Might still want the light jacket by then. By noon today temperatures in the low 60s. Then were going to keep on warming up as we go through the afternoon. Philadelphia as we go through the Morning Hours near 50 by 8 00 a. M. , nice and sunny by 11 00 this morning right around 60 degrees. We continue warming through the afternoon, too. Breaking news in philadelphias kensington neighborhood. Earlier this Morning Police in a standoff with a man who allegedly told someone he shot someone. Monique braxton live on the scene. Monique, you just spoke with police. I spoke to chief inspector head of Homeland Security and s. W. A. T. Officers. He told us right now a suspect hes been taken from 600 block of east westmoreland. The s. W. A. T. Team and firefighters have cleared the scene. But this is still a very active investigation and here is why. Police sources tell us inside the home are two men and one woman. Some have gun wounds to their head, they are deceased inside east westmoreland. Were told one man was able to rundown the street. Hes taken to a local hospital. In all four shot here in east westmoreland, three are deceased. Homicide detectives on the way to the scene. Were told this incident began hours ago, about two hours ago, when shots rang out and residents began calling police. When police arrived, the gunman had barricaded himself inside the home but he was on the phone with a 911 operator telling them he was armed with a shotgun and there was at least one dead person here with him inside. Police have told us the gunman surrendered peacefully and he has been taken down to homicide to be questioned. Now, were going to continue to stay here on the scene, monitor the investigation. Police believe her 5yearold sibling shot her with a gun belonging to their mothers boyfriend. Right now that man is in custody. This all started in of a house on East Mayfield street in kensington just before 2 30 yesterday afternoon. Police say the 4yearold girl was shot in the face by her sibling playing with the gun. The gun was recovered. Investigators took off. Investigators say he surrendered to police late last night. Now, to news from our south jersey bureau, this fire destroyed four units at an apartment complex. Only one minor injury to report. Thats the good news. Fire department called to west branch avenue and pine hill right around 9 00 last night. They rescued several people from the building. Everybody got out safely. The American Red Cross is now helping the families whose homes were destroyed. Meantime investigators are looking into a cause. The Cycling Community is calling for action from harrisburg following hitandrun crash in west philadelphia. The bicycle is in extremely Critical Condition after a car hit him and then took off. Detectives on the scene at a house where authorities tell us a man shot four people inside. Monique braxton live on the scene as well. Monique, youve been following this all morning long, taubing to inspectors there. We understand they have someone in custody. Reporter thats right. A gunman peacefully surrendered to police in east westmoreland. Although firefighters left, its an activity investigation. Three people dead. One person who was shot and got away was taken to a local hospital. Moments ago police who assisted that victim showed us the door where the lone survivor collapsed. Investigators say the incident began about 3 45 this morning. The gunman who shot at least four people barricaded himself inside the home. At one point he told the 911 operator he was armed with a shotgun and at least one person he shot was with him. When i asked the detectives, as well as the head of Homeland Security if the suspect is known to police, i was told yes. So about mid block from where im standing right now, can you see investigators are outside the home where the shootings happened. They are awaiting the arrival of homicide detectives right now. When homicide detectives here, they will go inside. They will also be followed by a crime scene unit who will be processing the scene. Weve also been told that the weapon has been recovered. This is before 2 30 yesterday afternoon. Here is what we know from police. The 4yearold girl was shot in the face by her sibling playing with the gun. The gun was recovered, the boyfriend took off. Investigators tell us he surrendered to police late last night. [ inaudible ] the names of the victim and the mothers boyfriend in this case have not been released. We will continue to keep you posted. This morning the American Red Cross is helping families who were forced out of their apartment by this fire right here. You can see the intense flames in the photos. Although the fire tore through several units of the apartment complex, fortunately only one minor injury to report. Take a look at this video. A viewer gave us this. Its of the blaze at the mansion apartments on west branch avenue in pine hill shortly the fire started at 9 00 last night. At least four units of the apartment complex destroyed. Others were damaged. Firefighters had to rescue several people from the home. A witness describes what happened. I saw the fire going up into the sky and the apartment complex going up in flames. You could feel the heat from it. I was in the house behind this and the heat was intense. The cause of the fire is now under investigation. Weve also learned there was a fire at the same complex just last year. New from overnight a big response to Dumpster Fire in kensington neighborhood. Hazmat keller crews called to the scene on east york street around 1 00 this morning. There was some kind of substance in the dumpster that caused concern. Firefighters tell us it was near a nail salon and that was part of a strip mall. Well continue to follow this one as well. A little later on medical marijuana will became legal in pennsylvania. The governor will sign the bill into law in harrisburg. The bill will allow people suffering from 17 diagnosed conditions to have access to medical marijuana in pills, ointment or lotion form. It gives parents of Sick Children the ability to buy from other states until its here. It will take two years statewide dispense riaries to get up and running.
