way from work. Reporter fifth avenue is a very busy place, lots of storks a lot of people working in the area. Lots of people stoppings to whats going on, unsure whats going on. Its hard to leave it to donald trump to get someone out to do Something Like this. Reporter what do you think of somebody climbing up the building . Strangers things have happened, right . People come out seem to be taking in the spectacle. So im one of em. What was your reaction . I saw it on facebook and i was just down the street so i thought, okay, come see something i havent seen yet in new york. I had to check it out. Thats a short list. This is a new one. Coming to check it out, out of curiosity. Some have walked by and figured out whats going on . Theres still a strong Police Presence here, ambulances are in place to be prepared for what may have later. Fifth avenue is shut down between 57th and 56th. Street. They are in place. Again, lots of people stopping and wondering exactly whats going on. Some have asked me . Donald trump climbing the side of the building . Of course we know he was in virginia earlier today. Will be in florida tonight for a campaign event. Again, unclear what in mans motivations are, if they are political or not. Its unclear. A man who loves to tweet so this is trump tower in midtown. I want to ask you, are you getting a sense of urgency on the ground from the nypd or does it seem to just be a watch and wait situation scenario . You have people just watching just out of sheer curiosity but is there a sense of urgency with this man climbing. Reporter at first there was a sense of urgency getting the metal barricades in place portion of the street is closed and portion still open. There was an urgency to secure the scene, keep everyone safe. Right now, here on the west side of the tower, its very much a waitandsee. They have resources in place ready to use if need be as we mentioned. There are paramedics here but they all seem to be waiting for the next order of business. What they should be ready for, what they need to be ready for in the next minutes and possibly hopefully not hours this point. Valley, im sorry, if you saidty missed, whats your location and exactly what can you see from where you are on the ground, valerie . Reporter maurice, we are standing on fifth avenue just south of 56th street. Snow man is climbing on the 56th street side. The building theres a corner on the building so its hard for us to see exactly where he is. He is around the corner of the building from where we are. But of course, the base emergency crews and the nypd. Again, its tough to see where this man is from where were standing but people are still stopping and looking and taking pictures even though you cant see from here. A lot of people just stopping to see if they can see anything. Valerie castro for us on the ground there, in midtown, thank you. People wondering what on earth is going on. There it is. A man with suction cups screen. Its been going on for a good 105 minutes by our count and counting. He is about 18 stories up. The building is 58 stories. Its a slow process. Police are trying to coax him out. He is ignoring them. You have to figure they are going to plan b or c right now going down their checklist. I was just looking here, we have some notes on prior such incidents. There have in fact be climbers. Back to 2008, three men tried to climb the new New York Times building. This was the saturday when one guy tried do it. That was 52 stories. And he was coaxed down. He was taken away for a psychiatric evaluation having done that back in 2008. So theres some precedent but that building was easier to climb apparently and they had to change the buildings design. It looks like they are lowering down that scaffolding usually when we cover this sort of story its window washers who have been stuck in their scaffolding. This is a bit different. So they are lowering that. He is surrounded by Emergency Responders and a landing pad in case he falls. They have been cutting windows. They were talking to him earlier. But he did not want to listen. He is ignoring them. We are going to stay with this story, of course, we going to put this video in another box we do want to turn now to lonnie quinn, because thats another big story of concern today Severe Weather were experiencing. Lonnie. We had a Tornado Warning in Suffolk County but right now in new york city, you know, its pretty calm. We have the cloud cover overhead. The winds in the city right now at around 13 Miles Per Hour which is why you dont see the manis climbing being blown around by big winds. Thats on the east end of long island where we have problems. Out there. We have some in Nassau County and further out on the east end where the heavy stuff is now. I dont know how those suction cups works if it was to rain but very possible to get a cell anywhere. We are starting to see them flare up in a few spots out there. It could take place over new york city. We are all under a risk for some rain today as we finish things up. Heres what we have out east. Its right now just east of amagansett, a little west of montauk. This is the last of the heavy rain. Wherever you see we had what we thought might have been the possibility for a tornado out there, no confirmed reports but we are starting to see some lower level rotation but we wont know if there was a confirmed tornado until tomorrow. What youre looking at right here this little circle of 4 p. M. , youre flying from here to paris. That flight is flying, you know, an altitude of 40,000 feet. This is a high top cloud where you generate strong storms so thats why we have a Tornado Warning that was discontinued about an hour ago. We have a heat advisory for all five boroughs of the city. It was hot out there today. At one point we had 83 but it felt like 90 when i factored in the humidity. Belmar felt like 103 with humidity. A southwest wind is heating things up. More now into central pennsylvania and we are going to have an increased chance for rain. Come back to anybody say later on this evening. So here we are at 10 p. M. Spotty out there. Well. Similar looking radar tomorrow afternoon compared to what you had today. Friday, guess what, a repeat performance. Then well just keep going like this right into the weekend because i see more activity possible for your saturday. So lets take a look at your day tomorrow. Its hot and sticky with a thunderstorm chance at 90. If you look across the board at the numbers, 91 on friday, 92 on saturday, so that heat advisory that i talked about that stays in effect, m extended because the humidity is not going away but the temperatures are going up. So i think you will have that heat advisory for friday and saturday. Saturdays high about 92. Sunday looking at 88. Still hot and sticky out there. Still a chance for a thunderstorm. Monday, we are going to break the heat finally but not until i squeeze out a little bit of moisture out of the air. 84 monday and tuesday. So that is a look at your sevenday forecast. Back to you. We are watching a drama above midtown. High drama. A climber has been using suction cups to make his way up the side of the building at fifth avenue and 56th street. This is the south side of the building and emergency officers have been trying to get him to get out of there. They have broken glass and spoken to him. He has waved them off. We have on the phone right now jack cambriom give us a sense of what youre up against. You have someone who appears to be hostile what do you do, how long is this going to play out . Well, its really up to the individual that is climbing at this point. He is in control. The nypd Emergency Services unit is supposed to take the lead with this along with the nypd Hostage Negotiators in the event they are able to stop him and dialogue can commence. But in this way they have to try to contain him as best myself, they have been trying to break windows above him or cut through glass, to create a barricade but he is eluding them by climbing around them. So its very difficult. So the other problem is we dont know what his motivation is. Is he a trump supporter, is he a trump detractor, is he just seeking publicity and he happened to be on the building with the tightrope across the World Trade Center in the 70s. Whats his motivation . In any case once he is stopped, taken into cuss dishes the nypd will take control in any case, once estopped and taken into custody the nypd will take control of that and of that and be evaluated and arrested. Reporter you got it. Thats how it plays out. But there is some fatigue that will set in probably sooner rather than later. Its a very strenuous thing that he is doing right now. And at one point he will get tired. So in order to compensate for that, again the nypd Emergency Services unit will have airbags probably situated strategically below him in on that. Realistically they will let him tire himself out . Why cant they just grab him . Why wouldnt they do that . Well, i i think, alice, its because we dont want to be seen or dont want to be facilitator of him being injured or falling or even the worstcase scenario being killed. So we have to kind of let him dictate how this will go until he tires out. So if you break a window right side of the police department. And thats something that, you know, we dont want to do. So we have to try to contain him as best we can to the point where he says, okay, i had enough and made my point. Wow. Take him into custody. Whatever that point may be. We dont know his motivation at this time. He has been climbing for a while i know. Now with a backpack on. Cbs 2s Valerie Castro said that sense of urgency on the be there as it was in the beginning. Now people are really just watching and waiting. This man has been pretty calm from what it seems. He has been talking with First Responders. What are they saying to him as he is going up there . What are the sorts of words, you know, that they would say . Well, they are asking him if he would to please, you know, come on in and because mostly out of concern for himself. He seems to know what he is before, at least practiced this before someplace somewhere. So he seems to have a good grip on what he is doing both literally and figuratively. But those kind of things that try to convince him to change his motivation from what he wants to what we on the side of Law Enforcement want to play out. Again, its about public safety. And the other side not even, you know, if he falls, he may that would be an injury. A lot of people are watching from ground and at home somewhat amused but really, this man is taking away resources you have all of these First Responders dedicated to whats going on with him right now, could be taking away from other, you know, more serious situations. Deal with multiple high scale events in any one given time. But youre right. That immediate area, very valuable resources being taken away. They could be used in better fashion. Jack, i dont know if you have our screen cbs 2 on. I hope you do. Right now we have a picture of one of these buckets that looks like its used by a window washer. Im in the field right now. Its coming down the feels like about 15 feet away. Um, theres an officer in there. Youre a Hostage Negotiator. Thats what you do. Thats what did i, yeah. Im retired. Right. Retired. What do you say . You know . What kind of language how do you phrase it its been going on for almost two hours . A very soft approach. Were not having an aggressive approach with him. Going to think about yourself, then you have to think about public safety. There are people downstairs watching and god forbid something happens that you drop one of your cups someone could be seriously injured or if he has a family, whats your family going to be thinking about this . You know, what if they see you fall on national tv . Oh, my goodness of, you know . So we are going to try humanity and self preservation, survival. And we have to kind of keep working around that until we capture the emotions of what he may be going through or what he is feeling and what he is thinking. And then once we get an indication of that then we can kind of delve into that. But until he comes around, which it doesnt appear he has, i mean, he is, you know, proceeding as he was. Then what . Just contain him as best you can. What i would know that probably look to do is just get, you know, Vantage Points from several different Vantage Points to kind of like in a chess game. He has nowhere else to go. At one point he is going to be so fatigued. He will probably say okay, i made my point. He will is im hoping how it will wind up. It will take time. Fatigue will set in. How much of a concern is the backpack especially to the First Responders in close proximity to this man . Its a major concern. And, of course, for that matter, i would rest assured that the bomb squad is probably on the scene, as control of that backpack and examine that, xray it and see if theres any explosives inside the bag. We dont know. Whats his motivation . Is it just rescue equipment this is bag . Is it lines, ropes, suction cups . Or is it Something Else . We dont know his motivation. We have been watching its coming up on 2 hours and i dont think we have seen him take a single sip of water or, you know, energy bar or any food, nothing. No intake. And he is just out putting all kinds of energy. He is disturbed . Psychological issues . Is he a performer . Just is now oh, my goodness, you know, ill go back to that individual begin. When did he that he became worldwide. So this is his motivation as well to be a performer. My best guess would be sooner rather than later. We have been talking with jack cambria, retired Hostage Negotiator a maddening frustrating afternoon, two hours a man has been south side of the building 56th street at fifth avenue. Miami services and hostage and Emergency Services and Hostage Negotiators and nypd are on the scene. He refused all attempts. They broke glass at lower floors and he went right by them and continued going up. Is trying to get to the top. You can see an officer in the bucket coming down the other corner. I would believe thats the fifth avenue side of the building where the officer is. This thing just goes on. We talked with officer cambria there, the Hostage Negotiator and he said after you have tried to talk to him, he is to let him tire himself out, put inflatable landing devices down on the landing areas, close toast where he is, hopefully he tires himself out and this ends well because you cant force him down and theres lieutenant liability. He has no helmet
