For the most part, we now start the cloudier period of our later afternoon. Heres a closer look at in Chester County. You can see how spotty this is. The light green to deeper green, this is mostly a light rain thats going to move by pretty quickly. Youre not seeing any yellows or oranges on the board, even as we go up into berks county. Now were watching this line of rain thats moving into parts of pennsylvania and passing through ohio. Its actually a cold front thats going to move our direction. Its not going to drop temperatures, but it is going to bring in more rain for our late day and overnight hours. Right now, its about the temperatures. Were now at 52 degrees in philadelphia. Well on our way to the low 60s in parts of our neighborhoods throughout philly. In allentown, 43 degrees. A little cooler because weve had the rain there moving through. 56, atlantic city. This is spots where we did not have the rain pass through this morning. Today is going to be a warmer than average day. Its also going to be windier as we get later into the day. Right now 10 Miles Per Hour at lewis beach. But as that front starts to get nearer to us as we go overnight, those winds crank up as well. Coming up in a few minutes, were going to track the showers neighborhood by neighborhood and well talk how high those wind gusts go. An armed kidnapper targeting women at delaware apartment complexes has struck again. This is now his third attempt. All the attempts have occurred at apartments in New Castle County. Pamela osborne is live with us there with reaction from concerned people who live there and throughout the area. Reporter we actually have some brandnew information that we just got from a man who lives inside that building. The woman who was attacked lives inside there as well. The woman was out walking her dog last night. She was returning back to her building around 6 30 last night when that suspect appeared. The Woman Told Police the suspect showed a gun and demanded money before forcing her into her apartment. When they got to the victims apartment, another person came to the door and the suspect took off running. She described him as being 57 or 58. His face was covered and he was wearing dark clothing. Police believe this is the same suspect who kidnapped, robbed, and sexually assaulted two other women on february 13th and february 19th. In both of those cases, the victims were taken from the delaware apartment complexes at almost exactly the same time. We spoke to a woman across from the apartment where this latest incident occurred. She says its frightening. I got home at 6 30. Thats really scary. When i first moved into my apartment by myself, i took selfdefense classes around in the area. Im pretty confident. I try not to be by myself a lot, but i am living on my own. Im always looking around and keeping an eye. Reporter take a look as we come back out here live. You can see mounted detectives here combing through the area, searching for any potential evidence that was left behind. Were looking on turning that interview around with that neighbor right now. Were going to have that for you at 11 30, but he says he put that victim inside his apartment. He locked her up so she could be safe there. He went out himself looking for that suspect. Reporting live now, im pamela osborne. In West Philadelphia now a robbery attempt ended with a shooting of a cab driver. Police this morn say they are still looking for two men who got in this unlicensed cab just before midnight at 52nd and market streets. When the driver tried to fight back, the other men shot him in the back. The attackers took off empty handed. The victim is recovering at the hospital. The new republican plan for health care is drawing praise from the president and criticism from democrats. President trump sent out half a dozen tweets this morning. One tweet says our wonderful new Health Care Bill is now under review and negotiation. Obamacare is a complete disaster and is imploding fast. Bob casey said the Gop Health Plan is a tax cut for millionaires, destroys medicaid, and insurers fewer people. But yeah, why would we worry. The house ways and Means Committee are talking the American Health care act. Some are defending the bill predicting it will give americans more choice. It was introduced online last night, and it certainly represents a major step toward a longtime goal for republicans, so now they face their next hurdle. Provide relief to americans from the taxes, the mandates, the penalties. Reporter in the plan rolled out online, republicans introduced the American Health care act, their replacement for obamacare. President trump tweeted his approval adding, quote, time to end this nightmare. Democrats are already gearing up for a battle. We will fight tooth and nail to make sure that people who now have insurance under the Affordable Care act will maintain that insurance. Reporter how does this stack up against obamacare . Under the new plan, theres no longer a mandate for people to get covered and no fine. What stays . Coverage for people with preexisting conditions and children can still say on their parents insurance until age 26. Still unknown how much this will cost. No, we will know what it costs before they vote on it. Reporter today republicans signaling this may not be the final version, and some republicans, both moderate and conservative, are not completely sold. And theres still concern among Many Americans as made evident in recent town halls. Senator rand paul says the president tried to sell the plan to him personally. I think hes open to discussion. He didnt say take it or leave it. Reporter the next step, selling the plan on capitol hill. And in a couple tweets this morning President Trump himself signaled what he might change in this law, getting rid of state lines and lowering drug costs. Live in washington, blaine alexander. In delaware county, a day care teacher accused of shoving a 4yearold down a flight of stairs is now facing charges. A newly installed surveillance camera captured the child flying down the stairs shoved by her own prek teacher. It happened on friday. They arrested 52yearold sarah gable of fulcroft. She was like, oh, it was her shoe. No, it was not her shoe. I just watched you do it. The child suffered a knee injury, but returned to the day care yesterday. Gable faces charges of simple assault, harassment, and child endangerment. He argued the irs damaged his reputation when they tipped off media about a 2012 raid at his apartment. He claims the damage to his reputation caused him to lose income and was therefore unable to afford the attorney of his choice for his trial. The hearing lasted just under an hour. He is serving a fiveyear sentence for fraud after a jury found him guilty of cheating banks, business clients, and the Philadelphia School district out of more than a million dollars. In northeast philadelphia, the owner of the Aquatic Fitness Center is vowing to rebuild after a fire sent two people to the hospital. You can see crews working to douse the flames at the club on grant avenue. A witness told us he saw contractors using a blow torch on the roof of that building. A member who was working out in the basement at the time says she shouted warnings to others. By the time i got to the top of the sets, i screamed to everybody to get out. Two victims were treated for smoke inhalation. Investigators continue to look for the cause of the fire. Its ten minutes after 11 00 now. A tornado damages hundreds of homes in a town near kansas city, missouri. This is a view from the sky of the destruction in oak grove. At least 12 people were hurt when the tornado touched down last night. It did damage an over sevenmile area. Its amazing there were no deaths. On the other side of the street near st. Louis clean up is underway there. Strong winds overturned at least two homes and damaged dozens of others. At least two people suffered minor injuries there. A line of storms is still powering along in our direction. That will bring us some rain overnight. Were looking at a shout outside the Kimball Center campus cam. We had showers this morning pass through. Nothing heavy. This was mostly sprinkles. Weve got more rain to come. In fact, still some rain thats headed our direction right now. Its not a lot. These are scattered showers. Again just like this morning, most of it is going to pump through the northern parts of our viewing zone. Areas like southern delaware and a lot of south jersey has missed out on the rain so far. We will see more tonight and that should be more widespread across the region. Take a closer look. Then this line way back through ohio, thatll actually hit us into the early a. M. Hours of your wednesday. We still have some rain to go here. Were not completely done with it yet. Temperatures farther south easily to the 60s. 59 in dover. 58 in vineland. Low 50s for philly. Look at the comparison to yesterday at this same time. 18 degrees warmer in dover. 11 degrees warmer in philly. 12 degrees warmer in atlantic city. So that warmup is certainly on no matter where you are and some of us will be tapping into those 60s later on. Philly one of those locations. 2 00, 57 degrees. 5 00 p. M. , 60 degrees. Officials in missouri say Straight Line winds and tornados destroyed 60 homes in two communities. They say so far only minor injuries have been reported. A closer look at the devastation in smithville, missouri. Reporter as the sun rose, we were able to tell how much damage was here in smithville, missouri. All of this debris laid on the ground here, this was once a home. You can see shoes, kitchen cabinets, ceiling fans. This all came from up on top of that hill. Thats where the house was. Completely blown off the foundation as severe winds and thunderstorms rattled smithville here. You can see all the homes down the line here have significant damage. Siding blown off of homes, trees cracked and toppled over. Now a tornado didnt touch down here, but 30 miles east of us in oak grove, missouri, a tornado did touch there wreaking havoc on that small community. Same situation in oak grove as in smithville. Debris everywhere. We know that nobody got hurt and that is the good news in all of this. So now this morning crews are coming out here trying to restore power to the community, assessing the damage, and seeing what can be done. But again stressing no injuries, and that is amazing here the morning after severe, Severe Weather in the midwest. For nbc news, im sara plank. Concerns arriving again after a third kidnapping attempt at an apartment complex. A man targets women at an apartment complex in new castle. Pamela osborne is live. You just heard from a man who helped the latest victim. Tell us what he said. Reporter youre going to hear from him directly in just a minute, but i want to let you know a half dozen detectives have been here throughout the morning. Theyre still around the bluffs apartment. That suspect we know took off on foot. Theyve been out on their own feet and have done horseback combing through the wooded area near the apartment complex. In the past hour, we learned the victim was actually out walking her dog around 6 30 last night. She was coming back to her building when she was approached by the suspect who appeared to be waiting and lurking. Police believe this is the same suspect who kidnapped, robbed, and sexually assaulted two other new castle women back in february. Youre about to hear exclusively from the man who helped that woman who ran to him. He actually locked the victim in his apartment, grabbed his own gun, hopped in his truck, and went out looking for the suspect, but by then he had already disappeared. Listen to what he told tim furlong about how the suspect made his approach and what the victim did that may have helped save herself. When she came in, he took advantage. When she unlocked the security door, he shoved her through there, but she hit the buzzer on the way in. She ran down the hallway and knocked on my door, told me she had just been robbed. Well, caught in the hallway and was held up with a gun. Reporter when she hit the buzzer, it alerted her boyfriend who was inside the apartment that something was going on. The gentleman said that residents here, including the victim, are aware of these two prior incidents. Weve been here this morning and talked to neighbors. They said theyre actually going to be keeping an even closer eye out for one another in this time. The big concern is for leafy vegetables like lettuce as well as broccoli and cauliflower. We spoke to the Vice President of pinto brothers. He says farmers have not been able to plant their seeds in time because of the rain there. Theyll try to buy produce from mexico, but suppliers will not be able to meet that demand. It has now been six months since the city of philadelphia transformed nine traditional schools into Community Learning centers. The idea is to turn School Buildings into anchors within those individual communities Offering Services and programs for everyone who lives nearby, not just the students who are learning inside that building. Here is how one neighborhood is faring with their First Community school. Its not your average philadelphia public school. It sits in an immigrantrich neighborhood. Inside, more than a dozen languages are spoken. His school is meant to serve more than just the students. When it was chosen as one of the citys first Community Schools, it made sense. We have a lot of folks beating on our door excited about this work. Reporter theres been an outpouring of support from organizations who want to offer resources for the kids and the community. We have shampoos and conditioners. Reporter one idea thats taking shape now is expanding this food pantry. Soon it will move from this closet to this classroom and be open to kids and the community, an idea ellis likes for her neighbors. There are a lot of children in our community that we dont know are hungry and maybe it will make a parent feel a little more comfortable to go to people that they know. Reporter other parents are impatient. The first group of Community Schools was named last summer, and money from the citys controversial soda tax is helping to fund them. We need everything. We need community services. We need everything. This is a culture change, so its going to take some time. Reporter regina young was hired by the city to turn tildon into a community school. It was suggested to open a parents cafe. Change like this has been made and more is coming. At one of our schools they started a food backpack program. Other schools have started doing community meetings. Were looking at health services. Come fall, thats when things will get up and running and people will see more activity, but things are happening now. Theyre really excited for the fall when well see more of those things come to fruition. We mentioned money from the citys soda tax goes to this cause. Just under 250 million from that sugary drink tax will help fund this initiative. It is throwback tuesday. Lets roll it. Yeah. Were at 52 in philly. 45 in parts of the suburbs. Low 40s for the Lehigh Valley. Some areas might struggle to get out of the 40s due to the showers passing through. 48, new jersey. 52 for delaware currently. The areas in delaware will make it to the 60s later on. We do have some scattered showers right now passing through the suburbs, Lehigh Valley, berks county area. Just about to make it to philly too. This is a light rain, very brief period steady rain passing through Chester County into delco and New Castle County right near wilmington. This is going to continue on. Also just clipping parts of gloucester and Camden County as it continues to move from west to east, but the better rain comes a little later on. Notice the temperatures mid 50s philly. We continue to see those 50s as we drop farther south. The scattered showers continue into 2 00 in the afternoon. Thats when were going to see struggling for warmer conditions farther north, but certainly see it south. Theres the 60s on the board. Thats about 6 30 in the evening. Then weve got the next round of rain moving through. This will be a little steadier and a bit more widespread. Weakening around 11 00, but still cloudy overnight. Very mild still. Upper 50s to low 60s. Heres the line of storms that could pack a little more strength briefly. It tracks pretty much across the entire viewing zone. Then it will knock down the temperatures just a bit right in time for your morning commute tomorrow. This is at 7 30 a. M. The showers are out and will start to pull the clouds out with it too, so more sunshine for your wednesday. Wind forecast, well, take a look for later today. 14 Miles Per Hour in philadelphia. Millville. 22 for dover. Theyre coming from the southwest which continues to leave the warm air in place. Gusts 35 to 40 Miles Per Hour possible throughout the night. We may be able to see some of those higher gusts because it is a cold front moving through. The problem is if you really like the 60s, they dont stick around for very long. We have a big drop in our temperatures friday. Weve got 30s to some low 40s. Check this out. Rainsnow mix potential for philadelphia, the shore, delaware, Lehigh Valley, suburbs. Look how cold it is. High of 36 in philly. Only 32 in the Lehigh Valley. Sunday, were tracking a storm right now. It has the potential to give snow to our entire area, but it is looking more likely for the shore and the delaware area. The temperatures regardless will be cold enough and only 32 for a high in philadelphia. Well check in on that tenday in 10 coming up. Prom season is almost here and parents know that the cost of dresses, shoes, and accessories for the big night can really add up, but a local Business Owner wants to make sure every young lady that want to go to the prom gets a chance to live that dream. Tamika is the owner of renew Clothing Store in midtown. People are shocked at how expensive it can get to go to the prom. Hundreds of dollars were talking. Thats right. What are you doing . Were giving away free prom dresses, shoes, accessories. We have teamed up with local makeup artists and hair stylists, so the young ladies that attend the event when they get there, theyll receive a voucher. It will either be a discounted for the hair salon or makeup or it will be free. The whole package . The whole package. What made you decide to do this . Ive always wanted to give back to the community. Now having the Clothing Store and we have prom dresses in the store. I just think its the thing to do now. Right now this is the thing were doing. It is all coming at the best time for prom season. Theres a need out there. Whats the reaction youre hearing from people who live in the community . People think its great. I say that because they have been stopping past the store. Theyve been donating. We have about 160 dresses so far. Thats just through social media, instagram, facebook. Weve been posting fliers, and we do have a sponsor. People have through april 1st to keep donating items. While you have dresses, you need shoes. Exactly. We need a lot of shoes.
